  • 인터넷 이용의 폭발적인 성장에 힘입어 IPv4 주소가 고갈됨에 따라 향후 IPv6 주소로의 전환이 필요하다. 하지만 현재 IPv6 장비 도입 비용 및 보안시스템 등의 기술적인 문제와 IPv4 서비스와의 상호연계 문제 등으로 IPv6로의 전환에 어려움을 겪고 있다. 이에 공공부문 특히 우리나라 IT의 메카인 대덕연구개발특구에 IPv6 네트워크를 구축하고 특화서비스를 개발하여 성공적인 IPv6 전환 촉진 및 IPv6 이용을 활성화 하고자 한다. 이를 위해 본 논문에서는 IPv6 네트워크 전환 구축방안을 제시하고 이에 따른 특화서비스에 대하여 알아보고자 한다.

Analysis on the Difference in Perception Between Policy Providers and Users on the Factors that Activate the Innovation Cluster: Focusing on the Case of Daedeok Innopolis using AHP (혁신클러스터 활성화 요인에 대한 정책공급자와 수요자의 인식차이 분석: 대덕연구개발특구 사례에 대한 AHP 조사를 중심으로)

  • The innovation cluster is formed by cooperation and networking among a number of actors, including companies, universities, research institutes, government and other supporting organizations, but the main subject of innovation in the venture ecosystem, which can be said to be the core of the innovation cluster, is the enterprise. Therefore, enterprises in innovation cluster can be seen as a major user of the innovation cluster policy. In order for the policy to be executed smoothly, policy acceptance is important. However, existing research on policy prioritization tends to be centered on policy providers, so it is necessary to check them from the perspective of policy users. Accordingly, this study conducted discussions from a two-way perspective to establish the correct policy direction through a balanced perspective between a policy provider-centered top-down perspective and a policy user's bottom-up perspective. First, the factors for activating the innovation cluster (three factors in the first level and 14 factors in the second level) were derived through prior research and expert interviews. After that, the importance of the factors for activating the innovation cluster was analyzed using AHP (Analytic Hierarchy Process) for the policy provider group and the user group in the Daedeok Innopolis, a representative case of innovation cluster policy. As a result of analyzing the importance of the innovation cluster activation factors from the perspectives of policy providers and users, some similarities were also seen, but overall differences in mutual perception were found. It was found that the policy provider group focused on innovation creation factors, while the policy user group viewed innovation creation, clusters, and industrial location factors from a more balanced perspective. This study is meaningful in that it deals with both perspectives in a balanced way by expanding the targets from the existing policy provider-centered research to policy users. In addition, practical contributions exist in the aspect of providing basic data so that policies can be carried out based on corporate needs in fostering innovation clusters.

The Relationships between Resource, Product and Process Innovation Capability, Technology Commercialization Competence and Performance of Firms in Daedeok Innopolis (기업의 자원과 성과간의 관계에서 제품 및 공정혁신능력과 기술사업화역량의 역할 분석: 대덕연구개발특구내 기업을 중심으로)

  • This study assesses the structure relationships between resource, product and process innovation capability, technology commercialization competence and performance of firms in Daedeok Innopolis. In particular, this study attempts to analyze technology commercialization competence that may be influenced by product and process capabilities. The development of the research model is based on the literature of resource-based view and the empirical studies of technology commercialization competence. The survey of 109 firms was conducted from January 5, 2015 through February 4, 2015. We investigate the role of a firm's technology commercialization competence in determining its performance by performing Partial Least Squares analysis. The results indicate that a firm's human resources and intangible resources lead to a higher level of its product and process innovation capabilities. This study, however, finds that a firm's tangible resources do not have significant effects on its product and process innovation capabilities. And the study finds evidence that firm's product and process capabilities have positive effects on its technology commercialization competence. The study also finds that a firm's technology commercialization competence is a driving force behind its performance, showing that its technology commercialization competence positively involves its performance. In addition the study finds that technology commercialization competence mediates the relationship between a firm's innovation capability and performance, indicating that the technology commercialization used as mediating variable positively affects its innovation performance.

  • This article analyzes the evolutionary process of Daedeok Science Town from the standpoint of the life of science and technology poles. It deals the theoretical discussion on the science and technology poles, and investigates the history of Daedeok Science Town dividing into the period of conception, construction, and clustering. Daedeok Science Town has been developed from research and academic city through special research parks to innovative clusters, and nowadays emphasizes networking, interaction, and commercialization. This study shows the types of science and technology poles can be analyzed by historical consideration of specific Korean case.

  • 본 논문의 목적은 대덕특구내 공공연구기관이 보유한 연구성과의 기술사업화를 촉진하기 위해 2006년부터 도입한 연구소기업 제도가 연구소기업의 성과창출에 실질적인 기여를 하고 있는지를 평가하고 이에 대한 개선방안을 제시하고자 한다. 본문은, 첫째 현 단계 연구소기업의 기술사업화 성과를 측정하기 위해 현재 지정된 16개 연구소 기업중 일부인 5개 표본 연구소기업의 경영성과를 재무요인 중심으로 평가하였다. 둘째, 연구소기업의 설립 및 운영제도에 대해 기술사업화 성과제고 측면에서 그 효과성을 평가하여 개선방안을 제시하였다. 셋째, 연구소기업의 설립과 운영과정이 실질적인 기업성과를 창출을 견인하기 위해서는 양적성과 중심의 제도개선 보다는 효과적인 연구소 기업 기술사업화 모델이라는 소프트웨어적 프로그램 개발이 요구됨을 인식하고 이에 대한 효과적인 연구소기업 기술사업화 모델을 제시하였다. 이를 통해 본 논문은 대덕특구 내 설립된 연구소기업이 당초 의도했던 기술사업화 성과를 성공적으로 달성하는데 기여할 것이며 더 나아가 향후 창출될 연구소 기업의 선정, 평가, 지원 등에도 큰 기여를 할 것으로 평가한다.

Analysis of National Basic Research System: The Case of South Korea

  • In this paper, we analyze the basic research system in South Korea. We propose a national basic research system consisting of value, openness, input, transformation, and output. Based on this framework, we set up interview questionnaires, and 15 key informants have been interviewed. According to our results, first, in terms of value, basic research is recognized as an activity for creating knowledge in the understanding of nature. Second, as for openness, scientists and policy experts agree that active interaction with the global community is an important value for the national research system. Third, in terms of sustainable research resources, scientists are strongly required to effectively allocate research funding, maximizing the creativity of researchers and the efficient sharing of research equipment. Fourth, in transformation, basic researchers maintain that the Korean research system has is extremly dependent on the government's external control, and its self-regulative system has been weak for over half century onw. Fifth, for global competitiveness, the interviewees agreed that the quality of basic research in Korea is approaching that of its global competitors. Finally, we put forward some policy implications on the basis of these findings.

Structural and Spatial Characteristics of Daejeon Information and Communication Industry Network Applying the Social Network Analysis Techniques and Policy Implications Based on the Systems Thinking Approaches (사회네트워크분석을 활용한 대전 정보통신산업 네트워크의 구조적.공간적 특성과 시스템 사고를 통한 정책적 함의)

  • Daejeon, encompassing Daedeok Science Town and Daedeok Innopolis, possesses the advantage of portraying relatively higher regional innovation capacity and facilitating network formation among regional professional research organizations. Applying the Social Network Analysis(SNA) techniques, this paper focuses on divulging structural and spatial characteristics of the Daejeon Information and Communication(ICT) industry network, analyzing co-research projects implemented by the Daejeon-based universities. For the analytical tool, it depends on NETMINER 3.0. Furthermore, based on the Systems Thinking approaches, this study suggests a couple of policy implications. Judging from the Korea Standard Industrial Classification principles, the existing ICT industry is subdivided into 11 sub-industries. The highest degree centralization value comes from the Mobile Communication sub-industry(188.668%), indicating that Mobile Communication sub-industry exerts the most significant impact on the regional innovation networking in Daejeon. Among various stakeholders, Korea Advanced Institute of Science and Technology(KAIST) records the top ranking in most categories, conspicuously leading the institute-industry linkage. In terms of the ICT spatial distribution, the intra-regional cooperation examples present the strongest linkage values, followed by Daejeon-the Capital Region ones. Finally, as well shown in a series of causal loop analyses, this study recommends that Daejeon should put top policy priority in strengthening the internal ICT network within Daejeon proper. Here, Daejeon should keep in mind the fact that there exist reinforcing loops between Daejeon's attractiveness and the entering of new ICT firms.

  • Science business park(SBP) has been formulated and developed for the purpose of economic development. In addition to the Daedeok Innopolis, cities of Daegu, Gwangju, and Sejong are considering making the SBP in now. Research Triangle Park(RTP) which was planned by the local government, industry, and academic leaders has been developed for 50 years and has planned the next strategy. This RTP experience is very precious to Korean cases and can be contribute to three cities and other regions. Key success factors of Korean SBP are as follows, research capability and talents, visionary local leadership and collaboration, creative business model, and quality of life.

  • In the 21st century, knowledge is an important asset to improve productivity in the business world. In today's rapidly changing business environment, companies have rigorously brought in knowledge management system in order to secure the sustainable competitiveness and effective knowledge management. Knowledge management has now become mandatory, not optional. Today many companies which have built knowledge management on top of information technology and hardware-based infrastructure are having a difficulty in creating organizational culture in knowledge management. Even though companies have invested substantial time and money in knowledge management, the performances have not met their expectations. To solve this problem, software oriented strategy for knowledge management such as education and networking is more needed rather than hardware oriented strategy such as information technology systems. Though the knowledge management framework suggested in this study is exploratory, this study contributes to the clarification of the critical elements that companies which are about to build knowledge management should take in account.

  • Over the past few years, "business models" has surged into the management vocabulary. But, while it has become quite fashionable to discuss business models, there has been still much confusion about what are business models and how they could make. In fact, business models can serve a positive and powerful role in corporate management. While other authors have recently offered definitions of "business model", none of them appears to be generally accepted. This paper presents the absence of the generally definition of the business models, elements of business model and classify business logic. To help start-up entrepreneurs better understand, found and check business models thus, this paper propose a method of business model, understanding, founding and checking. The dissertation will present an effective business model building method which is necessary for the start-up entrepreneurs to start business. This paper consists of three parts. first is showing the previous study of business model. The second is the re-definition business model and elements based on the first and to present a new method of business model plating and checking for start-up IT (information technology) company's entrepreneurs. The last is application of the methode. This study applied the methode to a company which is located in "DAEDEOK INNOPOLIS"; this company has specialized Information technology.
