Analysis of Consumer's Purchasing Behavior on ICT Devices and Convergence Services in Korea (정보통신기기와 융합서비스에 대한 소비자 구매행태 분석)

  • The purpose of this research is to analyze consumers'choice behavior with regard to information and communication technology(ICT) devices and related services. This research focuses on the relationships not only within each category but also among different categories by considering multiple choice situations in a variety of categories simultaneously. The multivariate probit model with demographic variables and the alternative specific constant model with variance-covariance matrix are estimated using survey data; moreover, the multi-dimensional scaling method is utilized for the presentation of the relationship map. It is evident from the results that some devices and services have a complementary or substitute relationship each other. This study can provide useful information for the development of new products and services by understanding and predicting consumer's behavior.

An Ecological Perspective on Policy Knowledget: Comparative Analysis of e-Government between Korea and U.S.A (정책지식의 생태학적 접근 - 한·미 전자정부정책 비교분석 -)

  • Policy-related knowledge refers to a body of knowledge that bureaucrats and policy makers use when making decisions. In this study we conceptualize policy knowledge as intellectual infrastructure which helps to maximize efficiency with the viewpoint of policy ecosystem. The policy knowledge ecosystem covers people and organizations that participate in the production, distribution, and consumption process of the policy-related knowledge plus interactions between participants. We build the conceptual policy ecosystem model of comparative analysis, and analyze characters of e-government policy between Korea and U.S.A. The results suggest theoretical and policy implications focusing on the relevant policy knowledge is crucial for the sustainable development and growth.

  • This study is an approach to solve the problem concerning informatization and its investment of the existing information system. In this regard, IT Architecture is becoming a prominent figure, and great efforts are being taken to establishment of related infrastructure environment such as the 1st and 2nd pilot programs, ITA related law's legislation, and development of a reference model and its guidance. Especially, with 'the bill on the introduction and management of the information system' passing the National Assembly, all sorts of environment involved for the introduction of IT Architecture in the future such as establishment of the political foundation for IT Architecture introduction of public organizations, and integrated IT Architecture management system(G-ITAMS) is establishing the constituency. Therefore, this study aims to grasp accurately the actual condition concerning the introduction and utilization of IT Architecture at domestic public organizations, which was followed by investigation to present the right direction in the future, and the findings were discussed in the main body as follows:

Revisiting the e-Government Maturity Model: Significance, Limitations, and Suggestions (전자정부 성숙도 모델의 재검토: 모델의 의의와 한계, 실증분석을 통한 제언)

  • This study aims to analyze the usage behavior of e-government service users based on the e-government maturity model and provide suggestions for advancement of the e-government services. The changes in Korea's e-government services were analyzed as follows; 1) Proportion of use of e-government services in Korean public services, 2) E-government service types/stages use, 3) Service use by platform 4) User response to e-government service 5) Users' requests for future e-government service usage methods. For the analysis, this study used data from Korea's 2012-2020 e-government usage behavior survey data. As a result of the analysis, first, the proportion of e-government service has been continuously increasing, and second, the use of the e-participation stage is relatively low compared to the presenting information, interaction, and transaction stages. Third, by platform, e-government service has been expanded to various access platforms such as mobile, kiosk, and SNS centering on the web. Fourth, users' satisfaction with e-government service is very high. However, to vitalize e-government services, users requested improvements such as providing one-stop integrated services and simplifying authentication procedures. Based on the analysis results, this study 1) reflects the user's point of view in the maturity model of e-government, 2) considers access to various platforms according to the development of digital technology, 3) improves the e-government maturity model through data-based analysis such as user usage behavior suggested the need.

  • With the rapid development of information and telecommunication technologies, the adoption of ubiquitous technologies is increasing for the realization of new effective u-City services. u-City is defined as a next-generation informatization city that can innovate a city's various functions, such as improving the welfare of the citizenry, ensuring safety based on systematic urban management, improving the quality of lives, and increasing convenience in city life, by merging cuttingedge information and telecommunication infrastructures and ubiquitous information services with urban space. There is therefore a need to recognize that a successful u-City implementation strategy involves developing the previous UIS into a ubiquitous technology-based UIS and integrating UIS's various urban informations with effective u-City services. In this paper, for UIS-based u-City implementation, the intelligent integration model of urban spatial information based on interoperability is proposed.

  • Healthcare is on the verge of a paradigm shift towards an emphasis on wellbeing, integrative health, and prevention of disease, while the traditional medical model focuses solely on end-point treatment. The development of digital technologies has played a major role in this change as digital technology and health have converged. Therefore, many developed countries promote the digital healthcare industry as a new economic growth engine, and Korea is no exception. To promote the digital healthcare industry, the Korean government provides institutional support by improving the legal and regulatory system for medical devices and health data. However, Korea still has an underdeveloped legal and regulatory framework for digital healthcare compared with other countries. In this study, we review the relevant regulatory systems in the United States, United Kingdom, Germany, and Japan. We then explore newspaper articles and conduct expert interviews to analyze the regulatory situation in Korea and the problems the digital healthcare industry faces. In conclusion, we discuss a regulatory reform plan for development of the digital healthcare industry in Korea.

  • Korea has won 3 times in a row in the evaluation of e-government services in 2014. And the last year, the government-EA has been awarded the UN Public Service Award. Because of the development and execution of personalized integrated services based on the government-EA, Korea has won the two award from the UN. EA has been selected and proceeded as one of the 31 e-Government projects in early period, in 2005 the law which public sector must adopt the EA for efficient informatization had been enacted. Many public agencies in which actively utilized to derive such as internal and external performance through the EA. On the other hand, in the last 10 years, some public agencies have still been as recognized level of management in the EA. In this study, the main purpose is that to find out what is a major factor for successful use and result of EA, what is the EA success Model and how to examine it. To do that, this study will study the related prior research such as EA services, information systems success factors, performance measures, and develop the success model for EA and then examine the model. This study will contribute great implications in practical and theoretical in EA success model because this is the nation's first research that SERVQUAL model and the IS Success Model(DeLone & McLean 2003) has been combined and examined.

Analysis of Korea's Artificial Intelligence Competitiveness Based on Patent Data: Focusing on Patent Index and Topic Modeling (특허데이터 기반 한국의 인공지능 경쟁력 분석 : 특허지표 및 토픽모델링을 중심으로)

  • With the development of artificial intelligence technology, competition for artificial intelligence technology patents around the world is intensifying. During the period 2000 ~ 2021, artificial intelligence technology patent applications at the US Patent and Trademark Office have been steadily increasing, and the growth rate has been steeper since the 2010s. As a result of analyzing Korea's artificial intelligence technology competitiveness through patent indices, it is evaluated that patent activity, impact, and marketability are superior in areas such as auditory intelligence and visual intelligence. However, compared to other countries, overall Korea's artificial intelligence technology patents are good in terms of activity and marketability, but somewhat inferior in technological impact. While noise canceling and voice recognition have recently decreased as topics for artificial intelligence, growth is expected in areas such as model learning optimization, smart sensors, and autonomous driving. In the case of Korea, efforts are required as there is a slight lack of patent applications in areas such as fraud detection/security and medical vision learning.

A Review of Research on Social Network Services Using the New Media Evolutionary Model (뉴미디어 발전단계모델을 적용한 소셜네트워크 서비스 분야의 연구동향분석)

  • The purpose of this paper is to indicate possible future research directions for social network services(SNS) by reviewing past and recent trends in SNS studies. The framework used for the analysis is the New Media Evolutionary Model(NMEM) proposed by Wimmer and Dominick, a four-phase system for research on new media development. Although early forms of SNS emerged in the late 1990s, most research in this field has been published in the past five years. We searched for SNS-related articles published from 2006 to August 2011 from academic journal archives in information systems, communication, marketing, and other fields, and classified them according to the NMEM to analyze the current state of SNS research. Researchers in this field have so far focused on the first two phases of the model(the media itself and use of the media), but little research has been conducted on the third(effects of the media) and fourth phases(improvements in the media). Although SNS research is still in its early stages, we suggest the need for more studies on the effects of SNS and how it can be improved. Very few studies test existing theories or build new theories related to SNS. Thus, a more rigorous approach towards SNS research is warranted, and future research should focus on theory building and testing.

The Organizational Activation Model for the Success of Construction Project (건설프로젝트의 성공을 위한 조직 활성화 모델)

  • For the success of construction projects, construction companies have begun to recognize the innovation ability of members who participate in projects that can adapt and cope with environmental changes caused by knowledge-based informatization and globalization. The questionnaire of the research selected 254 final valid samples of the members participating in the construction project using online. An empirical analysis of the research model used the structural equation model (Smart-PLS 2.0). The purpose of this study is to investigate the effect of psychological ownership on person-job fit and rewards system in the construction project. First, person-job fit has a positive effect on psychological ownership. Second, intrinsic rewards and extrinsic rewards in the rewards system have a positive effect on the psychological ownership. Third, psychological ownership has a positive effect on innovative behavior. Finally, the mediating effects of psychological ownership were found to have no mediating effect on person-job fit and rewards system. In order to induce innovation behavior, the managers of construction companies need to recognize the importance of psychological ownership and build a model of construction project organization activation through development of person-job fit and rewards program.
