최근 들어 산업기술 유출 문제의 심각성이 대두됨에 따라 보안에 대한 중요성도 나날이 증대되고 있다. 본 논문에서는 산업기술 보안에 대한 연구 동향과 산업기술 유출 실태에 대해 조사하여 여러 가지 측면에서 분석하였으며, 산업기술 유출 문제의 심각성과 그에 따른 보안의 시급성을 보였다. 마지막으로 산업기술 보안에 필요한 개선 방안을 법률적, 경영 방식, 기술적 측면으로 나누어 제시하였다.

본 연구는 산업보안의 주체인 기업을 대상으로, 기업의 기밀 보호를 위한 정부 정책의 우선 순위가 무엇인지, 산업보안을 위한 정부 지원 규모의 확대가 필요한지를 조사하였다. 우선 순위를 결정하는데 있어 기밀 보호와 관련된 기업, 개인, 사회, 정부 등의 의견과 입장을 모두 고려해야 할 것이나, 산업보안 특히 기밀 보호의 주체, 기밀 보호 정책의 수혜자, 수요자로 가장 중요하고 직접적인 당사자인 기업이 요구하는 것들이 지원 정책 결정의 기초가 될 수 있을 것으로 보았다. 이에 따라, 우리나라 기업의 보안 부서 근무자 또는 보안 담당자에게 설문지 발송을 통해 회수된 설문지중 유효한 것으로 판단된 50개를 분석하였으며, '교육 및 인력육성(On/Off-Line) 지원 강화,' '보안관련 관리 및 대책수립,' '자격/검정제도를 통한 보안전문가 위상 강화'가 기업의 기밀(고객 개인정보 포함) 보호를 위해 정부차원에서 가장 우선적으로 지원해야 할 정책 방향 1, 2, 3 순위로 조사되었다. 산업보안을 위한 정부 지원의 확대가 필요한지에 대해서는 조사 대상자 모두 필요하다고 응답하였다.

The purpose of this study is, by recognizing that recently, as crimes using information and various adverse-effect phenomena such as hacking and virus occur frequently with rapid development of information network such as Internet in every field of industry, the range of security is widening to the field of industrial areas for preventing the leaking of industrial technology and protecting that technology as well as information security only limited to IT area, and by establishing common concept about industrial security through education on the industrial security at the point of increasing importance of industrial security, to prepare the base of comprehensive risk management system for protecting company's assets (physical factor, technical factor and managerial factor) safely from the random threats or attacks inside and outside the company through assessment of important assets of the company, evaluation of threats and weak points, and risk assessment by building industrial security management system in order to protect company's information assets and resources which are connected to the existence of the company safely from the threats or attacks from inside or outside the company and to spread stable business activities.

첨단 산업기술의 보호를 통한 국제경쟁력 강화를 위해서는 국내 산업보안기술의 수준 및 기술경쟁력 등을 분석하고 나아가 개발과제의 발굴 및 지원방안을 수립함으로써, 산업보안기술 개발역량 강화 및 국제경쟁력 제고를 위한 정책수립이 필수적이다. 본 연구에서는 산업보안 기술의 전반적 동향 및 현황을 조사 및 분석하고, 급증하는 첨단 산업기술의 유출사고 예방 및 보안기술의 향상을 위해 기술적 보안 기술의 현재 수준분석과 국가적 차원의 산업보안 개발과제 도출을 진행하였다.

보안산업의 성장 및 산업간 영향 등을 평가하기 위한 경제적 통계 작성의 기본은 보안산업 범위의 설정과 함께 표준화된 산업분류를 작성하는 것으로 시작된다. 산업분류는 국제 및 국내의 표준화된 표준산업분류기준을 준수하고 이와 연계되도록 작성되어야 한다. 현재 보안과 관련된 제품과 서비스 분류, 기술 분류는 물론 정보보안, 물리보안, 융합보안의 대표적 분류들은, 산출물을 위한 생산 활동의 특성을 기본으로 하는 산업분류의 기준과 부합하지 않고, 다수의 융합보안 산업분류 연구 결과 역시 수요자 중심의 분류로 현재 국가에서 통계, 법, 정책 집행 등에서 공식적으로 사용하는 공급자 중심 분류와는 차이가 있다. 본 연구에서는 이를 위해 우리나라 및 국제적인 산업분류의 기준을 정리한 후 현재 보안에 대한 분류들이 이러한 기준에 부합한지를 우선 살펴보았다. 다음으로 보안산업과 같이 새롭게 형성되는 산업들의 분류 방향을 보기 위해 일부 국내 산업 특수분류 사례들과 유형을 검토한 후 이를 토대로 보안산업의 산업분류 기준 및 작성 방향에 대해 제안하였다.

Ensuring the economic security of agro-industrial complexes of Ukrainian regions has become a top-priority task of state regional policy, as their stable functioning is an essential element of economic security of the whole country. It is overcoming threats to the development of the agro-industrial complex that ensures its further effective functioning and has a significant impact on the economic security of our state. Methods: logical method; methods of system analysis; synthesis; economic and statistical method; method of expert assessment; SWOT analysis; economic and mathematical modelling and planning. Results. Characteristic features of economic security have been given. The essence and significance of the agro-industrial complex in improving the economic security of the state have been determined. It has been noted that in recent years, the agro-industrial complex, which acts as a driver of the domestic economy and has a direct impact on the development of the country, has been growing (in 2019 the cereal and legume harvest exceeded 75 million tons, 20,269 thousand tons of potatoes were dug, more than 15 million tons of sunflower, 9,688 thousand tons of vegetables and 2,119 thousand tons of fruits and berries were harvested, meat and egg production increased by 137.5 thousand tons (or 5.8%) and 545.5 million pieces (or 3.4%), respectively, the number of employed population in agriculture increased by 139.8 thousand people (or 4.9%), the labour productivity in crop production increased by UAH 294.4 thousand (or 44.6%), in livestock production - by UAH 311.3 thousand (or 61.8%)). Based on the system of production and economic indicators, the analysis of the state of the agro-industrial complex has been carried out. Taking into account the results of the obtained data and using SWOT-analysis, the major threats to the development of the agro-industrial complex have been identified. Ways of overcoming threats enhancing the economic security of Ukraine have been proposed.

산업보안 전문인력양성에 대한 수요가 높아지는 가운데 산업현장 수요에 맞춰 대학 교육과정들이나 자격제도 체계를 표준화하고 연결하는 국가직무능력표준(NCS)에서의 산업보안 개발은 매우 시급하고 중요한 과제다. 본 연구에서는 현재 NCS 내에 있는 보안관련 직무와 보안능력을 요구하는 직무, 해당 직무에 요구되는 보안능력을 추출, 분류, 분석하였으며, 결과적으로 많은 직무들에서 이미 NCS 직무분류로 존재하는 IT보안, 물리보안 등과 다른 보안능력 요구들을 확인할 수 있었다. 이러한 산업보안능력 및 수준 등에 대한 산업현장의 요구가 이후 산업보안 NCS개발 과정에 반영되어 산업보안 직무 및 직무능력을 체계화하는 기초자료로 활용될 수 있기를 기대한다.

The article examines the formation of a competitive paradigm of economic security of industrial enterprises in the formation of a circular economy. The basic laws of industrial enterprises are formed, which determined the characteristics of competitive positions and threats. The basic competitive concepts and their application at maintenance of economic safety of the industrial enterprises in the conditions of formation of circular economy are described. Thus, the technological approach to the formation of a competitive paradigm is based on production technologies, opportunities for technological modernization and development of infrastructure and intellectual competencies. The institutional concept reveals the regulatory mechanisms for ensuring competitiveness through the protectionism of national industrial enterprises, standardization and regulation of market imbalances. The innovation-investment approach within the competitive paradigm is also manifested in the creation of competitive advantages due to the presence of active innovative developments and their commercialization, knowledge and competencies of staff, capitalization of intelligence and communications, constant updating of infrastructure and technologies. Collectively, innovation and investment effects on the level of economic security allow industrial enterprises to ensure resilience to increasing competition, the emergence of new market challenges in the formation of a circular economy. A strategic approach to the application of a competitive paradigm to ensure the economic security of industrial enterprises allows you to justify the prospects for development and design behavioral models to predict and assess potential threats. The concept of system management is based on the complexity of threat analysis, the integrity of the economic security system, system-forming functions and patterns of implementation of industrial development tasks in the formation of a circular economy. The application of the described concepts is formalized by the authors through the definition of the basic patterns, directions and characteristics of their impact on the elements of the security system of industrial enterprises in the formation of a circular economy.

The suggestions that follow are about the Qualitative Improvement of private security Industrial. First, in legal and institutional policy, new establishment by law for private security and more support from government is asked. Moreover, the restructuring or M&A between petty companies and the pricing for security service should be performed. Second, in the structural aspect of private security industry, the professional education center for private security guards should be established and the terms of payment and welfare should be improved to the level above standard. In addition, it should be achieved to change the public to have a new and correct understanding of private security and develope the specialized parts suited to the characteristic and ability of each companies. Third, the construction of operating system for private security service should be achieved; recruit system for competent security guards, marketing strategy and enforcement system, widely known confidence to client, normal training system for security guards and post management system for client. This is also to be suited to the characteristic of each companies.

2013년 시범적으로 도입된 자유학기제는 2016년도부터 모든 중학교에서 전면 실행되었다. 중학교 자유학기제는 학생들의 꿈과 진로탐색을 목적으로 학생 참여형 수업으로 교과목 활동과 자유학기 활동으로 구분되어 진행된다. 자유학기 활동 중 교과목과 연결된 다양한 직업군의 활동이 논의 되고 있지만 중학교 산업보안 교육의 발전 방향에 대한 연구는 미흡한 실정이다. 또한 교육부 지원으로 교사, 학생, 학부모에게 진로에 관한 다양한 정보를 제공하는 진로사이트에서는 진로와 학과 분야 모두에서 산업보안에 대한 정체성이 확립되지 않았다. 이에 본 연구는 자유학기제에 대한 전반적인 이해와 함께 현재 교육부가 운영하는 진로체험망에서 산업보안 키워드 분석을 통하여 진로교육 현황을 살펴보고 산업 보안 교육이 활성화 될 수 있는 추진전략을 모색하였다. 본 연구의 분석결과, 중학교 자유학기제를 통한 산업보안 진로교육 활성화를 위해서는 진로전산망을 통한 산업보안 분야 활성화, 산업보안 교육 프로그램 개발, 산업보안 전문 강사 양성 및 배치, 그리고 산업보안 진로체험 지원시스템 구축이 필요한 것으로 나타났다.
