Evolutionary acquisition is an alternative to the grand design acquisition approaches. It has activities to make it possible to develop quickly and respond flexibly to changing customer needs and technological opportunities. The Ministry of Defense adopted an evolutionary strategy to acquire defense information systems. but it does not work well always. We look at problems from aspects of acquisition system and project management. We benchmark successful cases for evolutionary acquisition strategy in the DoD, the pubic and the private sector. We suggest an evolutionary strategy for defense information systems. The evolutionary strategy in this study includes an evolutionary acquisition framework, an evolutionary acquisition process, and an evolutionary acquisition guideline for defense information systems. The evolutionary strategy can help to implement evolutionary acquisition process for defense information system, and the process can increase the success rate of projects.

Smartphones have become one of the most prevalent information devices in the current information environment. Although many people use smartphones for communication and information acquisition, these two functions are closely related and cannot be separated. However, many studies have focused on identifying each function of a smartphone independently. There are few studies that investigate the relationships between communication and information acquisition functions on smartphones. This research empirically analyzed and identified the relationships between these two functions of smartphones by conducting a survey. The results of the analysis showed that the activities for information acquisition make differences in communication on a smartphone. People who want to acquire more information tend to use a smartphone for communication purposes. Besides, communication activities on a smartphone also affect the acquisition of information. In addition, communication activities on a smartphone also affect the establishment of interpersonal relationships that lead to the acquisition of more information. From these results, it is identified that communication activities and information acquisition are interrelated when satisfying the information needs of smartphone users. Especially, communication activities on a smartphone positively affect people's information activities and enhance information acquisition.

The types of service using location Information are being various and extending it's domain as wireless internet technology is developing and it's application part is widespread, so it is prospected that LBS (Location-Based Services) will be killer application in wireless internet services. This location information is basic and high value-added information, and this information services make prior GIS (Geography Information System) to be useful to anybody. The acquisition of this location information from moving object is very important part for these LBS. After this, when LBS is familiar to everybody, we can predict that LBS system load is so heavy for the acquisition of so many subscribers and vehicles. Moving object database (MODB) system manages objects like subscribes and vehicles that are moving and have telecommunication terminal checked one's location. MODB is consists of 4 part, moving object location acquisition part, moving object location storage part, moving object query processing part, and moving object application p art. In this MODB system, acquisition of moving object location part must provide guarantee location information as well as reduce telecommunication overhead. In this paper, we study of problems in acquisition a huge number o f moving objects location and design some acquisition strategies to reduce telecommunication overhead. And after implementation these strategies, we estimate performance of this system and quality of information.

Since the period of a spreading code in DS/SS communication systems is generally long, it is necessary to make the code acquisition as fast as possible. The code acquisition time can be sued as a measure to evaluate the performance of code acquisition systems. The search rate of serial search codee acquisition system used in the coventional CDMA cellular system is lower than that of the matched filter technique. In order to reduce the code acquisition time, this paper proposes hybrid code acquisition system composed filters combined with serial search blocks. In the proposed system, the matched filter sweeps possible code phases fast and the acquired phase information is verified by the serial search block. The mean and the variance of its acquisition time are calculated and compared with those of double dwell serial search system. The results indicate better performance of the proposed system by yielding its small vaues of the mean and the variance of code acquisition time.

One of the challenges faced by Talent Acquisition teams today pertains to the acquisition of human resources by matching job descriptions and skillsets desired. It is more so in the case of competitive sectors like the Indian IT sector. There can be various channels for Talent Acquisition and accordingly, the cost and benefits might vary. However, the consequences of a mismatch have an impact on the quality of deliverables, high recruitment expenses and loss of revenue for the organization. With increased and diverse sources of data that are available to organizations today, there is ample opportunity to apply analytics for informed decision making in this field. This paper reveals useful insights that help streamline the Talent Acquisition process in the Indian IT Industry. The paper adopts a data-centric approach to examine the critical determinants for efficient and effective Talent Acquisition process in IT organizations. Selected supervised machine learning algorithms are applied for the analysis of the dataset. The study is likely to help organizations in reassessing their talent acquisition strategy with respect to key parameters like expected cost to company (CTC), candidate sourcing channels and optimal joining period.

In the field of information security management systems, one of the representative certifications in Korea is ISMS-P certification, and internationally, ISO/IEC 27001 certification is recognized. When companies acquire both ISMS-P (or ISMS) and ISO/IEC 27001 certifications, budget and manpower are duplicated in similar areas. Therefore, it is necessary for the company to choose and invest in a certification that is suitable for its conditions. This paper proposes a strategy for obtaining information security management system certification that is suitable for the characteristics of the company, allowing for effective information security management based on the company's conditions. To achieve this, data were collected from the Ministry of Science and ICT's Information Security Disclosure System (ISDS), the Korea Internet & Security Agency (KISA), and the Financial Supervisory Service's Data Analysis, Retrieval and Transfer System (DART), and Probit regression analysis was conducted. During the Probit regression analysis, the relationships between seven independent variables and five cases of ISMS-P (or ISMS) acquisition, ISMS-P acquisition, ISMS acquisition, ISO/IEC 27001 acquisition, and both ISMS-P (or ISMS) and ISO/IEC 27001 acquisition were analyzed. The analysis results revealed the relationship between company characteristics, including industry, and certification acquisition in the ISMS field. Through this, strategies for certification acquisition based on company types could be suggested.

본 논문에서는 고정밀 차량위치 추적 기반의 교통신호등 제어를 위한 저전송율 초광대역 무선통신 시스템에서의 Ultra Fast Acquisition 알고리즘을 연구하였다. 현재 CDMA에서 사용되는 acquisition방식으로는 저전송율 UWB시스템에서 회로가 복잡해지고 빠른 acquisition을 기대할 수 없기 때문에 새로운 Ultra Fast Acquisition방식이 필요하다. 기본적으로 Sequential Estimation방식을 사용하며 trinomial m-시퀀스를 사용하여 유비쿼터스 센서 네트워크용 U시스템에서 long PN code를 사용하는 경우에도 회로의 복잡도를 줄이고 FCC Emission limit을 만족시키면서, $1\~3{\mu}sec$이내의 acquisition을 가능하도록 설계하였다.

In this paper, based on the American weapon acquisition management framework in DoD Instruction 5000.2 "Operation of the Defence Acquisition System" and the contents of "DoD Guide for Achieving Reliability, Availability, and Maintainability" published by Defense Acquisition University, the kinds and roles of technical reviews are introduced and the identification of RAM related tasks which are performed at levels of technical reviews during acquisition process are considered. And the task allocations for developers, development managers, and users are proposed. Finally the relationships of acquisition management framework, technical reviews and RAM tasks are tabulated.

This study is to set up the appropriate range of observation time through contemplating the characteristics of observation time run for the information acquisition of space. The conclusions reached through this study are as the followings. First, this study could find out that even though the evaluation elements on the three types for image evaluation were the same, the information acquisitions were different as those types varied. On the other hand, the change of the average run-time by type for the information acquisition was found not to be big, in other words, even though the run-time was alike, the information acquisitions varied depending on the type. Second, he evaluation by language media showed the average value by element had the order of [shape>position>number>existence] and the range of their run-time was 94.6~102.9 seconds. The average rate of information acquisition shown at the visual media had the order of [composition>shape>material&color] and the range of run-time was 93.1~99.7 seconds. Third, the evaluation by language media showed that for male subjects the range of information acquisition rate was 39.1~91.4% and that of run-time 85.1~106.0 seconds and for female ones 46.0~94.6% and 96.3~112.3 seconds respectively. In case of the visual media, male subjects showed the range of information acquisition rate was 40.3-66.7% and the range of run-time 82.4~97.9 seconds and the female ones, 42.2~71.0% and 94.0~115.1 seconds respectively, through which we could see that at the evaluation by language media and visual media both the female's range of information acquisition and that of observation time were higher than the male's.

This research is part of the development of Data Acquisition embedded system that specifically use in ship. The purpose of this data acquisition system mainly is to acquire data from multiple sensors or others related external devices and it will further discuss in this paper. The data collecting, hardware design, software design and the final project outcome of this data acquisition system will be discussed in this paper.
