Analysis on the Information Security Manpower Policy (정보보호인력 양성정책 분석)

  • With an increasing awareness of information security, the market demand for better information security goods and services causes shortage in well trained information security manpower. This study analyzes the priorities of the options available to the qualitative information security manpower training policy. The analysis is conducted through four hierarchies: goals, criteria, sub-criteria and alternatives for each of which priorities are developed through the rating approach of the Analytic Hierarchy Process (AHP). 3 criteria and 8 sub-criteria are involved in the four hierarchies. The analysis result indicates that the fundamental information security technology is the most desirable.

  • The main purpose of the study is to analyze the current state of the organization's information security system in the context of COVID-19 on the basis of public-private partnership. The development of public-private interaction in information security is one of the priorities of the state policy of many estates. Among the priorities of public-private partnership in cybersecurity and information security, there is an expansion of interaction between government agencies and private scientific institutions, public associations and volunteer organizations, including in training, as well as increasing the digital literacy of citizens and the security culture in cyberspace. As a result of the study, the foundations of the organization's information security system in the context of COVID 19 were formed on the basis of public-private partnership.

A comparative study on the priorities between perceived importance and investment of the areas for Information Security Management System (정보보호관리체계(ISMS) 항목의 중요도 인식과 투자의 우선순위 비교 연구)

  • Recently, organizational efforts to adopt ISMS(Information Security Management System) have been increasingly mandated and demanded due to the rising threat and the heavier cost of security failure. However there is a serious gap between awareness and investment of information security in a company, hence it is very important for the company to control effectively a variety of information security threats within a tight budget. To phase the ISMS, this study suggests the priorities based on evaluating the Importance of 13 areas for the ISMS by the information security experts and then we attempt to see the difference between importance and investment through the assessment of the actual investment in each area. The research findings show that intrusion incident handling is most important and IT disaster recovery is the area that is invested the most. Then, information security areas with the considerable difference between priorities of importance and investment are cryptography control, information security policies, education and training on information security and personnel security. The study results are expected to be used in making a decision for the effective investment of information security when companies with a limited budget are considering to introduce ISMS or operating it.

  • In recent years, industrial convergence centered on ICBM (internet of things (IoT), cloud, big data, mobile) has been experiencing rapid development in various fields such as agriculture and the financial industry. In order to prepare for cyber threats, one of the biggest problems facing the convergence industry in the future, the development of the industry must proceed in tandem with a framework of information security. In this study, we analyze the details of the current industrial development policy and related information protection policies using cross impact analysis and present policy priorities through the expert questionnaire. The aim of the study was to clarify the priorities and interrelationships within information security policy as a first step in suggesting effective policy direction. As a result, all six information security policy tasks derived from this study belong to key drivers. Considering the importance of policies, policies such as improving the constitution of the security industry and strengthening of support, training of information protection talent, and investing in the information security industry need to be implemented relatively first.

A Study on Government Support for Logistics Security (물류보안 인증을 위한 정부지원 방안 연구)

  • This study investigates the importance of government's support for logistics security assurance through certification programs. First, the study analyzed priorities among the requirements of logistics firms through Analytic Hierarchy Process(AHP) and Quality Function Deployment(QFD) approaches. For this process we invited 21 logistics experts to assess the relationships between logistic firms' requirements and government policies regarding logistics security using the house of quality, a set of matrices of QFD. The results of this phase of the study revealed the priorities of logistics firms' goals regarding the diffusion of the government security certification program as follows: integrated logistics security systems(40.3%), strengthening government support systems(32.4%), and operational effectiveness of logistics security certification(27.2%). Second, a relative weights applied QFD method based on AHP was applied to determined the expected outcome of the logistics security certification program. The results indicated as follows: productivity improvement(28.4%), improved level of service(26.7%), logistics cost reduction(21.6%), advanced information systems(19.7%), and improved environmental protection(3.6%). The results of this study provide new insights concerning logistics firms' requirements for supply chain security and the importance of government's support policies through logistics security certification programs.

  • As information threats to information systems diffuse, the information security becomes a major concern. Information security manpower who produce and implement information security products, and who are in charge of information security in organizations, has been important. Korean government has implemented various policies to promote the information security manpower. Those policies have been successful to supply enough number of information security manpower, but not successful to supply information security manpower to meet the various requirements of the manpower demand. In this study we adopt analytic hierarchy process(AHP) to analyze the priorities of information security technology categories to meet the demand. Results of the study suggest that the government should concentrate on promotion of manpower for the field of the 'System and Network Security Technology'.

  • The existing computer environment, numerous mobile environments and the internet environment make human life easier through the development of IT technology. With the emergence of the mobile and internet environment, data is getting bigger rapidly. From this environment, we can take advantage of using those data as economic assets for organizations which make dreams come true for the emerging Big Data environment and Big Data security services. Nowadays, Big Data services are increasing. However, these Big Data services about Big Data security is insufficient at present. In terms of Big Data security the number of security by Big Data studies are increasing which creates value for Security by Big Data not Security for Big Data. Accordingly in this paper our research will show how security for Big Data can vitalize Big Data service for organizations. In details, this paper derives the priorities of the components of Big Data Information Security Service by AHP.

  • This paper aims to set the priorities for the cybersecurity strategy of Cambodian government. To this end, we built a AHP research model by adopting 4 factors from the ITU national interests model and selecting 7 strategies from best practices of 8 countries leading the cyber security. Using a questionnaire, 19 experts evaluated Cambodia's cybersecurity strategy priorities. The key policy factors were evaluated in the order of homeland defense, economic welfare, value promotion and favorable world order. Their strategic alternatives were identified in the order of legislation, capacity building, and cyber attack prevention for critical infrastructure. This study will contribute to setting the strategic priorities and feasible action plans to strengthen Cambodia's cybersecurity capabilities.

Analysis of Threat Information Priorities for Effective Security Monitoring & Control (효과적인 보안관제를 위한 위협정보 우선순위 도출)

  • This study aims to identify security-based threat information for an organization. This is because protecting the threat for IT systems plays an important role for an corporate's intangible assets. Security monitoring systems determine and consequently respond threats by analyzing them in a real time situation, focusing on events and logs generated by security protection programs. The security monitoring task derives priority by dividing threat information into reputation information and analysis information. Reputation information consisted of Hash, URL, IP, and Domain, while, analysis information consisted of E-mail, CMD-Line, CVE, and attack trend information. As a result, the priority of reputation information was relatively high, and it is meaningful to increase accuracy and responsiveness to the threat information.

  • Current research on Internet of Things (IoT) has primarily addressed the means to enhancing smart resource allocation, automatic network operation, and secure service provisioning. In particular, providing satisfactory security service in IoT systems is indispensable to its mission critical applications. However, limited resources prevent full security coverage at all times. Therefore, these limited resources must be deployed intelligently by considering differences in priorities of targets that require security coverage. In this study, we have developed a new application of Cognitive Radio (CR) technology for IoT systems and provide an appropriate security solution that will enable IoT to be more affordable and applicable than it is currently. To resolve the security-related resource allocation problem, game theory is a suitable and effective tool. Based on the Blotto game model, we propose a new strategic power allocation scheme to ensure secure CR communications. A simulation shows that our proposed scheme can effectively respond to current system conditions and perform more effectively than other existing schemes in dynamically changeable IoT environments.
