This article introduces a recent innovation in Korea's human resources development policy in the SW sector. Facing serious problems in cultivating SW engineers such as a mismatch in supply and demand of SW workers, shortage of globally competitive SW professionals, and insufficient education and training of university graduates, the Korean government has decided to adopt a new paradigm in national SW engineering education, based on supply chain management (SCM) in manufacturing. SCM has been a major component of the corporate competitive strategy, enhancing organizational productiveness and responsiveness in a highly competitive environment. It weighs improving competitiveness of the supply chain as a whole via long-term commitment to supply chain relationships and a cooperative, integrated approach to business processes. These characteristics of SCM are believed to provide insight into a more effective IT education and university-industry collaboration. On the basis of the SCM literature, a framework for industry-oriented SW human resources development is designed, and then applied in the case of nurturing computer-software engineers in Korea. This approach is expected to fumish valuable implications not only to Korean policy makers, but also to other countries making similar efforts to enhance the effectiveness and flexibility in human resources development. The construction of SCM-based SW HRD model is first trial to apply SCM into SW HRD field. The model is divided into three kinds of primary activities and two kinds of supportive activities in the field of value chain such as SW HRD Council, SW demand and supply plan establishment and the integration of SW engineering capabilities that contribute the reduction of the skill and job matching through SW HR demand and supply collaboration.

In Ethiopia, climate change and deforestation are major issues hindering sustainable development. Local Ethiopian communities commonly perceive an increase in temperature and a decrease in rainfall. Meteorological data shows that rainfall has declined in southern Ethiopia, and spring droughts have occurred more frequently during the last 10-15 years. The frequently occurring droughts have seriously affected the agriculture-dominated Ethiopian economy. Forests can play an important role in coping with climate change. However, deforestation is alarmingly high in Ethiopia, and this is attributed mainly to agricultural expansion and fuel wood extraction. Deforestation has led to a decrease in various benefits from forest ecosystem services, and increased ecological and environmental problems including loss of biodiversity. To resolve the issues effectively, it is crucial to enhance climate change resilience through reforestation and various international collaborations are urgently needed. To continue collaboration activities for resolving these issues, it is first necessary to address fundamental questions on the nature of collaboration: does collaboration aim for a support-benefit or a mutual benefit situation; dividing the workload or sharing the workload; an advanced technology or an appropriate technology; and short-term and intensive or long-term and extensive?. Potential collaboration activities were identified by sectors: in the governmental sector, advancing governmental structure and policy, enhancing international collaborations and negotiations, and capacity building for forest restoration and management; in the research and education sector, identifying and filling gaps in forestry and climate change education, capacity building for reforestation and climate change resilience research, and developing bioenergy and feed stocks; and in the business and industry sector, supporting conservation based forestry businesses and industries, while promoting collaboration with the research and education sectors. It is envisaged that international collaboration for enhancing climate change resilience through reforestation will provide a strong platform for resolving climate change and deforestation issues, and achieving sustainable development in Ethiopia.

There is a growing interest in Co-operative education as an important way of university-industry collaborations for improving employment competitiveness, recruiting talented human resource, and promoting university-industry collaborations. In this study, we recognize that the paradigm of professional practice have to be changed from internship to Co-operative education. This paper examines the characteristics of Co-operative education in a regional public university through a case study of Central Washington University(CWU), USA. The results of the study and policy implications are as follows. First, the professional practice program of CWU is centered upon Co-operative education and has a high local and regional connectivity in terms of location of institutions that students work for professional practices. Second, the professional practice program of CWU has a high connectivity between majors and jobs, and is characterized by an active participation of students majoring in humanities, social sciences, arts and education. Third, the qualifications of Co-operative education are strict, but programs of Co-operative education are flexibly operated according to the characteristics of departments and colleges. We emphasize that universities in Korea need to focus upon the employment connectivity, the major connectivity, the local and regional connectivity, Therefore, when attempting to introduce Co-operative education. In addition, the management and governance of Co-operative education should be flexible.

Although the evolution and deployment of information technologies will undoubtedly play an important role in the current construction industry, many engineers are still unsure of the economic value of using these technologies. Especially for the planning of a construction project, a collaboration system to utilize the whole resources is a essential tool for the successful outcome. A detailed, authoritative, and readily accessible information model is needed to enable engineers to make cost-effective decisions among established and innovative plan alternatives. Most engineers rely on limited private experiences when they create solutions or design alternatives. Initial planning is crucial for the success of the construction project. Most construction projects are done through collaboration of engineers who have different specialized knowledge. Information technologies can dramatically enhance the performance of the collaboration. For the information delivery, we need a mediator between engineers. Object-based 3-D models are useful for the communication and decision assistance for the intelligent project design. In this paper, basic guidelines for the 3-D design according to different construction processes are suggested. Adequate interoperability of 3-D objects from any CAD system is essential for the collaboration. Basic architectures of geometry models and their information layer were established to enable interoperability for design checks, estimation and simulation. A typical international project for roadway was chosen for the pilot project. 3-D GIS model was created and bridge information models were created considering several requirements for planning and decision making of the project. From the pilot test, the integrated construction project planning using 3-D information models was discussed and several guidelines were suggested.
The smart media (SM) industry has demonstrated that it has the characteristics to increase user innovative activities, enhance open innovativeness, and increase the segmentation of innovation value. This study introduces and evaluates an innovation system that reflects the characteristics of the SM industry. We categorize the SM industry into hardware, network, platform, and content industries and perform an AHP analysis (based on a survey of 96 experts) to evaluate the relative importance of the factors/factor groups affecting the creation of innovation. The results show that 'collaboration activity" is a more important factor than other innovation factor groups (financial support, R&D, policy environment, human resources) in the SM industry. The results also show that the important factors/factor groups differ by industry.

The talk of today's era is innovation and convergence. Convergence can be seen as innovation because convergence is born through innovation and innovation is made through convergence. Crossover and collaboration (collectively referred to as "crossover") which are used as a concept of convergence in popular culture means the combination and integration of different genres or fields, and has recently been used in various fields such as movies and music. The use of crossover helps to break boundaries with other fields and create new works through free and diverse attempts. Thus, in this study, the convergence of popular culture, or crossover, is analyzed in conjunction with the Korean horror genre. Currently, Korean horror movies were popular from the 1990s to the early 2000s, but now only a few are coming out due to a series of poor box office performances. However, according to this study, crossover attempts have already begun in Korean horror films, and traces of crossover have been found in several successful films. In this study, we will further apply a collaboration of characters such as "Avengers" to present a new direction for Korean horror movies.

It becomes to be essential for firms to build up collaboration ecosystem with diverse entities and to be common for firms to absorb knowledge from external environment for their innovation. Companies try to transfer technological or knowledge asset to other firms through open innovation. The purpose of this research is to suggest the role of universities in University-Industry Collaborations besides research collaboration and we focus on the role of university to strengthen the regional business ecosystem network. For this research, we analyze a specific UIC(University Industry Collaboration) program called as "Business Clinic Day" which provides a consulting service for firms, especially, SMEs with a specific problem by a group of consultants including CEOs, professors, and heads of regional public or private service providers. Then we studied how the business network has changed after the program with network analysis. Also, we try to find out the main pattern of network structure extension of business ecosystem with interview. This study illustrates that changing types of network are formed between university and SMEs by clinic day. The result shows that not only new role as a network promoter, but also the partner as a technology-provider in the regional business ecosystem.

Purpose: This paper treats a defense-supply chain quality management model for analyzing the Korea defense industry. Methods: Various literature, the quality collaboration index for supply chain management model proposed by Korean Standards Association and shared growth index presented by Korea Commission for Corporate Partnership are reviewed to develop the defense supply chain quality management index and model based on the method presented by Hafeez et al.(2006). In addition, based on the proposed model, we survey the supply chain quality management efficiency including focused group interviews in the defense industry. Results: We propose a defense-supply chain quality management index and model for analyzing the quality level between the parent companies and its partners. In addition, the results of applying the model are proposed to improve the quality of military items. Conclusion: A model is developed for improving the quality of military items. This proposed model will be adopted to enhance the quality of military items.
Background and objective: There are many theories related to the development of agrotourism, and each stakeholder has its own role and function. If it is based on organizational functions, stakeholders need to be coordinated, and the state plays a major administrative role. But in the successful case of Yeongdong County, Chungcheongbuk province, the Republic of Korea, the government played an important role in the development of tourism, which grants us another perspective on the role of the government in promotion and development agrotourism activities. Methods: This article aims to examine the development of agrotourism through a cooperative approach, by clarifying the role of the local authorities in the Yeongdong region in the management and operation of the local agrotourism activities. The qualitative research method is based on a field survey conducted in Yeongdong County in 2019. Results: The study's findings show that in situations where conflicts of interest among stakeholders are prone to occur, the development of local tourism has a limited impact on the cooperative culture, and local governments play an important role. Accordingly, the local governments must actively formulate strategies to maintain and develop traditional agricultural industries and at the same time develop agrotourism activities. The government's ability to coordinate, cooperate, and participate reasonably is a key factor for the success of the sustainable development of the tourism industry. Conclusion: Based on coordination between stakeholders and a reasonable strategic direction, Yeongdong's agrotourism is being effectively deployed. The development of Yeongdong's agrotourism industry has achieved impressive results through an effective strategy, highlighting the important role of localgovernment in the consensus of local communities and collaboration with stakeholders. The role of outstanding local governments has been clearly demonstrated, especially in promoting, establishing, and contacting different organizations to effectively deploy agrotourism in the region.
Today, many manufacturing companies realize that collaboration is crucial for their survival. Especially, in the perspective of quality, the importance of collaboration is emphasized because economic loss increases exponentially while defective parts go through the process in supply chain. However, the manufacturing companies are facing two main difficulties in implementing collaborative relationships with their suppliers. First, it is difficult for the suppliers to produce reliable products due to their obsolete facilities. The problem gets worse for second- or third-tire vendors. Second, the companies experience the lack of universally understandable set of terminology and effective methodologies for knowledge representation. Ontology is one of the best approaches to expressing and processing a domain knowledge. In this paper, we propose the manufacturing ontology-based quality prediction framework to represent and share the knowledge of industrial environment and to predict product quality in manufacturing processes. In addition, we develop the ontology-based quality prediction system based on the proposed framework. We carried out a series of experiments for an injection molding process at an automotive part supplier. The experimental results demonstrated that the proposed framework and system can be successfully applicable in manufacturing industry.
