Continuity and Change in Korean Welfare Regime ; After 1990 (한국 사회복지정책의 변화와 지속;1990년 이후를 중심으로)

  • This article examines the continuity and change of Korean welfare regime during 1990s. Democracy, globalization and the financial crisis changed the landscape of Korean society as a whole and provided a catalyst for the change of the Korean welfare regime. In order to show how and what changed in Korean welfare regime, this study concentrates on the transformations of income maintenance programmes and social welfare services. The changed aspects are as follow: (1) The ratio of social expenditure to GDP has increased during 1990s and now stood at ten percent level. (2)Rather than backing up the company welfare, government strove to build and expand income maintenance devices for all citizens. (3) The poverty and inequality reduction effects of income maintenance programs are very weak in early 1990s, but they are gradually getting stronger impact on poverty and inequality. But, there are also continuance. (1) In spite of the relative development of income maintenance programs, social welfare services are still poorly designed as before. (2) The expenditure level of social welfare services shows sharp contrast to income maintenance programs and lagged behind the other OECD countries. (3) The expansion of social service sector employment are also not so salient. In 2002, social service employment is only at close to 2.5 per cent of the total employment. Accordingly, korean welfare regime is now characterized by a model which is to curb poverty and inequality by engaging in direct government provision of income maintenance programs, but refrain from expanding social service by relying on net welfare which encourage the provision of services within the family. A implication of our analysis is that the expansion of social welfare Korea saw after 1997 was not really an regime shift. According to the arguments of Peter Hall, first and second order changes in policy do not automatically lead to third order changes which imply regime shift. Policy changes which occurred during 1990s was not accompanied by a shift in policy paradigms. Family dependency in welfare is not yet changed.

Restructuring of the Old-Age Income Maintenance System and Development Direction of the Seniority Pension Scheme in Korea (노령소득보장체계의 재구축과 경로연금제도의 발전방향)

  • The present study is designed to explore restructuring direction of the old-age income maintenance system and development direction of the Seniority Pension Scheme(SPS) in Korea. While the SPS is trifling scheme with tiny benefit amount and small budget, the SPS has important role that function as only public income maintenance scheme for both the low income class and the excluded from public pension and public assistance at present stage because of immature National Pension. This study starts with the research question why serious mis-matching problem between needs and resources in old-age income maintenance system occur. Thus this study explores fundamental change direction of the old-age income maintenance system which is coincide with further situation change(demography, labour market, family structure). Also this study explores desirable SPS's development direction as taking into account relation with other public old-age income maintenance system. This paper suggests basic direction of old-age income maintenance system as follows: principle of universal and individual security; principle of sustainability; principle of equity. Under general principle, this paper also proposes largely two development scenario of the SPS. The one is to maintain present transitional and provisional scheme with trying scheme's substantiality. The other is to change into permanent old-age income maintenance scheme for the excluded public pension and public assistance. At this point it is the public pension's role that the SPS's development direction is determined. If the public pension keep one pension per one earner as present system, non-contribution pension as present SPS should maintain continuously. However, if the public pension reorganize into basic pension of one pension per one person and earning-related pension, the SPS should be managed temporarily until mature of public pension. Therefore whether the public pension play basic security role for all elderly or not will determine the SPS development direction.

A Study on the Factors of the Income Maintenance Influencing Elderly Poverty : Focusing on Comparing Working Status Groups (노후소득보장제도의 노인 빈곤 영향요인에 관한 연구: 근로여부별 비교)

  • The purpose of this study is to analyze the factors influencing poverty in the elderly under the income maintenance, focusing on labor. Accordingly, a Panel Logit Analysis was conducted based on the 7th to 16th data of the Korean Welfare Panel. The analysis results are as follows. First, even if demographic, economic, and health variables affecting elderly poverty are controlled, National Pension and Special Occupational Pension among the income maintenance are negatively related to elderly poverty. On the other hand, it was found that the amount of Basic Pension and National Basic Living Security were positively related to poverty for the elderly. Second, it was found that if the elderly receiving national basic living security work, there is a high possibility of poverty. This raises the need to restructuring the Basic Pension, and suggests that it is necessary to combine the National Basic Living Security with the elderly job policy. Finally, in order to alleviate overall elderly poverty, it is suggested to rebuild the multi-pillar old-age income security system, including Basic Pension and Retirement Pension.

The Comparison of Maintenance Cost and Residents′Consciousness of Remodeling by Rental Apartment Types (임대아파트 유형별 유지관리비와 거주자의 리모델링 의식비교)

  • Considering the present development situation of rental apartment since 1982, the supply of rental housing for low-income dwellers has contributed a amount of quantities, but has been deficient qualities in housing policy. To propose the device of remodeling for low-income dwellers in deteriorated apartment, this study investigated the characteristics of maintenance cost and the residents'consciousness of remodeling by rental apartment types. The results of this study were as follows; The annual maintenance cost of permanent rental apartment was 14,249 won/$\textrm{m}^2$$.$yr, that of fifty years period rental apartment was 13,372 won/$\textrm{m}^2$$.$yr. In the case of remodeling in deteriorated heating system, the principal decision factor of choice was showed “economics” as priority. Residents in rental apartment preferred remodeling to reconstruction, and unit heating system to central heating system.

Effects of Worker Status Change Type of the Household Heads on Household Income Since Korean Financial Crisis-excel (외환위기 이후 가구주의 종사상지위 변화유형이 가계소득증감여부에 미치는 영향)

  • This study examined the effects of household head’s worker status change type on household income and household head’s income using a total combined sample of 2,578 households from Korea surveyed in 1998 and 2002 KLIPS(Korean Labor and Income Panel Study). Binary logit regression results showed that household incomes were likely to decrease significantly when household head’s changed worker status from a regular employee, a temporary employee or a daily worker, or an employer or a self-employed to no job status, or from a regular employee to a temporary employee or a daily worker, an employer or a self-employed, or from an employer or a self-employed to a regular employee compared to a regular employee status maintenance. In contrast, household head’s incomes were likely to increase significantly when household head’s changed worker status from a temporary to a regular employee compared to a regular employee status maintenance. Women household heads were significantly associated with the likelihood of the decrease of household head’s income compared to men household heads. Household heads beyond their forties were significantly associated with the likelihood of the decrease of household head’s income compared to household heads in their thirties age-group counterparts. Household heads with education level beyond high school graduation were significantly associated with the likelihood of the increase of household head’s income compared to household heads with the education level of high school graduation. This study shows that a more comprehesive labor policy is needed for achieving sustainable household income inflow.

Benefit-Cost Analysis for Developing Jeongja Port in Ulsan (울산지역 어항개발의 경제성 평가 - 정자항을중심으로 -)

  • The objective of this study is to review the methodology of economic analysis of fishing ports by examining the economical feasibilities of a national fishing port (Jeongja Port) in Ulsan. This study utilized market value evaluation method to measure the benefits and costs related to the development of ports. The benefit variables are income effects resulting from the developments while the cost variables are sum of construction costs and maintenance costs. The income effects are measured in two ways: (1) income from individual project resulting from the developments, (2) the income effects by utilizing investment multipliers. The results shows that the BC ratio (Benefits/Costs) of Jeongja port by using (1) income from individual project resulting from the developments was 1.07 while the BC ratio by using (2) the income effects by utilizing investment multipliers was 1.10 due to a relative short period of useful life for investment multipliers. However, the income variable utilizing investment multipliers is more sensitive to the period of duration than the income variable from individual project.

A study on the total housing cost of households living in rental house (임차가구의 주거비용에 관한 연구)

  • The purposes of this study were to identify the housing maintenance cost, imputed rent fee and total housing cost of households living in rental house, to analyze the factors related to their housing maintenance cost, imputed rent fee and total housing cost and to investigate the factors contributing to total housing cost to total household income ratio. The data used for these purposes, was 97 KHPS of Daewoo Economic Research Institute. Sample size of households living in rental house, was 663. Statistics performed for the analysis were frequencies, percentiles, t-test, Lorenz cutie and Gini coefficient, Tobit analysis, OLS and Logistic analysis. The results of this study were as fellows: First, monthly cost of monthly rent & maintenance and repairs of households living in rental house with a deposit was lower than rental house, while the imputed rent fee of households living rental house with a deposit was higher than monthly rent households'And, total housing cost of households living in rental house with a deposit was higher than monthly rent households'. Second, Gini coefficient of the housing maintenance cost was 0.440, Gini coefficient of imputed rent fee was 0.362, and Gini coefficient of total housing cost was 0.291. Third, the variables related to their housing maintenance cost were family type, total household expenditure of socio-demographic characteristics and residence, type of rent, housing type of housing environmental factor. Also, the variables contributing to imputed rent fee were job type and educational attainment of household hearts, the number of family members, total household expenditure, residence, type of rent, housing type and tole number of rooms. In addition, the variables associated with total housing cost were job type and educational attainment of household head, total household income and residence, type of rent, housing type and the number of room. Finally, age, job type, educational attainment of household head, wife's employment status, the number of family members, family type, total household expenditure, residence, rent type of rent, housing type, the size of living space, and the number of room were significant variables contributing to total household cost to total household income ratio.

A Study on the Preference for Choosing an Automobiles according to the Demographic Characteristics (인구통계적 특성에 따른 자동차 선택의 선호도에 관한 연구)

  • Automobile manufacturing companies should provide the products and service that can satisfy consumers who usually want various kinds of automobiles. This paper studied the relations among several demographic characteristics(gender, age, occupation, income) of consumers and automobile's attributes(engine performance, engine displacement, price, maintenance expenses, color, etc.) and preferred automobile(kind, size, company, price). For the relation research we established a model and related hypotheses and used a questionnaire survey, where 350 subjects were questioned. After the analysis, many statistically significant results are obtained : consumer's gender has relations with the preference for engine performance, engine displacement, price, color, and design; age has relations with the preference for engine displacement, maintenance expenses, free checking during A/S period, etc., occupation has relations with the preference for engine performance, engine displacement, price, maintenance expenses, fuel efficiency, etc. : income has relations with the preference for engine performance, engine displacement, price, maintenance expenses, mileage, reputation of car manufacturing companies, etc.; price and fuel efficiency has relations with the preference for car manufacturing companies. These results suggest the consumer-oriented sales of automobiles and are expected to be helpful for the effective strategy development of automobile marketing.

The Regressive Causal Structure of Heating Energy Consumption Affected by Household Income and Housing Characteristics (소득수준과 주택특성에 따른 난방에너지 소비의 역진적 인과구조)

  • Paying an attention to the issue of energy poverty of low-income households and ensuing regressivity of energy consumption, this study empirically analyzes the effects of both household and housing characteristics on heating energy consumption in an integrated way and identifies their causal structure based on the 2016 Korea Housing Survey data provided by the Korean government. Multiple regression analysis shows that household income and deteriorated level of housing, such as age and degree of cracks have positive effects and floor area of housing has a negative effect on the heating energy consumption per unit area of housing (HECPUH). Path analyses further reveal that the direct effect of household income on HECPUH is offset by the indirect effects that are mediated by deteriorated level and floor area of housing, making the total effect statistically insignificant. As a result, there is no significant difference in HECPUH across all income strata, implying that low-income (high-income) households pay more (less) heating costs relative to their income level, since they reside in the houses with relatively low (high) energy efficiency. To deal with this regressive causal structure of energy consumption, a policy option is recommended to improve energy efficiency of low-income housing through the government assistance in its maintenance and repair.

Transport Card Based Revenue Allocation Model Considering Boundary Stations in Seoul Metropolitan Urban Railroad Network (수도권 도시철도 경계역을 반영한 교통카드 기반 수입금 배분모형)

  • Boundary Station is an evaluation index that was not reflected in the Seoul Metropolitan Urban Railroad Connected Eare Allocation. Boundary station is a station located at the boundary point of two transportation agencies sharing the same route, and track operation methods are divided into business management and maintenance management. Until now, the Connected Fare Allocation has evaluated the boundary stations from the perspective of business management. Meanwhile, the integrated public transportation fee system requires the need to interpret the boundary stations from the point of view of maintenance management at the developmental level. This study was prepared a measure to quantitatively analyze changes in income with the introduction of maintenance methods in mind. The Change in the income of operation agency evaluated based on the daily transportation card data for the boundary stations of the four Seoul Transportation Corporation and KORAIL sections. This study is meaningful as a basic research for an analytical judgment that evaluates and allocates changes in transportation income of Seoul Metropolitan Urban Railroad in the future.
