The Effect of National Aid Programs to Small Business in Global R&D Cooperation Outcome and Global Business Abilities (정부지원이 중소기업 글로벌 R&D 협력 성과와 글로벌 역량에 미치는 영향)

  • This study aims to observe effects of global R&D cooperation outcomes and global business abilities of small businesses by a national aid program. This study selected a program, Industry Technical Global Cooperation Project launched from Korea Institute for Advancement of Technology (KIAT). Also, small businesses CEOs' roll and efficiency are very important to increase outcomes and improve abilities of their companies. In this study, CEO's global level or ability is regarded of small businesses' global level. Then, this study shows positive effects between a national aid program and global R&D cooperation outcome and between global R&D cooperation outcome and global business abilities.

A Study on the Effect of Network Activity Characteristics on the Technological Innovation Performance: Focused on Relational Capital, Industry-University Linkage and Informal Exchange (네트워크 활동 특성이 R&D 수행기업의 기술혁신 성과에 미치는 영향에 대한 연구 : 관계자본, 산학연 연계, 비공식교류를 중심으로)

  • The export regulation of semiconductor core materials, which began with the recent revision of the export management regulations of Japan, raises the need for a new cooperation network. A hierarchical management network that was effective in the fast-follower system requires organic cooperation between the public sector and industry through a multilateral network that emphasizes horizontal co-operation among innovation actors. This study focused on the relational capital that exists among members of a business association such as an association that has been relatively marginalized from previous studies. In addition, this study aimed to analyze the effect of network activity characteristics such as industry-university linkage and informal exchange on technological innovation. Through this, I would like to draw implications for enhancing the effectiveness of the government's R & D support and innovation performance of R & D companies. Based on the results of the SMEs R & D survey, this study found that relational capital, informal exchange had a positive effect on technological innovation performance. However, if the relational capital exceeds a certain level, it is analyzed that there is a negative effect due to group think and lock-in effect. This means that informal exchange channels should be expanded for innovation and enhancement, and relational capital should be managed in consideration of the negative effects that may occur when certain levels are exceeded.

Competitiveness of the Clothing and Textile Industry in North Korea (북한 섬유 및 의류산업 경쟁력 분석)

  • This study investigates the competitiveness of the clothing and textile industry in North Korea, compare to those of China, Hong Kong, India, Indonesia, Japan, South Korea, Thailand, and Vietnam from 1993 to 2010; in addition, it explores the potential cooperation between South Korea and North Korea. First, a revealed comparative advantage (RCA) was used to investigate the competitive performance of clothing and textile industry in North Korea. The results reveal that North Korea and Viet Nam had superior comparative advantages from 1993 to 2010. Second, in order to investigate the factors that affect the competitive performance, depth interviews based on Porter's Diamond of Competitive Advantage were designed and completed by government officers and practitioners working in the clothing and textile industry field. The results show that cheap labor, the stable demand of South Korea and China for basic products, lack of supporting and related industries, and organizational power highly influence the competitive performance of clothing and textile in North Korea. This result provides insight into the potential and limitations of the clothing and textile business. In addition, this study provides a better understanding of the effects of inter-Korean economic cooperation in socialist states.

  • Industry convergence is the inexorable trend, which has become a fundamental concept to understand the industrial dynamics and to develop business strategies. However, most of the previous studies on convergence have dealt with the issues at the macro-level (technology- or industry-level), little attention has been paid to the analysis of convergence at the micro level (firm-level). Recognizing that firms are the principal agents that develop fusion technologies, it is encouraged to help firms to work together for technology convergence. Therefore, this research proposes a collaboration model for SMEs, since SMEs tend to have novel ideas and are flexible enough to make fusion-technology. To do this, we conducted a survey for Korean SMEs and analyzed their successful cases of collaboration, which was used as a basis to develop the model. The research results will help develop strategy or policy to promote the collaboration between SMEs and ultimately to make a fusion-technology.

  • This research is one of the Industry-University cooperation in idea factory of Korea Maritime and Ocean University. Idea factory of Korea Maritime and Ocean University is trying to train creative talented students and discover ingenious ideas. The contents are consisted of the possibility for the replacement of a metal valve disk to composite valve disk in butterfly valve based on the diversification. Purpose in this study is to predict failure field by each fly by appling Tsai-Wu Failure Index.

  • 산업체 발생 VOC를 효과적으로 처리하는 Biofilter 시스템을 고안하였다. 재질과 다공성이 다른 3기의 시스템으로부터 황화수소, 벤젠, 톨루엔, 크실렌의 단일성분과 복합성분계의 성능을 고찰하였다 저 pH Biofilter(pH 2-3)의 장기운전이 가능하였고 벤젠의 경우 경쟁적 저해를 나타내었으나 일정기간의 순응 이후 혼합처리시 양호한 처리능력을 보여주었다.

Establishing a marketing strategy model for academic-industrial cooperation between companies and universities (기업과 대학간의 산학협력마케팅 전략모델 구축에 관한 연구)

  • Purpose - Because of the emphasis on the necessity of academic-industrial cooperation between companies and universities, there are various ongoing academic-industrial cooperation programs led by the government. As government actively supports such cooperation as policy,and universities vitalize new technology development, academic-industrial cooperation between companies and universities is being recognized as an important growth engine for companies the competitiveness of academic-industrial cooperation is also attracting more interest. The government has vitalized human resource fostering, practical R&D, and technology transfer to companies since 2012 by executing a "leading university fostering project for academic-industrial cooperation." Based on an organic interlink among universities, industry, and research institutes, the government also created and is promoting several models of such cooperation between companies and universities to support shared growth of industry and local universities. The purpose of academic-industrial cooperation is growth and benefit fromtechnology development, technical cooperation, and technology transfer between companies and universities. Research design, data, and methodology - As more academic-industrial cooperation efforts are ledby companies due to the limitation in technology-focused commercialization cooperation, the academic-industrial cooperation system became fragmented and it is losing the potential for future advancement. Specifically, as differences between universities grow, academic-industrial cooperation between companies and universities based on new technology from universities is finding difficulty advancing,while systematic support from companies to enhance the performance of businesses created by academic-industrial cooperation is also insufficient. Accordingly, this study established a growth model for the advancement of academic-industrial cooperation between companies and universities and suggested a plan to strengthen the competitiveness and promote the future advancementof academic-industrial cooperation between companies and universities by analyzing the current situation of such cooperation and diagnosing its issues. Results - This study explored the concept and current status of academic-industrial cooperation relationships and analyzed related issues. For such cooperative organizations to be competitive, the employment environment of professional human resources for academic-industrial cooperation should be improved and measures to secure professional resources should be taken as early as possible. Though the academic-industrial cooperation now is being led by government, there is a limitation based on business models, which require creation of profit; however, an academic-industrial cooperation model still cannot stand alone without the support of government. This study also pointed out that a having only a plan to build competitiveness of companies and universities for academic-industrial cooperation is not sufficient. Conclusions - In order to increase the competitiveness of academic-industrial cooperation, a detailed growth-sharing model for academic-industrial cooperation should be developed, and there should be more joint development processes for the advancement of such cooperation in which the need for technology development can be verified in advance. In addition, beyond focusing on technology-focused academic-industrial cooperation, a network between companies and universities searching for ideas for academic-industrial cooperation in the fields of human and social aspects should be created. A new academic-industrial model linking current cooperation between companies and universities to the local area should be built based on such academic-industrial cooperation in human and social fields.

Blind Hopping Phase Estimator in Frequency-Hopped FM and BFSK Systems

  • A blind hopping phase estimator is proposed for the demodulation of received signals in frequency-hopping spread spectrum systems. The received signals are assumed to be bandwidth limited with a shaping filter, modulated as frequency modulation (FM) or binary frequency shift keying (BFSK), and hopped by predetermined random frequency sequences. In the demodulation procedure in this paper, the hopping frequency tracking is accomplished by choosing a frequency component with maximum amplitude after taking a discrete Fourier transform, and the hopping phase estimator performs the conjugated product of two consecutive signals and moving-average filtering. The probability density function and Cramer-Rao low bound (CRLB) of the proposed estimator are evaluated. The proposed scheme not only is very simple to implement but also performs close to the CRLB in demodulating hopped FM/BFSK signals.

  • The article deals with problems of innovation development on a network basis, which require effective mechanisms of innovation communications. In research the organizational aspects of ICT infrastructure development for innovation networks sustainable development based on cooperative marketing principles is considered. The proposed research idea is based on the idea that ICT implementation is based not only on the operational approach for innovation management as a factor of efficiency of internal communications, but also on knowledge economy and post-industrial economy trends. Therefore, the purpose of study is to develop an ICT model of innovation infrastructure to improve its effectiveness (strategic character) and efficiency (operative character) through increasing the efficiency of network communication interactions. Creation of information space and communication tools to support innovation network sustainable development and cooperation activities in research is proposed to be solved with the help of specialized ICT platform. It is shown, that ICT platform of innovation cooperation innovation network is important tool for common work of participants. ICT platform is considered as an integrated information system designed to automate business processes related to the sustainable development of innovation network, segment management and integration with HEI information systems and industrial cooperation. The main factors that determine the need to use a special ICT platform for innovation network cooperation were considered. The main issues of concurrent engineering (C-technology) application in high-technology industries and innovation cooperation for integrated product development were studied.
