In this paper, we study empirically the relations between financial constraints and dividend adjustment speed of innovative small and medium sized enterprises (SMEs) listed on Kosdaq Market of Korea Exchange. The main results of this study can be summarized as follows. Determinants suggested by the major theories of dividends, namely, residual dividend theory, dividend signaling theory, agency theory, catering theory, and transactions cost theory explain significantly the dividend payout policy of Kosdaq SMEs. Lintner's dividend adjustment model indicates that Kosdaq SMEs have long run target payout ratio, and that Kosdaq SMEs adjust partially the gap between actual and target payout ratio each year. In the core variables of Lintner (1956) dividend adjustment model, past DPS has more effect than current EPS. These results suggest that Kosdaq SMEs maintain stable dividend policy which maintain past DPS level without corporate special reasons. Dividend adjustment speed of innovative Kosdaq SMEs is more fast than that of uninnovative Kosdaq SMEs, and dividend adjustment speed of financial unconstrained innovative Kosdaq SMEs is faster than that of financial constrained innovative Kosdaq SMEs. Futhermore, dividend adjustment speed of innovative Kosdaq SMEs classified by Small and Medium Business Administration is faster than that of unclassified innovative Kosdaq SMEs. The former is linked with financial policies and services like credit guaranteed service, venture investment fund, insurance program, and so on. In conclusion, past DPS and current EPS suggested by the Lintner's dividend adjustment model explain mainly dividend adjustment speed, and financial constraints explain also partially. Therefore, if managers of innovative Kosdaq SMEs can properly understand of the effects of financial constraints on dividend smoothing, they can maintain constantly dividend policy. This is encouraging result for Korea government as it has implemented many policies to commit to innovative Kosdaq SMEs.
In this study, we analyzed causal relationships between technology orientation and technological performance, between technological performance and commercialization speed on the government -funded R&D projects in 2009 for searching the cause of the big gap between technological success rate and commercialization success rate. In the result, technology orientation affected negatively on the technological performance, but the technological performance affected positively on the commercialization speed. These results mean that low technology oriented projects are easy to reach the selling step of products faster but they are not easy to attain a balanced income and outgo in contrast to the firms' own R&D. we found it was caused by a defect in the government's R&D support and management system.

This paper presents a realization of a peer-to-peer communication system for a UAV navigational monitoring using a commercial HSDPA(High Speed Download Packet Access) mobile communication device. The realized system consists of a communication server, an air data terminal and multiple ground monitoring devices, where the server transfers navigational data from a UAV to multiple monitoring devices in real-time with commercial HSDPA modem. Through ground and flight tests, data were obtained to observe the realized system. Test results show that, depending on communicational environment, about 300msec delay, congestion and packet-loss between air data terminal and ground monitoring devices. Nevertheless, through high-speed long range test on a ground vehicle and altitude test with a UAV flight, the feasibility of a UAV navigational monitoring system was observed.

Due to the complex terrain around high-speed railways, the windbreaks were established along different landforms, resulting in irregular windbreak transition regions between different subgrade infrastructures (flat ground, cutting, embankment, etc). In this paper, the effect of a windbreak transition on the wind flow around railways subjected to crosswinds was studied. Wind tunnel testing was conducted to study the wind speed change around a windbreak transition on flat ground with a uniform wind speed inflow, and the collected data were used to validate a numerical simulation based on a detached eddy simulation method. The validated numerical method was then used to investigate the effect of the windbreak transition from the flat ground to cutting (the "cutting" is a railway subgrade type formed by digging down from the original ground) for three different wind incidence angles of 90°, 75°, and 105°. The deterioration mechanism of the flow fields and the reasons behind the occurrence of the peak wind velocities were explained in detail. The results showed that for the windbreak transition on flat ground, the impact was small. For the transition from the flat ground to the cutting, the influence was relatively large. The significant increase in the wind speeds was due to the right-angle structure of the windbreak transition, which resulted in sudden changes of the wind velocity as well as the direction. In addition, the height mismatch in the transition region worsened the protective effect of a typical windbreak.
This paper again to present position of a bus that is running in bus government organization small grasp and Can instruct control about the vehicles progress speed in government organization small to bus driver. Therefore, Inform a bus that own wants to ordinary people who carry transfer communication terminal is situated to where present, ad Do by purpose that offer system that inform running information of a bus to ARS and FAX, internet and ordinary people through PC communication. This paper presents neural network-based recognition system for automatic light emitting diode (LED) inspection. The back-propagation neural network (BPNN) is proposed and tested. The current-voltage (I-V) characteristic data of LED from the inspection process is used for the network training and testing. This study selects 300 random samples as network training and employs 100 samples as network testing. The experimental results show that if the classification work is done well, the accuracy of recognition is 100%, and the testing speed of the proposed recognition system is almost one half faster than the traditional inspection system does. The proposed neural-network approach is successfully demonstrated by real data sets and can be effectively developed as a recognition system for a practical application purpose.
Laser welding application for car body manufacturing has many advantages in the stiffness and the lightness of vehicle, the productivity of assembly line, and the degree of freedom in design. This presentation will express the innovation of car body manufacturing including parameter optimization, process modeling, and system integration. In this application the investment for systems was cut down dramatically by real time switching over the laser path between two welding stations. Points of technical discussion are as follows; optimization of parameters such as laser power, robot speed and trajectory, compact and useful design of jig & fixture to assure welding quality for 3 sheet-layer zinc-coated steel, system integration between 4㎾ Nd:YAG laser device and the other systems, on-line real time welding quality monitoring system, perfect safety standards for high power laser, minimization of consumption costs such as arc lamp, protective glass for optic, etc. This application was successfully launched mass production line in 2001. The laser-welded line of side panel consists of 122 stitches totally. And the length is about 2.4m.
Customers expect to make a long-term relationship with customers more efficiently, marketing developed gradually. Currently the Web, multiple files in the Client to upload to the server of the multi-upload method, files are stored in specific folders on the server, the file name field in DB(Database Field) stored in a way that the process has been widely utilized. Therefore, a minimum number of file upload as many file names in the Database and the Table should be created in the field, but also a variable number of files can be uploaded has no limits. In this paper we proposed the new method that files to be uploaded to the server, you can upload a limited number of files, nor due to upload files to reduce load on the database to improve the processing speed of a single field using a multi-method file uploads using PHP directly implemented
Residue Number System is used for the purpose of increasing the speed of processing in the many application parts of Image Processing, Computer Graphic, Neural Computing, Digital Signal Processing etc, since it has the characteristic of parallelism and no carry propagation at each moduli. DRNS has the twice RNS Conversion, it is used to decreases the size of the operator in RNS. But it has a week point on the Second Residue to First Residue Conversion time. So, in this paper SRTFR(Second Residue to First Residue) Converter using MRC(Mixed Radix Conversion) is designed to decrease the size of RTB(Residue to Binary) Converter. Since the proposed SRTFR Converter using MRC(Mixed Rdix Convertion) has a pipeline processing. Also, modular operation is applied to at each partitioned SAM(Subtraction and Addition) and MA(Multiplication and addition). In the following study, the more effective design on MA is needed.
