한국 보건의료 연구개발의 현황과 과제 (Current Issues of Healthcare Research and Development in Korea)

  • There has been much efforts to facilitate healthcare innovation and many desirable outcomes were produced in Korea. However, some structural deficiencies were found. They are misalignment of research and development (R&D) subjects with healthcare system, lack of flexibility of current healthcare system to accommodate the radically innovative products, and lack of cooperation among innovation agent. Some suggestions to correct these deficiencies are discussed. The suggestions are as follows: relating Korean healthcare R&D to healthcare system, enhancement of institutional flexibility to allow innovative application of new technology, improvement of the R&D process, and reexamination of the role of academic medical centers.

A Comparison of Daedeok Innopolis Cluster with the San Diego Biotechnology Cluster

  • This paper suggests policy implications for Daedeok Innopolis (DI) in Daejeon by comparing the development and problems of DI with the San Diego biotechnology cluster. DI has strengthened its capabilities for technology commercialization and business activities after having created and managed by the Korean central government. While DI has been successful in increasing the number of institutes, researchers, research activities, however, its dynamism is not rigorous enough to be a regional innovative system. San Diego's scientific and entrepreneurial community shows the importance of formulating social and spatial contexts for mutual interactions and engagements. In San Diego, UCSD and networking organizations, especially CONNECT, are central in promoting interactions and communications between regional constituents including entrepreneurs, academics and local governments. The mechanisms of San Diego biotechnology imply that DI should provide more attention to designing and developing social and geographical space that can unleash the creative power of social interactions. To build an innovative regional system, DI needs to renovate its space, public-private relationship and networking platforms.

  • Myanmar's current power situation remains severely constrained despite being richly endowed in primary energy sources. With low levels of electrification, the demand for power is not adequately met. Cooperation in energy has been a major focus of future initiative for all developed and developing nations. If we want to solve climate change, and change our energy infrastructure, we need to be innovative and entrepreneurial in energy generation. This paper will help us in examining Bayesian MCMC Analysis for the parameters estimation among the arrival rates of disaster occurrences, firm's expected income-based electricity tariffs, and estimated R&D investment expenses in new energy industry. Focusing on Japan's electric power business, we would like to search the potential for innovative initiatives in new technological energy industry for the regional development and ecological sustainability in Myanmar.

공공조직에서 감성리더십이 혁신행동에 미치는 영향 -직무열의의 매개효과를 중심으로- (The Effects of Emotional Leadership on Innovative Behavior in Public Organizations -The Mediating Effect of Job Engagement-)

  • 본 연구는 조직구성원의 혁신행동을 일으키는 리더십의 이론적, 실무적 발전을 촉진하기 위하여 감성리더십, 혁신행동, 직무열의 간의 관계를 살펴보고 그 관계에 있어 직무열의의 매개효과를 검증하였다. 7개 공공기관 260명을 대상으로 실증분석을 위한 자료를 수집하였고, 연구가설의 관계를 확인하기 위해 SPSS 23.0과 AMOS 23.0을 이용하여 분석하였으며, 그 분석 결과는 다음과 같다. 첫 번째, 감성리더십은 직무열의에 정(+)의 영향을 미치는 것으로 나타났지만 혁신행동에는 영향을 미치지 않았다. 두 번째 직무열의는 혁신행동에 정(+)의 영향을 미치는 것으로 나타났다. 세번째 직무열의는 감성리더십과 혁신행동 사이에 정적인(+) 완전 매개역할을 하는 것으로 나타났다. 본 연구는 감성리더십을 통해 발현된 직무열의가 혁신행동에 미치는 영향력을 공공조직을 통해 검증함으로서 일반기업과 마찬가지로 공공조직에서도 성공적 혁신 추진을 위해 감성리더십을 갖춘 리더 육성이 중요함을 시사하고 있다. 마지막으로 본 연구의 한계점을 지적하고 미래 연구를 위한 연구 방향들이 제안되었다.

혁신제품 확산과정에 대한 저유량 모형 개발: 친환경 자동차를 대상으로 (Development of a Stock Flow Model on Diffusion Process of Innovative Goods: the Green Car Diffusion Case)

  • As global competition for green car, that is environmentally friendly car, is getting tougher, the governments and the related industries are putting their core efforts in its diffusion. However, the green car sales are disappointing so far. To overcome the gridlock, it is necessary to develop concrete analytical framework to understand the diffusion process. Based on causal loop analysis from the previous work, we have identified main variables and relationships of them in the diffusion process and developed a stock-flow diagram and mathematical formula for the main components. The model would be applied for further quantitative simulation on the diffusion process of green car and other innovative goods as well. Also, we have suggested constructive insights for the policy makers and for the related industries. First, it is important to increase consumers' willingness to consider through marketing and word of mouth to accelerate the diffusion process. Second, in the perspective of the industry, the market share of green car should be increased at the earliest possible stage and this could be done by enhancing each components of green car attractiveness(e.g. price, driving range, social infra). Third, companies should develop a balanced investment between consumer and technology sector through a flexible financial policy. Fourth, the government continuously has the role of investing in the related R&D and social infra building. We expect the green car diffusion model and related formula from the research can provide meaningful tools to analyze the diffusion process of other new and innovative goods based on its deep researched literature review.

Public Procurement for Innovation in Korea

  • Public procurement for innovation is used as one of the major policy tools to stimulate innovation and promote growth of small and medium-sized enterprises (SMEs) in Korea. However, it is evaluated that this policy has not been so effective in promoting technological innovation among SMEs largely because it heavily depends on price competitiveness of SMEs products and services. In order to draw some policy implications, this study examines the PPI policies of selected countries as comparative references and conducts an empirical analysis on Korean Public Procurement Services (PPS) data for identifying challenges of the current policy in Korea. We conclude that in order to enhance technological innovations of SMEs, PPI policy in Korea should 1) focus more on the potential competitiveness of SMEs, 2) enlarge public demands especially on R&D services, 3) encourage private sector participation in the public procurement market, 4) improve the assessment criteria for public procurement market registration, and 5) restructure the responsible organizations.

개인-환경 적합성, 긍정심리자본, 혁신 행동 간의 구조적 관계 (Structural Relationships between the Variables of Person-Environment Fit, Positive Psychological Capital and Innovative Work Behavior)

  • 융복합 환경에서 인적자원 관리 차원에 입각한 개인-환경 적합성의 중요성이 부각되고 있다. 본 연구는 긍정심리자본의 매개적 역할에 주목하여, 개인-환경 적합성이 혁신 행동에 미치는 영향을 구조적 모델을 통해 검증하였다. 분석결과 개인-환경 적합성은 긍정심리자본과 이직의도에 유의한 영향을 미치는 것으로 나타났다. 긍정심리자본은 개인-환경 적합성과 혁신 행동 간의 관계에서 중요한 매개효과를 갖는 것으로 나타났는데, 특히 개인-환경 적합성 자체가 혁신 행동에 직접적인 영향을 미치는 것이 아니며, 긍정심리자본이 먼저 형성될 때 혁신 행동을 증가시킬 수 있는 것으로 확인되었다.

  • 공기업에서 혁신행동을 유발하는 요인에 관한 선행연구가 부족하다는 문제에서 출발하여 직무자율성을 혁신행동에 영향을 미치는 변수로 가설을 설정하고 실증적 분석결과로 부터 정책적 시사점을 도출하고자 연구가 수행되었다. 공공조직의 구성원의 혁신행동에 관한 이론이 잘 정립되지 못해 일반 조직행태 분야 선행연구에서 주로 사용하는 직무자율성, 직무열의 등의 변수들이 공공조직의 혁신행동에도 영향을 미칠 것으로 가정하고 연구를 기획하였다. 구조방정식 모형을 통해 가설 검증이 이루어졌고 분석결과 직무자율성인식과 혁신행동의 관계에서 직무열의가 부분적 매개변수로 작용함이 나타났다. 직무열의가 직무자율성인식과 혁신행동의 관계에서 매개적 역할을 한다는 것은 행동의 준비상태인 태도를 구성하는 인지적, 감정적, 행동적 요소에 대한 경험적 분석을 통한 확인이라는 점에서 이론적 기여가 있다. 실무적 차원에서는 공기업에서도 직무자율성을 높이는 것을 통해 적극적이고 진취적인 태도를 불러일으키고 혁신행동을 격려하는 수단으로 활용할 수 있음을 의미한다. 성과관리와 같은 제도적 수단과 함께 업무계획의 수립, 업무수행방법의 선택 등에 관한 결정을 할 수 있는 자율성을 보장해줌으로써 직무수행과정에서 열정을 느끼고 궁극적으로 혁신행동을 유발할 수 있게 됨을 의미한다고 하겠다.

기업의 학습조직 구축요인이 심리적 자본과 혁신행동에 미치는 영향 (The Influence of Learning Organization Building Factors on Psychological Capital and Innovative Behavior in Firms)

  • 본 연구는 학습조직 구축요인이 혁신행동에 미치는 영향을 살펴보고, 그 관계에서 심리적 자본의 매개효과를 분석해보고자 한다. 이를 위해 서울, 포항 등 5개 도시 기업체 직장인을 대상으로 설문지 310부를 최종분석에 사용하였으며, 주된 자료분석 방법으로는 구조방정식 모형분석기법을 사용 하였다. 연구결과 첫째, 학습조직 인적요인은 혁신행동과 심리적 자본에 긍정적인 영향을 미쳤다. 둘째, 학습조직 구조적요인은 심리적 자본에는 긍정적 영향을 미쳤으나, 혁신행동에는 유의미한 영향을 미치지 못하였다. 셋째, 학습조직 인적요인과 혁신행동의 관계에서 심리적 자본은 부분매개효과를 가지는 것으로 나타났으며, 학습조직 구조적 요인과 혁신행동의 관계에서 심리적 자본은 완전매개효과를 가지는 것으로 나타났다. 이러한 연구결과는 학습조직 육성정책이나 수행지침과 관련하여 새로운 가이드라인을 제공할 수 있을 것을 판단되며, 지금까지 학습조직의 상황적인 요인을 조직단위에서만 고려하던 기존의 연구와는 달리 심리적 자본을 적용한 새로운 관점을 확인하였으므로 선행연구와의 차별적 의의가 있다.

외국인 전문 인력과 조직 혁신성과간의 관계 및 다양성 친화형 인적자원관리의 조절역할에 대한 연구 (A study on the relationship between foreign professionals and organizational innovative performance and the moderating role of diversity-friendly HRM)

  • In an ever-tougher competitive environment caused by globalization, domestic companies are increasingly adopting business strategies aimed at continuously securing competitive advantage by taking advantage of globally-competitive foreign professionals. Despite a persistent rise of such trend, domestic researches regard migrant workers as the socially underprivileged, and delve into the issue of migrant workers from the policy, welfare, and ethical perspectives. With a growing need to deal with migrant professionals from the strategic viewpoint - to acquire professional talent in an era of global competition, it becomes essential to verify the real effectiveness of migrant professionals. Yet, there has been relatively little discussion of it. This study assumes that based on th137e integration-learning perspective on diversity, the greater the number of foreign professionals, the greater the effect on organizational innovative performance. Also could be effective in managing diversity is diversity-friendly HRM which involves eliminating discrimination against migrant professional workers and treating them fairly. Based on the data collected from 72 domestic companies, this study conducted an empirical analysis of the impact of the percentage of foreign professionals in the total workforce on organizational innovative performance and of the moderating role of diversity-friendly HRM. The results show that the proportion of foreign professionals in the entire workforce has had no significant impact on organizational innovative performance, and that the proportion of foreign professionals in the total workforce and diversity-friendly HRM have had a interaction effect on organizational innovative performance. Based on these research results, the study attempted to interpret the significance of the proportion that migrant professionals make up of the total workforce and of diversity-friendly HRM in relation to organizational innovative performance, and their implications for diversity management.
