Overcoming Poverty and Social Inequality in Third World Countries (Latin America, Africa)

  • The relevance of the research is due to the fact that the issue of poverty is one of the most acute social problems of the beginning of the third millennium. The phenomenon of poverty is widespread in third world countries as well as it is observed in relatively developed countries. Poverty rates in Latin America are threatening. Consequently, the issue of social and economic inequality in these countries has become extremely acute. The purpose of the research: to identify the causes of poverty and social inequality and substantiate the main directions of poverty reduction in third world countries. The research methods: comparative analysis; index method; systematization; grouping; generalization. Results. The classification of the causes of poverty has been carried out and the directions of its overcoming in the countries of Latin America on groups of indicators have been defined, namely: 1) political; 2) economic; 3) demographic; 4) regional-geographical; 5) social; 6) qualification; 7) personal. Based on the Net Domestic Product indicator, a comparison of economic indicators of the studied countries has been carried out. It has been revealed that from 1990 to 2018 income inequality increased in 52 of 119 countries studied, and decreased in 57 states. Inequality has increased in the world's most populous countries, particularly China and India. In general, countries with growing inequality are home to more than two-thirds (71%) of the world's population. Trends in the distribution of income in the world have been investigated by applying the Gini index, the high level of which is observed in Latin America (Colombia 48,9%, Panama 46,1%, Chile and Mexico 45,9%). The forecast of the impact of the Covid-19 pandemic on this issue has been outlined; the ways of its impact on the economies of the countries have been studied. As a result of the study, the main directions and mechanisms of the strategy for poverty reduction and social inequality in the third world countries have been identified. The implementation of the poverty reduction strategy presented in this academic paper may have a positive impact on the economic situation of the population of Latin American countries.

의료비 지출이 소득불평등에 미치는 영향 (The Effect of Health Care Expenditure on Income Inequality)

  • The degree of income inequality deepened by health care expenditure was useful in assessing the health security level. This exploratory study was conducted to provide a basic evidence to prove the necessity of reinforcement the benefit coverage of South Korea's health security systems. Data from the Household Income and Expenditure Survey of Korea and Luxembourg Income Study were used. Income inequality indices before and after deduction of health care expenditure were computed, and the degree of the increase in the indices was compared among 13 countries. The degree of decrease against the effect of income inequality reduction policies by health care expenditure was determined. The relationships between the national characteristics and the increase in income inequality were examined. In South Korea, all income inequality indices increased after deducting health care expenditure, but the difference was not high compared to the mean of 13 countries. However, the degree of decrease against the effect of income inequality reduction policies by health care expenditure was high, compared to the mean of 13 countries. The proportion of public sector spending on health care proved to be statistically significant with the increase of income inequality indices (p<0.05). In the context of the continuous increase in health care expenditure, if benefit coverage of health security systems is not reinforced, income inequality will all the more increase due to health care expenditure. In the establishment of the policies for reinforcement of the benefit coverage, income inequality after deduction of health care expenditure should be continuously monitored.

하지길이균차에 대환 임상평가와 치료 (Clinical Evaluation and Treatment of Leg Length Inequality)

  • Objectives : Visual check and X-ray are commonly used by chiropractors to estimate ieg length inequality, This study have three categories: diagnosis for anatomic leg length inequality; difference between anatomic and functional leg length inequality; theraphies for anatomic or functional leg length inequality. Methods : We referred to a PubMed site by using word of 'leg length [JU] J Manipulative Physiol Ther', only items with abstracts. Results : We searched 26 articles in J Manipulative Physiol Ther with the key word-Ieg length. Conclusion : 1. Radiographs were most accurate and commonly used by chiropractors to measure anatomic leg length inequality, clinically wood block, tape measure, visual check are acceptable. 2. There was no article about difference between anatomic and functional leg length inequality. 3. Heel lift was commonly used with conservative theraphy for anatomic leg length Inequality. 4. Chiropractors have not yet proved that the supposed positive effects are a result of a reduction of subluxation, The detection of the manipulative lesion in the sacroiliac joint depends on valid and reliable tests, Because such tests have not been established, the presence of the manipulative lesion remains hypothetical. Great effort is needed to develop, establish and enforce valid and reliable test procedures.

임금 불평등 변화의 요인분해: 2006-2015년 (A Study of Factor Decomposition of Wage Ineqaulity of Korea, 2006-2015)

  • 이 글에서는 2000년대 중반 이후 한국의 임금불평등을 지니계수의 변화와 이를 초래한 요인들의 기여도를 분석하였다. 자료와 임금 지표에 따라 추세가 달라지지만, 주당 35시간 미만 일하는 파트타임의 증가로 전체근로자 임금총액의 지니계수는 증가하는 추세를 보여주는 반면, 시간당임금 지니계수와 풀타임근로자의 임금총액 지니계수는 하락하는 추세를 나타냈다. 파트타임 증가가 임금총액 기준의 불평등은 높였지만, 파트타임의 시간당임금 증가는 시간당임금 기준의 불평등을 낮추었다. 풀타임 노동자만을 대상으로, 지니계수 감소 요인을 분해한 결과, 불평등 감소에 절대적으로 기여가 큰 요인은 근속, 경력, 직종 등의 변수였고, 고용형태 변수는 불평등 감소에 미미하게 기여하는 것으로, 사업체 규모 변수는 불평등을 오히려 높이는 것으로 나타났다. 업종이나 연령, 교육 등의 변수는 불평등 변화에 유의미한 크기의 기여를 하지 못한 것으로 분석되었다. 여기에는 장기근속과 관리전문직종에 대한 임금프리미엄의 감소와 대규모사업체의 임금프리미엄 증가 등이 작용한 것으로 분석되었다.

Does Technological Progress, Trade, or Financial Globalization Stimulate Income Inequality in India?

  • The main purpose of the present research is to analyze the effects of trade, financial globalization, and technological progress on income inequality in the Indian economy over the period from 1982 to 2018. For this purpose, the study uses economic growth, financial globalization, trade openness, technological development, and economic inequality variables with appropriate proxies. The study employs the Auto Regressive Distributed Lag (ARDL) approach to co-integration and VECM based Granger causality approach to estimate both the short-run and long-run relationship and causality among variables. Using the ARDL bounds test, the study finds a long-run co-integrating relationship existing among the variables in the model. The study confirms the existence of a positive and significant impact of technological progress on income inequality. Further, globalization's limited impact reflects two offsetting tendencies; trade globalization is associated with a reduction in income inequality, while financial globalization is related to an increase in inequality. The results of VECM based Granger causality approach further confirm that technological progress, trade, and financial globalization causes income inequality both directly and indirectly through economic growth and inflation. In case of India, the results of this research can significantly facilitate stakeholders and policymakers in devising policies towards effective globalization and technological innovation for inclusive growth.

  • 지금까지 밝혀진 실증적인 성장과 분배의 관계는, 성장은 평균적으로 분배중립적으로 분배에 특정한 형태의 영향을 미친다는 실증적 증거는 없으며, 높은 부의 불평등도는 성장을 저해한다는 점이다. 한편 성장과 분배는 모두 빈곤에 이론적 실증적으로 영향을 미친다. 따라서 빈곤의 감소를 위해서는 성장과 분배의 정책적 조합이 필요하므로 성장과 분배의 이분법은 잘못된 것이다. 현 시점에서 한국이 성장과 분배의 조화를 통해 절대빈곤을 감소시키기 위해서는 세계은행에서 권장하는 빈곤감소적 성장을 추구할 필요가 있다. 한편, 절대적 빈곤과 절대적 불평등도는 음의 상관관계에 있기 때문에 양극화의 논의가 절대적 불평등도를 감소시키자는 정책으로 진행되어서는 절대빈곤의 감소를 기대하기 어려울 것이다.

Increase in Potential Low-value Magnetic Resonance Imaging Utilization Due to Out-of-pocket Payment Reduction Across Income Groups in Korea: An Experimental Vignette Study

  • Objectives: This study examined the effect of out-of-pocket (OOP) payment reduction on the potential utilization of low-value magnetic resonance imaging (MRI) across income groups. Methods: We conducted an experimental vignette survey using a proportional quota-based sample of individuals in Korea (n=1229). In two hypothetical vignettes, participants were asked whether they would be willing to use MRI if they had uncomplicated headache and non-specific low back pain, each before and after OOP payment reduction. To account for the possible role of physician inducement, half of the participants were initially presented with vignettes that included a physician recommendation for low-value care. The predicted probability, slope index of inequality (SII), and relative index of inequality (RII) were calculated using logistic regression. Results: Before OOP payment reduction, the lowest income quintile was least likely to use low-value MRI regardless of physician inducement (36.7-49.6% for low back pain; 30.5-39.3% for headache). After OOP payment reduction, almost all individuals in each income quintile were willing to use low-value MRI (89.8-98.0% for low back pain; 78.1-90.3% for headache). Absolute and relative inequalities concerning potential low-value MRI utilization decreased after OOP payments were reduced, even without physician inducement (SII: from 8.15 to 5.37%, RII: from 1.20 to 1.06 for low back pain; SII: from 6.99 to 0.83%, RII: from 1.20 to 1.01 for headache). Conclusions: OOP payment reduction for MRI has the potential to increase low-value care utilization among all income groups while decreasing inequality in low-value care utilization.

불평등 완화의 정치경제 : 네덜란드와 덴마크의 경험 (Political Economy of Inequality Mitigation : Experiences of Netherlands and Denmark)

  • 이 연구에서는 세계 각국의 소득불평등이 심화되는 가운데 네덜란드와 덴마크는 어떻게 불평등이 증가하는 정도를 낮출 수 있었는지를 살펴보았다. 한국, 미국, 독일, 스웨덴과 비교하여 네덜란드와 덴마크의 불평등 수준과 추이는 어떠한지, 불평등 변화의 분해를 통해 이 국가들에서 불평등 변화에 영향을 미친 요인은 무엇인지를 밝혔다. 또한 네덜란드와 덴마크는 어떠한 노동시장정책을 통해 불평등을 완화하였는지를 탐색하였다. 네덜란드에서 근로소득 불평등이 완화된 중요한 원인 중의 하나는 자발적 시간제 노동의 증가를 통해 여성의 경제활동 참여가 증진되었기 때문이다. 여성들이 시간제 노동에 적극적으로 참여하게 된 배경에는 정규직과 비정규직 간의 동등한 대우를 통해 자신의 상황에 맞게 경제활동에 참여할 수 있는 제도적 여건을 마련한 것이 중요한 요인으로 작용하였다. 덴마크는 기술훈련 강화 등 적극적 노동시장 정책을 통해 저숙련, 저임금 근로자의 숙련도를 향상시켜 임금격차를 완화할 수 있었다. 네덜란드와 덴마크의 경험에 기반하여 이 연구에서는 한국의 소득 불평등을 완화하는 정책방향을 논의하였다.

The Impact of Foreign Remittances and Financial Development on Poverty and Income Inequality in Pakistan: Evidence from ARDL - Bounds Testing Approach

  • The objective of the study is to examine the impact of financial development and foreign remittances on poverty and income inequality in the context of Pakistan. The study used ARDL-Bounds testing approach for robust inferences. The results show that in the short-run, remittances increases poverty and income inequality, which further translated into its long-run impact. The result confirmed the inverted U-shaped relationship between per capita income and income inequality, while the second order coefficient of per capita income substantially decline poverty incidence in a country. In the long-run, the results disappeared and it's turned into U-shaped relationship between income inequality and country's per capita income. Education largely decreases income inequality both in the short and long-run, however, it increases poverty in the long-run. Unemployment rate substantially damaged the pro-poor growth scenario, as high unemployment rate increases both the poverty rates and income inequality, which suffered poor more than non-poor in a country. Financial development has a positive impact on poverty reduction and income inequality in the short-run. The impact of income inequality on poverty incidence is positive both in the short- and long-run, which need pro-poor growth policies and rationale income distribution in a country.
