대전 .충청지역 특허기술기반 벤처산업의 육성방안 (Policy on Promoting Venture Business based on Patent and Technology in Metro Taejon and Chungcheong Area)

  • If we want to overcome the current IMF-guarded economic situations as early as possible and to change the present industry structure to the new knowledge-based structure, it is a great necessity to increase the capability of technology innovation as a key factor of the international competitiveness, and to establish the infrastructure of venture business for increasing utilization of technologly and patent. Even though there has been a great increase in application and enrollment of the Industrial Property Rights (i.e. IPRs) including patent recently, the number of unused IPRs are increasing progressively every year (for example, the ratio of unused patent is about 60% in 1997), and illegal use of patent and dependance on the foreign patent are increasing sharply. This paper will suggest policy on nurturing venture business for increasing utilization of the unused IPRs, including technology transaction strategy and link strategy of the high-tech industries between metro Taejon and Chungcheong Area.

Technology Innovation in Korean Manufacturing Firms: Intra-Firm Knowledge Diffusion and Market Strategy in Patent Production

  • This paper analyzes the factors that determine technology innovation in Korean manufacturing firms, focusing on the role of intra-firm knowledge diffusion and market strategy in patent production. For empirical analysis, zero-inflated negative binomial (ZINB) regression is applied to the 2009 Human Capital Corporate Panel data. The empirical findings confirm the critical role of intra-firm knowledge-sharing processes in technology innovation; firms with a market-leading strategy oriented to new product development also tend to be prolific in patent production.

한국 제조업의 기술혁신성과 보호전략 결정요인에 대한 연구: 지적재산권 보호를 중심으로 (A Study on the Determinants of IP Protection of Innovation Results in Korean Manufacturing Sector)

  • The explosion in creation and utilization of IP including Patent since 1980s has been regarded as typical trend affecting the environment for technological innovation. Korea also has shown massive creation of IP. These stimulate the focused interest on the effectiveness of IP for protecting the innovation output. We try to analyze the determinants of this effectiveness in Korean manufacturing sector in terms of the charactenstics of firm's innovation strategy. It is shown that, for protection for product innovation, as being larger, and as having made innovation, the IP protection is regarded as effective, and firms making cooperative R&D have a higher possibility of using IP protection. And larger firms give a higher recognition to effectiveness of IP protection irrespective of the types of innovation such as product innovation and process innovation.

기술혁신활동이 경영효율성에 미치는 영향 : Inverted U Shaped 모형 (The Impact of Technology Innovation Activity on Managerial Efficiency: An Inverted U shaped Model)

  • Purpose: This study addressed the relationship between technological innovation activity and management efficiency of Korean automobile firms. We tested the hypothesis of non-liner relationship of innovation activity in relation to management efficiency. Methods: We discussed prior literature in the firm innovation strategy and management efficiency studies to provide better understanding of relationships between technological innovation activity and management efficiency. As a result, we developed develop and tested a model (Inverted-U shaped) capturing the non-linear impact of technological innovation activity. While we used R&D expenditure and patent registration data for measuring firms' innovation activity, management efficiency was evaluated by using DEA(Data Envelopment Analysis). Results: Main findings of our empirical analysis indicated that the relationships between technological innovation activity and management efficiency was inverted U shaped. This implied that the relationship between technological innovation and management efficiency is inverted U-shaped non-linear, with management efficiency increasing up to a point, beyond which higher levels of R&D and patent registration activities led to a decrease in management efficiency. Conclusion: This study empirically assessed the inconclusive findings of previous research in the area of effects of innovation activities in relation to firm performance. The paper also provided theoretical and practical implications for firms who explore efficient strategy to promote the management performance through technological innovation activities. Future research directions with the limitation of the study was discussed.

특허출원을 통한 기업 기술혁신 원천분석 : 고기술산업과 중저기술산업의 비교 (Exploration of Enterprise Innovation Sources through Patent Analysis : Comparison of High-Tech Industries and Mid-Tech Industries)

  • This study attempts to explore the difference of innovation sources between high-tech industry and mid-tech industry through patent analysis. After extracting 119 corporates, commonly surveyed in 2007 HCCP(Human Capital Corporate Panel) and 2005~2006 Korea Innovation Survey, their patents applied for the Korean Intellectual Property Office in 2007~2012 are analysed mainly through negative binomial regression model. Analytical results shows that external information source could be opposite effects to technological innovation depending on technological level and industrial characteristics. The current results are still bounded in the statistical significance, mainly due to the limited observations and information.

특허생산과 기술성과: 기업 혁신전략의 역할 (Patent Production and Technological Performance of Korean Firms: The Role of Corporate Innovation Strategies)

  • 본 연구는 기업의 혁신전략이 특허생산 및 기업의 기술변화와 신제품개발에 미치는 영향을 분석함으로써 기업의 기술성과를 증대시키는 데 필요한 혁신전략을 도출하고자 하였다. 사용자료는 한국직업능력개발원의 "인적자본기업패널조사"(HCCP)의 1~4차년도 자료와 한국신용평가원의 기업재무자료, 특허청의 기업별 특허출원자료를 결합한 자료이다. 특허생산함수는 영과잉음이항회귀모형(ZINB)을 사용하여 추정하였다. 기업의 기술성과 결정요인은 특허의 내생성을 고려하여 2단계 추정방법을 사용하였고, 2단계 회귀식은 순위로짓모형을 사용하였다. 분석결과, 기업의 혁신전략이 특허생산 및 기업의 기술변화와 신제품개발에 중요한 영향을 미치는 것을 확인할 수 있었다. 첫째, 특허생산에서는 기업의 연구개발투자와 인적자원이 중요한 투입요소로 나타났다. R&D집약도가 높을수록 특허생산이 활발하게 이루어지되 한계 생산은 체감하였고, 기업이 보유하고 있는 특허스톡이 많을수록 신규특허의 생산이 활발하였다. 기업의 인적자원수준이 높고 인적자원투자가 많을수록 특허생산이 활발하였고, 기업이 시장선도전략이나 빠른 추종자전략을 추구할 때 안정형 전략을 구사하는 기업에 비해 특허생산이 많았다. 둘째, 기업의 기술성과 결정요인으로는 인적자원의 역할이 중요하였고, R&D 집약도는 대기업의 신제품개발에 유의한 영향을 미쳤다. 시장선도전략이나 빠른 추종자전략을 택한 기업의 기술성과가 안정형 전략의 기업보다 높았다. 특허생산이 활발한 기업일수록 기술성과가 높으나, 이는 상당부분 특허의 내생성에 기인한다. 본 연구의 분석결과는 특허의 생산뿐 아니라 특허와 신제품개발과 같은 기술성과와의 연계성을 높이는 전략이 필요하며, 기업특성에 따른 차별화 전략이 필요하다는 것을 시사한다.

기술혁신에 있어서 특허활용의 역할 및 법제도적 개선방안 (The Role of Patent Utilization for Technology Innovation and Legal Improvement)

  • 특허제도는 그 작용 국면에 따라 창출 보호 활용의 세 가지 측면으로 나뉘며, 이 세 측면의 효율성을 함께 높이는 선순환 사이클을 만드는 방향으로 설계되고 운영되어야 한다. 특허제도를 통한 기술혁신은 특허 창출만으로는 부족하고, 실제 제품이나 공정에 새로운 기술이 적용되는 사업화 단계 및 시장에서의 채택 확산 과정인 특허활용 단계의 성공으로 완성된다. 특허권 보호강화 정책은 특허보호대상을 확대하여 특허출원 건수를 증가시키나, 이것이 모두 산업현장에 적용되어 기술혁신의 달성에 이용되는 것은 아니며, 경쟁사의 이용배제 또는 타사의 특허공격으로부터 대비하기 위한 방어목적 보유 특허의 건수도 증가시킨다. 기술혁신의 성공을 위해서는 실제 특허기술이 산업현장에서 '활용'되어야 하고, 이러한 특허기술의 활용도 분석에는 '실제 산업공정에 적용하고 있는 특허기술의 비율'과 '기술이전 및 사업화를 위한 특허권 매매 및 라이선스 비율' 등이 중요하다. 실질적인 기술혁신 촉진을 도모하는 '적정한 특허권 보장'을 위한 특허제도 변화에 대한 논의는 특허 보호의 강화 또는 약화의 이분법적 논의에서 탈피해 특허기술의 '활용'을 활성화하기 위한 제도적 개선에 대한 논의가 더불어 이루어져야 한다.

Practice and Research Development of Technology Innovation in China

  • The increasing popularity of the concept of technology innovation has been driven by greater international competition in a rapidly globalizing economy. Both countries and enterprises are placing more and more emphasis on it in order to gain competitive advantages. This article gives a general introduction about the research and application of technology innovation in China. At the national level, one obvious fact is that the total R&D expenditure increased rapidly during the year 2001 to year 2005 and reached Y 245 billions, and China made 2,452 international patent applications in 2005 and became the world's 10th largest user of the Patent Cooperation Treaty. At the industry and enterprise level, much progress has also been made in China. This article uses the high-tech industry as an example to introduce the industry and enterprise technology innovation respectively. Corresponding to the practice, scholars also did a great amount of research work related to technology innovation. This article sums up all the work done from the macroscopic aspect (such as national technology innovation strategy, regional innovation system, industry technology innovation) and microcosmic aspect (such as enterprise technology innovation strategy, patterns and evaluation standards). Based on the analysis, this article discusses the limitation of current work and research trend about the technology innovation.

Technological Characteristics by Industry and Innovation Strategy

  • This aim of the study is to show the necessity of implementing an industrial innovation strategy with consideration given to characteristics of the industrial technology. The relationship between industrial technological characteristics and innovation performance is analyzed by using an innovation survey as well as a human capital corporate panel (HCCP). The time-lag effect is also examined. Findings of the analysis show that high-tech industries have entered the post catch-up technology innovation stage in the mid-2000s, but low-tech industries still seem to stay in the catch-up stage. In terms of technology policy, the additional technology innovation support policy should focus on enhancing the innovation capability of the middle and low technology industries, since high technology industries are already developing their own innovation capability. It is necessary to strengthen capacity building through technical cooperation with technology consulting, rather than providing technical support through suppliers.
