  • This paper presents a R&D investment model for Information and telecommunications (I&T) technology, which can be used by group decision makers, using multiple objective linear programming (MOLP). The MOLP model involves the simultaneous maximization of three linear objective functions associated with three criteria, which are social, technological, and economic criterion. This model is different from the traditional one which only involves the maximization of economic criterion. The presented problem in this model can be formulated as a problem of optimizing a linear function over an efficient set of MOLP. Its application to the National R&D Project in I&T Industry is also presented. In this application, the Analytic Hierarchy Process (AHP) is proposed to estimate the weights, which are used as the coefficients in each objective function of the MOLP model and in a linear decision function. By solving this problem, it yields a suitable R&D investment ratio to each technology field. It is showed that the MOLP model can be useful decision aid in formulating R&D investment plan in I&T industry which needs to be decided by group decision makers, not by an individual. It is expected that the MOLP model works as the basis for planning R&D investment strategy in I&T industry.

  • This paper examines spillover effects of R&D investment in the ICT industry to other industries by analyzing panel data composed of 6 manufacturing industries for the period of 1983~2011. Major findings are as follows; (1) The increase of R&D investment in ICT industry has a significantly positive relationship with the increase in the value-added of the remaining 5 industries with 3~10 year lags, depending on the source of R&D funds and R&D stage. (2) More specifically, public R&D shows the spillover effects during 3~7-year lag periods, whereas private R&D started to exert spillover effects from 9-year lag. The result implies that the public R&D appropriately targets projects with more spillover effects. (3) Basic research, applied research, and development showed the spillover effects for the period of 9~10, 7~10, and 10-year lag, respectively. (4) The R&D investment in 5 other industries such as machinery, chemicals, and materials does not have positive spillover effects to the remaining industries. Few studies have been done to analyze the R&D spillover effects to other industries, with certain limitations. This study contributes to the existing literature by analyzing the spillover effects of the different R&D funds and R&D stages, and by considering various time-lag effects.

  • Artificial intelligence (AI) has rapidly diffused across industries and societies as nations' essential strategic technology. In innovative technology, such as AI, a startup leads to technological innovation and significantly impacts the expansion of relevant industries. Thus, this study examined the trend of AI startup venture capital (VC) investments globally, focusing on ① noteworthy VC investment statuses (the number and size of the investment, company establishment, and corporate collection), ② the characteristics of each key nation's investments, and ③ the characteristics of each submarket's investments. Among the 11 countries, the results showed that Korea ranked near the bottom for absolute quantitative measures, including the number and size of investments, company establishment, and corporate collection. However, Korea has built a foundation of catching up with what AI-leading countries have established, considering Korea's high growth rate in the number and size of investments and a recent mega-round. This study has practical implications in that it determined the AI startup VC investment status of Korea's rival countries, not only G2 (US and China). The results can be used in policy-making. Furthermore, identifying the AI industry's submarkets and analyzing each market's VC investment status could be used to establish strategies for the AI industry and R&D.

  • The purpose of this study is to analyze the spillover effect of R & D investment focusing on agriculture sector. Therefore, the Korean industry is divided into 18 industries and the data period including 1970 ~ 2014 is analyzed. In addition, the method is based on the analysis of the production function, the growth contribution of the production factor, and the spillover effect of other industries that affect the agricultural output. The results of this study are summarized as follows. First, R & D investment has a positive effect on the production of Korean agriculture. Second, the impact of high tech industry R & D investment on Korean agriculture is positive. Third, the R & D investment in the public sector is relatively higher than the R & D investment in the private sector. In the R & D stage, the R & D investment of the first level technology has a great influence on the production of agriculture. As a result of this study, governments should consider the above mentioned research results to determine resource priorities based on limited resources in relation to R & D investments that contribute to production and economic growth.

  • Domestic telecommunication companies have increased in marketing expenditures and capital investments in their plants and equipments. Their expectation for their investment sometimes results in the shrinking of their ARPUs(average revenues per user) as well as decreasing of net profits. Those financial efforts have not always been positive relation with their ARPUs. Since western and european telecommunication industry recently have similar situation with our market where their mobile and network users have been saturated so that no more increased users are estimated. Therefore, this paper aims for first to explore methods maximizing the investments efficiency for the telecommunication company so that we choose bechmarked telecommmunication companies to explore their investment managing situation with resepct to their marketing and capital expenditure. Secondly this paper tried to suggest several public policy guidelines for domestic telecommunication industry. Total seventeen foreign telecommunication companies were selected and data set through official IR as well as AR were chosen. Curvilinear logarithmic regression analysis were tested to obtain elasticities as well as marginal effects. As a result, overspending on the marketing investment showed more negative indicators to their revenues, on the other hand, more investment in the Capex such as network infrastructures and other service facilities were more likely related to positive revenues.

  • This study has conducted the economic effects of R&D investment in the IT industry using multi-regression analysis with three independent variables; capital stock, labor input and R&D stock. In this study, the IT industry has been categorized into three sub-industries; broadcasting communication appliances, information appliances and electronic components industry. Our analysis has found that auto-correlation shows considerable levels whereas figures of t-value and R-square show significant levels among all the IT sub-industries. Meanwhile, the values of R&D stock in the information appliances industry and that of labor input coefficients in the electronic components industry were minus, thus multi-collinearity was suspected. We have solved the problems regarding auto-correlation and multi-collinearity through Cochrane-Orcutt estimation and principal components analysis. This paper has derived the implications that R&D investment in the broadcasting communication industry is much more influential than any other IT sub-industry.

  • The study empirically analyzed the differences in industry distribution and innovation activity performance in the metropolitan and non-metropolitan areas of Korea's bio companies, which are highlighted as future growth engines. The main innovation activities of the bio industry, which are focused on science and technology and expressed with high uncertainty, were analyzed, centering on human resources, technology cooperation, and investment promotion. As a result of the analysis, the biomedical industry in the metropolitan area was found to have a high proportion, and bio foods, bio-based chemicals, and energy industries in the non-metropolitan area, respectively. Moreover, the innovation activity performances differed between the two regions. In particular, the notable characteristics included human resources, investment promotion, and technical cooperation with medical institutions in the metropolitan area with a high proportion of biomedical industries, and technology personnel exchange and cooperation with private research institutions in the non-metropolitan area, which has a high proportion of bio foods, bio-based chemicals, and energy industries. This study is significant in that it is the first study to compare and analyze the performance of innovative activities based on the distribution of industries in the bio-industry, focusing on human resources, technology cooperation, and investment promotion. In addition, after investigating the distribution status and competitiveness of the domestic bio-industry by region, it will analyze the status and characteristics of the domestic bio-industry and present policy implications to implement relevant promotion policy more efficiently.
