Study on Factors Affecting Nurses' Experience of Non-Reporting Incidents (병원 간호사의 사건보고 불이행 경험여부에 영향을 미치는 요인)

  • Purpose: This study was designed to identify the factors affecting the nurses' experience of non-reporting adverse incidents in hospital. Methods: This study is a cross-sectional, descriptive survey design and nonrandom, convenience sampling. Study subjects were 392 clinical nurses, who have agreed to be the subject of this research. The measuring instrument of attitudes toward incident reporting was developed by the authors. The questionnaire which consisted of 17 items about worry about appraisal, the belief in improvement, the intention of reporting, and knowledge was measured by 5-point Likert-type scale. The estimate of internal consistency was alpha =.84. Analysis of data was done with use of mean, t-test, ANOVA, logistic regression with SPSS program. Results: Clinical nurses had experience of reporting incident (51.3%), non-reporting incident (76.5%). Statistically, significant differences were found between experiences group and non experience group in intention on reporting, belief on improvement, and worry about appraisal. Logistic regression analysis showed that the significant predictors were caused by report no-fault cases, belief on improvement, worry about appraisal. Conclusion: The result also indicated that, to improve the incident reporting and risk management, it might be necessary to give a belief that it results on improvement and remove concern about punishment through construction of no-blame system.

Quantitative risk analysis of industial incidents occurring in trap boats (통발어선에서 발생하는 산업재해에 대한 정량적 위험성 분석)

  • This study employs Bayesian network analysis to quantitatively evaluate the risk of incidents in trap boats, utilizing accident compensation approval data spanning from 2018 to 2022. With a dataset comprising 1,635 incidents, the analysis reveals a mortality risk of approximately 0.011 across the entire trap boat. The study significantly identifies variations in incident risks contingent upon fishing area and fishing processes. Specifically, incidents are approximately 1.22 times more likely to occur in coastal compared to offshore, and the risk during fishing processes outweighs that during maintenance operations by a factor of approximately 23.20. Furthermore, a detailed examination of incident types reveals varying incidence rates. Trip/slip incidents, for instance, are approximately 1.36 times more prevalent than bump/hit incidents, 1.58 times more than stuck incidents, and a substantial 5.17 times more than fall incidents. The study concludes by providing inferred mortality risks for 16 distinct scenarios, incorporating fishing areas, processes, and incident types. This foundational data offers a tailored approach to risk mitigation, enabling proactive measures suited to specific circumstances and occurrence types in the trap boat industry.

  • Proper pre-safety training is one of core mandatory in order to reduce injuries at the construction fields. In this study, we investigate the employee's opinions of safety training, safety recognition, the actual conditions of safety through survey. As a result of study, incident factors are roughly divided into technical factor, managerial factor, and educational factor. We confirmed that the educational factor led by deficiency of safety awareness and knowledge was the major factor. It needs to be resettled or revised properly to match with the incident trends and the safety training curriculum should also be improved and drastically revised with special quality. The managerial workers' safety recognition is lower than the site ones regarding the correct understanding of the importance of the training.. It suggest that the education method and system in construction fields might have fundamental problems.

  • This research has been carried out in order to provide countermeasure plans, fire prevention, improving institutional plans through analyzing accidental causes and investigating the situation of damage from the fire incident of the cold storage at Icheon. By the analysis of the incident, which is organized the process; for incidence, firstly a field investigation, next the overview of related laws, finally the analysis of problems and deducting suggestions, it was possible to find out the causes of casualties. We also suggested improving plans through finding out several problems such as safety management system and safety regulations, the permit on the completion of the cold storage and the completion examination of fire facilities as institutional problems and fireproof construction and the selection of finishing materials.

  • 내부순환로 교통관리시스템은 기존의 국내 교통 시스템들과는 달리 충분한 수집체계와 정보제공 체계를 갖추고 있으며, 전략의 구체화와 현실적 실현, 즉 전략의 시스템화를 위해 많은 노력을 기울였다. 그런 노력의 일환으로 이 시스템에서는 다양하고 복잡한 돌발상황을 단순화하고 일반화하기 위해 Uniform Event Reaction Formula라 하는 개념을 사용하였다. 이 개념은 어떤 돌발상황이 발생하면 이로 인해 영향을 받는 반응 영역과 영향을 받지 않는 비반응 영역으로 분리한 후, 반응 영역은 예측을 통한 제어 관리를 수행하고, 비반응 영역은 통상적인 제어 관리만을 수행함을 의미한다. 그러나, 돌발상황에 따른 반응 영역과 비반응 영역의 결정에 필요한 돌발상황 처리시간 예측과 대기행렬 예측 모형은 내부순환로의 도로 및 교통환경에 적합한지 검증되지 않아 많은 시행착오가 예상된다. 특히, 돌발상황의 처리시간 예측은 동질대응 구간 결정의 가장 중요한 요소로서, 현재는 처리시간에 상당한 여유를 두어 운영할 계획이지만 궁극적으로는 내부순환로에 적합한 처리시간 예측 모형의 개발이 필요할 것으로 판단된다.

  • Threat intelligences collected from cyber incident sharing system and security events collected from Security Information & Event Management system are analyzed and coped with expanding malicious code rapidly with the advent of big data. Analytical classification of the threat intelligence in cyber incidents requires various features of cyber observable. Therefore it is necessary to improve classification accuracy of the similarity by using multi-profile which is classified as the same features of cyber observables. We propose a multi-profile ensemble model performed similarity analysis on cyber incident of threat intelligence based on both attack types and cyber observables that can enhance the accuracy of the classification. We see a potential improvement of the cyber incident analysis system, which enhance the accuracy of the classification. Implementation of our suggested technique in a computer network offers the ability to classify and detect similar cyber incident of those not detected by other mechanisms.

Vision-Based Fast Detection System for Tunnel Incidents (컴퓨터 시각을 이용한 고속 터널 유고감지 시스템)

  • Our country has so large mountain area that the tunnel construction is inevitable and the need of incident detection that provides safe management of tunnels is increasing. In this paper, we suggest a tunnel incident detection system using computer vision techniques, which can detect the incidents in a tunnel and provides the information to the tunnel administrative office in order to help safe tunnel operation. The suggested system enhances the processing speed by using simple processing algorithm such as image subtraction, and ensures the accuracy of the system by focused on the incident detection itself rather than its classification. The system is also cost effective because the video data from 4 cameras can be simultaneously analyzed in a single PC-based system. Our system can be easily extended because the PC-based analyzer can be increased according to the number of cameras in a tunnel. Also our web-based structure is useful to connect the other remotely located tunnel incident systems to obtain interoperability between tunnels. Through the experiments the system has successfully detected the incidents in real time including dropped luggage, stoped car, traffic congestion, man walker or bicycle, smoke or fire, reverse driving, etc.

The humidifier disinfectant case and the legislative challenges of the 20th Congress

  • A number of absurdities surrounding the humidifier disinfectant (HD) incident may have occurred because 1) a judicial system operates on the underlying false assumption that the involved parties are equals in knowledge, information and resource mobilization capabilities, regardless of respective real status as company or individual; 2) there is a lack of a system that mandates a company to prevent and actively manage possible catastrophes; 3) the regulatory scheme makes companies believe that as long as they are complying with the existing regulations, they have satisfied all of their responsibilities. I believe that this issue is an opportunity to bring about changes in the judicial redress system, the system of internal management of manufacturers, and the regulatory system of the government. The following regulation amendments are needed to move towards the changes stated above. First, legislation relating to victim relief that is applicable to the HD incident must be established. Second, a risk management system must be formed within the manufacturing company and to this end an institutional environment for the system must be established within regulatory framework. Furthermore, legislation must be passed that could punish companies themselves that have caused severe damage to individuals because they had failed to take necessary actions to avoid foreseeable harm. Finally, the framework of regulation must be changed so that the company, who has the necessary information regarding the product and the component chemicals used in the product, must self-directed experiment and assessment of the safety of their own products.
