This article proposes to consider the experience of using information and communication technologies in educational processes and social practices of Ukrainian universities. The history of the introduction of information and communication technologies in the development of the higher education system is considered, the system of organizing the information space of universities is investigated. The distinctive features of the structure of a single information space, as well as distance e-learning technologies are highlighted. Empirical material obtained in the course of sociological research is used to discuss specific examples of the use of ICT in universities.

As information technologies are applied to the libraries in information society, the library services have been changing its feature. Therefore, the purpose of this paper is to explore and to establish a paradigm of the library services in information society. It is hypothesized that the application of information technologies leads to the change of the library services in information society. To prove the hypothesis, the data were collected from various research results carried out in the developed countries and by observing various libraries where the information technologies are extensively applied. The findings are as follows: 1. As information technologies are applied to the library, many new library services emerge for the society. 2. As the electronic data replace the paper data, the collection of a library becomes the collection of the libraries in the world. Therefore, the accessibility to the information network is more important than to own information in the library. Librarians select various electronic data according to the library policy which distinguishes their own library collection from others. The policy also solves the various problems related to weeding and preserving library collection. And the use of CD-ROM selection tools enable library users to select their own data. Now, the censorship becomes the concems of the library users, not the library. 3. The catalogs are reorganized for the electronic data for the international use. The most important information in the catalog is the location of the data and the multi access to the data are necessary. 4. As the information technologies are applied in book selection, cataloguing, information retreival and circulation, the library users are enable to service themselves in the library. And most of the routine works related to the information service are taken over by the library staffs. Professional librarians engage in user education, information marketing and fund raising. 5. Public libraries in information society serves those who have no access to the information. They help the illiterates. patients in the hospital, prisoners, and homeless in the city. Therefore, the information technologies enhance the role of librarians in professional work in the library as well as in the information society.

Today, further education of adults in the UK is one of the developing areas of continuing education. The Open University with distance learning, in the process of which innovative forms and methods based on computer and telecommunication technologies are used, is particularly successful in the organization of additional education of the adult population. The advantages of distance learning, multimedia - the latest information technologies, which provide the combination of graphic images, video, sound with the help of modern computer tools, are noted. The basic principles and forms underlying the technologies and forms of work with the elderly are defined. The international experience of implementing "Universities of the Third Age" is summarized. The most widespread approach in adult education in Great Britain is informational. The use of computer technologies motivates a new paradigm in educational methods and strategies, which requires new approaches, forms of learning, and innovative ways of delivering educational materials to adult learners. Information technologies have gained great popularity in such activities as distance learning, online learning, assistance in the education management system, development of programs and virtual textbooks in various subjects, online search for information for the educational process, computer testing of students' knowledge, creation of electronic libraries, formation of a single scientific electronic environment, publication of virtual magazines and newspapers on pedagogical topics, teleconferences, expansion of international cooperation in the field of Internet education. The information technology of synchronous distance learning "online" has gained considerable popularity in the educational process today. A promising direction is the use of multimedia technologies in educational activities to create a design of a virtual computer environment by decoding audiovisual information.

Analyzing the psychological and pedagogical literature, we found the researchers' interest in the problem posed. The concept of "culture of professional communication» is considered, which is interpreted as the level of realization of creative abilities, exchange of messages, organization of mutual understanding, mutual knowledge in the process of professionally directed interaction between subjects, in which interpersonal relationships arise, manifest and form. The concept of "professional culture of communication of a teacher" is interpreted. The motives that are socially significant in the professional communication of the teacher are highlighted. The necessity of forming a culture of professional communication among students, in particular by means of information technologies in the present, is clarified. The interactive component of professional communication is considered. The types of interactions between people in everyday life (ritual and entertainment interaction, joint purposeful activity, no interaction, game and interpersonal interaction) are identified. Traditional and specific forms and methods of teaching are written out. All interactive technologies carried out by means of information technologies are conventionally divided into four groups, depending on the form of educational activity appropriate for their use (pair (work of the subject with the teacher or peers one on one by means of Information Technologies); frontal (the teacher simultaneously teaches a group of subjects by means of Information Technologies); group or cooperative (all subjects teach each other by means of Information Technologies); individual (independent work of the subject using Information Technologies)). In the higher education institution, future specialists should learn knowledge, acquire skills on the basic rules of the culture of professional communication and methods of interaction and their effective use, which is possible with the use of Information Technologies. Recommendations for optimal professional communication have been developed that help you express your thoughts easily and beautifully, and conduct a dialogue in a relaxed and harmonious way.

The review of known methods and decision support systems regarding the possibility of using the reproductive technologies showed that currently there are no methods and decision support systems regarding the possibility of using reproductive technologies taking into account civil law. Although the analyzed methods and systems have great potential for use in different contexts, these methods and systems do not take into account the civil law requirements of any country. The paper has developed a decision support system regarding the possibility of using the reproductive technologies taking into account civil law, which automatically and free of charge determines the possibility/impossibility of surrogate motherhood or in vitro fertilization. If it is determined that surrogate motherhood or in vitro fertilization is impossible, the sufficiency of the information in the analyzed contract is evaluated, and the reasons for the impossibility of surrogate motherhood or in vitro fertilization are presented to the user.

In this paper, we present indoor localization technologies using the bluetooth signal categorizing them into proximity based, triangulation based and fingerprinting based technologies. Then we provide localization accuracy improvement algorithms such as moving average, K-means, particle filter, and K-Nearest neighbor algorithms. We define important performance issues for indoor localization technologies and analyze recent technologies according to the performance issues. Finally we provide experimental results for correlation between RSSI and distance. We believe that this paper provide wise view and necessary information for recent localization technologies using the bluetooth signal.

In this paper, we introduce recent cloud system security technologies categorizing them according to Reliability, Availability, Serviceability, Integrity, and Security (RASIS), terms that evaluate robustness of the computer system. Then we describe examples of security attacks and corresponding security technologies for each of them. We introduce security technologies based on Software Defined Network (SDN) for Reliability, security technologies based on hypervisor and virtualization for Availability, disaster restoration systems for Serviceability, authorization and access control technologies for Integrity, and encryption algorithms for Security. We believe that this paper provide wise view and necessary information for recent cloud system security technologies.

구글, 마이크로소프트, 야후 등의 대형업체들이 플랫폼을 기반으로 전 세계 위성사진과 지도 서비스를 선보이고 있는데 반해, 국내의 경우 뛰어난 지도 서비스들을 보유하고 있음에도 플랫폼으로 발전시키지는 못하여 경쟁에서 밀리고 있다. 웹을 통해 국토정보를 효과적으로 활용하기 위해서는 다양한 원천자료와 소프트웨어를 통합해 줄 플랫폼이 필요한 현실에서, 차세대 유비쿼터스 웹 환경에서 공공 및 민간의 공간정보를 통합하여 맞춤형 국토정보의 활용을 극대화할 수 있는 기술로서 맞춤형 국토정보 플랫폼기술이 개발되고 있다. 스트리밍, 매쉬업, 검색의 크게 세 가지로 나뉘어 2D/3D Hybrid 스트리밍엔진, u-GIS 서비스 매쉬업엔진, 차세대 국토정보 검색엔진 등이 그것이다. 이에 맞춤형 국토정보 플랫폼기술의 효과적인 개발을 위해 관련 Geospatial Web 플랫폼기술이 구현되고 있는 기존의 제품 및 시장동향을 분석하고, 이를 토대로 목표시장중심 및 플랫폼의 기술 특성에 따라 맞춤형 국토정보 플랫폼기술개발전략을 모색하였다.

Assistive technologies are necessary for ensuring independent living and equal participation in an information-based society for people living with disabilities (PLWD). This study investigated the assistive technology preference of students with visual disabilities, and the approach academic libraries should adopt in procuring assistive technologies. The study adopted a quantitative research method, with a survey as the research design. The study was conducted among visually disabled students in four public universities in Nigeria. Using the total enumeration method, an online questionnaire was used to obtain information from 151 students who voluntarily agreed to partake in the survey. The study found that access to electronic resources, scanning/conversion of print resources to electronic formats and access to information on the Web were among the technology-based services provided to visually disabled students. COBRA, ZoomText, Supernova and Dragon Naturally Speaking are the most preferred assistive technologies (software). At the same time, handheld scanners ($\bar{x}=4.40$) and braille keyboards ($\bar{x}=4.60$) are the most preferred assistive technologies in the hardware category by visually challenged students. The study further revealed that the library management should consult with students living with a visual disability before procuring assistive technology. Findings from this study thus provide further evidence of the need for librarians to fulfil their moral and legal obligation in advocating the provision of assistive technologies. Library administrators and university stakeholders should expedite actions on meeting the assistive technology needs of people living with visual disabilities. These actions should transcend mere policy formulation on the provision of assistive technologies to restructuring their services and spaces to accommodate assistive technologies as information service delivery tools for people with visual disabilities.
