Study on the Improvement Operation of the Incident Command System (긴급구조통제단 운영 개선방안)

  • The aim of this study was to suggest ways to improve the operation of the Incident Command System for an effective disaster response in the event of a major disaster. As a result of the study, at the 5% significance level, which affects the perception of the operation, the significant variables that influence the operation of the Incidence Command System were found to be securing the operating budget, cooperation of the related agencies, disaster resource support, and expert training. The relative influence of the variables on the operation of the Incident Command System was found to be in the order of expert training, cooperation of related organizations, disaster resource support, and securing of the operating budget.

  • Critical incident can be happened at any time, any places without any pre-notification. For minimizing the loss of the life safety, financial and so on caused by the risk, most of company needs a system what can activate the critical incident management plan to prevent, plan for and respond to events that become critical incident. But a lot of company still don't have such a detailed system in our country and almost company has no effective training way for to boot. This paper shows the way to activate the risk management system to work efficiently the plan. The training way, proposed by this paper, is a incident command simulator based on virtual reality and scenario generation software.

  • According to the current basic law of disaster and safety management, Standard Incident Command System is limited to Emergency Rescue Function, and Incident Commanders are only Fire Fighting Agencies. The main purpose of this study is to provide some suggestions to improve general-purpose of Standard ICS for various incidents. Also, there are some suggestions for Emergency Operation Centers as a coordinator and supporter of mobilizing response resources in all large scale disaster.

  • Standard Incident Command System in Korea is that Incident Command System for Emergency Rescue Operation, which is commanded only by Fire Fighting Agencies. However, in the event of a disaster such as the flood, storm, or landslide disaster, there are many disaster response activities performed by the General Public Officers at the disaster on-scene. Yet, there isn't an Natural Disaster Command System for the General Public Officers in Korea. Thus, we have studied the response activities needed cooperation among agencies and proposed some considerations of the Natural Disaster Command System for General Public Officers. The system will be useful to response and recover disaster rapidly, seamlessly, and cooperatively among General Public Officers and the related agencies.

Study on Governance Legislation for Responses to Maritime Ship Disasters (해양 선박재난 대응을 위한 거버넌스 법제 연구)

  • The Enforcement Decree of the Framework Act on the Management of Disasters and Safety Article 3-2 specifies two 'disaster management supervision agencies' for responding to shipping disasters. These are the Korea Coast Guard, which is an on-scene disaster-responding and coordinating agency, and the Ministry of Ocean and Fisheries, which is a government department, thereby leading to possibilities for confusion. In the case of shipping disasters, where a personnel entitled full power to deal with shipping disasters is designated and his/her powers and duties are clearly made, relationship of leading and supporting agencies is made clear, and command system is simplified, an efficient response to shipping disasters is made possible. In the management of shipping disasters, all the disaster management processes, that is, prevention-preparedness-response-recovery, should be dealt with systematically and consistently. Notably, to swiftly and efficiently cope with a disastrous situation, the decision-making and command system must be simplified. The establishment of a command system and decision-making must be made independently, based on expertise. In the US, irrespective of the type of disasters, the FEMA plays a leading role and the USCG responds a response to maritime disasters by establishing the Incident Command System or Unified Command System that is an incident management system. In the UK, the MCA supervises an event and responds to it, and the SOSREP has full power to work with command and coordination independently. SOSREP, among others, is necessary to prevent an inefficient dealing of a shipping disaster owing to confrontation between participants. With reference to such leading States' practice, the Korean government should make a standardized and simplified response to maritime disasters. This study deals with a new maritime disaster responding system and provides an idea of the revision of the existing legal regime.

The Direction for Development of Domestic Initial Response System for Chemical Terrorism (국내 화학테러 초기대응체제의 발전방향 (한·미 화학테러 초기대응체제 비교를 중심으로))

  • This paper is about the establishment of "Initial Response System." Initial response system is most important and should be treated urgently among all preparations for chemical terrorism. The objects of Initial response system are to protect civilians and the first responder who are exposed directly to chemical terrorism. Therefore, this paper suggests two main issues about Initial response system. One is to prepare immediate and exact information service system which assures the safety and survival of exposed people. The other is to build Scene Response System integrated with Command-Control Procedure for early finished situation. Compared to United States, overcoming the Chemical Terrorism requires to improve the contents of two categories: Counter Citizen Response part and Initial Scene Response part. For Counter citizen response part' s sake, the web-sites of Response leader agencies for searching information about chemical terrorism should be modified specifically. These web-sites have to be re-organized in detail. The existing Information service system which has been vaguely informed as "CBRNE Accident" needs to be divided as "CBRNE Accident" and "WMD terrorism." Further, each of them should be specialized in "Chemical', "Biological", and "Radiological" categories. There is a need to rearrange current Emergency Instruction for civilians against chemical terrorism in feasible way. At the same time, it should be applied consistently to all organizations through agreement between experts and related-organizations. For Initial Scene Response part's sake, "Initial scene response procedure (SOP)" and "Operational conception" should be produced through Simulated Exercises and workshops of all organizations related with initial response. These organizations have to cooperate with Ministry of Environment which is the main leader Agency as the center. Next, there is a need to develop a technology and Scene Response Equipments, and to standardize the response equipments which consider the capability of First Responders for chemical terrorism. Especially, improving capability of equipments is required to overcome the vulnerability of Scene Response Equipments.

A Study on the Roles of Local Disaster Response Organizations (지역 재난현장 대응조직의 역할에 관한 연구)

  • The purpose of this study is to compare and analyze the organizations for responses in disaster fields to cope with large-scaled disasters including Emergency Management Agency, Emergency Response Unit, Emergency Support Center, and Field Command Center (Field Command Office). According to the results of the analysis, the problems of the organizations for responses in local disaster fields are; 1) the scopes of roles among the organizations for responses in disaster fields are ambiguous, 2) the structures of the organizations for responses in disasters are different each other, 3) the integrated management functions among the organizations for responses in disasters are overlapped, and 4) the one who assumes the integrated command is not defined. In order to improve the problems, first, the range of working of each organization for responses in local disaster fields should be definitely established and an agreement in services among the organizations should be settled in advance. Second, similar designs in the structure among the organizations for responses in disasters are necessary for amicable communication. Third, the works for integration and management for each organization for responses should be apportioned. Fourth, the organization in charge and the one who assumes the integrated command for each type of disasters should be appointed in advance for rapid decision-making.
