이러닝 교수 설계자 인적 자원 유통을 위한 휴먼 클라우드 플랫폼 프레임워크 설계 (A Design of Human Cloud Platform Framework for Human Resources Distribution of e-Learning Instructional Designer)

  • Purpose - In the 21st century, as information technology advances alongside the emergence of the 4th generation, industrial age, industrial environment has become individualized and customized. It is important to hire good quality employees for good service in the industry. The e-learning market is growing every year. Although e-learning companies are finding better quality employees in e-learning, it is not easy to find it. Companies also spend a lot of time and cost to find employee. On the employees side, they want to get a job freely when they want, but they cannot find their job easily. Furthermore, the labor market environment is changing fast. In the 4th generation, industrial age, employers require to find manpower whenever they need and want at little cost. So of their own accord, we have considered the necessity of management of human resources for employees and employers in e-learning. The purpose of this study is to propose a human cloud platform framework for enabling an efficient management of human resources in e-learning industry. Research design, data, and methodology - To pinpoint the items of a human cloud platform framework, the study was initiated according to the following process. First, items of competency relating to e-learning instructional designer was analyzed. Second, based on the items of information from this analysis, selection and validity verification took place with 5 e-learning specialists group. Third, the opinion of experts who were in charge of hiring in e-learning companies were collated with the questionnaire. Lastly, the human cloud platform framework was proposed based on opinion results. Results - The framework was comprised of 7 domains and 27 items in order to develop the human cloud platform for e-learning instructional designer. The analysis results showed that the most highly considered item were 'skill (4.60)' that employee already have the capability. Following this (in order) were 'project type (4.56)', 'work competency (4.56)', and 'strength area of instructional design (4.52)'. Conclusions - The 27 items in the human cloud platform framework were suggested in this study. Following this, we can consider to develop the human cloud platform for finding a job and hiring e-learning instructional designer easily. For successful platform operation, we need to consider reliability between employer and employee. In addition, we need quality assurance system based on operation has public confidence.

방송사업의 소유겸영규제 개선 (Improving the Ownership Regulation in the Broadcasting Industry)

  • 본 논문은 수평적 규제체계를 분석의 준거 틀로 하여 방송채널사용사업자(PP)에 대한 수평적 소유겸영규제, 플랫폼사업자에 대한 수평적 소유겸영규제, PP와 플랫폼사업자 간 수직적 소유겸영규제, 지상파방송사의 PP 겸영규제, 지상파방송사와 플랫폼사업자 간 소유겸영규제 각각에 대하여 규제목적을 명확히 설정하고, 규제목적과 규제기준의 정합성, 규제목적에 따른 규제수준의 적정성을 분석함으로써, 각 규제의 타당성을 검토하고 규제목적에 부합하는 개선방안을 도출하였다. 분석결과, PP에 대한 수평적 소유겸영규제는 주요 방송프로그램의 지정 등 행위규제로 대체하거나 소유겸영규제의 기준을 현행 매출액에서 시청점유율로 변경하고, 플랫폼사업자에 대한 수평적 소유겸영규제는 종합유선방송사업자(SO), 위성방송사업자, IPTV사업자에게 유료방송 가입자 수를 기준으로 하는 동일한 소유겸영규제를 적용하고, 여타의 소유겸영규제는 폐지하는 것이 타당함을 보였다. 이와 같이 PP와 플랫폼사업자에 대해 적정한 소유겸영규제가 설계된 상태에서는 별도로 PP와 플랫폼사업자 간 수직결합을 규제하는 것이 불필요함도 보였다. 한편, 지상파방송사의 PP 겸영규제는 여론의 다양성 보호라는 규제목적에서만 정당화될 수 있으므로, 현행 PP 사업자 수의 기준은 시청점유율 기준으로 변경하는 것이 합리적이다. 마지막으로 플랫폼사업자에게 유료방송 가입자 수를 기준으로 한 소유겸영규제가 설계되는 경우, 지상파방송사와 플랫폼사업자 간 소유겸영규제는 의무제공(must offer)채널지정, 주요 방송프로그램 지정 등 행위규제로 대체되어야 함을 보였다.

  • The information display industry this century has to improve our life without increasing energy consumption. Suftla technology together with high-performance silicon thin film transistors (TFTs) and ink-jet technology for forming metal-wiring and organic TFTs will play leading roles for achieving this requirement. In this paper these technologies are reviewed and the concept of the information displays in near future is discussed.

실리콘밸리 플랫폼 기업생태계의 성공요인에 관한 탐색적 연구: IPA 분석과 질적 분석을 중심으로 (An Exploratory Study on the Success Factors of Silicon Valley Platform Business Ecosystem: Focusing on IPA Analysis and Qualitative Analysis)

  • 최근 글로벌 시장에서 플랫폼 산업이 급격히 성장함과 동시에 경쟁이 심화되고 있으며, 향후 다양한 산업분야와 접목하여 플랫폼 산업의 영역과 범위는 더욱 확대될 전망이다. 따라서 플랫폼 시장에서 국내 플랫폼 기업들이 글로벌 경쟁력을 갖추기 위해서는 플랫폼 비즈니스 생태계 및 성공요인에 대한 연구가 필요하다. 그러나 최근 플랫폼 관련 연구는 플랫폼 비즈니스 현황분석, 플랫폼 경제, 플랫폼의 간접 네트워크 외부성 등의 특성에 관한 이론적 연구가 대부분을 차지했다. 따라서 본 연구는 기존 선행연구들에서 제안되고 있는 실리콘밸리 기업생태계의 성공요인들을 통합적으로 분석하고, 동시에 실제 실리콘밸리 플랫폼 기업생태계의 이해관계자들을 대상으로 추출된 성공요인들을 분석하였다. 그리고 이러한 요인들을 기반으로 플랫폼 기업생태계 이해관계자들에게 성공방안을 제안하기 위한 방안으로 IPA분석과 심층인터뷰(in-depth interview)를 진행하였다. 분석 결과, 선행연구들을 통해 수집한 성공요인들 중 비교적 현재 실리콘밸리에서 중요도와 만족도가 모두 잘 유지되고 있는 요인은 인력, 자본, 도전문화가 확인되었다. 결국 현재의 실리콘밸리가 우수한 인적자원과 풍부한 자본을 바탕으로 이를 활용해 마음껏 도전해볼 수 있는 환경과 문화가 조성된 것이 실리콘밸리의 플랫폼 비즈니스의 성공에 가장 크게 기여하고 있다는 것을 알 수 있다. 한편, 실리콘밸리의 플랫폼 기업생태계에 있어서 중요도는 높지만, 현재 이해관계자들의 만족도가 상대적으로 낮게 나타나는 요인으로는 '활발한 기업 간의 학습과 벤치마킹', '구성원 간의 강한 유대감과 협력관계'임을 확인되었고, 향후 해당 요인들을 강화하기 위한 관심과 노력이 필요한 것으로 분석되었다. 마지막으로 최소한의 관리만이 필요한 요인들은 시장의 자율경쟁에 필요한 제도 및 정책들과 '기업지원 서비스 산업', '네임밸류', '분사창업' 등이었으며, 이러한 요인들은 문헌조사에서는 중요하게 지적되었지만, 시대와 환경의 변화로 인해 그 중요도와 만족도에 있어서 우선순위가 낮아졌다는 연구결과가 도출되었다. 본 연구는 기존 선행연구들에서 제안되고 있는 실리콘밸리 기업생태계의 성공요인들을 통합적으로 분석하고, 동시에 실제 실리콘밸리 플랫폼 기업생태계의 이해관계자들을 대상으로 추출된 성공요인들을 분석하였다는데 이론적 의의를 찾을 수 있다. 또한, 추출된 다양한 요인들을 기반으로 IPA 분석을 통해 중요도 및 만족도를 동시에 살펴보았다는 점에서 또 다른 학문적 의의가 있다 하겠다. 실무적인 시사점으로는 정부 및 기업에게 국내 플랫폼 기업의 성장을 위한 이론적 근거와 플랫폼 기업 생태계의 성공요인에 대한 구체적인 정보를 제공함으로써 국내 플랫폼 생태계 형성에 기여하였다는 점에서 의의를 가진다.

  • Workers' demands for new applications, especially mobile applications, are increasing. Many industry analysts, researchers and corporate executives say the demand for mobile applications is becoming increasingly difficult to follow in the IT department. Gartner predicts that by 2021, the demand for mobile application development within the enterprise will increase about five times faster than IT can deliver applications. The purpose of this paper is to provide an environment where non-developers who are in charge of business development can develop apps and webs for their work. The basic concept of a new innovative App development tool, Smart Maker Authoring Tool is to develop Apps on the level using easy-to-learn Word or Excel in a computer. The main feature is that the app is developed by a non-developer worker. The coding technology is perfectly optimized to the structure and operation mechanism of the IT Infra such as hardware devices and operating system, which are the targets for implementing a desired function. Rather, it shows excellent software productivity. The most important feature of future business development is that it is developed by a non-developer worker. In this paper, we propose a no-code and low-code platform for non - developers to develop their business. In the future, we will link the IoT based Arduino system and artificial intelligent interpretation system.

The Effect of Consumer Motivations on Purchase Intention of Online Fashion - Sharing Platform

  • This study aims to examine the influence of attitudes on customers' intention to participate in online fashion sharing. A framework was proposed to investigate the relationships between consumer motivation, consumer attitude, and purchase intention in the manner of adopting a fashion-sharing platform. Consumer motivations are divided into three categories: utilitarian, hedonic, and ecological. The moderating effects of product replacement cycle (PRC) on consumer attitude and purchase intention are also investigated. Data collection was developed using a web-based survey where 180 consumer respondents from South Korea participated. The results of our analysis indicate that consumers' hedonic and ecological motivations are positively related to favorable consumer attitudes, even when consumers' utilitarian motivation is denied. Consumer attitude is also positively related to purchase intention in the fashion-sharing platform. A moderating effect of PRC is recorded between consumer attitude and purchase intention based on high and low PRC, as well as the effect of ecological motivation and consumer attitude on high PRC. This study enhances knowledge of consumer motivational factors in a fashion-sharing platform and provides insights for service providers to help them improve their target marketing.

  • Currently, various technological models and services are emerging because of the development of information and communication technology and the convergence of industries. The ICT car field is expanding because of technological convergence in the automobile industry. However, ICT convergence services are still being developed based solely on technology; characterization of users and their needs is lacking. Therefore, two types of ICT car services that apply human-centered design processes are developed in this study. These processes create services and models while considering the quality and functions of products based on users (instead of technology) when developing products or services. Usability evaluation was performed on the developed services; a human-centered design process was applied to the results to confirm that the derived services resulted in high satisfaction. In the future, these research results will provide useful applications when developing ICT car services and strategies.

An MPEG-4 Compliant Interactive Multimedia Streaming Platform Using Overlay Networks

  • This paper presents a multimedia streaming platform for efficiently transmitting MPEG-4 content over IP networks. The platform includes an MPEG-4 compliant streaming server and client, supporting object-based representation of multimedia scenes, interactivity, and advanced encoding profiles defined by the ISO standard. For scalability purposes, we employ an application-layer multicast scheme for media transmission using overlay networks. The overlay network, governed by the central entity of the network distribution manager, is dynamically deployed according to a set of pre-defined criteria. The overlay network supports both broadcast delivery and video-on-demand content. The multimedia streaming platform is standards-compliant and utilizes widespread multimedia protocols such as MPEG-4, real-time transport protocol, real-time transport control protocol, and real-time streaming protocol. The design of the overlay network was architected with the goal of transparency to both the streaming server and the client. As a result, many commercial implementations that use industry-standard protocols can be plugged into the architecture relatively painlessly and can enjoy the benefits of the platform.

  • The importance of a systematic approach to collect, process, analyze, and share safety data in aviation safety management is continuously increasing. Accordingly, the domestic aviation industry has been making efforts to build a Big-data platform that can utilize multi-field safety data generated and managed by various stakeholders and to develop safety management technology based on them. Big data platforms not only must meet appropriate technical requirements, but also need to establish a management system for effective operation. The purpose of this study is to suggest the requirements of the aviation safety big data platform operation procedure and plan by reviewing the advanced overseas cases (FAA ASIAS). This study can provide overall framework and managerial direction for the operation of the aviation safety big data platform.

통합기술수용이론 요인 기반 국내 화물운송 플랫폼 수용의도에 관한 연구 (A study on Factors Affecting to Domestic Cargo Transportation Platform Adoption Using the UTAUT Model)

  • This study is to examine the perception and difference of existing market participants on the intention of accepting domestic cargo transportation platform and analyze the effect of the intention on acceptance using UTAUT. Through the analysis, we can quantitatively examine the expectation of the cargo transportation platform expected by the participants in the transportation market and suggest implications. As the results of the analysis of variance conducted to understand the difference according to the variables of each industry, it was found that there was no difference in attitude according to the cargo transportation platform for workers of various companies such as transportation, distribution, and manufacturing. The results of the test showed that performance expectation, effort expectation, significance influence, and social impact had a positive (+) effect on acceptance intention. However, the hypothesis that perceived risk would have negative (-) effects on acceptance intention was not significant and was rejected.
