  • Private participation on public infrastructures projects is being promoted by governments of several developing countries, among them Colombia. As a result, several advantages such as service delivery efficiency, technology application and faster execution of the projects have been recognized. Hence, the Colombian Government is looking for schemes that allow the private investment in projects like hospitals, schools, prisons and public edification. In this paper, experiences in PPP from other countries were analyzed and adjusted to the Colombian environment. As a result, a model adapted to Colombia is presented, based on a well-developed case from Spain. The awarding process is defined by economic criteria, previous compliance of minimum technical exigencies. Once the infrastructure is operating, contractual periodical payments will be done, based on the performance of the facility.

  • The levels of unemployment and poverty are extremely high and two of South Africa's most pressing problems. There is also a widely acknowledged need for housing and municipal infrastructure (water supply, sewerage, streets, storm water drainage, and electricity, refuse collection). From a theoretical perspective supported by experience elsewhere in Africa, there are reasons for considering that properly formulated employment creation programmes based on the use of labour-intensive methods could be established to construct and maintain the required physical infrastructure, thus creating employment, skills and institutional capacities. Over the past 30 years several projects have been initiated in South Africa to counter unemployment and poverty. Given the socio-economic conditions and political objectives (regarding development, employment creation and alleviation of poverty), it is anticipated that future large-scale construction projects will be proposed by the public sector (National, Provincial and Local Government). The paper will first examine the main tenets of the implementation of development projects through the use of labour-intensive construction and a description of progress elsewhere in Africa and their potential contribution which public works programmes could make to alleviate the poverty and unemployment problems. The research will then analyse the successes and challenges that have been experienced in South Africa in relation to the implementation of development projects over the past 30 years. The paper closes with recommendations and lessons for the future.

  • Since "Act on Private Participation in Infrastructure" were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation In Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of concessionaire. However, score for cost is likely to influence designating concessionaire to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for designating concessionaire in BTL projects, and proposed improvement program by doing questionnaire over specialists of each field.

  • In recent years, large Korean construction companies have suffered serious losses in their overseas business. Many practitioners and researchers have analyzed causes of cost overrun in these projects. However, these arguments have not been empirically verified based on acutal project cases. This study investigated cost overrun rate, contingency, allowance, predicted risk before bidding, and actual and residual risk after award in the 67 international infrastructure projects conducted by 13 large construction companies. The causes of cost overruns are derived as follows. First, they identified the possibility of cost overrun to some extent before the bidding, but did not reflect the enough risk money to bid price. In particular, this behavior was more severe in badly cost-overrun projects. Second, the causes of cost overrun were more influenced by external environmental risk than internal capability risk. However, the internal risk in badly cost-overrun projects was relatively high compared to cost-underrun projects. Third, badly cost-overrun projects failed to mitigate risk. However, cost underrun projects were affected more by low exterior risk conditions than by well mitigated risk. This study provides more informed knowledge in controlling project costs in international infrastructure projects.

  • Recently, BIM has been widely applying in civil engineering projects centering on the private construction industry in order to establish self guidelines for spreading in practice. However, most BIM technologies and software are based on the architectural projects. In these environments, it is not easy to apply the BIM to a infrastructure field. Even BIM standards with IFC (Industry Foundation Classes) are also focusing on architectural projects. Especially, both private and public sectors do not know about how BIM delivery system should be performed, and how such deliverable should be submitted to the government yet. Thus, we need to analyze an application level of BIM S/W (Software) in real projects and verify their interoperability. Besides, since there are not any common standards that can exchange IFC models for civil engineering projects, we have many issues in converting as-built infrastructure models into IFC and delivering their design documents to the government. Accordingly, this study aims to perform a BIM process with commercial software for real road project after a detailed design process is finished and verify interoperability between diverse BIM software for securing BIM data reliability.

  • Traditionally, road projects are initiated based on an assessment of their economic benefit, after which the environmental, social and governance effects are addressed discretely for the project according to a set of predetermined alternatives. Sustainable road infrastructure planning is vital as issues like diminishing access to road construction supplies, water scarcity, Greenhouse Gas emissions, road-related fatalities and congestion pricing etc., have imposed severe economic, social, and environmental damages to the society. In the process of addressing these sustainability factors in the operational phase of the project, the dynamics of these factors are generally ignored. This paper argues that effective delivery of sustainable roads should consider such dynamics and highlights how different aspects of sustainability have the potential to affect project sustainability. The paper initially presents the different sustainability-assessment tools that have been developed to determine the sustainability performance of road projects and discuss the inability of these tools to model the interrelationships among sustainability-related factors. The paper then argues the need for a new assessment framework that facilitates modelling these dynamics at the macro-level (system level) and helping policymakers for sustainable infrastructure planning through evaluating regulatory policies.

  • The Build-Transfer-Lease(BTL) system is a new way of attracting private capital to social infrastructure construction projects. Private companies will get back their investment by leasing facilities to the government. In January 2005, government introduces a 'Korean New Deal Policy' to initiate BTL system in the field of social infrastructure development such as education, public welfare, housing, culture etc. As BTL being still in premature phase, thus it is lack of knowledge in BTL and there is no such studies about problems and impacts of BTL projects. However, there could be so many problems underlying within BTL projects. Therefore, the purpose of this paper is to identify various risk factors during implementation of BTL projects. For this purpose, five BTL undertaking projects were studied. Field survey was conducted based-on interview instruments. Prevailing risk factors in operating the BTL Project were collected from the both officials of project promoters and concessionaires. In addition, a distinct need has emerged for analysis of risk factors for BTL projects. Based on real cases, this study resulted in risk factors influencing every phases and grouped risk factors into each phase. Moreover, this study also perform sensitivity analysis in order to know how risk factors affect to BTL projects. From analyzing the data, the study addresses that both major BTL project participants 'the competent authority' and 'Special purpose company(SPC)' have many problems and difficulties to operate the projects.

  • India is one of the fast growing country in the world. For the acceleration of economic growth of India, it is indispensable for Indian government to construct infrastructure, such as railroad, airport, harbor, power plant, and water management system. For example, Modi, prime minister of federal government of India proclaimed that Indian government plans to construct 100 smart cities in 2015. In recent times, India is expected to be the largest recipient of Public-Private Partnership(PPP) type projects in the world. Owing to PPP, it is possible for India to pursue her objective to transform the whole economy into digital economy beyond agricultural society. One of major problem related with implementation of PPP type projects is the growth of disputes concomitant to the rising phenomena of PPP type projects in order to build infrastructure in India. Because of this, non-negligible number of projects has been cancelled during last two decades. This study investigates seven failure cases of PPP in India. Those include Nabi mumbai airport, Dabhol power plant, Munbai water project, and Kolkata subway project. Main types of dispute resolution are mediation or conciliation, dispute review board, arbitration, expert adjudication in PPP.

  • As a leading nation of ubiquitous technology, South Korea has been promoting u-City pilot projects throughout the country. According to 'Fundamental Construction Law of u-City,' u-City projects are classified into old-town and new-town types. However, most projects have focused only on the new-town type. Pushing forward large-scale land development projects, Korea Land and Housing Corporation (LH Co.) under Ministry of Land Transport and Maritime Affairs (MLTM) has gained a development profit out of the u-City infrastructure and then donated the infrastructure to a local government without making any plan for operations. In the process of u-City pilot projects, old-towns have been relatively ignored and various of unexpected problems have emerged. Building the u-City of an old-town is not easy due to many constraints such as huge initial investment, long validity and verification procedures, lack of useful services for citizens, lack of professional outsourcing methods for business promotion, high operating costs of the integrated control center, inadequate law related, insufficient institutional requirements and so on. This paper introduces a case study on u-City development for an old-town, Ansan City, as a private investment project. The case will help boost u-City projects for old-towns by solving their problems and providing an effective operational mechanism. As the first BTL (Build-Transfer-Lease) project for constructing u-City, 'Broadband Information Network Development Project' of Ansan City will provide a reference model of expanding u-City projects for other cities.

  • Recently, local governments have started projects of implementing Geographic Information Systems (GIS) as an infrastructure for the collection, storage, and analysis of the spatial information. So far, these projects have been approached from the areas such as the civil engineering and the computer science perspectives. Nonetheless, in order for a GIS project to be successful, it should be approached from the management perspectives as well. In this paper, the authors discusses about the management issues such as the determination of priority of the sub-projects, the organizational structure that takes charge of the project and the evaluation of the performance of the project.
