QoS-, Energy- and Cost-efficient Resource Allocation for Cloud-based Interactive TV Applications

  • Internet-based social and interactive video applications have become major constituents of the envisaged applications for next-generation multimedia networks. However, inherently dynamic network conditions, together with varying user expectations, pose many challenges for resource allocation mechanisms for such applications. Yet, in addition to addressing these challenges, service providers must also consider how to mitigate their operational costs (e.g., energy costs, equipment costs) while satisfying the end-user quality of service (QoS) expectations. This paper proposes a heuristic solution to the problem, where the energy incurred by the applications, and the monetary costs associated with the service infrastructure, are minimized while simultaneously maximizing the average end-user QoS. We evaluate the performance of the proposed solution in terms of serving probability, i.e., the likelihood of being able to allocate resources to groups of users, the computation time of the resource allocation process, and the adaptability and sensitivity to dynamic network conditions. The proposed method demonstrates improvements in serving probability of up to 27%, in comparison with greedy resource allocation schemes, and a several-orders-of-magnitude reduction in computation time, compared to the linear programming approach, which significantly reduces the service-interrupted user percentage when operating under variable network conditions.

A Study on the Perception of Stakeholders on Sunken Costs of an Urban Development Project (도시재생 사업의 매몰비용에 관한 이해집단간의 의식조사 연구)

  • This study investigates the perception of the sunken costs of an urban development project, which is currently a social problem through a questionnaire survey. The results indicate that local and federal governments, political authorities, association members, landowners, etc. partially recognize their responsibility in bearing the sunken cost. It is also found that all stakeholders who participated in the maintenance project felt shared responsibility of bearing the sunken costs and exchanging solutions to mitigate the same, rather than making one party deal with the same. This study also suggests that with regard to reducing these sunken costs, the public sector should offer indirect support (by bearing the cost of infrastructure, tax benefits, regulation relaxation, etc.) rather than direct support so that the association members can make a reasonable choice on the project execution.

  • The High-price development & testing tools and IP infratstructures are required for the development of system semi-conductors, but SMEs have not ability to prepare for them. Recently in terms of the miniaturization and the advancement of semiconductor process, the cost of the semi-conductor development have shown the rising tendency and the market-based design tools used are requied to be upgraded due to the advancement in the environment and technology. On the contray, many other contries such as Taiwan, Japan, China, and User are supporting this system semi-conductor industry. Korean government is trying to build the research infrastructure for system semi-conductor industry that aims to reduce the costs of the design infrastructure investment, to support the companies of system semi-conductor development and to incubate the fab-less start-ups. This study analyzes the feasibility of the project, by using the AHP analysis and the results shows that this project is considered feasible because the AHP overall score is evaluated as 0.840, the overall score is greater than or equal to 0.55.

  • There are many studies on the project planning, project management and quality management. The cost of the new project takes only 20% of system's lifetime resource and the costs of the maintenance and infrastructure take more than 80%, so the study on the maintenance is much more important than the study on the new project. There has been many studies on the economic life cycle of the system using it's maintenance cost, but no studies on it's infrastructure cost. This paper provides how we can adapt infrastructure cost, which takes more than 40% of system's life cycle cost, to the economic life cycle of the system and its effects on the system's economic life cycle.

  • The purpose of this study is to conduct survey on the DfS system for employees who perform construction-related tasks, analyze the results, and present improvement directions. The results of the survey showed that the system was gradually being settled, with about 82% and 93% positive results on the recognition and necessity of the system. In addition, the three highest response rates for the improvement of the system were first, improving the expertise of DfS-related performance personnel, second, improving the awareness of DfS-related actors, and third, reflecting the appropriate costs associated with DfS. For the realization of the above improvements, it was proposed to prepare a curriculum for improving the professionalism of the staff, to implement an incentive system for improvement of perception, and to prepare appropriate payment criteria for preparing reports available during the construction phase. In addition, the Korea Infrastructure Safety and Technology Corporation will need to perform its active role in order to become a system for preemptive management of risk factors for construction accidents from the design stage.

The smart EV charging system based on the big data analysis of the power consumption patterns

  • The high costs of electric vehicle supply equipment (EVSE) and installation are currently a stumbling block to the proliferation of electric vehicles (EVs). The cost-effective solutions are needed to support the expansion of charging infrastructure. In this paper, we develope EV charging system based on the big data analysis of the power consumption patterns. The developed EV charging system is consisted of the smart EV outlet, gateways, powergates, the big data management system, and mobile applications. The smart EV outlet is designed to low costs of equipment and installation by replacing the existing 220V outlet. We can connect the smart EV outlet to household appliances. Z-wave technology is used in the smart EV outlet to provide the EV power usage to users using Apps. The smart EV outlet provides 220V EV charging and therefore, we can restore vehicle driving range during overnight and work hours.

  • In this paper, we develop detailed algorithms for implementing the so-called Limited Column Generation procedure for Local Access Telecommunication Network (LATN) Design problem. We formulate the problem into a tree-partitioning problem with an exponential number of variables. Its linear programming relaxation has all integral vertices, and can be solved by the Limited Column. Generation procedure in just n pivots, where n is the number of nodes in the network. Prior to each pivot, an entering variable is selected by detecting the Locally Most Violated (LMV) reduced cost, which can be obtained by solving a subproblem in pseudo-polynomial time. A critical step in the Limited Column Generation is to find all the LMV reduced costs. As dual variables are updated at each pivot, the reduced costs have to be computed in an on-line fashion. An efficient implementation is developed to execute such a task so that the LATN Design problem can be solved in O(n$^{2}$H), where H is the maximum concentrator capacity. Our computational experiments indicate that our algorithm delivers an outstanding performance. For instance, the LATN Design problem with n = 150 and H = 1000 can be solved in approximately 67 seconds on a SUN SPARC 1000 workstation.

A Legal and Policy Analysis of KRW Internationalization from the Perspective of Offshore Circulation

  • Purpose - Recently, the Korean government is seeking to internationalize KRW and reduce its heavy reliance on the U.S. dollar and better cope with risks from external turbulence. However, there has been too little study on this subject in comparision with its importance. The main objective of the paper is to distinguish the descrete stages of the KRW internationalization and recognize the costs and benefits of each stage. Research design, data, methodology - In order to achieve its goal, this study accomplishes a formal policy analysis based on potential factors of currency internationalization and an examination of legal practices in relation to Foreign Exchange Transaction Regulation (the Regulation). Results - This study found that securing monetary policy may not be easy under liberalized capital account for a small open economy like Korea in view of the trillema. In addition, the inherent ambiguity of the Regulation may increase the costs of KRW internationalization. Conclusions-This study revealed the negative system for the control of foreign exchange of the Korean government. The excessive regulatory restrictions on foreign exchange may hinder the process of KRW internationalization. Some legal and policy reforms are needed to improve related regulation and infrastructure.

  • A recent study conducted by KOTI reported that regional and urban read congestion costs in Korea are continually rising in the ranges between 3.1% thru 4.1% of GDP in the every respective year during the past 10 years. The report explicates that the congestion problem has motivated sharp raise of the logistics expenditure from 4.4% of GDP in the year of 1998 to 16% in the year of 2003. Even though, the government has allotted annual budget in the ranges between 2.7% and 3.7% of GDP to the SOC investment for the consecutive years of past decade, the amounts are however far less and insufficient to meet with social requirements and its demands. The cost of logistics has been excessively went up much higher rate than that of other industries and that of 9.6% in Japan and United States respectively It is obvious that the high logistics cost could be a detrimental factor to fierce emulation with others in the global trade market. Therefore it is an essential matter to eliminate or exclude all the probable sources that might cause or create extra costs on logistics. In consideration of such situation in Korea, the SOC investment with private capital could be a best cogitable scheme to acquire its prompt demand solutions and stimulate the emulation ability in the international trade market what's more betterment for all of our quality life in the near future.

  • Enterprises requires the logistics information system to reduce logistics costs and ensure clearness of distribution. However, the system is adopted only by large corporations due to diversity of work and the initial cost for construction. In this study We have attempted to develop an information system capable of efficiently. Controlling and managing logistics by investigating division of duties and existing problem. Using small and medium-sized enterprises engaged in the distribution business as a model. For real-time monitoring of logistics information. We have constructed a system using new technologies such as GPS, mobile and wireless communications and made use of web GIS as infrastructure. Developed by the logistics information systems, We will control overall logistics work and reduce logistics costs and processing time as well.
