Recently, 3D stereoscopic video and HTTP adaptive streaming technologies have received a lot of attention from relevant industrial fields and markets in terms of multimedia contents and delivery services, respectively. It is expected that promising and marketable service models can be created by means of these noticeable two technologies. However, current standard specifications do not provide a method for organized connection between those two technologies. 3D stereoscopic video services are weighted in broadcasting and storage services that are only available under environments in which the network bandwidth is guaranteed or free. Also, HTTP adaptive streaming technologies only provide plain 3D service methods that are dependent on particular Codec. Therefore, this paper proposes 3D video delivery format for HTTP adaptive streaming service which enables stable and seamless display for various stereoscopic video sequences over internet networks. The proposed technology is designed on the basis of Stereoscopic Video Application Format which is a service-oriented standard specification for storing stereoscopic video sequences. Also, this delivery format is directly applicable over DASH that is the representative standard technology for HTTP adaptive streaming services. The delivery format proposed in this paper has been submitted to MPEG and it has been accepted as a working draft, thus it expected to pave the way for practical industrialization in relevant fields from now on.
In an intensively competitive global market, small-and medium-sized firms are puzzled about how to develop sustainable competitive advantages against global rivalries, thus leading satisfactory economic performance. However, despite the roles and contributions of such small-and medium-sized firms in the local community and national economies in Japan, little guidance has been offered to the practical issues related to their strategic behaviors toward global management. To fill this notable knowledge gap, this study aims to investigate the conditions in which how Japanese small-and medium-sized could dominates global market, which is one of key challenges in the literature of small business and entrepreneurship. To obtain better insights to this research area, this study undertakes an in-depth interview survey with I.S.T (Industrial Summit Technology) Corporation that shows off the highest global market share (40 per cent) with seamless polyimide tube product widely used in office automation equipment (e.g., copiers and printers). This method of survey is designed to deeply understand historical considerations about how I.S.T Corporation could dominate in the global market of such seamless polyimide tube product. Based on findings drawn from an interview, this study identifies five major factors enabling I.S.T Corporation to be a competitive global hidden company: vision sharing through founder's entrepreneurship, core competence, strategic network, risk management, and employee engagement. Specifically, to become a global hidden champion, sharing the vision motivating employees to partake in shaping company's future will be the first step on the road to global success through founder's entrepreneurship. However, in order to achieve such a vision, the importance of company's core competence cannot be overemphasized, which differentiates your customer solution with those of competitors. As such, a group of experts will be naturally formed and demonstrates your expertise in the global market, thereby building sustainable competitiveness. On the other hand, to maintain sustainable competitiveness, it is necessary to make up for the weaknesses small-and medium-sized firms suffer from competitive resources while strengthening their own strengths through strategic networks with external organizations. Here, every company has to understand the critical role of risk management, which is essential in this process of being global company so as not to lose your own strengths. Last but not least, do not forget the significant effects of employee engagement in firm performance. To enhance employees' engagement, a company has to create an ideal organization culture which fits into company's history and personality. In doing so, such organization culture can allow the vision and strategy to be implemented into detailed business tactics while facilitating employees to challenge the status quo by experimenting with creative ideas.
The concept of strategic group is defined as an aggregate of corporations utilizing similar strategies with similar resources. It becomes a kinds of contact point in the middle of corporation and industry between the industrial organization theory and the strategic management theory. This study tried to apply the strategic group model, which has been a main theory in the management studies, to program providing industry in Korea. This study shed lights upon research problems such as number of strategic groups, differences of strategic variables among the groups, finally differential performances according to strategic groups. 40 commercial broadcasting companies were analyzed to find answers. 9 strategic groups were drawn as a result of cluster analysis. Major variables which contribute to making groups were operating efficiency(4.05), pricing(3.83), size(number of system operator, 3.56), reliance on license revenue(2.58), horizontal integration(number of sister networks, 2.16) in order. An analysis of variance between performance variables has shown statistical significance regarding total net revenue per subscriber, however, insignificances statistically in regards to ratio of operating profit to net sales, cash Abstracts 687 flow ratio. Some studies in the past insisted that history variable played an important role to classifying strategic groups. However, this study found that the history didn't exert significant influence on either the group classification itself or performance.

In this paper we attempt to explore the institutional and clutural milieu of high-tech venture business cluster in Daegu City and provide policy implications for creating sustainable high-tech venture businesses cluster. Although since 1998 the Korean government has made explicitly a great deal of efforts to help attract and create high-tech new start-ups in non-capital cities such as the support of business incubating centers and the establishment of real service centres, it reveals that such policies are not so successful in creating a sustainable venture ecology. One of the most critical resions is that such policies are centred simply on building physical infrastructure such as incubating space and service centre with less concern with promoting venture business cluster reflecting cultural and institutional specificities in a given region. In this respect we argue that the focus of industrial policies to support promoting high-tech venture business clusters in non-capital cities urgently need to move towards to make it for firms to encourage entrepreneurship driving innovation and to create social capital incucing trust and networks amongst firms, universities, public &privite supporting agencies, together with the building up of physical infrastructure the existing policies have done.

Recently, the management system of wastewater treatment facility has magnified due to the stringent regulations for the protection of the environment, and a sewage treatment plant efficiency and research of the car development are activated in large facilities or industrial park. however, the existing sewerage disposal system and specific water quality monitoring network reliability for real-time transmission of this building is insufficient. In this paper, we proposed a local wireless network design for sludge multi meter data collection and control for measuring the concentration of the sludge efficiently. Also, the collected data over the local wireless network to transmitted to the central monitoring system and accumulate the data in real time to calculate statistics is possible to monitor the status of the sewage treatment facilities. The proposed system uses a short-range wireless networks of IEEE 802.15.4 and configures an IEEE 802.11 network which can monitor real-time status in central system. Also, we install a sludge multimeter and communication network in sewage treatment facilities and confirm the usefulness of the proposed technique by demonstrating its effectiveness.
The objective of this study is to show practice example let student experience about concurrent servers based multi-processes and multi-thread among the principles of data communication in ICT(information and communications technology). For this, we first implement multi-process server(fork server) and multi-thread server(thread server), and multi-thread client(thread client), Secondly, for experimental environment, we developed small ethernet networks and measure data transfer time with relation to the number of users. Experimental results show that mean transfer time of thread server is less than that of fork server by 20~61 % on average. Furthermore, it is found that the difference of data transfer time between fork server and thread server is proportional to that of the number of users. Main reason of performance difference dues to the difference between process forking time and thread creation time. We can also find that context switching for process and thread affects the load of web server. Our presentation and experimental results can be applied to used as the educational practice materials with which student can experience data communication principles.
China's new grand strategy, the "One Belt, One Road Initiative" (also Belt Road Initiative, or BRI) has two primary components: Chinese President Xi Jinping announced the "Silk Road Economic Belt" in September 2013 during a visit to Kazakhstan, and the "21st Century Maritime Silk Route Economic Belt" in a speech to the Indonesian parliament the following month. The BRI is intended to supply China with energy and new markets, and also to integrate the countries of Central Asia, the Association of Southeast Asia Nations (ASEAN), and the Indian Ocean Region - though not Northeast Asia - into the "Chinese Dream". The project will be supported by the Asian Infrastructure Investment Bank (AIIB), due to open in 2016 with 57 founding members from all around the world, and China has already promised US$ 50 billion in seed funding. China's vision includes networks of energy pipelines, railways, sea port facilities and logistics hubs; these will have obvious commercial benefits, but also huge geopolitical significance. China seems to have two distinct aims: externally, to restore its historical sphere of influence; and internally, to cope with income inequalities by creating middle-class jobs through enhanced trade and the broader development of its economy. In South Korea, opinion on the BRI is sharply polarized. Economic and industrial interests, including Korea Railroad Corporation (KORAIL), support South Korean involvement in the BRI and closer economic interactions with China. They see how the BRI fits nicely with President Park Geun-hye's Eurasia Initiative, and anticipate significant commercial benefits for South Korea from better connections to energy-rich Russia and the consumer markets of Europe and Central Asia. They welcome the prospect of reduced trade barriers between China and South Korea, and of improved transport infrastructure, and perceive the political risks as manageable. But some ardently pro-US pundits worry that the political risks of the BRI are too high. They cast doubt on the feasibility of implementing the BRI, and warn that although it has been portrayed primarily in economic terms, it actually reveals a crucial Chinese geopolitical strategy. They are fearful of China's growing regional dominance, and worried that the BRI is ultimately a means to supplant the prevailing US-led regional security structure and restore the Middle Kingdom order, with China as the only power that matters in the region. According to this view, once China has complete control of the regional logistics hubs and sea ports, this will severely limit the autonomy of China's neighbors, including South Korea, who will have to toe the Chinese line, both economically and politically, or risk their own peace and prosperity.
With the growing proliferation of mobile computing devices, several industrial and academic research groups have a vigorous studying to remote control for various appliances with mobile devices such as Notebooks, PDAs, and Smartphones in home network environments. We can utilize the good points of mobile devices such as portability and usability so that we can remote control and manage the mobile devices connected on home networks anytime, anywhere. However, mobile devices use different languages. Therefore, they cause some problems because their interfaces and the methods of operation are different each other. To solve these problems, there are two consideration. First, we may be solved development of the user interface and difficulty of maintenance in order to control various heterogeneous devices. Second, we may provide the user interface which is dynamically adapting user's preferences and device characteristics. To satisfy these considerations, we describe the design of an adaptive user interface for home network environments using the UIML (User Interface Markup Language) based on XML (eXtensible Markup Language) and the profile information of the user and device. Therefore, we present several implementation examples that show how the framework can form the basis of prototypical applications.
The main aim of this article is to identify the fundamental reason for changes in the geography of Korean foreign direct investment (FDI) in China. More specifically, the article argues that changes in the industrial sectors and the location of FDI resulted from the transition of strategies for Korean FDI in China since the late 1990s is not based on ownership specific advantages, internalization advantages and locational advantages (OIL), but on changes in site where both the needs of Korea and China are articulated, i.e. the strategy for business integration, centering on market, institution and technology. In other words, changes in the location of Korean FDI in China have been the result of changes in the Chinese market structure, institutional changes in Chinese inward FDI incentives and regulations and the accumulation of Korean technology capability since 2000. In addition, by investigating production networks in China, this article attempts to identify the relationships between changes in Korean FDI location and changes in market, institution and technology. Therefore, the empirical evidence provided by the case study of CDMA (code division multiple access) mobile communications FDI since 2000 in China is used to identify the impact of market, institution and technology on the location of Korean FDI in China.

The proper operation and safety management of water and wastewater treatment systems are essential for providing stable water service to the public. However, various natural disasters including floods, large storms, volcano eruptions and earthquakes threaten public water services by causing serious damage to water and wastewater treatment plants and pipeline systems. Korea is known as a country that is relatively safe from earthquakes, but the recent increase in the frequency of earthquakes has increased the need for a proper earthquake management system. Interest in research and the establishment of legal regulations has increased, especially since the large earthquake in Gyeongju in 2016. Currently, earthquakes in Korea are managed by legal regulations and guidelines integrated with other disasters such as floods and large storms. The legal system has long been controlled and relatively well managed, but technical research has made limited progress since it was considered in the past that Korea is safe from earthquake damage. Various technologies, including seismic design and earthquake forecasting, are required to minimize possible damages from earthquakes, so proper research is essential. This paper reviews the current state of technology development and legal management systems to prevent damages and restore water and wastewater treatment systems after earthquakes in Korea and other countries. High technologies such as unmanned aerial vehicles, wireless networks and real-time monitoring systems are already being applied to water and wastewater treatment processes, and to further establish the optimal system for earthquake response in water and wastewater treatment facilities, continuous research in connection with the Fourth Industrial Revolution, including information and communications technologies, is essential.
