The Korea-US dispute on telecom standards has shown the inability of existing trade rules that can be applicable to standardization policy in telecom services sector. It has entailed plenty of dissenting but unsolved trade issues, including legal jurisdiction over technical standards on telecom services and their compatibility with WTO agreements. Question remains how US will cope with this tricky trade puzzle. This paper points out that Korea-US negotiations on telecom standards have provided US with a momentum to think seriously over the necessity of further rule-setting on telecom standards, and FTAs are the rescue train for US to ride on for that purpose. That is to say, US is taking advantage of FTA as a means to promote its national commercial goals by creating trade rules, which seek to deprive its trading partners of regulatory autonomy in telecom standardization. Based upon the research output, it is very important for Korean government in the upcoming Korea-US FTA negotiations to ensure facilitating public policy objectives in telecom standardization as possible as it can, and not to adopt the provision of international standards in the existing US' FTAs.

In America, there has been increased empasis on corporates social responsbility in connect with corporate governance. Modern statutes have been enacted expressly empowering corporations to make donations for the public welfare or for charitable, scientiffic, or educational purposes. the Securities and Exchange Commission in the 1970's stressed improvement in corporate accountability by changing the traditional corporate governance, with emphasis on independent directors, and disintrested overview. The Korean Commerce Code and the Securities Exchange Law have introduced the independent outside-director and the audit committee. This outside-directors and the audit committee should supervise the corporate management by the managing directors to make donations for the public welfare or for charitable, scientiffic, or educational purposes. Korean statutes include many problems that would lose effect of corporates social responsbility in management. In order to become effective the corporates social responsbility, it should be established newly a provision of corporates social responsbility. And the outside-directors should be independent of and supervise the managing directors, and make donations for the public welfare. And the shareholders' supervisement rights on the managment should be strengthen.

ATM 라우터와 ATM 스위치로 구성되는 ATM-LAN에서의 ABR 서비스 제공을 위한 각 구성 시스템에서 의 구현 방안을 제안한다. ATM 라우터에서는 ABR 기능을 갖는 ATM접속 카드를 기존의 ATM 접속 카드대신에 실장하여 ATM 망의 종단 시스템으로 동작되게 하고, ATM 스위치에서는 ABR 서비스의 제공을 위해 스위치에서 가져야 하는 가장 기본적인 기능인 EFCI 기능의 구현 구조를 제시하였다. 또한 기능을 구현한 후에 실제 동작 여부를 확인하기 위한 단계별 시험 방안도 제시하였다.

전세계적으로 Issue가 되고 있는 친환경 관련 에너지 절감에 대한 국내외 표준화 동향을 중장기적으로 IT제품위주로 분석한다. 그리고 국내외 기준에 부합할 수 있는 새로운 관리표준 개발에 기여하고자 새로운 기준을 제시한다. 그리하여 새로운 무역장벽으로 부상하고 있는 에너지 절감규제에 선대응하여 IT 업계 및 부품업계의 새로운 지침을 제공하여 친환경 정책에 부합하고자 한다.

BcN은 현존하는 다양한 유무선 통신 망과 앞으로 도래할 새로운 액세스 망이 공통된 IP 기반의 전달 망을 중심으로 통합되는 시스템으로, 서비스 측면에 있어서도 유무선의 유기적인 결합 및 통신과 방송의 융합 등을 목표로 하는 유비쿼터스 통신 환경을 제공하고자 한다. 이러한 이종 액세스 망이 상호 연동하는 BcN 통신 환경에서, 단일 망만을 고려하여 개발된 특정 QoS 기술을 통하여 QoS를 보장하는 것은 많은 어려움이 예상된다. 본 논문에서는 BcN 시스템에 적합한 적응형 QoS 제공 방법을 제안하고자 한다.

GMPLS는 신호 및 라우팅 기술을 기반으로 트래픽의 요구가 있을 때 동적으로 네트워크에서 경로를 설정하고 자원을 할당하는 기술이다. 또한 많은 양의 트래픽을 처리하는 특성상 네트워크의 실패(failure)가 일어났을 때 동적으로 트래픽을 보호하는 경로 보호 및 복구 메커니즘을 포함한다. 본 논문에서는 GMPLS의 신호 프로토콜 기술인 CR-LDP의 오브젝트를 확장하여 매 노드에서 자동적으로 우회 경로를 설정하여 주 경로를 보호 및 복구하기 위한 정적 우회 기법 및 동적 우회 기법을 제안하고 기존의 경로 보호 및 복구 기법과 성능을 비교 평가한다.

Service provision and consumption platforms are more and more used to enable communication between sensors, actuators and intelligent devices, since they provide mechanisms that make possible the combination of components to create composed services. However, these kinds of platforms have limitations to adapt themselves to new and unknown devices. In this work we analyze the challenge of component or bundle communication by using the Open Services Gateway Initiative (OSGi) technology and we propose three mechanisms with the aim of contributing to flexible component communication: Common Service, Specific Service and WSIF Web Service Invocation. We provide these solutions with some architectural models and validate them through different example services. Finally we compare them regarding performance, flexibility and application complexity.

본 논문에서는 시장 도입단계에 있는 무선 LAN 서비스가 본격적으로 시장성장을 이루기 위한 통신사업자의 시장개발전략 방향을 제시하였다 이를 위한 선행작업으로써 무선 LAN 시장규모 핀 전망을 살펴보았고 포터(M. Porter)의 산업분석 모형을 통해 국내 무선 LAN의 산업구조와 시장 성장동인을 분석하였다. 이를 바탕으로 도출된 통신사업자의 시장개발전략을 살펴보면, 1) 신규 통신서비스 성공 및 실패사례를 벤치마킹하고 2) 브리징 통신서비스의 특성에 적합한 전략을 적극적으로 반영하며 3) 고객지향적인 서비스의 개발 및 마케팅전략이 필요하다. 또한 4) 시장성장 동인을 바탕으로 기회요인은 강화하고 위협 요인은 조기에 해결해야 하며 5) 가치전달시스템내의 참여기업들간의 상호적인 협력과 제휴를 중요시 해야한다. 이와 같은 무선 LAN 시장개발의 전략적 방향설정은 통신사업자들에게 마케팅과 서비스 개발에 있어서 전략적인 시사점을 제공할 것이다.

When users access to use the computing resources in the cloud, they expect specific quality of service (QoS) which should be guaranteed by the service provider. Meanwhile, the service provider should adopt proper schemes to enhance the resource utilization. In this thesis, we propose the MapChem-Broker which aims to satisfy users' QoS requirements as well as enhance the resource utilization by controlling the provision of VM resources in the cloud. On the experimental cloud testbed, we compare the proposed scheme with an existing one for VM resource provisioning. Results show that the proposed scheme outperforms the existing one.

Adaptive bitrate streaming is a crucial element in the implementation of high-quality streaming of media content over the Internet. Dynamic adaptive streaming over HTTP (MPEG-DASH) has lately emerged as the de facto solution for over-the-top (OTT) video streaming services. In this paper, we perform macro-level analysis on a real-world MPEG-DASH-based Internet live broadcasting service to gain insight into its behavior throughout the end-to-end service-provision chain, from broadcasters to viewers. Based on this analysis, we propose methods to improve the quality-of-experience (QoE) of MPEG-DASH-based services, particularly with regard to reducing broadcasting delays between recording and viewing of videos, as well as synchronizing client terminals.
