Accident Prevention Model Using Signal Detection Theory: Case of Shipbuilding Industry

  • Objective: The purpose of this study is to draw the accident prevention model using the signal detection theory, and to implement accident prevention program, based on a health promotion and support activities in a shipbuilding company. Background: Workers' health management is perceived important from the human resource management perspective, as well as from the personal perspective. Method: This study developed an accident prevention model by analyzing the correlation between 704 workers' health examination variables, and reviewed the verification of the model through a follow-up survey on the control variables and status of hazards targeting 650 workers for four years from 2007 to 2010. Also, a health promotion program was implemented targeting a production division to improve alcohol habits, smoking, musculoskeletal pain complaints and hearing control indices, which are the control variables of the model. Results: As a result of four years' implementation, the following effects were obtained: the days away from work fell 87.5%, and accident rate dropped 71.5% in 2010, respectively, compared to 2006, before the activity was implemented. Conclusion: This study shows that the accident prevention activities based on workers' health promotion activities are effective to prevent industrial accidents and injuries. Application: The research findings will serve as a practical guideline for establishing preventive measures in the shipbuilding company.

  • It is quite similar in the current automated works likewise in the past manual works that single trivial human error and/or unsafe acts may lead to serious industrial accidents. Though the traditional approach for accident prevention focused on the serious injuries or losses, that was misleaded by failure of accident perception. As Heinrich pointed out, there are still enormous numbers of unsafe acts or near-misses before a real accident happen. Thus, for industrial accident prevention, a research on unsafe acts was committed. With accident data occurred during the last decade, statistics were analyzed for extracting behavioral characteristics. After that, a practical method Integrating AHP and statistics which shows possible accident factors and their priority at an individual factory was suggested. A computer program was developed also.

  • In this study the main elements which can be commonly adopted to every kind of business are selected through the research, case-study, benchmarking common items of a direct or indirect loss cost. As a result of the development of a program for evaluating loss cost a case or accumulated data can be easily managed through estimating the direct and indirect loss cost as tell as the ratio between directs and indirect cost. The program is fit to case-study and we are compared direct cost with indirect cost. Automatically, this program showed ratio between directs and indirect cost for style, scale of accident The person in charge of safety and hygiene can have better chances to get into management also the owner or the CEO can recognize the importance of management of safety and hygiene. So this can guide the company to invest in a prevention of disaster and to adopt a safety and hygiene management promote the prevention activity of a company, and finally decrease the accident rate in the country.

  • The industrial accident in subway of late is increasingly coming to the front as a serious problem of society because a scale of industrial accident is a large size, and powerfulness, while the percent of accident is decreasing as a result of industrial facilities with the largeness of equipment, automation, and high horse-powering. In this paper, a study on the estimation of accident loss prevention cost and risk analysis in subway construction is proposed as an alternative to the techniques currently used in the general construction projects safety. Then the concept of risk evaluation using a risk assessment model is presented to drive value of risk and numerical example for risk analysis. A means for this does grasp the importance of educational factor by way of analyzing the causes of accident through statistical data of labor department, emphasizing the necessity and the importance of safety education, being helpful to act safety by decreasing insecure activity which ranks the majority of accident causes with putting the education program, form, method into practice that are suitable for a place of business.

  • We undertook the quantitative evaluations of Industrial Accident Prevention Program (IAPP). The six parameters, such as relevance, efficiency, consistency, sustainability, effectiveness, coherence, were chosen by expert plenary sessions. Two stage of Analytic Hierarchy Process were used to determine the weighted value of assessment criteria. This expert plenary suggests that the six parameters and its weight values are useful for quantitative evaluations of IAPP. Additional researches regarding the real world application of this assessment tool should be initiated.

  • Many industrial accidents have occurred over the years in the manufacturing and construction industries in Korea. However, as the service industry has increased continuously, the share of the accident rate in the service industry was 39.07% in 2009, while the manufacturing industry share was 33.73%. The service industry share overtook the manufacturing industry share for the first time. Therefore, this research considers prevention of industrial accidents in the service industry as well as manufacturing and construction industries. This paper describes a procedure and a method to estimate efficient accident rate forecasting and estimated zero accident time in the service industry in order to prevent industrial accidents in the transportation, storage, and telecommunication divisions. This paper proposes a model using an analytical function for the sake of very efficient accident rate forecasting. Accordingly, this paper has develops a program for accident rate forecasting, zero accident time estimating, and calculation of achievement probability through MFC (Microsoft Foundation Class) software Visual Studio 2008 in the transportation, storage, and telecommunication divisions. In results of this paper, ARIMA (Auto Regressive Integrating Moving Average) is regarded as a very efficient forecasting model for the transportation, storage, and telecommunication division. In testing this model, value minimizing the Sum of Square Errors (SSE) was calculated as 0.2532. Finally the results of this paper are sure to help establish easy accident rate forecasting and strategy or method of zero accident time in the service industry for prevention of industrial accidents.

The Responding Strategies of Musculorskeletal Disease in Aging Society (고령화 사회의 근골격계질환관련 대응전략)

  • The purpose of this study was to show the occurrences of musculoskeletal disease in aging society and basic information on developments of a systematic prevention program and proposed management measures needed to prevent the disease. The Korea Occupational Safety & Health Agency has analyzed cases of industrial accidents that cause musculoskeletal disease, from 1998 to 2007. They found 30,439 people suffering from the disease during those ten years. This information is from the Ministry of Labor's industrial accident analysis and the industrial accident survey from the Korea Occupational Safety & Health Agency. The data was analyzed by age and industrial classification. In Korea, according to the studies on aging society, the occurrence of musculoskeletal disease in elderly employee's have increased, so prevention programs are needed. Psychological, mental and cognitive programs are needed, as well as other prevention programs to ensure health in old age. In this study, we were able to see the state of musculoskeletal disease in aging society and the countermeasures to prevent the disease, such as a universal design, guarantees, and recuperation services. Later, we found that studying the various elderly patients would be of great help to us.

Analysis of Disaster Reduction Effect of Industrial Disaster Prevention Financial Support Project: Focusing on Small Business Sites (산업재해 예방 재정지원 사업의 재해 감소 효과 분석: 소규모 사업장을 중심으로)

  • With regard to industrial accidents, large corporations and public institutions are continuously reducing disasters through systematic management. However, industrial accidents continue to increase in small-scale workplaces. In order to ensure the safety of workers, the government supports the purchasing of industrial accident prevention equitments through financial support projects for small business. However, despite the financial support, the effectiveness of the project is hardly verified. In this study, we analyze the policy effectiveness of the financial support program for industrial accident prevention in a small-scale workplace using the difference-in-difference method. To achieve research purposes, we used the data on the occurrence of industrial accidents, the status of workplaces by year and the data on the status of workplace benefiting from financial support program for the past 10 years. This study is significant in that it analyzed the net effect of financial support programs for disaster reduction in the small business site.

  • This research was to describe the organizational safety climate, to examine its implication, and to improve the strategies of industrial accident prevention in chemical industry in Korea. The subjects were 207 directors of department of safety in chemical industry, asked to respond questionnaire sent by mailing. The data in this research were analyzed by SPSS PC+. The results were as follows : 1) 24.2% of surveyed chemical industry had department of safety. 2) 53.6% of suueyed chemical industry had safety education program. 3) 53% of employees in surveyed chemical industry were satisfied with supply of personal protective equipments.

The length of hospital stay of the industrial workers with back injury (산업재해 요통근로자의 재원기간에 관한 연구)

  • Back injury is frequent in industry workers and is a common cause of productivity loss. It has been reported that the insured of industrial accident insurance tend to stay in hospital longer than that of other types of insurance. The purpose of this study was to identify factors affecting the length of hospital stay for the treatment of back injury in the workers under industrial accident insurance. The results of this study help insurers develop reasonable industrial accident insurance policy for back injury claims and prevention strategies of work-related back injury. A total of 2,949 patients whose industrial accident insurance claim has been approved for the treatment of work-related back injury from January to December 1999 were included in this study. Relationship between the length of hospital stay and characteristics of patient, work place, back injury, and hospital were assessed using ANOVA, t-test, simple linear regression and multiple resgression. The major findings of this study are as follows : 1. The average length of hospital stay(LOS) was 91.82 days, respectively. 2. Characteristics of Patient LOS of male patients was longer than that of female patients, there was positive correlation between age and LOS and between average wage and LOS. Working period was negatively correlated with LOS. Distance from resident to hospital was positively correlated with LOS and LOS was significantly different dependign on type of duty. 3. Characteristics of Work Place LOS was significantly different depending on types of industry and geographical region of work place. Size of work place was positively correlated with LOS. 4. Characteristics of Back Injury Occupational back pain required shorter LOS compared with back injury due to electric shock. Number of concomitant illnesses and severity of disability were positively correlated with LOS. 5. Characteristics of Hospital Patients treated in community hospitals required significantly longer LOS. Treatment in hospitals with rehabilitation program required decreased LOS. This was more prominent as number of physicians specialized in rehabilitation. 6. Multiple regression analysis revealed that distance form resident to hospital, geographical region of work place, size of work place, number of concomitant illnesses, severity of disability, and type of hospital were factors affecting LOS.
