철도 선진국의 선로사용료 현황과 그 시사점 (Principles and Implication of Rail Infrastructure Charging in Advanced Countries)

  • 본고는 철도선진국의 선로사용료가 어떻게 징수되고 있는가를 보고 한국철도에 대한 정책적 임플리케이션을 도출하는 것이다. 북미, 일본의 경우, 거액의 인프라스트럭처 정비비용의 일부를 회수하기 위해 선로사용료의 징수가 채산성의 관점에 징수된다. 반면, 유럽에서는 운행주체와 인프라스트럭처주체가 회계상 완전히 분리되어 한계비용 + 적정이윤 (MC+) 원칙에 따라 선로사용료가 책정된다 이에 대해, 한국에서는 Korail이 유지보수뿐만 아니라 고속철도 건설비 상환을 담당하고 있다. 이러한 점에서 상하분리방식을 포함한 철도개혁에 대한 재고가 필요하다.

  • Several scholars in South Korea have predicted that maintenance costs of social infrastructure will sharply increase from the mid-2020s, and cause budgetary deficits among facilities management agencies. Interest in infrastructure asset management (IAM) is rising as a solution to such problem. In this study, an information system for asset valuation that reflects the salvage value and deferred cost of social infrastructure based on WBS (work breakdown structure) was developed in consideration of IAM. To reuse the construction cost information such as the acquisition cost, the interconnection between CBS (cost breakdown structure) and WBS was considered. Furthermore, asset valuation information was developed with XML schema to facilitate the exchange and reuse of the information among project participants.

  • 오늘날 고속도로 운영은 IT를 기반으로 하는 복잡한 Digital Infrastructure이다. 이러한 IT의 활용은 점점 많아지고 있는데, 예측 불가능한 운영위험이 발생할 경우 IT의 편리함만큼이나 피해가 예상외로 커질 수 있다. 고속도로 운영 위험은 도로의 운영이 중단되어 도로이용자들이 서비스를 제공받지 못하는 것이다. 운영위험은 예상하지 못한 과다한 운영관리비 및 유지관리비의 발생으로 계획된 운영비를 초과하는 것이며, 운영수입의 손실을 가져온다. 그 결과 이용자 안전의 위험과 운영자의 부실을 초래하게 되는데, 기존의 연구는 이를 추정할 수 있는 방법에 대한 연구가 미흡한 실정이다. 따라서 본 연구에서는 디지털화된 고속도로에서 대규모 정전사태가 발생할 경우 추가로 발생되는 운영비 항목을 구체적으로 제시하고 각 항목에 대한 예상 가능한 위험비용을 시뮬레이션 추정을 하고자 하였다. 이를 근거로 하여 운영위험을 방지하기 위한 비용예산과 운영계획 측면에서 방안을 제시하고자 하며, 향후 운영의 건전성을 확보할 수 있는 기초자료로 활용을 도모코자 한다.

국가단위 신규 IT인프라의 위험도 등급화 기법 개발 방향 연구 (Development Strategy on the Risk Rating Method for Nationwide Emerging IT Infrastructure)

  • To provide a development strategy on the method which assesses a potential risk of nationwide emerging IT infrastructure in planning and design phase, and to classify the assessment result into 5 levels is the goal of this research. The development strategy provided in this paper could improve a benefit-cost-ratio of investments on emerging IT infrastructure. With a premature assessment of the potential risks of a nationwide emerging IT infrastructure which needs astronomical amount of public funds, it could show a way of systematic investments on security systems and improve a benefit-cost-ratio of investments on emerging IT infrastructure. Also, this approach might improve the safety of nationwide IT infrastructure. It could identify and provide an optimized solution for the potential risks of nationwide IT infrastructure.

  • Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment in transport infrastructure has been active. However investment in transport infrastructure has more risks than others' due to uncertainty both in traffic volume and in construction cost. In the current appraisal procedure of deciding transportation infrastructure investment, instead of risk management, the sensitivity analysis considering only the changes of benefit, cost and social discount rate which are main factor affecting economic feasibility is carried out. Therefore the uncertainty of various factors affecting demand, cost and benefit are not considered in feasibility study. In this study the problems in current investment appraisal system were reviewed. Using Delphi technique the major factors which have high uncertainty in feasibility study were surveyed and then improvement plan was suggested in the respective of classic 4 step demand forecasting method. The range estimation technique was also mentioned to deal with the uncertainty of the future.

합리적인 건설안전 관리를 위한 건설기술진흥법상 안전관리비의 적정요율 산정에 관한 연구 (A Study on the Estimation of the Proper Rates of Safety Management Cost in the Construction Technology Promotion Law for Reasonable Construction Safety Management)

  • Despite the government 's efforts to reduce constructional disasters, it has been pointed out that the safety management cost of the Construction Technology Promotion Act does not reflect the actual site. Therefore, it is necessary to study the proper guideline of the safety management cost which can be used as the most fundamental measure to prevent construction accidents. Moreover for the securement of the reasonable safety management costs, it is important to calculate its appropriate rate. Thus, in this study, the appropriate rate of safety management cost was proposed by the construction cost & type based on the 111 execution plans of safety management cost, and the rate is analyzed to be 1/10 of the occupational safety and health management cost. The results of this study will be a guideline in improvement to the proper schedule rating system improvement and in implement of pilot projects.

  • In order to widen the radius of electric vehicle (EV) travel recharging points must be provided in sufficient numbers and at convenient places. The cost of providing side an infrastructure is at preset, not well documented and this lack of information acts as a detersent to prospective insestors in EV technology. This paper acts as a preliminancy investigation into the cost of infrastructure is the different situation i.e for the private owner, the fleet owner or for the public. It provides an overview of the items required and this relative costs. Cost will however, vary from country to country and application to application, and this paper two acts purely as guide to the type of equipment and its relative costs.

  • Recent heavy rains and typhoons broke down road slopes, which caused a hazard to safety. As a result, interests in the effective investment for disaster prevention is increasing. Measures of investigation method for slope have been taken, but the financial costs have never been analysed. This study applied the cost-benefit analysis theory used in public economics to the evaluation of the financial reasonability of management for slope. By applying cost-benefit analysis to road slope investigation method, the reduction of safety costs and resulting financial benefits can be seen and it also clarifies the reasonability and investment effects of slope management.

비용편익 분석에 기초한 공동구의 경제적 타당성 평가 (Economic Feasibility of Common Utility Tunnel based on Cost-Benefit Analysis)

  • Common utility tunnel is essential to the daily lives of people underground utilities (electricity, gas and supply facilities such as water, communication facilities, sewer facilities, etc.) to improve the appearance by co-acceptance and disaster prevention, important for the conservation of the city's population was concentrated road construction the city-based facilities. There is recognition of the importance of the various supply treatment facilities in common utility tunnel as infrastructure to accommodate joint according to the city expanded, the demand for infrastructure. In this paper, a cost-benefit analysis using a one-time occurrence, without simply relying on cost or current cost, project manager for the city-dimensional feasibility study conducted, the user level of the maintenance costs and user costs, including social costs items from various angles can be investigated and proposed a mechanism of economic feasibility common utility tunnel. Evaluation of the proposed technique is cost-benefit and cost caused by installing common utility tunnel the existing pipeline area - was investigated by the benefit analysis, extended and repeated common utility tunnel installation depends much affected by the excavation, so users of reducing the number of repeat excavation convenience can be seen that this occurs.

발주자의 요구사항을 고려한 발주방식 선정 방법에 관한 연구 (A Study on the Selection Method of Project Procurement System based on Owner's Requirement)

  • 현행 공공공사에서는 예산에 맞추어 공사를 진행하는 방식을 취하고 있기 때문에 발주자(발주기관)의 요구사항을 충분히 만족시키지 못하고 있다. 따라서 발주자의 요구사항에 맞춘 발주방식 선정에 관한 연구가 필요하다. 이에 본 연구에서는 우선, 발주방식의 정의 및 특성과 미국, 영국, 일본 등 국내 외의 발주시스템을 고찰하였다. 이를 통해 발주방식을 선정하기 위해서는 최고 가치를 지향해야 된다는 결론을 도달하였다. 최고 가치를 지향하는 발주방식을 선정하기 위해서는 가장 우선적으로 발주자의 주요요구사항인 비용, 품질, 일정에 대한 고려를 해야 한다. 이에 본 연구에서는 발주자의 주요요구사항인 비용, 품질, 일정의 상관관계를 분석하였으며, 이를 통하여 여러 가지 발주방식 중 성능발주, 대안발주, Turn Key, 사양발 주의 주요선정요인을 비용, 품질, 일정으로 분류하였으며, 이에 대한 발주방식 선정 방법을 제시하였다.
