A Basic Study on Marine Traffic Assessment in Mombasa Approach Channel-I

  • Mombasa is the principle port of Kenya, serving inland countries in Eastern and central Africa. Mombasa port has undergone a massive infrastructure upgrade and dredging works with an expectation that more vessels and large post Panamax ships will be able to enter Mombasa port. Therefore, it is vital to carry out a marine traffic risk assessment in order to quantify the degree of navigation safety needed in the Mombasa approach channel and also to evaluate the navigation risk imposed on transit traffic by local ferry traffic. In this paper, a marine traffic risk assessment is carried out using the IWRAP mk2, Environmental Stress (ES) model, and the PARK model. Risk assessment results show that Likoni area has an unacceptable stress/risk ranking at 20.7% by the ES model and 38.89% by the PARK model. The IWRAP mk2 model shows that the crossing area has the highest risk of crossing collision and the area at the entrance to the inner channel has a high risk of grounding. The conclusions derived from this study will provide the basis for proposing the most effective countermeasure to improve navigation safety in the Mombasa approach channel.

NDGPS와 LORAN-C 기반의 항법 방안 연구 (A Navigation Method Based on the NDGPS and LORAN-C)

  • The coverage of the NDGPS is nationwide currently and by 2007 more than 2 NDGPS signal will be available in most of Korean peninsula both coastal area and inland. The role of NDGPS beacon is transmitting pseudorange corrections however if range or pseudorange can be measured from NDGPS beacon signal, it might be possible to construct an independent regional navigation system: The range from NDGPS beacon signal can be used as additional measurements to remove GPS shadow area and to improve accuracy and reliability of GPS. Furthermore, by adding Loran-C, a regional radio navigation system without GPS can be possible. In this paper, a feasibility study on the regional positioning system using NDGPS and LORAN-C are given. The results show that the NDGPS and LORAN-C can be used as a ground based regional navigation system if requirements such as synchronization of NDGPS network, dual coverage of NDGPS, navigation algorithm for both NDGPS and LORAN-C measurements and an efficient ASF compensation method are met.

항해사의 개념에 관한 연구 (A Study on the Concept of Navigational History)

  • History will be defined as a science on human beings in both space and time(des hommes dans le temps et l'espace). Navigational History is a premise to compose Maritime History. Maritime History is a branch of General History which is classified on the basis of space and will be definded as a branch of history to examine 'inter-realtions between maritime affairs and inland affairs'. Then, what kind of 'go by sea'can be a subject of Navigational History ? A research-subject of Navigational History must be navigation rather than sail or voyage. Because while 'sail' means to 'passive and noncommercial sailing' and voyage means to journeyin a general sense that includes sail and navigation, navigation means to indicate ' to go from one place to another in a ship' adn 'to convoy goods by water'. Then, how can we define Navigation History? Navigational History in a narrow sense is to be a field of studying 'process of development of nautical science and seamanship on the side of History ofScience and Techique, whereas Navigational History in a broad sense is to be a field of analyzing 'effects of historical navigation upon history on the side of General History. On studying Navigational History in a narrow sense, there are signifiacances of disclosing what the development of nautical instruments and arts of navigation have played a role in history. Navigational History in a broad sense is a branch of General History to study effects of historical navigation upon history. In conclusion, the significance of studying Navigation History is to disclose process of developmentof arts of navigation, and on the basis of this study is to reveal how the human elements operate in historical navigation. In short, it should not cease to study Navigational History in a narrow sense, and should enlarge its perspective of research toward Navigational History in a broad sense.

확률론적 시뮬레이션을 이용한 내륙수로 교통안전시설의 경제성 분석 -캄보디아의 프롬펜과 총크니아스항 구간을 대상으로- (The Economic Analysis on Traffic Safety Facility along the Inland Waterway Using Probabilistic Simulation -Focusing on the section between Phnom Penh and Chong Kneas port in Cambodia-)

  • 본 연구는 캄보디아의 내륙수로인 프놈펜-총크니아스항 내륙수로 구간에 대한 교통안전시설사업의 경제성 분석을 다루었다. 이 분석에서 B/C의 값은 몬테카를로 시뮬레이션을 이용하여 산출되었다. 대상 사업의 비용 및 편익은 3.5%의 할인율을 적용하여 2009년의 현재가치로 환산되었다. 편익의 경우 사업에 대한 비관적, 중도적, 그리고 낙관적 전망의 편익을 각각 최소, 최빈, 그리고 최대값으로 하는 삼각분포로 가정하였다. 대안별 비용은 해당 총비용의 10%를 표준편차로 하는 정규분포로 가정되었다. 시뮬레이션 결과로서 대안 A의 B/C 평균은 0.25이며, 90% 신뢰구간은 0.16~0.35로 나타났다. 대안 B는 B/C의 평균이 0.10이고, 90% 신뢰구간이 0.06~0.13로 나타났다. 대안 C의 경우에는 평균 0.15과 0.12~0.19의 90% 신뢰구간을 보였다. 결론적으로 모든 대안에서 B/C가 1보다 낮아서 연구대상 구간의 교통안전시설에 대한 경제적 타당성은 낮은 것으로 나타났다. 그러나 본 교통안전시설사업에 대한 시행여부는 정책적 분석까지 고려하여 결정되어야 할 것이다.

  • 경인 아라뱃길 사업과 관련된 환경오염문제 및 경제적 실효성에 대한 논란은 접어두고 2011년 10월에 개통을 앞둔 현 상황에서는 수로가 완성되어 개통된 이후 선박 통항 안전성 확보를 통하여 사고의 발생을 방지함으로써 인명, 재산 및 환경을 적극적으로 보호하는데 초점이 맞추어져야 할 시점이다. 이에 이 논문에서는 경인 아라뱃길이 우리나라 최초의 내륙수로가 된다는 점을 고려하여 수로의 운영 및 선박 통항 안전성 확보를 위하여 운항 및 관리규칙의 제정에 대해 검토해 보고 안을 제시하고자 한다. 이 안은 세계 주요 운하의 통항 규칙 검토 및 경인 아라뱃길의 특성을 고려하여 총 7개장으로 분류하여 일반규정, 선박통항에 관한 일반규정, 선박운항규칙, 제한사항, 비상대응사항, 통항 제한사항및 벌칙규정 등으로 구성하여 각각의 규정을 개관하고 있다.

A Conceptual Framework of Port Cooperation

  • Globalization of production, changing technology in ocean shipping sector, shifting bargaining power from port service provider to port users, changing distribution patterns of the containerization and new implementation for the environment and safety concerns introduced new ways of administration in port sector. In these days, port industries cannot survive alone. Port operation and management has to be proactive to cooperate and integrate with other port operators or other industries. In the 21st century, cooperation in maritime sector is more common than that in the past with several different reasons in a mixture of forms of cooperation. Cooperation among port authorities, port operators, shipping line, inland transport service providers and/or related organizations themselves becomes to exist to overcome the challenges and development of the global transport chain. This paper investigates the concept of port cooperation and the case analysis of the cooperation in the port industry.

  • Hai Phong is the important transportation hub of the northern Vietnam with many advantages. Hai Phong can connect with orthers provinces by road, railway, airport, seaport system and inland waterway. So far, Hai Phong is develop so fast However, Hai Phong's logistics services are still low level and less competitive. The human resources are lacking of experiences and also low quality, the logistics enterprises are small, low capital and they can not compete with foreign companies. Further more, the infrastructure are invested but there are still have some problems inside. This paper has assessed and systemized the situation of development of Hai phong.

  • The main purpose of this study is to design the port maketing strategies for strengthening the competitive power of container terminal. So far many attempts have been to analyze the international competitiveness of the terminal. As a results, Six factors hypothesized by this study come from previous research analysis about customers preference for port selection. Those are Cost, Centrality, and Intermediacy, Free trade port, Inland transportation connections, Political and Economic institution, and Port facilities. This study analyze the most important factor about hub port, and transhipment port separately, though questionnaire analysis about users(shipper, shipping company, and freight forwarder) influenced on port selection.   • This paper tries to draw some implications for Korean seaports in terms of management and development of ports with respect to attracting more transshipment container cargoes. For this the results of the Origin-Destination(O-D) analysis between major Korean ports and top 20 Chinese ports were presented. They also contained the O-D analysis between Chinese major ports and their inland hinterlands.

만내의 해수유동에 관한 실험적 연구 (An Experimental Study on the Sea Water Flow in Bay)

  • Recently, the water pollution of coastal sea area including harbor, bay and inland sea has been very serious and it causes various environmental impacts. In this study, water flow system of Danghang Bay, which has the narrow and long topographical characteristics with the narrow bay mouth and its flow is influenced principally by the tidal current, is investigated experimentally and numerically. In order to understand the tidal system of Danghang Bay, harmonic analysis is performed based on measured tidal range and flow velocity In addition, numerical model for tidal exchange is developed considering conditions of Danghang Ray. Calculated results show good agreement with measurements. Lastly. based on the proposed numerical model, exchange ratio of seawater volume in Danghang Bay is predicted.
