2011년부터 시행된 교육과학기술부의 LINC 사업을 통해 산학협력중점교수 제도가 처음 도입된 이후, 산학협력중점교수의 수는 가파르게 증가하였고, 산학협력 활동의 매개 주체로서 산학협력중점교수가 중요한 역할을 수행하고 있는 것으로 평가되고 있다. 그러나 산학협력중점교수 제도 운영에 필요한 인건비의 70%를 LINC 사업비에 의존하고 있는 프로젝트 사업의 특성상 LINC 사업에서 중도 탈락하거나 LINC 사업이 종료된 후에도 산학협력중점교수 제도가 존속할 수 있을지 의문이 제기되고 있는 상황이다. 이에 본 연구에서는 문헌고찰을 비롯해 산학협력중점교수 제도를 운영하고 있는 대학들을 대상으로 한 설문조사 및 전문가 심층면담조사 결과를 토대로 산학협력중점교수의 실태 및 문제점을 파악하였다. 그리고 이를 바탕으로 제도 개선방안을 법 제도적, 재정적, 구조적인 측면에서 제시하였다.

아케이드 게임 산업은 세계 게임 시장에서는 콘솔게임에 이어 두 번째로 큰 시장으로 다양한 게임 발전의 원동력이 되지만, 한국에서는 여러 요인으로 쇠퇴하여 게임 산업이 온라인 게임에 편중되는 결과를 낳고 발전 동력을 잃었다. 아케이드 게임은 공간성, 기기 확장성, 게임 대가성, 유희성을 가진 산업으로 기기 개발과 활용의 자유가 중요하지만, 한국에선 사전심의와 업종 규제로 이를 제약하였다. 사행성 기기를 아케이드 게임으로 분류하고 규제를 완화하여 문제가 발생하였다. 본 연구에서는 한국 아케이드 게임 산업의 정책 변화에 따른 영향을 규제 정책을 중심으로 외국의 사례와 비교하여 문제점을 찾고 대안을 제시하였다.

본 연구는 병원경영지원회사와 영리의료법인의 도입 정책을 살펴봄으로써 디지털시대의 활성화 정책 방안을 분석, 검토하는데 목적이 있다. 의료산업의 빠른 변화는 날로 치열해져 가고 있다. 그런 흐름 속에서 우리나라 또한 의료산업의 양적 질적 성장을 위해 노력해왔으나, 병원경영지원회사의 활성화(MSO) 및 영리의료법인의 도입 같은 의료산업의 본격적 활성화를 위한 정책적 노력에서는 뒤쳐져 있는 상황이다. 의료산업의 시장경제 논리도입에 대한 부정적 시각도 많은 것이 사실이지만, 그러한 부정적 시각까지 아우를 수 있는 의료산업 활성화 정책 방안 마련이 필요하다.

In our model, we keep inventory to satisfy uncertain demands which arrives irregularly. In this situation, we have additional two constraints. First, we need to have certain amount of order consolidation (consolidation constraint) for the orders to replenish the inventory because of production or purchase constraint. And also, if we order at a certain date which was set by administrative convenience, we have amount constraint to order the consolidated order demands (capacity constraint). We showed this variant inventory policy is needed in steel industry and note that there will be possible similar case in industry. To deal with this case, we invented a variant replenishment policy and show this policy is superior to other possible polices in the consolidation constraint case by extensive simulation. And we derive a combined solution method for dealing with the capacity constraints in addition to the consolidation constraints. For this, we suggest a combined solution method of integer programming and simulation.

This article explores the historical evolutionary process of the biopharmaceutical industry of Korea, and how intentional and unintentional policy interventions have triggered the creation of the industry's system dynamics and paved the way for the generation of a few global leading products, including biosimilar, as well as next-generation therapeutics of gene and cell. The policies cover the simple technology transfer of API synthesis to overcome the endemic parasitic disease, new substance patent adoption and new drug development consortia, human resource development, various national initiatives influenced by the Human Genome Project, and venture promotion schemes. The scope and implementation tools under these policies have been aligned and refined to transform traditional fine chemical-based pharmaceuticals, to stimulate large companies' participation and to create technology-based venture companies in the biopharma business of Korea.

본 연구는 신산업으로서 광산업(photonics industry)과 광주 광산업 집적지의 성장에 관심을 두고 국내 광산업 성장의 지역적 특성을 탐구하였다. 연구를 위해 광산업 성장의 행위주체 기반이 되는 광산업체와의 심층면담을 토대로 광산 업체의 입지와 사업네트워크를 살펴보았다. 이를 통해 신산업인 광산업의 성장과 함께 광산업을 전략산업으로 육성하고자 하는 지역산업육성정책의 의미를 되짚어보고자 했다. 연구 결과, 시장과 정책의 이점으로 대비되는 수도권과 광주에서 광산업의 차별적 성장을 관찰할 수 있었다. 광산업을 육성하려는 광주의 지역산업육성정책은 다양한 지역주체들의 공감대 형성, 산업발전의 원천이 될 모멘텀과 다양성 부여의 측면에서 의미를 갖는다고 보겠다.

The information security industry market is sluggish despite high expectation for its growth, and thus policies are required to define the causes and to address these issues. The policy formulation requires various historical market and human resource data for analyzing the industry, which cannot be guaranteed secured. This study executed face-to-face in-depth interviews with the frontline businesses in order to gather live opinions and to analyze industry's value chain, problems, and difficulties with a view to defining policy tasks for the development of the industry. The findings of the study revealed the current technical level of the information security industry, the frontline difficulty, and industrial ecosystem status. Based on these findings, the industry revitalization policy was devised and proposed. Objectives of the policy included the fostering of capacity to conceptualize, plan, and design industrial strategies based on the analysis of the industry's value chain and ecosystem, the expansion of the industry's value-added through the enhanced securing and management of the Intellectual Property Rights (IPR), and the nurturing of the security Human Resources (HR) in line with the industrial demand.

본 연구는 각 지방자치단체별 영상산업 진흥정책을 비교 분석하고 글로벌 시장에서 경쟁할 수 있는 콘텐츠 개발을 목표로 한 '정책디자인'의 필요성을 제안하며, 나아가 지역 영상산업의 경쟁력을 높일 수 있는 지자체의 역할과 지원방안 수립의 정책적 시사점 도출을 목적으로 한다. 연구의 범위는 국내 수도권과 5개 광역시를 조사대상으로 하여 2012년에 추진한 영상산업 지원정책을 비교 분석하고, 해외사례로서 영국, 미국, 프랑스 3개국의 정책사례를 벤치마킹하였다. 결론적으로 영상산업을 지역의 전략산업으로 인식하고, 영상산업 정책의 방향과 관련 조직 및 지원규모 등이 빠르게 변화하는 IT 융합기술 등 새로운 디지털 환경에 대응하여 지역별 특성을 살리고 지속가능한 성장을 유도할 수 있도록 정책디자인이 이루어져야 한다.

최근 제조업을 시작으로 농업, 금융업 등의 전 산업 영역에서 ICBM(IoT, Cloud, Bigdata, Mobile)을 중심으로 한 신산업과의 융합이 급속도로 진행되고 있다. 향후 융합산업의 가장 큰 문제 중 하나인 사이버 위협에 대비하기 위해 정보보호를 고려한 융합산업의 발전이 매우 중요한 상황이다. 이에 본 연구에서는 현재 발표된 산업발전정책과 이와 관련된 정보보호정책들의 세부 내용을 교차영향분석으로 분석하고 전문가 설문을 통해 정책의 우선순위를 제시하였다. 이를 통해 정보보호정책 내의 우선순위 및 상호 연관성을 밝히고, 효과적인 정책 시행방향에 대해서 제시하고자 하였다. 결과적으로 본 연구에서 도출한 6개의 정보보호정책과제들은 모두 핵심 동인에 속하며, 정책의 중요도를 고려한다면 보안 산업의 체질개선 및 지원 강화, 정보보호 인재양성, 정보보호산업 투자확대 등의 정책이 상대적으로 우선 시행될 필요가 있는 것으로 나타났다.
