Research on the Transition Process of University Lifelong Education System Support Project (대학 평생교육체제 지원사업 사업의 변천과정 연구)

  • The purpose of this study is to examine the limitations of university operating system changes as a result of the policy changes and outcomes of the university lifelong education system support project by project period, and based on this, to propose a development plan to support the university's adult learning system. In this study, we sought to investigate changes in the higher education environment and changes in lifelong education in universities through analysis of literature and various data. The changing times of technological innovation and changes in knowledge require continuous learning even after school education, and the need for re-education and improved education is increasing. Therefore, the Ministry of Education and the National Institute for Lifelong Education have been actively carrying out support projects for lifelong learning-centered universities since 2008 to provide adult learners with opportunities to study. This project is centered around universities and the local community, and is promoting various types of changes in educational operation, such as reforming the university's academic system to be adult-friendly and operating night or weekend classes in order to provide educational opportunities for adult learners. Now, universities must play a role as a hub of regional lifelong education for the coexistence of the region and university, and as a key institution responsible for the contemporary tasks of sustainable development and coexistence between the university and the community.

Structural features and Diffusion Patterns of Gartner Hype Cycle for Artificial Intelligence using Social Network analysis (인공지능 기술에 관한 가트너 하이프사이클의 네트워크 집단구조 특성 및 확산패턴에 관한 연구)

  • It is important to preempt new technology because the technology competition is getting much tougher. Stakeholders conduct exploration activities continuously for new technology preoccupancy at the right time. Gartner's Hype Cycle has significant implications for stakeholders. The Hype Cycle is a expectation graph for new technologies which is combining the technology life cycle (S-curve) with the Hype Level. Stakeholders such as R&D investor, CTO(Chef of Technology Officer) and technical personnel are very interested in Gartner's Hype Cycle for new technologies. Because high expectation for new technologies can bring opportunities to maintain investment by securing the legitimacy of R&D investment. However, contrary to the high interest of the industry, the preceding researches faced with limitations aspect of empirical method and source data(news, academic papers, search traffic, patent etc.). In this study, we focused on two research questions. The first research question was 'Is there a difference in the characteristics of the network structure at each stage of the hype cycle?'. To confirm the first research question, the structural characteristics of each stage were confirmed through the component cohesion size. The second research question is 'Is there a pattern of diffusion at each stage of the hype cycle?'. This research question was to be solved through centralization index and network density. The centralization index is a concept of variance, and a higher centralization index means that a small number of nodes are centered in the network. Concentration of a small number of nodes means a star network structure. In the network structure, the star network structure is a centralized structure and shows better diffusion performance than a decentralized network (circle structure). Because the nodes which are the center of information transfer can judge useful information and deliver it to other nodes the fastest. So we confirmed the out-degree centralization index and in-degree centralization index for each stage. For this purpose, we confirmed the structural features of the community and the expectation diffusion patterns using Social Network Serice(SNS) data in 'Gartner Hype Cycle for Artificial Intelligence, 2021'. Twitter data for 30 technologies (excluding four technologies) listed in 'Gartner Hype Cycle for Artificial Intelligence, 2021' were analyzed. Analysis was performed using R program (4.1.1 ver) and Cyram Netminer. From October 31, 2021 to November 9, 2021, 6,766 tweets were searched through the Twitter API, and converting the relationship user's tweet(Source) and user's retweets (Target). As a result, 4,124 edgelists were analyzed. As a reult of the study, we confirmed the structural features and diffusion patterns through analyze the component cohesion size and degree centralization and density. Through this study, we confirmed that the groups of each stage increased number of components as time passed and the density decreased. Also 'Innovation Trigger' which is a group interested in new technologies as a early adopter in the innovation diffusion theory had high out-degree centralization index and the others had higher in-degree centralization index than out-degree. It can be inferred that 'Innovation Trigger' group has the biggest influence, and the diffusion will gradually slow down from the subsequent groups. In this study, network analysis was conducted using social network service data unlike methods of the precedent researches. This is significant in that it provided an idea to expand the method of analysis when analyzing Gartner's hype cycle in the future. In addition, the fact that the innovation diffusion theory was applied to the Gartner's hype cycle's stage in artificial intelligence can be evaluated positively because the Gartner hype cycle has been repeatedly discussed as a theoretical weakness. Also it is expected that this study will provide a new perspective on decision-making on technology investment to stakeholdes.

  • Recently, a lot of effort has been made to reinforce the profitability of the company through successful overseas expansion as one of the major ways to secure the competitiveness and to increase the business value these days. So, this study aims to try to analyse of the status of the overseas expansion case for the recent power industry through the case of the Korea Western Power Co., Ltd. as a measure of the management efficiency strategy of the public sector organization, and to present the policy implications about the management efficiency in the future by drawing upon the management efficiency strategy. This paper suggests alternatives as follows: First, the competitiveness should be reinforced through continuous change and innovation and the management efficiency should be developed. Second, the governance system for public-private sector should be constructed. Third, the efficient management of the global human resources is needed. Fourth, the mutual confidence-building through the active contribution to the community activities is required.

Directions for Personnel Management of Agricultural Extension Services in Korea (농촌지도사업과 지도인력관리의 방향)

  • Poitical demand for decentralization trends in Korea has led the government to plan to localize its agricultural extension system by changing the status of 6,696 extension personnel stationed at the provincial and county level from central government status to local government status as of January 1997. However, serious drawbacks of lowered morale of extension personnel and the financial burden of local governments has not yet been debated extensively for effective personnel management. Some of the findings that emerged from both the analytical and empirical research show the dangers of decentralization such as an increase in disparities, jeopardizing stability, and undermining efficiency. These problems should be considered along with the culture, tradition, and Koreans' attitude towards central and local government. The dangers of decentralization of agricultural extension services in Korea may cause serious problems in allocative efficiency because of a mismatch between available resources and promised expenditures, and in production efficiency because of unproven cost-effective provisions of local governments. It is accepted that the central government can invest more in technology, research, development, promotion and innovation in the agricultural sector. However, changing the status of extension personnel from central government to local government status may lead the best people to leave, lower morale, shake the sense of public service, break networks, and sacrifice investment in research, development and extension. In deciding the future directions for personnel management of agricultural extension services in Korea, maintaining or reinforcing the existing national status of extension personnel should be considered along with a reflection of the basic characteristics of agricultural extension services, linkages of research and extension, the financial burden of local government, specialization of extension personnel, unnecessary duplication of investment among local governments, possible national supports to agricultural research and development, and extension under the WTO systems.

Findings from the Survey Responses by Cambodian Doctors and Patients for Telemedicine (캄보디아 환자와 의사의 원격 의료에 대한 반응 조사)

  • In order to reduce public medical expenses as well as to provide effective medical services, telemedicine between doctors and patients is considered as an alternative to the conventional hospital visit. But the medical community has been protesting the introduction of telemedicine for the efficacy and safety reasons. Korean government has been conducting a number of pilot projects to demonstrate the efficacy and safety of telemedicine for more than 10 years. However, still the system is not yet legalized. In this study, we have conducted a telemedicine pilot project in Cambodia for one year, where telemedicine can be more freely exercised. After the project, we conducted a survey based on the 'Rogers diffusion' theory. Survey results show that both physicians and patients are positive about the relative advantage of the telemedicine. However, the complexity and high cost of the equipment used in telemedicine has been found to be a possible obstacle. In addition, we found that there is no problem for providing telemedicine services under challenged environment, such as in Cambodia.

  • Although shoes industry in Korea is superior in global competition in terms of material, parts, and developmental ability, it has declined due to the lack of design in consideration of OEM production and marketing ability. Shoes industry in Korea has aimed at making inroad to North American market centered with the United States, but it has not focused on Europe market that much. However, as Europe transformed into EU, which is a large economic community, European market is being considered as a great potential for Korean shoes industry, which we can never neglect of. So far, there have been researches of marketing strategic methods to make inroad to the United States and South-East Asian markets, but there has been almost no marketing approach to European shoes market. Therefore, in this study I prepare strategic marketing plans for Korean shoes enterprises to make inroads to European markets, so that they can enter the market successfully, and this is the purpose of this study. In case that Korean shoes industry makes inroads to European market, there are important terms to examine. The strategic terms for consideration to examine are as follows. First, shoes companies such as Nike and Adidas are aware of India. Turkey, and Rumania as new footholds for production, as they have accounted continuous wage claim and labor dispute. Especially Turkey and Rumania are expected to have much competitive strength in price, as they are expected countries for joining EU. Second, we need to shift our understanding of the importance of design for European shoes market. We should pay close attention to the fact that the role of leading companies is to design. Third, Germany, England, and Italy have global-level of specialize institutions and organizations for shoes education and have been succeeded in knowledge industrialization. Fourth, we should consider that the concepts for shoes are changing from innovation in production to in products. Fifth, we should develop specialized concept centered in individualized categories. Sixth, we should open up new markets actively by connecting large shopping centers and multi-shops. Seventh, we should look for the opportunities to expand market through the utilization of BIFOS. Lastly, we should expand our support for opening up markets and participating fairs in foreign countries.

  • The purpose of this study is to explore the present and future agricultural extension system and international cooperation systems for agricultural technologies in Ghana. The role of agricultural extension in the next decade should be quite different from what it was 10 years ago or even now. Its role as a facilitator of agricultural knowledge system would only increase as more participants from private sector would get involved in extension. The public sector extension would still continue to be the major extension provider in most parts of the country as the private sector alone would not be able to meet even partially the varied needs of farmers. Internal reforms are thus going to be the greatest challenge for the Ghana Extension System. The cooperation systems work in partnership with other stakeholder to provide agricultural extension and advisory services to farmers. Innovations (information/knowledge) emerging from the seed industry may be seen as dynamic and systemic process which can emerge from many sources. KAFECI's interventions must be flexible to accommodate such changes if the need arises in subsequent years (year 2 & 3). The framework and tools for technology transfer and dissemination is developed on "innovation platform" where a group of stakeholders/collaborators with diverse social and economic backgrounds, work towards a common objective or challenge.

  • A significant proportion of the African continent is conducive for animal agricultural production, due to its historical experience and available resources to accommodate and nurture various indigenous and exotic animal species and breeds. With food security being a global challenge, animal products can play an important role as nutrient dense food sources in human diets, particularly in Africa. However, this does not seem to reach its full potential in practice, due to numerous reasons that have not been adequately addressed. Animal welfare reservations can be highlighted as one of the major contributing factors to the curbed progress. The consequences have been scientifically proven to affect product quality and market access. However, in the African community, the concept of animal welfare has not been fully embraced. While there are international animal welfare standards in the developed world, there are inherent factors that hinder adoption of such initiatives in most developing regions, particularly among communal farmers. These include cultural norms and practices, social ranking, socio-economic status, available resources, information dissemination and monitoring tools. Therefore, there is need to harmonize what is internationally required and what is feasible to accommodate global variability. The protocols followed to ensure and evaluate farm animal welfare require regular investigation, innovation and a sustainable approach to enhance animal productivity, efficiency and product quality. Additionally, investing in animal wellbeing and health, as well as empowering communities with significant knowledge, has a potential to improve African livelihoods and contribute to food security. This review seeks to highlight the concept of animal welfare in relation to livestock and food production in African conditions.

  • This paper discussed the status of a social enterprise that is being actively pursued in recent years. In addition, the study looked at the social enterprise in Gangwon actually about what the factors affecting the sustainability of social enterprises. The most important priority is 'value creation and communication of the stakeholders' category i) Communication with the social mission of an ongoing quest and corporate internal and external stakeholders, efforts to enhance the social reputation, ii) social organizations in the community and productive relationships with suppliers were two appeared to be the most important factor, "Finance and support" sector, was found to be an important factor in the efficient operation through the effective use of government policy support and sponsorship projects generate operating income. Second, the it was a 'internal business processes' communication efforts and conflict resolution mechanisms through the involvement of employees in the internal affairs division appeared to be important, Finally, we showed that expression and whether the existence of a successor group of entrepreneurial leadership, learning and innovation sector is an important factor affecting the sustainability of the social enterprise.

Cyber trade : ROADMAP for success (사이버무역의 성공적인 수행을 위한 ROADMAP 구축)

  • Roadmap of cyber trade offers members the opportunity to interact electronically with like-mined individuals and to both create and buyer relevant to a topic of interest. Roadmap of cyber trade was conduct on the economic effect of electronic commerce according to the method of constructing the Internet. Firms using cyber trade have difficulty enjoying a uniformly identical effect. That is, since the improvement effect of the intrafirm business method, unnecessary repeated manual paperwork and the use effect of being able to maintain the close relationship with to the parties to trades in the process of prompt receipt and delivery of documents are long-term and indirect effects, they have some limitation in that they can not be measured as coefficients but only as scales. In terms of business management, the intensification of corporate competitiveness improved by $10.00\%$ in case of less than 10 times and by $11.53\%$ in case of 50 to less than 50 times. And it was found that the effect of profit increase as the number of inquiries was large. That is, it was found that the effect of profit increase was $10.88\%$ when the number of inquiries was less than 10 times but it increased to $14.00\%$ in case of 50$\∼$less than 100 times. Therefore, to revitalize cyber trade, it is thought that government, the academic community and the business world all need to make much research into and sustained investment in cyber trade.
