The purpose of this paper is to confirm the trend of inland water fish farming in North Korea and to suggest a plan for inter-Korean cooperation. North Korea's inland water fish farming laid the foundation for production in the 1950s and 1960s, and production facilities were expanded until 1980. In the midst of the severe economic crisis in the 1990s, North Korea paid attention to inland water fish farming as an alternative to food production. The military took the lead in expanding the aquaculture industry and catfish farming was encouraged. In the Kim Jong-un era, North Korea's inland fish farming continues the tradition of catfish farming and promotes a policy of expanding inland cage farming. This study comprehensively reviewed recent inter-Korean relations, North Korea's food crisis and acceptability, and UN sanctions. As a result, inland water fish farming is the most promising field for inter-Korean cooperation in the field of fisheries. In the initial stage of inter-Korean cooperation in the field of inland water fish farming, humanitarian aid projects such as feed and seed support can be promoted. In the stage of expanding inter-Korean cooperation, knowledge sharing program and materials and facilities support projects can be promoted. Development cooperation and direct private investment are possible at the full-scale stage.
우리나라는 3면이 바다로 둘러싸여 있을 뿐만 아니라 국가하천과 지방하천의 연장이 26,843km에 달하고 있어 풍부한 해수면과 내수면이 함께 공존하는 지리적 특징이 있다. 국민소득의 향상 등으로 내수면에서 운항하는 선박이 지속적으로 증가하고 있어 내수면에서 선박사고 및 인명사고의 위험성도 증가하고 있다. 본 연구에서는 내수면관련 법령조사 및 운영현황 분석을 통하여 거시적인 내수면 선박의 안전관리 대책 방안을 제시하였다. 그 개선방안으로 하드웨어적 인프라로서 사고 초기대응 및 인명구조의 골든타임 확보를 위한 충분한 내수면 소방정의 확보와 내수면 선박 사고예방 전문기관의 운영을 제언하며, 소프트웨어적 인프라로서 내수면 선박의 출항통제기준 마련과 현행 해수면 선박에만 적용하고 있는 안전진단제도를 기반으로 내수면 선박의 특성에 맞는 맞춤형 제도도입을 제언하였다. 이러한 내수면 안전관리 정책은 내수면 선박 사고발생 시 신속하고 체계적인 대처 방안 마련에 기여할 것으로 기대되며, 세월호 사건 이후 잠시 활성화 되었던 내수면 선박에 대한 안전관련 연구에 지속적인 관심을 갖는 기회가 되었으면 한다.
Freshwater gobies Rhinogobius cliffordpopei and R. giurinus are invasive species with particular concern because they have become dominant and were fierce competitors in the invaded areas in Yunnan-Guizhou Plateau (southwest of China). Information about genetic characteristics of R. giurinus have been published, but there were still no relevant reports about R. cliffordpopei. In present study, the complete mitochondrial genome of R. cliffordpopei was determined, which was 16,511 bp in length with A+T content of 51.1%, consisting of 13 protein-coding genes, 22 tRNAs, 2 ribosomal RNAs, and a control region. The gene composition and the structural arrangement of the R. cliffordpopei complete mtDNA were identical to most of other teleosts. Phylogenetic analyses placed R. cliffordpopei in a well-supported monophyletic cluster with other Rhinogobius fish. But the phylogenetic relationship between genus Rhinogobius and Tridentiger remained to be resolved.
본 연구의 목적은 국내 내수면 안전관리 실태를 살펴보고 그 문제점을 진단하여 내수면에서의 인명사고를 예방하고 인명피해를 최소화하기 위한 방안을 마련하기 위한 것이다. 현재 내수면 안전관리의 문제점은 크게 4가지 측면으로 분석된다. 첫째, 내수면 안전관리를 총괄하는 법령 부재와 같은 "법률적 측면", 둘째, 내수면 안전사고 예방을 위한 교육프로그램 부재와 수난구조 전문가 부족과 같은 "학습적 측면", 셋째, 수난사고 신고체계 분산과 사고대응에 있어서의 민관 파트너십의 부족과 같은 "협력적 측면", 넷째, 내수면 수난사고에 대한 현장대응 능력 및 전문성 부족과 안전관리체계의 분산 중첩에 따른 "현장대응성 측면"이다. 이러한 문제점의 개선을 위해 경기도 및 강원도 수상레저 종사자 및 이용자에 대한 설문과 그 분석을 토대로 개선방안을 모색하였다. "법률적 측면"에서는 '내수면 수상안전관리에 관한 특별법(가칭)'제정, "학습적 측면"에서는 내수면 안전교육 프로그램 개발과 수난사고 전문가 양성, "협력적 측면"에서는 내수면 안전사고 통합 상황관리 운영시스템 마련과 안전네트워크 활성화 및 민관 파트너십 재정립, "현장대응성 측면"에서는 현장대응 능력과 전문성 확보 및 소방중심의 내수면 안전관리 통합 등을 제시하였다.
Fisheries resources living in inland have continuously reduced due to over-fishing and development thoughtless for the environment. Inland fisheries that target the fisheries resources have been also confronted by several problems such as insufficiency of inland fisheries management systems, inconsistent fisheries management system, inferior infrastructure of inland fisheries, and decreasing fishermen's real income. These problems have demotivated fishermen who want to focus on fishing and farming activation. Therefore, this paper provides alternatives of reorganization for turning to sound and healthy inland fisheries industries by reviewing Korean inland fisheries management systems. The reorganization should be preferentially granted resource management by water system considering geographical conditions, seed release, and establishment of fisheries order for maintenance of sound and healthy inland fisheries. Also, the reorganization should be moved toward the competitive strengthening of "company unit" for inland fisheries, the nourishment of fisher-oriented fisheries management system, strong relationship among inland fishermen, the systematic management of inland fisheries, the strengthening of guidance service for inland fisheries, the extension of infrastructure related to fisheries production, the development of inland fisheries policy including public people, and the improvement of inland fisheries system and law reflecting various users of inland fisheries.
In recent days, many manufacturing factories have been established and operated along riversides or on sea coasts. In consequence thereof, modern inland vessels with their small draught but large carrying capacity have been developed to operate as a single unit or in convoy with a barge. Knowledge in the behaviour of inland cargo vessels in shallow water exists presumably in U.S.A., U.S.S.R. and West Germany Literature available on this subject is quite limited. Model tests were carried out, both in calm water and in waves to obtain hull lines, which not only improve the seaworthiness of inland vessels but also permit to run in convey with other vessels on inland waterways. The results, which to some extent have also been tested in full scale, are entirely satisfactory. This paper discribes the resistance of some newly developed inland water cargo vessels.
The objective of this research was to estimate the size of consumption market for inland water fishes. Volumes and expenditures of a total of sixteen fishes consumed in 2007 were estimated based on a module developed. Data were collected through sample surveys of 3,081 households and 291 restaurants dealing with inland water fishes. On the basis of the results, people consumed an estimated 39.5 thousand ton as a whole on inland water fishes. An average person consumed 5.961 times and 1.136kg per year. An annual expenditure of 1,609.7 billion won was estimated. The total was divided 1,450.1 billion won on fishes(90%) and 1,595 billion won on shellfishes(10%). A typical consumer spent 41,668 won on fishes and 4,584 won on shellfishes, averaging about 46,300 won overall. Water eel was top in volumes and expenditure, while mudfish in consumption frequency.
The Sembilan Archipelago is famous for its great biodiversity, in which the humphead wrasse (Cheilinus undulatus) (locally named Napoleon fish) is the primary commodity (economically important), and currently, the environmental degradation occurs due to anthropogenic activities. This study aimed to examine the eco-environmental parameters and assess their influence on the abundance of humphead wrasse and other coral reef fish compositions in the Sembilan Archipelago. Direct field monitoring was performed using a visual census throughout an approximately one km transect. Coral cover data collection and assessment were also carried out. A coastal water quality index (CWQI) was used to assess the water quality status. Furthermore, statistical-based analyses [hierarchical clustering, Pearson's correlation, principal component analysis (PCA), and canonical correspondence analysis (CCA)] were performed to examine the correlation between eco-environmental parameters. The Napoleon fish was only found at stations 1 and 2, with a density of about 3.8 Ind/ha, aligning with the dominant composition of the family Serranidae (covering more than 15% of the total community) and coinciding with the higher coral mortality and lower reef fish abundance. The coral reef conditions were generally ideal for supporting marine life, with a living coral percentage of about > 50% in all stations. Based on CWQI, the study area is categorized as good and excellent water quality. Of the 60 parameter values examined, the phytoplankton abundance, Napoleon fish, and temperature are highly correlated, with a correlation coefficient value greater than 0.7, and statistically significant (F < 0.05). Although the adaptation of reef fish to water quality parameters varies greatly, the most influential parameters in shaping their composition in the study area are living corals, nitrites, ammonia, larval abundance, and temperature.
Accurate assessment of chlorophyll-a (Chl-a) concentrations in inland waters using remote sensing is challenging due to the optical complexity of case 2 waters. and the inherent optical properties (IOPs) of natural waters are the most significant factors affecting light propagation within water columns, and thus play indispensable roles on estimation of Chl-a concentrations. Despite its importance, no IOPs retrieval model was specifically developed for inland water bodies, although significant efforts were made on oceanic inversion models. So we have applied and validated a recently developed Red-NIR three-band model and an IOPs Inversion Model for estimating Chl-a concentration and deriving inland water IOPs in Lake Uiam. Three band and IOPs based Chl-a estimation model accuracy was assessed with samples collected in different seasons. The results indicate that this models can be used to accurately retrieve Chl-a concentration and absorption coefficients. For all datasets the determination coefficients of the 3-band models versus Chl-a concentration ranged 0.65 and 0.88 and IOPs based model versus Chl-a concentration varied from 0.73 to 0.83 respectively. and Comparison between 3-band and IOPs based models showed significant performance with decrease of root mean square error from 18% to 33.6%. The results of this study provides the potential of effective methods for remote monitoring and water quality management in turbid inland water bodies using hyper-spectral remote sensing.
The influences of inland pollution sources because of rainfall events on the bacteriological water quality in Geoje Bay, a major shellfish production area in Korea, were investigated. The sanitary status of sea water and shellfish after rainfall events was also evaluated. The flow rates of 13 streams around Geoje Bay showed 6 to 7-fold increases after 15 to 21 mm of rainfall. Peak pollution was observed in the Naegan Stream, the Gandeok Stream and the Seojeong Stream. The calculated impact area of inland pollution sources was 3.1 $km^2$ immediately after 15 mm of rainfall and expanded to 3.5 $km^2$ after 24 hours. These calculations of impacted area matched results from fecal coliform analyses with sea water. The distance between the major pollution source in the bay (the Gandeok Stream) and the station with the worst bacteriological water quality immediately after 15 mm of rainfall, which was below the Korean standard, was 0.8 km in a straight line; this distance increased to 2.0 km after a period of 24 hours. The area impacted by inland pollution sources after a 15 mm rainfall event was wider than after a 21 mm rainfall. Although the flow rate from inland pollution sources was higher, the concentration of fecal coliform in the discharged water was lower after higher rainfall events. These observations corresponded with the results of fecal coliform analyses with sea water samples. According to the evaluation of the influences of inland pollution sources and fecal coliform analyses on sea water and shellfish samples in Geoje Bay, pollutants from inland sources did not reach the boundary line of the shellfish growing area after rainfall events of 15 or 22 mm. The bacteriological water quality of the shellfish growing area in Geoje Bay met the Korean standard and US NSSP requirements for approved shellfish growing areas.
