All industries has expanded their research investment for development and secure of new technology, following application of ICT technology and rapid growth of industrial technology. Therefore efforts to protect the new technology have strengthened. Several governments have conducted a variety of industrial security activities with interest because these efforts are considered not only business problem level but also national level. In this paper, we research the industrial security related organization that performs the activities for industrial assets protection and technology drain prevention. Furthermore we discuss problems with the industrial security performance of government and emphasize the necessity of industrial security department in government.

Industrial security research has shown a rapid increase over the past decade. With the establishment of the Korean Association for Industrial Security in 2008 and the establishment of the departments of industrial security in recent years, academic interests and research on industrial security are also spreading at a rapid pace. Although academic interest and research have grown in quantitative terms, research on theoretical fields that are the basis of academic systematization is extremely limited. There is a focus on the issue of specific issues and practical solutions without worrying about the theoretical basis including conceptualization. Therefore, in most studies, the concept of industrial security remains at the level of accepting the concept applied in the previous research. Most industrial security research focuses on the specific topic of 'industrial technology protection' because it considers the concept of industrial security to be reduced to industrial technology protection. Although industrial security is composed of a wide range of fields, recognizing a specific field as an entirety of industrial security appears to be a serious problem. As a result, the concept of industrial security in industrial security research is being used ambiguously, incorrectly, and conveniently. It is necessary to accurately and recognize the concept of industrial security based on logical clarity and empirical feasibility.

To enhance international competitiveness through the protection of cutting-edge industrial technology, it is essential to establish the policy for strengthening ability to develop industrial security technology and raising international competitiveness. In this study we investigated and analysed not only the ecumenic trend but also the present condition, then we executed the deduction of the industrial security technology development program in a aspect of government and analysed the current status of the technical security technology for developing security technology and increasing leaks of the advanced industrial technology.

According to the advent of the seriousness of industrial technology outflow, concerns are mounting about the importance of security, recently. In this paper, I studied a research trend about industrial technology security and real condition of the outflow, analyzed it in various ways, and showed a seriousness of the issue and urgency of the security. Finally, I suggested methods of improving needed in the industrial technology security in legal, business and technical ways.

If Industrial state-of-the-art technology that made through IT convergence should be to build safely environment that can protect then IT technology and manufacturing industry become convergence and a growth engine become stable positioning. In each industry, there has been a steady effort for the industrial security. However, they introduced only managerial/technical/physical countermeasures. Therefore, it is difficult to find a reference point as industrial security necessity, protecting coverage and things and so on. It is to lack that academic research in industrial security for protecting industrial technology. In detail, a clear definition lack for industrial security. And target range classification lack for industrial security studies. In this study, we redefined the concept of industry security through previous studies. Academic classification designed industrial security studies through delphi method. we analyzed industry security trends based industrial security studies classification and presented domestic industry research orientations.

Increasing uncertainties in the technological innovation environment and increasing technology competition also present new challenges in terms of industrial technology security. Therefore, the purpose of this study was to identify the direction of policy change necessary for the improvement of related policies in the future by examining the importance and implementation of the government's industrial technology security support policies for small and medium-sized enterprises engaged in industrial technology innovation activities. As a result of the analysis, first of all, small and medium-sized enterprises that responded to the government's industrial technology security support policy were perceived to be less performing than the importance of the program. These results can be said to mean that selective budget expansion for related policy programs may be necessary, along with efforts to improve the quality of each program. Second, an analysis of the differences in group recognition between new technology certification firms and industrial technology verification(certification) companies showed that significant differences exist between groups for the program. These results suggest that more effective operation of the relevant policies may require policy enforcement in consideration of the level of security and will of each company in industrial technology, as much as the quantitative characteristics of the entity. This study is meaningful in providing the necessary policy directional basic information for the design and execution of more specific and effective industrial technology security policies by presenting empirical research results that domestic small and medium-sized enterprises are aware of about the government's industrial technology security policies.

This paper focuses on the study of a development direction of the industrial security Expert system. First of all, in order to manage Industrial security system, we need to have law, criminology, business and engineering professionals as well as IT experts, which are the multi-dimensional convergence professionals. Secondly, industrial organizations need to have workforce who can perform security strategy; security plan; security training; security services; or security system management and operations. Industrial security certification system can contribute to cultivate above mentioned professional workforce. Currently Industrial Security Expert(ISE) is a private qualification. However, the author argued that it have to be changed to national qualification. In addition, it is necessary that the system should be given credibility with verifying the personnel whether they are proper or not in the their field. In terms of quality innovation, it is also necessary that distinguish the levels of utilization of rating system of the industrial security coordinator through a long-term examination. With respect to grading criteria, we could consider the requirements as following: whether they must hold the degree of the industrial security-related areas of undergraduate or postgraduate (or to be); what or how many industrial security-related courses they should complete through a credit bank system. If the plan of completing certain industrial security-related credits simply through the credit bank system, without establishing a new industrial security-related department, has established, then industrial security study would be spreaded and advanced. For private certification holders, the problem of the qualification succeeding process is important matter. Additionally, it is necessary to introduce the certifying system of ISMS(Industrial Security Management System) which is a specialized system for protecting industrial technology. To sum up, when the industrial security management system links the industrial security management certification, industrial security would realize in the companies and research institutions dealing with national key technology. Then, a group synergy effect would occurs.

The industrial technology (including trade secrets), which is commonly understood as systematic and applied technical knowledge, can be transferred to third parties by contracting for the transfer of technology or by granting of a licence. The activity of industrial espionage, due to the gradual increase of the economic interests of intellectual property, is displaying intensively in order to gain advanced technology information. With our outstanding high technology, but compared to the level of the advanced countries, the technical protection systems, the legal protection measures and the systematic management thereof may still be insufficient. Our industrial technology outflow abroad, due to the vulnerability to the security control system in our country, has been increasing since the 2000. Computer software and SNS, such as smart devices, appear as a rapid change in the technical information environment. In order to minimize the dead zone of a new industrial security, the country's organic activity is being conducted. In 2006, Industrial Technology Outflow Prevention and Protection Law was enacted, which emphasized the responsibilities of the country. In this paper for the economic entity's efforts to prevent technology leakage oversea, I have looked to how the industrial technology can be protected in terms of national security and economic benefits of our enterprises. To solve the above-mentioned problems hereof, Korean government should willingly establish a reliable legal system for supporting to enterprise's operations, and Korean companies should autonomously introduce a synthetic technology protection system and incorporate the confidentiality clauses in an international transfer of technology agreement with third parties.

In the knowledge-information society, many domestic companies put lots of investment in technical development to possess core technologies and intellectual property. However, in the results of passive investment in security to protect their technologies compared to the active investment in technical development, the technology leaks from many companies and research institutes are rapidly increasing. Such increase of technology leaks not only causes damage to companies, but also has harmful effects on national economy directly and indirectly. Even though it has been perceived that a lot of industrial technology leak crimes are committed by former/current workers of small and medium-sized businesses, it is hard to find researches that mainly compare and analyze them. Therefore, this study aimed to understand the actual status of industrial technology leaks by analyzing cases of industrial technology leaks from 2014 to 2016 based on the type of victimized companies, corporate internal leakers' positions, matter of complicity, tools used for technology leaks, and motivation for technology leaks. Through the analysis in each type, the patterns and characteristics of industrial technology leaks were researched, and also the exploratory research on industrial security for the prevention of industrial technology leaks was conducted.

Also, some advanced countries directly has been operating industrial security crime for the country's economy and national security. In recent years, Nation core technology infringement cases are rapidly increasing in the country. In addition, industrial security crime threat to national security. Therefore, the industry security crimes damage to the national security that infringe on the business secrets of core technologies and businesses. It is necessary to identify that industry security crime associated with the visibility of the broad scope of intellectual property protection.
