공공도서관을 통한 정보주권 확립방안

  • This is a way of establishing the information sovereignty in the industrial knowledge of society. The occurrence of the industrial knowledge of society builds knowledge and information as digital system. Digitalized knowledge and information has some characteristics of which the information should be light and variable, so that it can be transmitted rapidly. At this moment, if information super highway is built, and the digitalized information of the advanced information country comes to us, we are to get easily information dependence unless we are ready. Nowadays, our country is accepting the knowledge and information of the advanced information countries without filtering it properly. What is the reason? This means that we are lack of traditional knowledge resourses as the foundation of digital system. This paper deals with (1) the historical reason of the lackness of the traditional knowledge resourses, (2) the aspect of the consumer culture about knowledge and information, and (3) the aspect of the production culture about the knowledge and information. In order to overcome the information dependence, in this paper, we should change both production and consumption of our knowledge and information into a new pattern, establish the seed knowledge resourses, and build libraries everywhere we can use easily. For this case study, this paper takes examples of maeul (which may mean traditional villiage in Korea.) libraries on Changwon City.

도서관 공간의 지식정보 구성 및 전달 특성에 관한 연구 (A Study on Characteristics of Knowledge Information Construction & Transfer in the Library Space)

  • Recently, the volume of knowledge information in the form of electronic media is quickly increasing in the library field along with the advancement of electronic communication technology. Libraries have both printed data and electronic data and are faced with the issue of corresponding with the access and use of knowledge information in terms of the space. This study is for building the layout of a sustainable knowledge information space based on the view that the library is the official infrastructure of the knowledge information based society. It is intended to analyze the meaning of knowledge information in the modern society, characteristics in the spatial organization and the transmission of knowledge information. The goal of this study is to understand and forecast the spatial structure where users access knowledge information and exchange with one another and developing the direction and guidelines for the spatial plan that today's libraries prefer through this analysis. For this, this study firstly prepared the base for the research on library space which can be considered as the physical realization of such concepts, through the theoretical review about the knowledge information and social concepts as well as characteristics of modern society. Also, it seized the characteristics in the transmission of knowledge information by conducting a structural analysis of the information service such as knowledge information and space, space and information media, space and space through the cases of 10 public libraries. The analysis resulted in basic data including the system of organizing knowledge information, system of knowledge information transferring elements and structure, and layout pattern of each library. These results are deemed meaningful for the promotion of communication with the user through the exchange, creation, and experience of knowledge information, the social role of today's public library.

  • Modern society is heading towards a knowledge & information based society where knowledge and information is valued, or a knowledge creation society where information is analyzed and processed to be used as knowledge. This means that not only individuals but also every organization is always surrounded by information and that we are witnessing a transition into a society where the value of knowledge and information is increasingly higher so sometimes we must actively explore and use the information across the whole social structure involved with politics, economy and culture. Recently, while the amount of information at public libraries at home and abroad has greatly increased in volume and the kinds have become diverse, efforts for digitalizing and integrating knowledge & information resources are being pursued aggressively. A new paradigm of facilities and space configuration for public libraries is required so that along with traditional library service there will exist integrated links and exchange of digital information resources and all users will be able to equally access that information. Therefore, assuming that human, information and space are important design factors as to space planning for public libraries, this study compared characteristics of the space structure and the form of exchange of knowledge & information through examples involved with public libraries having opened in the past three to four years from perspectives of space sociology and communication. This is a basic study to provide organized design guidelines about the form of exchange of creative knowledge & information from various perspectives in the knowledge & information age. Also this study is considered to have a significance in activating communication with users through exchange, creation and experience of knowledge & information, which is a social role that modern public libraries support.

연구기관 생산 지식정보자원 관리에 관한 연구: 교육연구기관 홈페이지를 중심으로 (Management of Knowledge and Information Resources Made by Research Institutes: Focusing on the Homepags of Educational Research Institutes)

  • 본 연구는 교육연구기관에서 생산된 지식정보자원이 기관의 지식관리시스템으로 역할을 수행하는지 살펴보고, 국가지식관리시스템의 방안 제시를 위하여 시도되었다. 홈페이지에서 제공되는 지식정보자원을 '결과의 지식정보자원', '과정의 지식정보자원', '소통의 지식정보자원'으로 분류하고, 내용분석법을 사용하여 메타데이터의 적용 현황, 검색시스템의 구성 현황을 분석하였다. 연구결과, 홈페이지 지식정보자원 관리의 개선을 위하여 표준화된 유형별 메타데이터와 분류체계의 개발, 홈페이지가 기관 생산지식정보자원의 대외 유통 창구라는 인식 고취, 홈페이지 지식정보자원에 대한 다양한 검색기능과 지식지도 제공, 원문 획득을 위한 연계정보 제공, 조직 운영자와 홈페이지 관리자의 기관 홈페이지에 대한 지식관리시스템으로서의 인식, 모바일 환경에 적합한 데이터 크기 분할과 제공 단위의 다양화 작업, 내부 전자결재시스템과 홈페이지의 유기적인 연계 기능을 제시하였다.

국내외 지식경영연구의 주제어 프로파일링 및 동시출현분석을 통한 학문정체성에 관한 연구 (A Study on the Academic Identity through the Profiling and Co-Word Analysis of Domestic and Foreign Knowledge Management Research)

  • This study is to compare the main subjects of domestic and foreign knowledge management research in terms of keywords and to clarify whether domestic knowledge management research reflects research trends in overseas knowledge management research. Specifically, we try to find out whether the central activities such as knowledge sharing, knowledge generation, and acquisition, which are knowledge management activities of knowledge management research, are being studied without bias. In order to analyze this, we analyzed the data of domestic and foreign knowledge management research for the last 5 years from 2012 to 2016. In Korea, the Knowledge Management Society of Korea collected 167 papers and 787 keywords, and collected 132 papers and 640 keywords from the Korea Society of Management Information Systems in order to distinguish the research areas. Overseas papers collected 315 papers and 1,746 keywords published by Emerald. Also, we collected 382 papers and 1,633 keywords in the Korean Management Review and collected 646 papers and 2,879 keywords in the Korean Business Education Review. Frequency analysis and network analysis of 1,642 papers and 7,685 keywords are summarized as follows. The Knowledge Management Society of Korea has focused on knowledge sharing, and in 2016, interest in knowledge transfer and knowledge search has shifted. The Journal of Knowledge Management, which is published by Emerald, has been a major concern for knowledge transfer and knowledge sharing. The research trends of the Korea Society of Management Information Systems to distinguish a clear identity of knowledge management research are focusing on smart area and mobile domain such as information security domain, cloud, smart phone, and smart work. In the Korea Society of Management Information Systems research, the main subject of knowledge sharing is also commonly found.

한의학정보 검색엔진 개발을 위한 시소러스 연구 (A Study on the Thesaurus of Korean medical information for developing search engine)

  • From th Study on A Study on the Thesaurus of Korean medical information for developing search engine, the conclusion is as follow. Knowledge based information system consists of concepts, facts and relation. The final goal of developing the Knowledge based information system is to select, store and control the knowledge and information of Oriental Medicine. Considering limitation of organizing the knowledge system, it is difficult to realize complete basic system and application method. In order to work, it is necessary to combine experts in each part, for example Domain experts, Information and Knowledge engineer. Through the development of knowledge based information system, we can construct EMR(Electronic Medical Record) system in the near future, and it is possible to make semi-expert system. To make Knowledge based information system, we need to establish standards of information that make the distribution of Knowledge and information easily.

  • It will not be impossible to develop an Information Systems and Information Technologies (IS/IT) program and a curriculum that represents the true needs of the IS/IT industry until IS/IT educator, reduce the gap perception and IS/IT practitioner's perception of IS/IT knowledge and technical skills that the industry might need. This paper represents and analysis of perceptions about IS/IT knowledge and skills that IS/IT practitioners might consider important. This study is based in Korean. The findings give us a very important lesson for IS/IT academicians that their understanding about the required knowledge and skills for the IS/IT career is not in line with that of IS/IT industry. Classifies the critical knowledge/skill set according to content or domain of knowledge by means of a survey. This is conducted in accordance with what IS/IT practitioners and educators can easily relate. The survey uses this approach and includes four broad categories of critical information Systems and Information technologies (IS/IT) knowledge/skills: IS/IT technology knowledge/skills, organizational and societal knowledge/skills, interpersonal knowledge/skills, and personal trait knowledge/skills.

  • Although the concept of viewing knowledge as a critical resource has been widely accepted in prior studies, it is not fully understood how to acquire available knowledge in order to improve organizational effectiveness. However, it si sure that organizational knowledge management should pursuit the achievement of the business goal by delivering relevant and useful information to the right person at the right time. Group Support System (GSS) can play an important role to transfer scatter information into meaningful business knowledge for supporting strategic corporate decision-making. This study proposes a fuzzy GSS framework for acquiring workgroup knowledge from individual memory and aggregating workgroup knowledge to organizational knowledge. This study also proposes an architecture to support the fuzzy GSS framework. The architecture consists of user agents, information management agents, and a fuzzy model manager. To illustrate how the fuzzy GSS framework can be used to support the whole process of organization knowledge acquisition, an Internet-based GSS was developed and applied in a marketing decision process. It showed that the framework was effective for acquiring organizational knowledge.

정보기술이 지식경영활동과 성과에 미치는 효과에 대한 실증분석 (An Empirical Analysis of the Effects of Information Technology on Knowledge Management Activity and Performance)

  • The purpose of this study is to empirically analyze the impact that occurs when Korean organizations make practical use of various information technology tools and systems in the knowledge management process, such as sharing, learning and creating knowledge. Such a process is usually made through online and offline knowledge management activities. This paper also verifies how the externalization of tacit knowledge, and the internalization of explicit knowledge via the Internet and offline socialization activities have altered the mechanisms of knowledge transfers inside organizations. For the research, a survey was conducted on the satisfaction and usability levels of information technology, and the impact of IT usage on the results of knowledge management activities and knowledge transfers. 622 Korean organizations were surveyed, including major listed firms and public organizations. The results were examined as an online/offline integration process using SECI's Model proposed by Nonaka (1994, 1995). The analysis shows that information technology satisfaction and the usage of information technology help accelerate the pace of the knowledge flow and amplify the volume of the knowledge transfer by boosting the externalization and internalization processes-also known as knowledge management activities. However. there is no distinct correlation between information technology and socialization, an offline knowledge transferal activity. In particular, the quality of knowledge-an end result of knowledge transfer-does not improve merely by the externalization of online knowledge and instead requires the internalization of knowledge processes. Above all, the research reveals that offline socialization processes vastly contribute to the improvement of knowledge quality. This paper suggests that in order to ensure a transfer of quality knowledge, an organization or a company should focus on the use of information technology rather than the satisfaction level of information technology, and that knowledge transfers via the Internet has limitations in creating high quality of knowledge. For an organization to ensure the transfer of high-quality knowledge, the organization should not entirely hinge the transfer of knowledge online, as it is essential to have an offline method-a form of socialization such as a 'community of practice.'

Ethical Foundations of Knowledge as a Commons

  • We consider information ethics the reflection on beliefs, rules and values in electronic environments, in particular with respect to producing, exchanging, sharing and using knowledge and information. This paper will provide an overview of information ethics in the context of the UNESCO from the first INFOethics conference in Monte Carlo 1998, to the UNESCO contribution to the two United Nations WSIS conferences(World Summit on the Information Society) in Geneva and Tunis and to the information ethical aspects of the UNESCO Information for All Programme. As a result of this debate we conclude that there is need for a new approach to achieve the goal of people-centered, inclusive and sustainable knowledge societies. We propose to consider knowledge a commons. Commons is thus the central concept of knowledge ecology and the centerpiece of information ethics. In the commons paradigm, a new consensus needs to be achieved concerning traditional concepts such as freedom of information and science, intellectual property, authorship and the nature of knowledge objects in general. Information ethics can contribute to this discussion by providing an open discourse about these transformation processes.
