정부는 재정 부담을 완화하면서 인프라를 구축할 수 있는 SOC민간투자사업제도를 도입하여 적극 장려하고 있다. 민간투자사업의 비중은 2003년을 기준으로 전체 SOC투자 중 $11\%$에 이를 만큼 비중이 크게 성장 하였으며 이와 같은 성장세는 당분간 지속될 것으로 판단된다. 하지만 민간투자사업에 참여하고 있는 사업자를 살펴보면 시공수익을 기대하는 시공사들이 전체 투자자의 $80\%$이상을 차지하고 있고, 은행, 보험, 연 $\cdot$ 기금 등의 재무적 투자자는 $3\%$ 수준에 그치고 있는 실정으로 민간투자사업의 효율적인 운영에 장애가 되고 있다. 그러므로 향후 지속적인 민간투자사업의 발전을 위해서는 투자재원을 다변화해야 할 것으로 판단되며, 이를 위해서는 사회적으로 합의된 적정 수준의 투자수익률이 우선적으로 제시 되어야 할 것이다. 따라서 본 연구에서는 재무적 투자자의 참여 활성화를 위한 적정 수준의 투자수익률을 제시하기 위하여 민간투자사업의 수익률과 관련한 이론을 살펴보고, 다양한 분석 방법을 통하여 국내 상황에 맞는 SOC민간투자사업의 투자수익률 수준을 제시하였다.

Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment has been active on transport infrastructure. But investment of transport infrastructure has more risks than others due to overforecast of transport demand for ensuring project validity, and cost uncertainty arising from financial crisis, commodity prices and so on. In the case of Incheon international airport express, after 2 years and 6 months, Incheon international airport express is opened, Korail take over equity stake in private investor due to the problems of MRG(Minimum Revenue Guarantee) be contracted with private investor. Not only that, in other case of Yong-in light rail, it is ongoing for legal disputes between Yong-in local government and private investor on account of opening delaying. On current Investment Assessment System of Transport Infrastructure, Risk Management system on investment of transport infrastructure is inadequate because Sensitivity Analysis in economic efficiency have been performed on the simple method which only changes benefits, expense and social discount rate. For this reason, this study analyze risks for investment of transport infrastructure demand forecast, and rise to the management practice for every particular item.

Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment in transport infrastructure has been active. However investment in transport infrastructure has more risks than others' due to uncertainty both in traffic volume and in construction cost. In the current appraisal procedure of deciding transportation infrastructure investment, instead of risk management, the sensitivity analysis considering only the changes of benefit, cost and social discount rate which are main factor affecting economic feasibility is carried out. Therefore the uncertainty of various factors affecting demand, cost and benefit are not considered in feasibility study. In this study the problems in current investment appraisal system were reviewed. Using Delphi technique the major factors which have high uncertainty in feasibility study were surveyed and then improvement plan was suggested in the respective of classic 4 step demand forecasting method. The range estimation technique was also mentioned to deal with the uncertainty of the future.

Purpose The purpose of this study is to demonstrate the relationship between ICT(Information & communication technology) infrastructure, investment environment, and innovation performance from a national perspective. Design/methodology/approach We derived 5 hypotheses based on the literature review. To measure each concept, We converted the scores of each country provided by the Global Innovation Index into a 7 Likert scale and performed a regression analysis. Findings According to the empirical analysis result, this study confirmed that knowledge and technology output mediated the relationship between ICT infrastructure and creative goods and services. In addition, this study confirmed that the investment environment has a moderating effect between ICT infrastructure and knowledge and technology output.

본 연구는 교통 인프라 투자의 농촌지역 발전 효과를 체계적이고 실증적으로 분석하기 위하여 기존 문헌연구를 통해 교통 인프라 투자와 농촌지역 발전 간의 다층적인 인과관계를 이해할 수 있는 분석틀을 설정하고, 교통 인프라 투자와 농촌지역 발전의 공간적 패턴을 기술적으로 분석하였으며, 구조방정식 모형을 활용하여 우리나라 농촌지역에서 교통 인프라 투자와 지역발전 간의 직 간접 관계에 대해 탐색적인 실증분석을 실시하였다. 분석 결과, 교통 인프라 투자는 접근성 제고를 통해서 인구기반 활성화와 생산 소득 증대에 뚜렷한 영향을 미칠 뿐만 아니라 인구기반 활성화를 통해서 간접적으로도 생산 소득 증대에 영향을 미치는 것으로 나타났다. 이는 우리나라 농촌지역에서도 지금까지 교통 인프라 투자가 단기적 및 장기적으로 다양한 경로를 통해서 지역발전의 궁극적인 목표인 생산 및 소득의 증대에 긍정적인 영향을 미치고 있음을 시사한다.

This study aims to investigate the relationship between foreign direct investment (FDI) and economic growth at the provincial level by using time-series data in Binh Dinh from 1997 to 2019. We applied the quantitative approaches Vector Autoregression (VAR) and Autoregressive Distributed Lags (ARDL) in the model, which includes economic growth, real foreign direct investment capital, ratio of trained workers, and infrastructure. The results show that all these variables are stationary at the first difference. In ARDL analysis, we found that the economic growth positively affects FDI attraction. However, there is no evidence of the effect of FDI on economic growth in the condition of low capital implemented. Moreover, findings also show that the impact of FDI on economic growth is influenced by two factors: infrastructure and human capital. The lack of human capital, which is trained personnel and infrastructure, is the main barrier hindering and inhibiting FDI's contribution to local economic growth. In order to improve the efficiency of FDI on economic growth in the future, it is suggested that the Binh Dinh government should have proper policies in terms of the infrastructure, the human capital investment. They would allow Binh Dinh to enhance the capital absorptive capacity and capital efficiency.

Recently, companies have adopted various types of smartwork. In this study, various factors were examined to identify the main factors that can increase smartwork satisfaction, individual performance, and organizational performance. As the main variables, individual adaptability, knowledge level for smartwork, IT infrastructure level, smartwork organizational culture, and investment level in IT were selected. As a result, first, it was found that individual adaptability did not affect smartwork satisfaction and corporate performance, unlike previous studies. Second, it was found that the knowledge level for smartwork affects individual performance and organizational performance mediating smartwork satisfaction. Third, the main path of 'investment level in IT → IT infrastructure level → smartwork organizational culture → organizational performance' was found. Therefore, companies need to raise the level of knowledge for smartwork among members of the organization and educate that smartwork contributes to improving the quality of life of members. In addition, efforts should be made to build an organizational culture suitable for smartwork through IT investment and establishment of IT infrastructure.

이 논문은 경제 하부구조 관련 공기업이라는 행위주체의 특수성이 해외투자에서 어떻게 구체적으로 전개되는가를 분석한다. 우리나라 경제 하부구조 관련 공기업 해외투자사업의 일반 특징을 진출지역, 사업유형, 진출 시기를 중심으로 살펴본 다음, 해외투자 유형을 자본투자를 동반하지 않는 전문컨설팅 유형, 자본투자와 위험을 동반하는 해외직접투자 유형과 에너지자원개발 직접투자 유형으로 구분하여 구체적인 사례를 토대로 분석한다. 그리고 하부구조 공기업이라는 행위주체가 갖는 특성 때문에 나타나는 국적성의 문제, 즉 진출대상국 입장에서 자본부족 해소와 종속의 문제, 자본수출국의 입장에서 민간자본과 관계설정의 이중성 문제를 검토한다.

This paper focuses on the Japannese policies on infrastructure investment. Generally such issue is considered with respect to the three points: the body who is in charge of the development, maintemance and ownership of a particular infrastructure: financial resources required for investment: and the amount of charge imposed on users. These points are closely related to each other, and are essential for the effective supply of infrastructure. Therefore, this paper reviews the case in Japan and get some insight for solving the problem faced by Korea.

국내는 방제·방역, 탐사·측량, 수색·구조, 영상촬영, 시설관리 등 드론활용 시장 중심으로 성장 추세이나 드론의 핵심기술·부품에 대한 외산 의존도는 높은 실정이다. 미국, 중국 등 드론 선진국들은 드론의 무기화를 확대하고 있으며, 이에 따라 향후에는 드론산업 관련 수·출입 규제 강화, 독과점 등 국가 간 무역 전쟁이 더욱 강화될 우려가 있다. 따라서 차세대 드론의 핵심 기술과 부품·부속장비 등에 대한 연구개발 및 국산화를 위한 정책적 연구와 인프라 투자가 선행 되어야 할 필요가 있다. 본 연구에서는 AHP 기법을 활용하여 소형 드론기업 육성을 위한 인프라 투자 우선순위를 선정하고, 인프라 투자 전략을 제시하였다.
