An Analysis of the Growing Trend on the Major Fisheries of the Coastal and Adjacent-Sea in Korea (연근해주요어업의 성장성분석(II))

  • This study is an analysis of the growing trend from 1971 to 1980 on the four major fisheries in Korea; large powered purse seine, anchovy drag net, two boats large trawl and one boat large trawl. The main purpose of this study is to find some solutions against the problems which these fisheries are faced with, through the analysis of the growing trend of income, capital structure and main ratios of finance. According to the result of the analysis, the problems are as following: \circled1 Revenues per vessel was decreased when catches per vessel was decreased in 1979, 1980. therefore the increase ratio of the revenues per vessel was weakened from 1979. \circled2 Catches per vessel was decreased from 1979 in spite of the increase of gross cathes in its field. \circled3 Production costs in fishing, such as the cost of wages, fuels and repairs, was steadily up year by year. \circled4 Profitability was deteriorated from 1978. \circled5 productivity was lower from 1978. \circled6 Stability was lower from 1978. The solutions out of the above problems are as follows; \circled1 Fisheries resources must be fostered. \circled2 The numbers of vessels should be reduced according to the fisheries resources. \circled3 The precise amount of resources should be dynamically estimated. \circled4 The fishermen must be educated to reduce fishing cost such as the cost of fuels and repairs, etc. \circled5 The old vessels should be replaced. \circled6 The production efficiency should be promoted. \circled7 The rate of interest should be cut down to reduce financial cost.

  • In this study, we found that it is necessary to use the relatively new resource from seaweed extracts to extract and process pulp and create a local brand that can contribute to the local fishermen, development of new bio material, establishment of natural infrastructure, and acquisition of foreign investment. This study's seaweed pulp separation process is very overwhelming as seaweed is a compound of glycoside and polysaccharide. Nevertheless, we intend to develop a purification process and introduce applied technology to explore a new applied technology of pulp process. Once this technology is fully developed and mass produced, it would contribute to greater exports and increasing income level for the local fishermen. The ultimate goal of this study is to gather technical data from the first and second years of application, apply seaweed pulp to increase bio effect, and develop new functional bio-plastic packaging material, raw material, and samples with special characteristics of high molecules.

  • This study aims at analyzing the potential of leports-fishing for improving fishing household income. Leports-fishing is a composite concept which is combined with those of leisure, sports and fishing. Korean on-shore resources have also a composite characteristic. The characteristics of the east, west and south coastal waters are quite different in geography, biology and ecology. There is a array of leports-fishing development potentials of utilizing their characteristics. At present, angling forms a main activity of leports-fishing, but coastal seas would be an emerging space for the public. In order for them to be a ground of fun, enjoyment and festivals, there would be necessary to supply a wide range of activities including angling, scuba diving, fish barbecue, ecological experience, fishing experience, cruise, and so forth. As seen in the survey results, the participants have strong desire for fun and enjoyment through leports-fishing activities. The proportion of people participating in one or two times a year amounts to 40 percent. Most coastal places visited are close to medium/large cities and two-days leports-fishing/ tourism accounts for some 77 percent. However, it is shown that conflicts between leports-fishing participants and fishermen are not serious. The results of expenditure function estimation appear that the elasticity of per capita income is very high with 1.2660 and that there are negative relationships between leports-fishing expenditure and transportation/food/lodging costs. Assuming the economic growth rate of 4 percent, it is anticipated that Korean leports-fishing population will increase to 3.18 million in 2010 and 4.07 million in 2015. Korean leports-fishing market potential in 2015, which is calculated based on per capita expenditure on leports-fishing appeared to be 1,400 billion won$\sim$1,600 billion won. The contribution of such market potential is expected to be 62.3$\sim$74.2 percent(934.5 billion won$\sim$111.3 billion won) to the fishing households.

Economic benefits and management implications of reducing the harvest of juvenile mackerel in Korea

  • It is essential to provide good environment for juvenile fish to grow and spawn in order to keep reproduction mechanism of fisheries resources. However, harvesting juvenile fish deprives adult fish of the opportunity to reproduce, thereby changing self-regulating renewable resources into non-renewable ones and preventing sustainable harvesting as well as reducing fishers' income. We reviewed the catch status of Korea on juvenile mackerel and analyzed how reducing the catch ratio of juvenile mackerel may affect the spawning stock and Korean fishermen's revenue. In addition, we analyzed the problem of caching juvenile mackerel in Korean fisheries and current efforts to protect and reduce the catch ratio of juvenile mackerel in Korea. Furthermore, we suggested future efforts to protect juvenile mackerel. The result of the study showed that reducing the catch ratio of juvenile mackerel from 44.4% to 30.0% would increase fishers' revenue by 60.6 billion KRW. We suggest the changing of purse seine fishery's catching methods from night operation to day operation, relocation of fishing vessels to move to other fishing grounds when fishing vessels meet high density of juvenile mackerel, and consumers' clever choice of consuming adult mackerel in order to accelerate the move toward protecting juvenile mackerel in Korea.

Economic Effects of Korea-Singapore Free Trade Agreement on the Fisheries Sector (한ㆍ싱가포르 FTA 체결에 따른 수산부문의 영향분석)

  • According to this study, overall economic impacts of the FTA between Korea and Singapore upon fish and fishery products of our country were likely to be very small and insignificant. When the tariff on fish and fishery products between the two borders were completely eliminated, if no roundabout exports from other ASEAN countries were practicing, then this study calculated that the increase of imports from Singapore in the 12 chief items was estimated to be only about 250,000kg, which comes to the amount of 1.1 billion won. The 12 items used here account for over 90% imports of fish and fishery products from Singapore. This study also revealed that imports of fish and fishery products from Singapore would be substituted for domestic products more than 100,000kg in the 7 items produced domestically. The substitution effect represents fishermen's demage by replacing domestic products by imports in terms of income which comes to the amount of 438 million won. As the results of the study shows, establishing an FTA between the two countries will not exert so much adverse effects on our fisheries because relative importance of fish and fishery products in both countries are very small. But the contents of the agreement on fish and fishery products between the two countries are very important, as concluding the negotiation and signing the agreement between Korea and Singapore would be a precedent in future negotiations with other asian countries, especially with China and ASEAN countries.

A Study on the Mutual Credit Work of Fisheries Cooperatives in Korea (수산업협동조합의 상호금융사업에 관한 고찰)

  • The mutual credit of Fisheries Cooperatives is reciprocal financing bring overs and shorts to settlement themselves by filling each other's needs among feeble fishermen economically. The spread of mutual credit through Fisheries Cooperatives reduces private loan dependence and private loan interest rate at fishery village, and that fills up policy financing being restricted by working scale. And seeing movement side of Fisheries Cooperatives, it has done an under board to settle self-supporting foundation of primary fisheries cooperatives early. The mutual credit deposit shows about 53 times increase past an interval of a ten years. This increase rate is an epoch-making record being unparalleled in other banking facilities except Fisheries Cooperatives. Then being unparalleled increase rate, time and savings deposits increase has been contributed a great deal than demand deposits. Thinking important function factors as mutual credit growth, we can classify interior and exterior factors. The exterior factor is income of fishery household in some measure, interior factors are the high deposits interest rate and the enlargement of facilities organization. As these, they have been in a better factors, also have been a restriction factors. The restriction factors are conflict cancellation between mutual credit and them bring into existence a village vault, mutual savings and finance companies, private finance. For the sake of continuance growth rate in mutual credit as past, we should eliminate restricted factors in growth. On the other hand the better factors in growth should be act upon affirmation side continually. Consequently under circumstances not to an amicable settlement bring the fisheries fund demand as policy financing, we should do continuous and sound development of fisheries financing by means of putting in good order of fisheries cooperatives mutual credit. Surveying a problem from these viewpoints, when we study more deep and a full into a subject about growth project of mutual credit, we think to expect continuous growth in mutual credit of Fisheries Cooperatives.

A Study of Technical Development of Mariculture in the Coastal Water (천해양식어업발달과정에 관한 연구 - 기술개발활동을 중심으로 -)

  • Mariculture is contrasted with inland aqua-culturing fisheries. It is defind as the Industry of rearing Aquaorganism in limited coastal area relatively shallow in depth. Then, It's coming into being realization of Mariculture in it is long in history that Mariculture was realized in Korea. But it is from the early part of 1960s, that this industry has normally developed. Owing to 200 miles economy-zone problems of coastal countries, the development of deep sea fishing was limited, so the Korean Government has now appreciated the importance of cultured industries in the field of coastal fisheries. And the Korean Mariculture the output of which was only 18, 000 M/T in '60s attained 540, 000M/T in 1980s, has now occupied its relative importance in Korean Fisheries Industry. So the purpose of this report is to suggest the prospect of technical development of mariculture in the future of Korea, through the analysis of the various problems that affect upon the individual management '||'&'||' fishing ground utilization, along with the appreciation of "how to extend of those technical innovation" and "how the fishermen's technique level is extended at this stage. According to this study, the result is summarized as follows. First, Maricultural technique is classified into 8 sub-techniques as follows, as shown in fig. 1.Fig. 1. The Formation structure of mariculture technique Second, the change of technical method of mariculture in coastal area of Korea has made as 5 stages; 1) Scattering of culturing organism 2) Culturing by putting stone and installing bamboo 3) Culturing by installing rope and seeding 4) Culturing of putting objectives in cages 5) Culturing fish by feed Third, the maricultural fisheries of Korea has about 70 years long in history. It began from 1910s. But at that time there was no special technique in aquaculture and its technique was confined in searching out the object of species. The species was laver, oyster ect.Forth, although realization of mariculture in Korea has been long time, it is of late from 1960s that this has been industrial with normal development, and its technique of mariculture has mainly has developed from 1970s. Its result not only contributed to the high growth in Korean ecconomy along with the well balanced development between industires, but also it played a great role for the resolution of nation's food problem. Especially maricultural production has shown its sustained annual increase of 13.8% during the last 20 years. So the portion of mariculture among total fisheries stucture was extended from 4.1% in the early 1960s to 22.4% in 1980s.Fifth, it could be safely said that such development in maricultural field is resulted from the activity of aquacultural institutes such as Fisheries Reseach '||'&'||' Development production of major kinds such as Oyster, Sea-mustard, and Laver etc. As well as in the innovation of aquaculturing method with synthetic fiber utilization. FRDA has played important role in the efficient propargation of new aquacultural technique.Sixth, as for the change in aquaculture structure and its during period between 1970s and 1980s, the private management participation shown 25% increase from household number of 45, 173 to 56, 268 in total number. And in the respect of the management scale, of their management decreased, while it showed an increase in relative large scale management, the increase over 3 employees compared with other fisheries field between '70s and 80s. Effects of the Satisfaction Level of Living Environment in Rural Area on the Migration Intension (농촌지역의 생활환경 만족수준이 이주의사에 미치는 효과)

  • This study analyzes the effect of the level of satisfaction with the living environment of rural people on migration. The analysis data were used by the Rural Development Administration for the survey of welfare systems for farmers and fishermen in 2017, and samples of 3,776 were used for the analysis. The analysis variables were divided into a group of migrants, a group of permanent residents, and a group of decision-keeping, and the level of satisfaction with the living environment of each of the 10 rural areas was used as an independent variable. According to the analysis results, the basic living base and safety of rural residents were having a positive effect. The results show that the projects for developing rural areas, which increase the basic living base, are making substantial contributions to preventing the breakaway of the rural population. Safety has been neglected in the area of rural planning, but if the level of discontent is not enough, it has had the greatest impact on the livelihoods of rural residents. Welfare and cultural leisure set the main demand level for welfare and cultural leisure to the elderly and vulnerable classes, and interpret it as a result of weakened defense against stress from relocation of residence, difficulty of migration due to low income levels, and migration. Therefore, the paradoxical analysis results could be interpreted as showing that measures to increase the satisfaction of the people on welfare and cultural leisure should be taken.

A Study on the Building of Tuna Farming in Floating Offshore Wind Power Generation Field at East Sea (동해 부유식 해상풍력발전단지 내 참다랑어 양식장 조성에 관한 연구)

  • We need measures that can come up with alternative about fishery living zone and enhance local acceptance for responding to the increase in the proportion of renewable energy production and construction of 12GW Offshore wind power according to Korea's Renewable Energy 3020 initiative and Korean-version New Deal. In this study, We suggest that differentiation plans of co-location model in connection with offshore wind power generation suitable for the East Sea. The East Sea is an optimal site for building of a floating offshore wind power generation(FOWPG) field. It is expected that economic effects like energy production, aquatic resource development and tourism industrialization by farming bluefin tuna which is high valued fish and suitable for offshore aquaculture on public waters in FOWPG field. And we can confirm that budget reduction, smart management by sharing operation management technology and increase in fishermen income.
