The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.

In this study, the technical level and competence of Chungbuk region manufactures were diagnosed and implications for efficiency improvement of cooperation with local universities were derived. The results are as follow. First, in Chungbuk area, 75% of the skilled workers are medium-skilled and high skilled workers. And the life cycle of production products was found to have entered middle/old age. In addition, the industries were overestimating its technology capabilities, including marketing and sales technology, and management technology. Therefore, local universities should develop differentiated program such as technology transfer and commercialization support so that companies can nurture new industries and it is necessary to improve understanding of reality and future prediction ability through various education and seminars. Second, universities in Chungbuk province have failed to meet the practical demands of industry by providing general educational programs such as lifelong education curriculum, rather than the practical training required by industry. First of all, industries needed the practical training programs such as human resource empowerment, technical education and workers' retraining for local industry development. In addition, industries were expected to provide relevant knowledge and infrastructure such as testing, analysis, participation in technology development such as commissioning and joint research. Therefore, universities should prepare customized Industry-Academia Cooperation Programs through industry demand survey in planning. Also, it is necessary to establish various connection points with industry to ensure that industry-academia cooperation will continue and achieve results. Third, the technology of the industries in Chungbuk province was found to be very unrelated to the next generation regional strategic industries. This is not shared vision between industry and local government, Industry-Academia Cooperation Programs will serve as a platform to organize various community entities. Universities will be able to play a key role in between industries and local governments.

Electrical energy is an essential component in present societies, which is an important basis for our technological society. In the design of new power infrastructure, it is important to consider the psychological aspects of how our culture considers and aspects its development as an integral component of the community environment. The construction of new high voltage overhead transmission lines has become a controversial issue for public policy of government due to social opposition. The members of community are concerned about how these power lines may have an impact on their lives, basically caused by their effects on health and safety. The landscape and visual impact is one of the most impact that can be easily perceived for local community. The computer 3D simulation of new landscape is illustrated by a real life use corresponding to the selection of the power line route with least observability for local community. This paper used ArcGIS(geographic information system tool) for planning, survey, basic route and detailed route, route for implementation of transmission line corridor. Also, the paper showed the map of natural environment, living environment, safety and altitude using database of power line corridor, and transmission siting model was developed by this study. The suggested landscape of computer simulation with lowest visibility on a power line zone can contribute to reducing oppositions of local community and accelerating the construction of new power lines.

This study aims to investigate how easy pedestrians get around within/through the "Apartment Complexes (AC), " a common style of high-rise multi-family housing in Korea. Over the past six decades, the AC has been the most conventional way to provide standardized housing efficiently to address the problems of the shortage of housing and the substandard housing, due to the explosion of urban population with the rapid industrialization. The AC is a huge chunk of homeogenous multi-family housing, mostly condos with decent infrastructure, including parks, pedestrian passages, schools, ect. Both in the new town development and urban renewal programs have utilized the advantages of the AC. Since the design principals of AC tend to adopt the "protective design" to prevent cars and pedestrians coming outside from passing it, it has been criticised for dissecting the continuity of socioeconomic context in neighborhoods. The neo-traditional planning urbanists, including Jane Jacobs, emphasize that smaller blocks and grid road newtworks are the key in improving social, cultural, and economic vitality of the neighborhoods, because these design concepts allow more pedestrians and different types of people to be mixed in a neighborhood. In this study, we first adopted objective measures for pedestrian accessibility and pedestrian efficiency. These measures were used to calculate the lengths of shortest paths from residential buildings to the edges of AC. We tested the difference in shortest paths between the current pedestrian networks of AC and hypothetical grid networks on the AC, and the relative difference is considered as the pedestrian efficiency, using the network analysis function of Geographic Information Systems (GIS) and Python programming. We found from the randomly selected 30 ACs that the existing non-grid road networks in ACs are worse than the hypothesized grid networks, in terms of pedestrian efficiency. In average, pedestrians in AC with the conventional road networks have to walk than 25%, 26%, and 27% longer than the networks of $125{\times}45m$, $100{\times}45m$, and $75{\times}45m$, respectively. With the t-test analysis, we found the pedestrian efficiency of AC with the conventional network is lower than grid-networks. Many new urbanists stress, easiness of walking is one of the most import elements for community building and social bonds. With the findings from the objective measures of pedestrian accessibility and efficiency, the AC would have limitations to attract people outside into the AC itself, which would increase dis-connectivity with adjacent areas.
In ocean field, the spread of the Fourth Industrial Revolution based on information and communication technology requires high precision and stable PNT&D (Position, Navigation, Timing and Data). As the IMO (International Maritime Organization) and IALA (The International Association of Marine Aids to Navigation and Lighthouse Authorities) are requiring backup systems due to mitigate vulnerabilities and the increase of dependency on GNSS (Global Navigation Satellite System), Korea is conducting a research & development of R-Mode. An DGPS (Differentiate Global Positioning System) reference station that uses MF, an existing maritime infrastructure, and AIS (Automatic Identification System) base stations that use 34 integrity station and VHF will be utilized in this study to avoid redundant investment. Because there are radio shadow areas that display low signal levels in the west sea, the establishment of new R-Mode reference and integrity station will be intended to resolve problems regrading the radio shadow area. Because the frequency has a characteristic in that radio wave transmits well along the ground (water surface) in low frequency band, simulation and measurement were conducted therefore this paper to propose candidate sites for R-Mode reference and integrity station resulted through p wave's propagation characteristics analysis. Using this paper, R-Mode reference and integrity station can be established at appropriate locations to resolve radio shadow areas in other regions.

The South Korean government plans for a 37 % reduction in CO2 emissions against business as usual by 2030. Subsequently, the Ministry of Land, Infrastructure and Transport declared a 26.9 % reduction target in greenhouse gas emissions from buildings by 2020 and established the Green Standard for Energy and Environmental Design (G-SEED) to help improve the environmental performance of buildings. Construction companies often work with consulting firms to prepare for G-SEED certification. In the process, owing to inefficient data sharing and work connections, it is difficult to achieve economic efficiency and obtain certification. The objective of this study was to develop an economic model to assist contractors in achieving the required G-SEED scores for materials and resources. To do this, we automated the process for material comparison and selection on the basis of an analysis of actual consulting data, and developed a model that selects material alternatives that can meet the required scores at a minimum cost. Information on materials is input by applying a genetic algorithm to the optimization of alternatives. When the model was applied to actual data, the construction cost could be lowered by 79.3 % compared with existing methods. The economical material selection model is expected to not only reduce construction costs for owners desiring G-SEED certification but also shorten the project design time.
Drought is caused by a combination of various hydrological or meteorological factor, so it is difficult to accurately assess drought event, but various drought indices have been developed to interpret them quantitatively. However, the drought indexes currently being used are calculated from the lack of a single variable, which is a problem that does not accurately determine the drought event caused by complex causes. Shortage of a single variable may not be a drought, but it is judged to be a drought. On the other hand, research on developing indices using unstructured data, which is widely used in big data analysis, is being carried out in other fields and proven to be superior. Therefore, in this study, we intend to calculate the drought index by combining unstructured data (news data) with weather and hydrologic information (rainfall and dam inflow) that are being used for the existing drought index, and to evaluate the utilization of drought interpretation through verification of the calculated drought index. The Clayton Copula function was used to calculate the joint drought index, and the parameter estimation was used by the calibration method. The analysis showed that the drought index, which combines unstructured data, properly expresses the drought period compared to the existing drought index (SPI, SDI). In addition, ROC scores were calculated higher than existing drought indices, making them more useful in drought interpretation. The joint drought index calculated in this study is considered highly useful in that it complements the analytical limits of the existing single variable drought index and provides excellent utilization of the drought index using unstructured data.

In recent years, human damage and loss of money due to various disasters such as typhoons, earthquakes, forest fires, landslides, and wars are steadily occurring, and a lot of manpower and funds are required to prevent and recover them. In this paper, we designed and developed a disaster drone system based on artificial intelligence in order to monitor these various disaster situations in advance and to quickly recognize and respond to disaster occurrence. In this study, multiple disaster drones are used in areas where it is difficult for humans to monitor, and each drone performs an efficient search with an optimal path by applying a deep learning-based optimal path algorithm. In addition, in order to solve the problem of insufficient battery capacity, which is a fundamental problem of drones, the optimal route of each drone is determined using Ant Colony Optimization (ACO) technology. In order to implement the proposed system, it was applied to a forest fire situation among various disaster situations, and a forest fire map was created based on the transmitted data, and a forest fire map was visually shown to the fire fighters dispatched by a drone equipped with a beam projector. In the proposed system, multiple drones can detect a disaster situation in a short time by simultaneously performing optimal path search and object recognition. Based on this research, it can be used to build disaster drone infrastructure, search for victims (sea, mountain, jungle), self-extinguishing fire using drones, and security drones.

This study aimed to examine the perception and experience of researchers in the field of mechanical engineering on research data creation and management, and suggest implications for research data management and services in the field. Research data management and services of domestic and foreign research institutes were investigated, and in-depth interviews were conducted with researchers belonging to domestic mechanical engineering research institutes to analyze the perception and conduction of research data creation and management according to four major categories: "research data, accountable conducting of research and compliance with research ethics, utility and effectiveness of research data management, and the value of sharing research data." To ensure effective research data management and services in mechanical engineering, it is necessary to conduct a data investigation on the process, type, and form of production to collect explicit metadata and implicit contextual information. It is also necessary to propose a plan to recognize research results using the publication of data journals and to prepare infrastructure such as a cloud-based system that supports safe data management and communication between researchers. In addition, it suggests that it is important for various officials in the research field to allocate roles and responsibilities for research data management and services at the organizational level.

As the development of the underground space becomes active, safety accidents related to the underground are frequently occurring in recent years. In this regard, the Ministry of Land, Infrastructure and Transport is enforcing the 『Special Act on Underground Safety Management』 (enforced on January 1, 2018, hereafter referred to as the Underground Safety Act). Among the core contents of the Underground Safety Act, underground facilities(water supply, sewage, gas, power, communication, heating) buried underground, underground structures(subway, underpass, underpass, underground parking lot, underground shopping mall, common area), ground (Drilling, wells, geology) of 15 types of underground information can be checked at a glance on a three-dimensional basis by constructing an integrated underground spatial map and using it. The purpose of this study is to develop a program that can quickly inspect the three-dimensional model after creating a three-dimensional underground structure data among the underground spatial integration maps. To this end, we first investigated and reviewed the domestic and foreign status of technology that generates and automatically inspects 3D underground structure data. A quality inspection program was developed. Through this study, it is judged that it will be meaningful as a basic research for improving the quality of underground structures on the integrated map of underground space by automating more than 98% of the 3D model inspection process, which is currently being conducted manually.
