본 연구에서는 창업기업의 혁신역량 제고에 있어 주요 영향요인들과의 관계 및 기업의 혁신성과에 대한 영향력을 실증적으로 분석하였다. 기존 혁신역량연구들은 일반적인 기업 관점에서 분석하였다면, 본 연구에서는 창업 7년 이하의 창업기업들의 관점에서 분석하였다. 창업기업들에 대한 설문조사 결과, 혁신역량의 하위변수 중 학습역량, 연구개발역량, 마케팅역량은 조직문화, 조직목표와 관련된 조직역량과 기술사업화 역량과 밀접한 제품역량에 모두 일관된 유의한 정(＋)의 영향을 미치는 것으로 나타났다. 기술역량 부분은 제품역량에 유의한 영향을 미치지 못하는 것으로 나타났으나, 이러한 역량의 중요성이 낮다고 해석할 수는 없었다. 기술역량이 제품역량에 직접적으로 유의미한 영향을 주지 않고 있지만, R&D역량과의 관계에서는 유의미한 결과로 분석되었기 때문이다. 또, 기업의 특성을 기술지향성과 시장지향성으로 구분하여 각 하위변수들 간의 관계를 분석하여 보았다. 기술지향적인 기업의 기술역량은 제품역량에는 유의미한 영향을 미치지 못하였으나, 연구개발 역량에는 유효한 영향을 미치는 것을 알 수 있었다. 창업기업들의 창업 특성이 기술, 아이디어를 근거로 일어나는 경우가 많아 초기생존율이 낮게 나오는 연구결과와도 부합된다. 이러한 결과를 토대로 기업의 성장단계별로 주요 혁신역량에 차이가 있으며, 실무적인 관점에서 창업기업역량 강화를 위한 접근방법 및 시사점을 제시하고자 한다.

In this study, in order to confirm the relationship between technical innovation competence and corporate performance, the effect of technical innovation competence of small and medium-sized manufacturing companies on corporate performance was identified, and entrepreneurship, which plays a role as a driving force in triggering technical innovation competence, was analyzed to determine whether there is a mediating effect between them. To conduct the research, first, the research model was established by examining previous studies on technical innovation competence, entrepreneurship, and corporate performance. Second, an on-line and offline survey was conducted for employees in companies after constructing a questionnaire that can verify the hypothesis suitable for the research model. Third, the hypothesis was verified by performing validity and reliability analysis, correlation analysis, and regression analysis using a statistical program. Results of this study, first, it was found that R&D competence and technology innovation system, which are elements of technical innovation competence, had a significant effect on financial performance, and technology innovation system and technology accumulation capacity, had a significant effect on non-financial performance. Second, it was analyzed that entrepreneurship has a mediating effect in both R&D capability, technological innovation system and technology accumulation capability, which are elements of technical innovation capability, and financial and non-financial performance, elements of corporate performance.

기업부설연구소는 그동안 기술경쟁력 확보 등을 통해 우리나라 경제성장의 견인차 역할을 담당해 왔다. 본 연구는 R&D역량이 우수한 중소 중견기업 연구소를 발굴하여 육성하기 위한 연구라고 할 수 있다. 본 연구의 가장 큰 목적은 중소 중견기업 우수연구소를 선정하기 위한 논리를 수립하고, 이에 대한 적용방안을 제시하는 것이다. 본 논문에서는 우수연구소를 선정하기 위해 논리모형에 기반한 평가지표 체계를 제시하고, Pilot Test를 통해 지표의 타당성을 검증하고자 하였다. 연구결과로 도출된 평가지표는 우수연구소에 대한 R&D지원을 위한 참고자료로 유익하게 활용될 것으로 기대하였다. 특히 기업의 입장에서는 해당기업의 R&D역량에 대한 자가진단을 위한 목적으로도 활용할 수 있을 것이다. 마지막으로 본 연구에서는 우수연구소 선정의 효과를 극대화 하기 위해서 선정결과를 활용한 차별화된 정책적 지원방안을 함께 제시하고자 하였다.

Regional innovation capabilities have been regarded as essential in developing regional economy. Many regional governments all over the world have been pouring great efforts to increase their regional innovation capabilities. In these days, this trend has been prevailed among Korean regional governments. In line with the active support of the central government, Korean regional governments have started their own regional innovation policies. This paper aims at discussing a regional government`s efforts in enhancing its innovation capabilities. As a representative region, we select Kyunggi Province, because it is one of the most advanced regions in Korea. We discuss Kyunggi Province`s innovation promotion efforts in terms of organization, budget, and programs. According to our analysis, the Kyunggi`s provincial government increased its innovation capabilities to a large scale. It has extended its S&T promotion organization, increased its R&D budget to a large scale, and increased its R&D promotion programmes and even initiated its own programs.

본 연구는 중소기업과 출연(연) 간 기술협력과 성과 영향요인을 중소기업 관점에서 전략적 지향성(기업가지향성), 역량(협력역량, 흡수역량)을 중심으로 분석한다. 기업가지향성의 기술협력성과에 대한 직접효과 및 간접효과, 협력역량과 흡수역량의 매개효과, 협력역량과 흡수역량과의 관계를 규명한다. 실증분석을 위해 출연(연)에서 운영하고 있는 기술협력 프로그램에 참여 중인 2,895개 중소기업을 대상으로 설문조사를 시행하였으며 332개의 응답 자료를 수집하였다. 구조방정식 모형을 활용하여 분석한 결과, 기업가지향성, 협력역량, 흡수역량 모두 기술협력을 통한 기술혁신성과에 긍정적으로 영향을 주는 것으로 나타났다. 또한 기업의 협력역량은 흡수역량에 통계적으로 유의한 영향을 주는 것으로 나타났다. 중소기업과 출연(연)의 기술협력이 성공하기 위해서는 내부자원의 한계를 극복하기 위한 조직차원의 기업가지향성과 협력과정을 관리하기 위한 역량, 협력을 통해 생산된 지식을 획득 및 활용하여 성과를 창출할 수 있는 역량을 확보하기 위한 노력이 필요할 것으로 보인다.

In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $\$3$ billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has establisher a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $\$400$ million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

본 연구는 각각의 혁신역량 요소가 기업의 혁신방법 선택에 미치는 영향을 EU 국가와 비교함으로써 국내 제조기업의 기술수준을 파악하고, 최신 자료를 통해 그 변화를 살펴 혁신역량 제고를 위한 정책적 시사점을 도출하고자 한다. 이를 위해 유사한 데이터와 모형으로 분석하였으며 그 결과, 2005년 한국은 대략 EU의 부진국가와 중간국가 사이에 위치하며, 2014년에는 혁신비용지출에 따른 연구개발비 비중의 증가, 내부혁신활동 수행, 고기술업종의 연구개발 선택 등 혁신역량이 일부 개선된 모습을 보였다. 따라서 혁신역량제고를 위해서는 기업의 혁신비용지출에 대한 지원과 고기술기업, 특허출원 및 산학연 협력을 실시하는 기업을 위한 제도적 보완이 필요할 것으로 보인다.

본 연구의 목적은 국내 제조 산업의 R&D 투자가 산업의 제품경쟁력과 원가경쟁력의 증대를 통해 높여 수출에 미치는 영향을 살펴보는데 있다. 이를 위해 한국 제조업을 대상으로 20개 업종별로 2004년-2014년도의 자료를 이용해 실증분석 하였으며, 산업의 제품 경쟁력을 신제품 혁신역량과 품질경쟁력으로, 산업의 원가경쟁력을 노동생산성과 자본생산성으로 나누어 살펴보았다. 경로분석을 통해 검증한 분석결과는 다음과 같다. 첫째, 제조 산업의 R&D 투자가 증가 할수록 산업의 신제품 혁신역량, 품질경쟁력, 노동생산성, 자본생산성이 증가하였다. 둘째, R&D투자로 증대된 제조업의 품질경쟁력, 노동생산성, 자본생산성의 향상은 수출 증가에 긍정적인 영향을 미쳤다. 따라서 한국 제조 산업의 R&D 투자는 품질경쟁력과 원가경쟁력의 강화를 통해 산업의 수출 증대에 긍정적 효과를 미친다는 것을 확인하였다.

본 연구는 중소기업의 기술경쟁력과 기술마케팅이 중소기업의 사업화성과에 미치는 영향을 실증조사 하는데 목적이 있다. 정부의 인정을 받은 기업부설연구소 및 연구개발전담부서를 보유한 중소기업의 신제품 및 신기술 담당자 204명을 대상으로 기술경쟁력과 기술마케팅, 사업화성과에 대하여 설문조사를 실시하였다. 본 연구는 중소기업의 기술경쟁력이 기술마케팅과 사업화성과에 미치는 영향을 조사하였고 기술마케팅이 사업화성과에 미치는 영향을 조사하였다. 실증분석 결과, 첫째, 기술경쟁력의 기술혁신능력과 기술사업화능력, R&D집중도(인적투자) 변수는 기술마케팅에 유의한 정(+)의 영향을 나타냈다. 둘째, 사업화능력은 사업화 판매와 비판매성과에 R&D집중도(물적투자)는 사업화비판매성과에 유의한 정(+)의 영향을 나타냈다. 셋째, 기술마케팅의 핵심기술 및 보완기술 요인이 높을수록 사업화성과가 높아지는 것으로 나타났다. 따라서 기술중심의 중소기업은 기술경쟁요인인 기술혁신능력과 기술사업화능력, R&D집중도를 높이기 위하여 지속적인 노력을 수행하여야 한다.

본 연구는 교수의 연구 활동과 성과를 바탕으로 교수의 역량이 대학의 기술이전 성과에 미치는 영향력 분석을 목적으로 한다. 이를 위해서 기술이전 경험이 있는 이공계 분야 교수 80명의 개별 데이터를 수집하여 논문 질적 수준, 특허활동, 정부지원 연구비 규모, 민간 연구비 규모, 임용 전 산업체 경력, 임용 후 경력, 연구팀 규모가 기술이전 성과에 미치는 영향을 분석하였다. 주요 연구 결과로 대학에서 교수의 특허활동, 민간 연구비 규모, 교수 임용 후 경력이 기술이전에 영향을 주는 요인으로 분석되었다.
