Production of goods and services always necessarily depends on the use of knowledge. The knowledge intensity of production , however, has increased manifold in the last two decades or so. This is clearly indicated by the rise in the share of knowledge intensive products, which are traded. The production and export of these advanced products are not confined to developed countries alone, but also among developing countries. But in the latter there is considerable concentration of it in a handful of countries primarily in the Asian region. Knowledge underlying production, whether industrial or non-industrial, embodies two types of knowledge: formal and non-formal. In this paper we are entirely concerned with the financing of the creation of formalized knowledge in the context of two similar Asian developing countries, namely Singapore and Malaysia. Three broad types of financial instruments are considered: research grants, tax incentives and venture capital. Both the countries are shown to be having very similar financial instruments for promoting innovation. The timing of these instruments is quite similar too. But one country has performed much better than the other. The main argument of the paper is that while financial instruments are a necessary input for innovation, the sufficient condition lies in the supply of a sufficient quantity of scientists and engineers.

Since the advent of conceptual prototype and seminal application, the notion of national systems of innovation(NSI) has drawn an increasing recognition. Although the morphological entanglement is still ubiquitous and the theoretical underpinning is fragile, NSI seems to be the last step toward an increasingly complex and encompassing concept of innovation research. Inevitably, NSI necessitates the comparative analysis in that it normatively attempts to draw best practices. Unfortunately, national profiles are too complex and diverse to derive a unified, concrete representation of the system, posing the problem of defining and modelling NSI for international comparison. This paper aims at providing an inductive taxonomy of NSI based on R&D structure of OECD member economies. Based on the similarity among national profiles, clustering method was applied to identify seven clusters such as (1) enterprise-government funding and enterprise-education performing group, (2) enterprise-government funding and balanced performing group, (3) balanced funding and enterprise-education performing group, (4) balanced funding and performing group, (5) enterprise-dominating group, (6) government-education dominating group and (7) government-education funding and education performing group. This paper by nature is descriptive and exploratory. R&D structure represents a static snapshot of innovative performance since it accounts for only the input side of NSI and thus may not offer convincing explanations of the holistic innovation system. A more detailed and extensive analysis on the economic/technological performance across clusters will shed light on the promising avenue to future research.
The purpose of this paper is to analyze industrial and innovation networks of long-live area of Honam Region and to suggest a policy direction for regional development of rural areas where have been neglected in the knowledge-based information society. Four counties (Sunchang, Damyang, Gokseong, and Gurye) in the Southwestern region of Korea are regarded as long-live belt of Korea. Production and innovation networks :Ire analyzed based on intensive surveys of firms in the belt. Major findings from the surveys are as follows. First, there are considerably strong local networks of production firms in terms of supply of input materials and labor. There are strong backward industrial linkages of the production firms with agricultural activities and considerable forward linkages with tourism industry. In addition, Internet is becoming a useful tool for sales of the new products. Second, the analysis of the innovation networks in the long-live area suggests the development of 'virtual innovation cluster' in the era of knowledge-based information society. The results imply that this innovation networks can be developed as a virtual innovation cluster in the rural areas, which can be the basis for the development of rural innovation systems.

This paper investigates the effect of imported technology on the economic growth of Korea. To this end, the relationship between input technology and economic growth are suggested in the numerical form and analysed empirically. The rates of return of technology investments, which are divided into the domestic R&D investment and the investment on imported technology, are estimated. Based on the result of this analysis, the rate of return of the input technology, which includes the domestic R&D investment and the investment on imported technology, are estimated as 31.4%, and this input technology is calculated as to contribute 8.9% on the economic growth rate of Korea. And the domestic R&D investment is fumed out to have bigger rate of return than the investment on imported technology during the surveyed period. However, the rates of return of detailed R&D investments, which can be divided into the investments on commercial R&D and basic science, were not calculated in this paper, because of the lack of data on this in this paper. As well, the time-lag effect, which is naturally believed to exist between the R&D investment and the economic growth, could not be analysed wit:1 the same reason. Thus when analysing the relationship between them, this paper tried to minimize the time-lag effect by using the long-term data of twenty-three years.
This paper tried to evaluate an economic analysis about research and development far areas of renewable resource in Korea. To evaluate this validity, we tried to calculate the spillover effect of R&D investment through input-output table. In the first stage of spillover effect, we simply calculate the rate of return on R&D investment for renewable energy resources in Korea through the input-output model, which can calculate the value added as well as output based upon the price of 2000 year. According to the first stage calculation, the rate of return on R&B investment in solar heat is higher than any other renewable energy. In the second stage we tried to calculate the second round of spill over effect, which derives from the additional amount of supply of renewable resources due to the R&D investment. The overall evaluation of R&D invesment including the first stage as well as second stage spillover effect shows that bio-energy and waste energy generate 14 times as well as 2.5 times in the rate of return respectively.
In this paper the normalized innovations squared of a Kalman filter is used to detect a bias level in prediction errors due to target accelerations. The probability density function of the normalized innovation squared is obtained for a steady state Kalman filter, and it is used to calculate the detection probability of the bias level. A typical example is given to compute the detection probability.

Innovation is not only one of the factors determining the competitiveness of national regions, but also an engine for economic development, and plays an important role in breaking out of the trap of middle-income countries. This paper constructs a regional innovation index from the perspectives of innovation input, innovation output, and innovation environment, and measures the regional innovation index of 31 provinces, municipalities, and autonomous regions in China from 2006 to 2019 by using principal component analysis and cluster analysis. The results concluded that there are large provincial and municipal differences in China's regional innovation capacities, and the provinces with higher comprehensive levels are mainly concentrated in the southeastern coastal region. Cluster analysis divides the 31 provinces, municipalities, and autonomous regions into five types, and the results find that the respectively developed coastal regions are in the high-level and the high-level regions relying on the advantages of location and national policies.
We examined the relationship between innovation capability of R&D and the firm's performance by mainly comparing regional strategy industry with non-regional strategy industry. Also, this analysis involved comparing the relationship by regional strategy industry. For the purpose of this study, we divided innovation capability of R&D into input, process and output. The first of main results in this study was that regional strategic industry was significantly higher than non-regional strategy industry in innovation capability of R&D with the exception of the CEO's mind for technological innovations. However, we found no significant difference in the firm's performance. Second, in the results of comparing innovation capability of R&D and the firm's performance by regional strategy industry, electronic-information equipment industry was significantly superior to other industries. Third, it was found that the relationship between innovation capability of R&D and the firm's performance was different by regional strategy industry. Also, R&D manpower and R&D process were more significant factors affecting the firm's performance rather than R&D input and output.
Technological innovation has inherent difficulties, largely due to the uncertainties of technology. Thus, the forecasting methodology to reduce the risk of uncertainty in the innovation process has been presented both in quantitative and qualitative fields. On the other hand, big data and artificial intelligence have attracted great interest recently, and deep learning, which is one of the algorithms of AlphaGo, is showing excellent performance. In this study, deep learning methodology was applied to the prediction of innovation performance. To make the prediction model, we used KIS 2016 data. The input factors were importance of information source and innovation objectives and the output factor was innovation performance index, which was calculated for this study. As a result of the analysis, it can be confirmed that the accuracy of prediction is improved compared with the previous studies. As learning progressed, the degree of freedom of prediction also improved.
In this paper, a high gain-broad bandwidth MMIC distributed amplifier was designed using cascaded single section distributed amplifier configuration. The PHEMT for this studies was fabricated at our lab The PHEMT has a 0.2 $\mu\textrm{m}$ gate length. a 80 $\mu\textrm{m}$ unit gate width and 4 gate fingers. A designed MMIC amplifier have higher S$\sub$21/ gain than the common distributed amplifier using the same number of active devices. From the simulated result, we obtained that the S$\sub$21/ gain of DC ∼ 20 GHz bandwidth was 15.6 dB and flatness was ${\pm}$0.9 dB, and input and output reflection coefficient were lower than -8 dB. The simulated gain shows an improvement 7.3 dB compared with those of conventional distributed amplifier. And the chip size is 2.0 ${\times}$ 1.2 $\textrm{mm}^2$.
