A SD approach to the Efficiency Improvement of Electric Power Industry in Korea: Focused on the Nuclear Industry (시스템 다이내믹스(SD)에 의한 국내 전력산업의 효율성 제고에 관한 연구: 원자력산업을 중심으로)

  • In this study, we tried to build a model which can deal with the efficient and effective operation of electric power industry, especially focused on the nuclear industry. Here, SD (System Dynamics) approach is used to visualize the underlying phenomenon of the nuclear power industry. SD is a methodology for studying and managing complex feedback systems, such as one finds in business and other social systems. The spend of SD applications has grown extensively and now encompasses work in corporate planning and policy design, public management and policy, biological and medical modeling, energy and the environment. Recently, according to the report from KEPCO (Korea Electric Power Corporation), they are considering delaying a new power plant construction. It may be based upon business fluctuation downsized from Korean economic crisis in 1997 and freezing of construction funds due to unstable foreign exchange rate. At this point, we need disparately a kind of strategic model that would contribute to cope with the current business situation, energy generation, production, and resulting pollution. Specifically, this model, using SD approach, starts with the detailed drawing of influence diagram, which describes those relevant key points on nuclear power generation systems in electric power industry of Korea. These include such factors as the operation of nuclear industry and parameters related to the decision making for business policy. Based upon the above-mentioned influence diagram drawn, we developed SD simulation model to evaluate and analyze strategic management of KEPCO. Based on our analysis, we could demonstrate how simulation model can be applied to the real electric power generation in Korea.

A Study on the Factors Influencing Project Performance of Government R&D Program: Focusing on IT and CT Industry (정부연구개발사업의 성과창출요인에 관한 연구: IT와 CT산업을 중심으로)

  • Recently, project performance and management of government R&D program investing huge amount of budget is being focused. In this study, I built a model for estimating the performance creating paths of the government R&D program, then I analyzed the attributes of performances created by industries. I used simultaneous equations with FIML and examined the IT industry and CT industry of industrial technology innovation program using survey on R&D performance conducted by KEIT. On the analysis result, all the companies create the innovation performance through the government grants. However, the one who commercialize patents is SMEs in IT industry, and conglomerates in CT industry. SMEs in IT industry, which has characteristic of complex product, need extra self innovation activities even the government supports them. For improving the commercialization performance and technology development of SMEs in CT industry, it is effective when conducting cooperative research. These findings give us the implication that it is needed to consider different factors by industrial and enterprise characteristic when planning the public policy and government tasks.

Residents' Using Behaviors of Living Facilities According to the Developmental Concepts of Complexes - The Case of the 3 Complexes in Cheongju Area - (택지개발지구 특성에 따른 거주자의 생활권 내 근린시설 이용행태 - 청주권 3개 택지개발지구를 중심으로 -)

  • This study has the purpose to reveal the differences of residents' using behaviors of living facilities at 3 complexes. The physical characteristics of the complexes have been investigated by a literature study and field survey. In addition, questionnaires were answered by residents on living facilities using behavior on community environment. The tools of analysis are frequency, percentage, and cross tabulation using SPSS WIN 12.0 program. Followings are the results of the study. 1) The developmental concept of 3 complexes maintained its initial identity. (1) The residence-oriented complex, having wider residential space, had better downtown access and more convenient facilities for daily life. (2) The residence-government mixed complex, constructed with an eco-friendly concept, had wider green and public service space and good downtown access but on the other hand, had less convenience facilities because of a short period from construction. (3) The residence-industry mixed complex, located in sub-urbanity and conceding more land for industries, had poor access to downtown but had more convenient facilities for workers' use. 2) The most frequently visited convenience facilities were shopping facilities, large or small, and banks, and activities were commonly done in the complex or adjacent area. This means it is recommended that the developer of the new complex locate convenience facilities in multi-core concentration types or street types rather than one-core concentration types.

Health Effects from Odor Pollution in Sihwa Industrial Complex (경기도 시화공단 지역주민의 악취오염과 관련된 건강영향 평가)

  • Objectives: In recent days, the problem of odor pollution in community near Sihwa Industrial complex, Kynuggi Province is becoming of significant public concern. We have investigated the health effects of the Sihwa residents from odor pollution comparing with other less polluted areas. Methods: The Ansan and Kuri Cities were selected as control areas. The parents of the elementary and middle school students in these three areas were surveyed with structured questionnaire twice, Nov 1997 and Jure 1998 each. As a exposure index, the ambient air concentrations of five major air pollutants(particulates, $O_3,\;SO_2,\;NO_2$, CO) and subjective odor perception were used. We have focused health outcomes such as the prevalence of nonspecific irritant symptoms, respiratory disease among family members and the score of qualify of life(QOL). Results: Although the mean concentrations of major air pollutants except particulates were similar or lower in Sihwa than other areas, the odor perception rate and the monthly odor perception days were significantly higher. It suggested that odor producing chemical compounds are the major source of environmental pollution problem. There were higher prevalence rates of nonspecific irritant symptoms and respiratory disease among family members in Sihwa than other control areas. The QOL score was also lower in Sihwa. The odor perception proved to be a most important factor in reporting adverse health effects and lowering the QOL score. Conclusion: The residents living near Sihwa industrial complex were suffering from more adverse health symptoms and poorer QOL status than control areas. And it may be due to environmental odor pollution from industrial complex. Therefore, further research will be needed for monitoring of the responsible chemicals emitted from industries.

  • Companies are facing challenges to have high competitiveness because of continuous oil price rising and CO2 emissions regulations. Thus, companies are trying hard to construct effective logistics and operation system to achieve high customer service quality and saving cost. Also the ec-friendly idustrial complex is needed. Busan is in process to construct GILC(Global Industry Logistics City) in west Busan province to achieve high competitiveness and support lack of industrial complex. To construct this kind of logistics industrial complex, it needs logistics system through proper policy and freight transportation co-operation. Especially, efficient management through logistics hierarchy construction in industrial complex is very important for low cost and eco-friendly point of view. Therefore, this paper aims to analyze logistics system and suggest operation model to present logistics complex construction base data.

Characterization of an Oxidized Porous Silicon Layer by Complex Process Using RTO and the Fabrication of CPW-Type Stubs on an OPSL for RF Application

  • This paper proposes a 10-${\mu}m$ thick oxide layer structure that can be used as a substrate for RF circuits. The structure has been fabricated using an anodic reaction and complex oxidation, which is a combined process of low-temperature thermal oxidation (500 $^{\circ}C$ for 1 hr at $H_2O/O_2$) and a rapid thermal oxidation (RTO) process (1050 ${\circ}C$, for 1 min). The electrical characteristics of the oxidized porous silicon layer (OPSL) were almost the same as those of standard thermal silicon dioxide. The leakage current density through the OPSL of 10 ${\mu}m$ was about 10 to 50 $nA/cm^2$ in the range of 0 to 50 V. The average value of the breakdown field was about 3.9 MV/cm. From the X-ray photo-electron spectroscopy (XPS) analysis, surface and internal oxide films of OPSL prepared by a complex process were confirmed to be completely oxidized. The role of the RTO process was also important for the densification of the porous silicon layer (PSL) oxidized at a lower temperature. The measured working frequency of the coplanar waveguide (CPW) type short stub on an OPSL prepared by the complex oxidation process was 27.5 GHz, and the return loss was 4.2 dB, similar to that of the CPW-type short stub on an OPSL prepared at a temperature of 1050 $^{\circ}C$ (1 hr at $H_2O/O_2$). Also, the measured working frequency of the CPW-type open stub on an OPSL prepared by the complex oxidation process was 30.5 GHz, and the return was 15 dB at midband, similar to that of the CPW-type open stub on an OPSL prepared at a temperature of $1050^{\circ}C$ (1 hr at $H_2O/O_2$).

Regional Change and Location of Industrial Complex: A Case of Yeochon National Industrial Complex of Korea (공업단지의 입지와 지역변화에 관한 연구: 여천산단을 사례로)

  • The purpose of this study is concerned with the relationship between the location of industrial complex and regional changes. Yeochon National Industrial Complex(YNIC) was dedicated as an industrial site in 1967 according to a part of the Korean government's plan of developing for heavey chemical industry. Yeochun city has been changed with location and establishment of YNIC since 1969. The establishment of YNIC have influence upon the increase of population and employment, urban development, and growth of regional economy within research areas including of Yeochun city, Yeochun county, and Yeosu city. In addition, with the establishment of YNIC, the regional economical structure was progressed from farm and fishery oriented sector to manufacturing oriented sector, thus the petrochemical business related companies hold a majority among regional manufacturing structure. We used the shift-share analysis and regional growth rate differential analysis in order to examine the characteristics revealed in the transformation of employment and industrial structure. The petrochemical related manufacturing and construction industries provided a great influence on the growth of regional employment.

  • The shipping business industries which are the transport and logistics intensive in Busan, have been small sized and scattered in many areas, that is why they could not create a synergy effect utterly. Because of the need to develop the shipping business cluster complex in Busan in order to concentrate those industries and attract high value added firms, this study tries to suggest an approach to build the cluster. Firstly, how various shipping business related firms in Busan and capital area demand the cluster complex are searched through questioning survey. Secondly, the gradual scheme to integrate lots of business companies, governmental authorities and educational institutes and global strategy to invite domestic and foreign organizations in Myeong Ji area near to Busan New Port. Thirdly, the expected economic benefits of the cluster construction are calculated quantitatively.

A FRAM-based Systemic Investigation of a Rail Accident Involving Human Errors (인적오류가 관여된 철도 사고의 체계적 분석을 위한 FRAM의 활용)

  • There has been a significant decline in the number of rail accidents in Korea since system safety management activities were introduced. Nonetheless, analyzing and preventing human error-related accidents is still an important issue in railway industry. As a railway system is increasingly automated and intelligent, the mechanism and process of an accident occurrence are more and more complicated. It is now essential to consider a variety of factors and their intricate interactions in the analysis of rail accidents. However, it has proved that traditional accident models and methods based on a linear cause-effect relationship are inadequate to analyze and to assess accidents in complex systems such as railway systems. In order to supplement the limitations of traditional safety methods, recently some systemic safety models and methods have been developed. Of those, FRAM(Functional Resonance Analysis Method) has been recognized as one of the most useful methods for analyzing accidents in complex systems. It reflects the concepts of performance adjustment and performance variability in a system, which are fundamental to understanding the processes of an accident in complex systems. This study aims to apply FRAM to the analysis of a rail accident involving human errors, which occurred recently in South Korea. Through the application of FRAM, we found that it can be a useful alternative to traditional methods in the analysis and assessment of accidents in complex systems. In addition, it was also found that FRAM can help analysts understand the interactions between functional elements of a system in a systematic manner.
