SME Informatization Attributes Based Analysis for their Criticalness, Status and Policy Implications (중소기업 정보화 요인별 중요성, 현황 및 정책적 시사점)

  • In this paper, we propose policy implications for Korean SMEs to enhance informatization level, which thereby leads to better competitiveness. Our approach begins with organizing the firm's informatization attributes from SME perspective. Next, we adopted AHP method to quantify the relative importance of each informatization attributes. Then, we assess the criticalness of each informatization attributes with reference to the empirical statistics for the current status of informatization level of Korean SMEs. The analysis distinguishes manufacturing versus service industries, and informatization attributes importance versus as-is informatization level, each respectively. Based on empirical analysis, policy implications are proposed for more effective government SME informatization support policy.

Current status of digital information gap for women with disabilities from a gender-conscious perspective and ways to support informatization education based on empowerment (성인지적 관점의 지역사회 여성장애인 디지털정보격차 현황과 역량강화기반 정보화교육 지원 방안)

  • This study examined community-centered informatization education support measures for empowerment of women with disabilities based on gender perspective.First, the 'Digital Information Gap Survey' conducted by the Ministry of Science and ICT used the 2018 'Digital Information Gap Survey' to find out the current status of the digital information gap between male and female handicapped people. The law on information education support for women with disabilities is presented.Lastly, based on the current status of informatization education support available to women with disabilities, centered on local communities, such as establishing a comprehensive women's disability support center, visiting education considering disability types, developing and supporting customized informatization education considering learning ability, and discovering community resources related to informatization. In this paper, we propose a plan to support informatization education for women with disabilities based on capacity building.

  • In this paper, we investigate the various opportunities of women informatization, which we believe to be major contributors for the high quality of life for women. We first justify various efforts for women informatization, which needs to be based on the analysis of the problems and the status quo. We have also examined the related government policies and programs as well as the programs of non-profit organizations for woman, and identified key problems areas. Integrating the results from this analysis, we have developed the vision and the framework for women informatization. We also give a list of strategic alternatives for improving quality of life through informatization, and promoting full-time housewives to become aggressive information users, information producers and information specialists. We use the expert Delphi method and fish-bone chart analysis to generate the priorities of specific tasks and target-based strategies for successful implementation of women informatization. We conclude this paper with various recommendations for empowering women to enjoy high-quality living through the process of informatization.

  • It has lately been recognized that the national informatization is one of the most important ways to reinforce a nation's global competitiveness because the promotion of knowledge creation, utilization and dissemination in a national level play a role of key factor in national technology innovation. The importance of science and technology informatization is constantly increased since it cope with new R&D communication environment that is rapidly changed and support efficient means to the entire process of knowledge creation, accumulation/management and dissemination. This paper overview the present status and result of science and technology informatization of Korea and propose several policy issues and recommendations for improving the efficiency of informatization.

  • The logistics industry in Incheon is lack of basic usage for logistic information. As development of logistics industry the companies recognized the importance of logistics informatization. But due to a small scale of logistic companies it is difficult to equip the basic infrastructure for logistics informatization. To investigate the status of informatization of logistics companies in Incheon, we divide questionnaire by the aspects of information operations, aspects of information needs, information effects and policy aspects of planning and support information. By the result of survey we suggest the supporting plan for Incheon logistics industry.

Survey on Informatization Status of Farmers for Introducing Ubiquitous Agriculture Information System

  • Purpose: The modern IT can give enormous impacts on the agricultural production and consumption. However, farmer's ability to use IT devices has been known as one of the critical factors on success of IT in agriculture. This survey study was performed to evaluate the informatization status of farmers and to draw a strategy to develop and distribute a ubiquitous agricultural information system. Methods: A survey questionnaire with 19 questions on the degree of IT devices such as computers and smartphones and their utilization were developed. The survey was questioned 3 groups of farmers in Gyounggi Province and analyzed statistically by the ${\chi}^2$ test. Results: The order of IT devices distribution were computers, smartphones, smart TVs and tablet PCs in all groups. The ratios of ownerships of the devices are 97.7, 78.6%, 31.4%, 17.8% respectively. The active farmers in this survey showed higher informatization level than that of native and the general farmers. Conclusions: The ubiquitous agricultural information system was judged to be developed for the computer because spread and use of it exceeds the other devices. Also, the information system based on the smartphone could be a complementary way if the rapid of the smartphones continues and proper education on use of the phone is provided.

  • Due to the rise of Information & Communication Technology (ICT) adoption in many fields, it is necessary to diagnose the informatization situations of corporations in agriculture and give suggestions for improvement. For this goal, surveys were designed and conducted to understand the current informatization situations of agriculture corporations in Korea. The survey covers the plan for utilizing information technology, the establishment of infrastructure for information technology, IT application status, and its effect on their performance. The specific focus of our research is to segment the corporations by their type of industries and their level of sales and give differentiated managerial implications for each segment. This is because the type of informatization and information technology assistance they need highly depends on their industry type and sales level.   • The purpose of this study has developed a teaching and learning informatization indicator that provides the basis for utilizing or disseminating the beneficial teaching and learning informatization environment promoted by each university. The research method analyzes various informatization indicators developed by KERIS from 2002 to 2015 and recent environment such as Edutech, future education report, teaching and learning field report, and reflects them in indicator development. The development of the third indicator was completed by dividing it into Input, Process, Output stages by reflecting expert opinions in the first and second indicators. As a result, the core words of the university's teaching-learning informatization infrastructure building, sharing of educational resources, open development and sharing, joint purchase of resources, information safety system and literacy education, current status grasping, and resource utilization were derived. In the future, I will fill out the questionnaire to supplement the question through a pilot test and to grasp the current status of teaching and learning informatization in the entire university.

  • To a developing country, the advancement of economic status through informatization is an important element contributing to the local society, nation, and to the global world. This research paper is a study on application of Korea's local informatization successful model to Indonesia. Through activated interaction between enterprises and policy makers from Korea and Indonesia, the research paper seeks to create research based network and provide opportunities of information access and business matching to local informatized and e-business enterprises. In research adopted regions, Indonesia's pekalongan region where infra is settled to certain extent by city development project is selected. Therefore, investigating on pekalongan's current geographical, humanistic status quo, and infra, the paper suggest a road map to customized pekalongan's local informatization based on Korean local informatizing successful model.

  • Countries around the world are accelerating digital transformation based on intelligent information technology to overcome the economic and social crisis caused by the COVID-19 pandemic and enhance national competitiveness. Based on the Framework Act on Intelligent Informatization, Korea is also focusing on implementing various intelligent informatization policies, projects, and digital platform government. In this study, the government's professional manpower status and operation status were investigated and analyzed based on national statistics, and the number of professionals was insufficient compared to the rapidly increasing project and budget. Based on the results of this study, we hope to achieve a successful digital transformation by calculating appropriate personnel for informatization at the national level and recruiting them as soon as possible
