Disconnected "Gold Medal outside the Arena": A History of the Development of the Information System for Seoul Olympic Games (계승되지 못한 올림픽 "장외금메달" : 서울올림픽 전산시스템 개발사)

  • This study aims to show the dynamics behind official historical descriptions, tracking the development of information system for Seoul Olympic Games. Shortly after the decision was made to host the Seoul Olympics, the South Korean government planned to import a computer system used in the previous Olympics. In response, scientists at Electronic Data Processing Center of KAIST put much effort into persuading the authorities to take the initiative in their own development, and they had to prove their capabilities by developing a computer system that worked safely in the National Sports Festival. With the development of the Olympic information system taking shape, various disputes arose among the host ministries, participating organizations and researchers. As a result, the end product resulted in a modularity of four different systems developed by different agencies, rather than a single system. For this reason, no organization claimed ownership or directly inherited the technical performance of the Olympic computer system, although it was praised as a "gold medal outside the arena." Nevertheless, the technology, hardware and manpower accumulated during the development process have since spread to various areas, laying the groundwork for the development of South Korea's information and communication technology.

  • The purpose of this study was to examine some of the most important factors for the development of information systems with today's fast-paced, ever-changing, and exciting information system environment. Especially, it was focused to investigate current information technology related to develop information systems, to find some important problems during the development process, and to suggest solutions for the problems. Case research methodology was used because a natural setting was needed and a focus was on contemporary events for this study. Similarly, research phenomena was not supported by a strong theoretical base. The case was the development of an integrated information systems in a specific university. Multiple-case designs were desirable, but single-case study was used because of limitations of site selection. Multiple data collection methods were employed in this study such as documentation, interviews, and direct observation. Some major problems were found during the system development. First, the schedule to complete a project was delayed over six months. Second, the system did not ensure to align organizational goals and information systems goals based on BPR (Business Process Reengineering). Third, there was a difficulty in evaluating request for proposal (RPR) returns and choosing a vendor. Finally, information technology is changing too fast. So, it was very difficult to get the transparency of new technology The study has suggested a few solutions: top management support, matching If planning with business planning, complete project plan and control, user participation, and training Finally, joint application development (JAD) is strongly recommended, which is a workshop that unites management, IT specialists, and knowledge workers to define and specify the logical requirements and technical alternatives for a proposed system.

  • Recently, many enterprises have attempted to construct data warehousing systems for decision-support. Data warehouse is an intelligent store of data that can aggregate vast amounts of information. Building DW requires two important development issues:(i) DW for the decision making of business users and (ii) metadata within it. Most DW development methodologies have not considered metadata development; it is necessary to adopt a DW development methodology which develops a DW and its metadata simultaneously. Metadata is a key to success of data warehousing system and is critical for implementing DW. That is, metadata is crucial documentation for a data warehousing system where users should be empowered to meet their own information needs; users need to know what data exists, what it represents, where it is located, and how to access it. Furthermore, metadata is used for extracting data and managing DW. However, metadata has failed because its management has been segregated from the DW development process. Metadata must be integrated with data warehousing systems. Without metadata, the decision support of DW is under the control of technical users. Therefore, integrating data warehouse with its metadata offers a new opportunity to create a more adaptive information system. Therefore, this paper proposes a DW development methodology from a metadata perspective. The proposed methodology consists of five phases: preparatory, requirement analysis, data warehouse (informational database) development, metastore development, and maintenance.   • In this paper, we suggest an XML Development Support(XDS) System as a good developing tool to solve the problems that related with the database integration, increased to the developing terms and costs when the developing of XML programming base on the web server. XDS System is designed for the purpose of easily coding the XML program, of simply changing the programming structure and of completely maintaining the program environment. According to the predefined policy, XDS System provides necessary informations such as tables, columns, or relational keys from Database for developer. The developer step by step selects or sets what he needs. And XDS System creates an XML Tree with the result of selected information. The XML Tree includes all information of making an XML Schema and some XML Stylesheet. XDS System creates an XML Schema for all clients and creates many XML Stylesheets for each client using the XML Tree.

  • This paper presents a dynamic development of an ontology-based statistical information system supporting the collection, storage, processing, analysis, and the presentation of statistical knowledge at the national scale. To accomplish this, we propose a data mining technique to dynamically collect data relating to citizens from publicly available data sources; the collected data will then be structured, classified, categorized, and integrated into an ontology. Moreover, an intelligent platform is proposed in order to generate quantitative and qualitative statistical information based on the knowledge stored in the ontology. The main aims of our proposed system are to digitize administrative tasks and to provide reliable statistical information to governmental, economic, and social actors. The authorities will use the ontology-based statistical information system for strategic decision-making as it easily collects, produces, analyzes, and provides both quantitative and qualitative knowledge that will help to improve the administration and management of national political, social, and economic life.

  • This paper deals with the network interface of research and observation instruments in the oceanographic research vessel with an establishment of related database for measured information. The system is implemented to integrated communication network system which allows to effective survey by using real time observation and GUI(Graphic User Interface). The system also consists of the LAN systems and serial interface to link chemical, physical, biological and environmental relations. And, other network service and vessel data service for data communication between vessel and earth station such as INMARSAT-B, WWW service, BBS, E-Mail etc., are needed for integrated communication network system.

  • In this paper, development of TIM Module for constructing PDM will be introduced. Technical information relevant product data influences cost, quality, precision and productivity. One of the very important feature of product data is organizing not by oneself but very closed to many technical information such as document, file, image and analysis sheet. To manage various technical information, several kinds of management system are used in multi level of production system. PDM and TIM systems are being developed for suitable purpose and are in need of Network technology, Information Technology, Database, sharing and distributing information. Developed TIM system is based on Web environment. By using this system, we can manage systematic technical information and reduce cost for constructing PDM system. And also we will put to practical use another technical information management system for mold plant.

  • This study seeks to improve NFRDI Serial Oceanographic observation (NSO) system which has been operated at current observation stations in the Korean Seas since 1961 and suggests the direction of NSO for practical use of Korean operational oceanographic system. For improvement, data handling by human after CTD (Conductivity-Temperature-Depth) observation on the deck, data transmission, data reception in the land station, and file storage into database need to be automated. Software development to execute QA/QC (Quality Assurance/Quality Control) of real-time oceanographic observation data and to transmit the data with conversion to appropriate format automatically will help to accomplish the automation. Inmarsat satellite telecommunication systems with which have already been equipped on board the current observation vessels can realize the real-time transmission of the data. For the near real-time data transmission, CDMA (Code Division Multiple Access) wireless telecommunication can provide efficient transmission in coastal area. Real-time QA/QC procedure after CTD observation will help to prevent errors which can be derived from various causes.

  • A significant body of information systems research is concerned with user participation as a means to improve user satisfaction within systems development. In spite of the many studies in this area, findings are not consistent or cumulative. One of the reasons for this is not to be considered the type of systems. Most research are focusing on traditional system development under the mainframe environment instead of under end-user based environment like web-based information system or ERP. End-user based environment requires user's strong initiatives in the system development life cycle. It means the user\`s simple participation is not enough and user-led-development is more appropriate for the system success. This paper can call this new concept is end-user joint work which means user has to participate in the system development as a co-developer. This paper investigates how the end-user joint work contributes end-user satisfaction and two variables in particular-job complexity and technical competence-moderate the outcomes of end-user joint work Analysis of 112 independent systems development projects indicated that end-user joint work has a direct relationship with end-user satisfaction. In addition, the two variables were found to moderate key roles on this relationship. That is, the strength of this relationship depended on the level of these factors.

  • The purpose of this study is to assess and develop effective MIS planning method by applying the CSF method. With the comparative analysis of the Rockart's basic concept of CSF and the examples of the corporations which employed CSF methodology, a new CSF method more suitable to Korean business environment is proposed and applied to another company for evaluation. The new CSF methodology consists of three steps. The first step is to preexamine the business conditions. The second step contains an Introductory Workshop, interview with the managers, survey questionnaire, Focusing Workshop, and decision of the priorities for system development. The third step is a real development of an information system out of the first and second steps. As a result of this study, it is found that revised CSF method can induce top management to participate more in the activities of information system development and that it can make top management to focus on the critical area. The fulfillment of the information requirement out of the enhanced MIS planning will lead to more successful management activities.
