2007년 세계 태양광발전산업 현황 (Status of Photovoltaics in the world)

  • Amid the booming research on new and renewable energy, the photovoltaic(PV) industry has been growing around the PV advanced countries such as Japan, Germany, Europe and USA. In recent years, China became a strong performer in the world PV market share, increasing solar cell production rapidly. Both world solar cell and module production and installation rose steadily in 2007 like recent bumper years. In 2007, the PV industry produced 4.28GW and the installations reached a record high of 2.83GW, representing growth of 60percent over the previous year.

In recent years, China became a strong performer in the world PV market share, increasing solar cell production rapidly. Research Infrastructure Foundation for Core-technology Incubation of Radiation Detection System

  • The development of radiation detection systems mainly consist of two parts-radiation detector fabrication including material development, and its appropriate electronics development. For the core-technology incubation of a radiation detection system, radiation fabrication and an evaluation facility are scheduled to be founded at the RFT (Radiation Fusion Technology) Center at KAERI (Korea Atomic Energy Research Institute) by 2015. This facility is utilized for the development and incubation of bottleneck-technologies to accelerate the industrialization of a radiation detection system in the industrial, medical, and radiation security fields. This facility is also utilized for researchers to develop next-generation radiation detection instruments. In this paper, the establishment of core-technology development is introduced and its technological mission is addressed.

수요유도형 모형 기반 산업연관분석을 적용한 정유 부문의 경제적 파급효과 분석 (Using the Demand-driven Model-based Inter-industry Analysis to Examine the Economic Effects of Petroleum Refinery Sector)

  • 본 논문에서는 연도별로 정유 부문의 경제적 파급효과를 비교분석하고자 한다. 한국은행에서 발표한 1990년부터 2012년도까지의 산업연관표를 이용하였다. 산업연관분석 분석모형 중 수요유도형 모형을 적용하되, 정유 부문을 외생화하여 분석함으로써 자기부문에 대한 효과와 타 부문에 대한 효과를 구분하였다. 정유 부문의 생산유발효과, 부가가치 유발효과, 취업유발효과를 정량화하고 연도별 추이를 살펴본 결과, 생산유발효과의 경우 1993년도부터 2008년까지 감소추세를 보이다가, 2009년도부터 2012년까지 일정한 수준(1.1912, 2012년 기준)을 유지하는 것으로 분석되었다. 그리고 부가가치 유발효과의 경우 1990년에서 1998년까지는 상승추세를 보이다가, 1998년 이후로 는 꾸준히 하락하는 것으로 나타났다(0.1174, 2012년 기준). 취업유발효과는 1990년부터 2008년까지 꾸준히 감소추세를 보이다가, 2010년부터 1.300(명/10억원) 이하의 수준에서 유지하고 있다. 이러한 분석결과는 과거와 비교하여 현시점의 국내 석유 산업을 객관적으로 평가할 수 있다는 점에서 의미가 있으며, 이러한 정량적 정보는 향후 석유산업에 대한 각종 경제적 파급효과를 예측하는데 유용하게 활용될 수 있다.

  • In Korea, over 97% of local energy demand is imported from other countries. And we have to lift the energy independence level up to 5% with replacement energy (renewable energy) such as solar, small hydropower, etc. by 2011 according to the energy agreement made in Kyoto Protocol. So, we proposed some opinions such as the better improvement of small hydropower industry the people' view, cooperation among industry/university/research institutes, remote control/maintenance and goverment's legislature and supporting system etc.

재생에너지 탄소인증제도의 개발 방향성에 관한 연구 : 국제무역규범 및 환경라벨링 관련 무역 분쟁사례분석을 중심으로 (A Study on the Development Direction of the Renewable Energy Carbon Certification System: Focused on Analysis of International Trade Policy and the Dispute Cases Related to Environmental Labeling)

  • With the adoption of the Paris Agreement, a new climate regime is intensifying the global interest in reducing greenhouse gas emissions. In the meantime, Korea is preparing to introduce a new renewable energy carbon certification system in order to activate the use of renewable energy and to reduce carbon emissions in the entire life cycle of manufacturing and disposal of renewable energy facilities. Therefore, this study aims to identify the implications for the introduction of the carbon certification system and to establish a theoretical basis for the system design by examining the status of overseas carbon certification, international trade norms and trade disputes. As a result, carbon emissions certification is being implemented in developed countries such as EU, UK, France, USA and Japan, but only France, Germany and EU have adopted carbon certification for renewable energy sector. The analysis of the WTO TBT Agreement and GATT also confirmed the possibility of a violation of the international trade rules of the carbon certification system and derived nine international technical standards related to carbon certification. Finally, by examining the case of trade disputes related to environmental labeling, the minimum requirements to be considered at the institutional design stage were drawn to eliminate the possibility of trade disputes.

한국의 해상풍력산업 발전전략 고찰 (Contemplation of Korean Offshore Wind Industry Development)

  • Offshore wind power generation has significant advantages, including enhanced energy security and job creation. However, despite these benefits, South Korea has not fully utilized its potential in this sector. In contrast, offshore wind power industry development in Europe has been driven by government leadership. Drawing from this experience, South Korea also needs to relax regulations, strengthen necessary infrastructure, and enhance financial support systems to activate the offshore wind power industry. For this, sustained government leadership is absolutely essential. Without addressing the capacity issues in the power grid, we cannot expect offshore wind power generation to succeed. To address grid issues, we propose the enactment of a special law called the "Special Act on Grid Expansion." Considering KEPCO's financial situation, private investment should be encouraged for grid construction. The role of developers is crucial for the successful development and operation of offshore wind power. They manage risks throughout various stages, from site acquisition to construction and operation, which have a significant impact on the success or failure of projects. Since domestic developers currently lack experience in offshore wind power, a cooperative strategy that leverages the experience and technology of advanced countries is necessary. Energy issues should be recognized as important tasks beyond mere political ideologies, as they are crucial for the survival of the nation and its development. It is essential to form a public consensus and implement ways for residents to coexist with offshore wind power, along with the conservation of marine ecosystems and effective communication with stakeholders. Expansion of the offshore wind power industry requires support in various areas, including financial and tax incentives, technology research investment, and workforce development. In particular, achieving carbon neutrality by 2050 necessitates the activation of offshore wind power alongside efforts by major corporations to transition to renewable energy. South Korea, surrounded by the sea, holds significant offshore wind power potential, and it is our responsibility to harness it as a sustainable energy source for future generations. To activate the offshore wind power market, we need to provide financial and tax support, develop infrastructure and research, and foster a skilled workforce. As major corporations transition to renewable energy to achieve carbon neutrality by 2050, offshore wind power must play a significant role. It is our responsibility to fully utilize South Korea's potential and make offshore wind power a new driver of growth.
