  • Fossil fuel energy has become a worldwide environmental issue due to its effect on global warming and depletion in its supply. Therefore, the interest in developing alternative energy source has been rising. Ocean energy, especially, has gained strength as an alternative energy source for its unlimited supply with low secondary risks. Among all the ocean energy, the west coast of Korea holds the field of large-scale energy development because of its distinctive tidal range. Tidal power plant construction at the sea may expedite multi development effects such as bridge roles, tourism resource effects and adjustability of flood inundation at the inner bay. This study introduces the validity of tidal power plant construction at Garilim Bay in west coast of Korea by examining anticipated hydraulic characteristics using EFDC model. Through EFDC numerical simulations, the feasibility of Garolim Bay as a tidal power plant field has been proved. And the most effective tidal power plant construction would be to install hydraulic turbine in the west side of bay entrance where ebb current is stronger, and install water gate in the east side of bay entrance where the flood current is superior.

  • Northeast Asia is increasingly making a transition to distinctive and crucial region in the 21st Century and growing into one of world's top three economic spheres along with the EU and NAFTA. In 2003, Korean government announced the Northeast Asian economic hub country plan as an important agenda. As a means of coping with the changing global environment, Korean government designated Incheon in 2003 as the country's first Free Economic Zone ahead of Busan and Gwangyang Bay in the south of the country because Incheon has a geographical advantage linking North America and Europe with Incheon International Airport and Incheon Seaport. The purpose of this paper is to make research on establishment and operation of an arbitral body entitled ${\ulcorner}International Arbitration Center{\lrcorner}$ (IAC) within Incheon Free Economic Zone(IFEZ). For the purpose of this, the writer in this paper, reviewed the necessity of the IAC's establishment and its legal basis as well as the role and function of the Center. Also, the writer presented plans for how to operate the IAC and how to cooperate with the key arbitral organizations of foreign countries for the settlement promotion of commercial disputes including trade and investment. With development of the IFEZ, world-renowned enterprises will invest in the Incheon economic bloc and conduct economic activities, business operation, marketing, logistics, financing, etc. In this connection, diverse types of commercial disputes are expected to occur between foreign companies entering the IFEZ and Korean firms. In this connection, the Korean Commercial Arbitration Board(KCAB) has been operating its liaison office in the IFEZ since 2004. However, in view of the increasing arbitration demand, the IAC should be set up in the IFEZ in the near future by the positive support of the government in the respect of both administration and finance because the free economic zone-related law provides for the installation of arbitration organization. For the success of the IAC, the Center will have to provide not only good quality of arbitral services that can satisfy arbitration parties but also need to conduct researches and make efforts so that arbitration can be utilized well in the IFEZ. If the IFEZ can provide advantageous business environments to those multinational enterprises intending to the Incheon economic bloc, the IAC will also contribute to the settlement of commercial disputes arising from the Gaeseong Industrial Complex in North Korea in view of the geographical advantage and logistic benefit of the IFEZ. Finally, this paper also suggests a new model for a joint dispute resolution system by the initiative of Korean government and Korean arbitral organizations for the settlement of commercial disputes within Northeast Asia, for which the CAMCA(Commercial Arbitration and Mediation Center for the Americas) of NAFTA can be a good example.

  • With the globalization of economy, there is keen competition among rountries to be a logistics hub and companies are striving to be first in establishing logistics system centering on advantageous sites, especially airport and seaports, to perform supply, production and distribution. Korea competing with Northeast Asia countries is also working out strategies in order to make Korea peninsula a logistics center of Northeast Asia taking advantage of its geographical strength. Gwangyang port has designated as Free Economic Zone together with Pusan and Jinhae, Incheon from October 24th, 2003. However, the introduction of Free Economic Zone in Korea lagged behind other major countries and it has a lot of operational problems. Approximately 600 areas worldwide are designated and operated as a Free Economic Zone and Gwangyang port and its surrounding area has several points to be settled as one of FEZ. First one is its limited functions and related laws. Next is imperfection on development, investment and management system of the hinterland. Lark of promotion activities could be one of the problems. This paper analyzes the above problems and presents various measures to activate Gwangyang Port and Gwangyang Free Economic Zone as follows Benchmarking to promote Gwangyang Free Economic Zone as follows Benchmarking other countries' system, governmental support, introduction & logistics functions, early development of the hinterland, supply of effective one-stop service, investment attraction into the area and diversified promotion & marketing activities.

  • This paper reports the sediment geochemistry and its relation to the grain size distribution in Kyeonggi Bay, Korea. Sediment samples were collected from 90 stations during the cruise crossing the bay in December 1995. Variables investigated were the sediment grain size, organic carbon content, and concentrations of AI, Fe, Mn, V, Co, Ni, Cr, Zn and Cu in the sediment. We followed the change in these variables by comparing the data obtained from this region in 1981. Distribution pattern of sediment grain size was modified from that in 1981 in some places. Near the Shihwa Dike which was completed in 1994, sediment had got finer grained. Sediment facies changed from fine to mixed facies near Youngjong Island where the tidal flat has been reclaimed for airport construction. Contents of organic matter and metals in the sediment were mostly dependent upon the sediment grain size, but an exception was found in the harbor area. The sediment in the Incheon North Harbor showed higher accumulation of organic matter and metals such as Ni, Cr, Zn and Cu.

  • General water quality parameters were measured, as a base-line study, for possible water pollution problems in the coastal waters of some important harbors and near-sea industrial complexes all around coastal zones of Korea from June 1 to October 15, 1977. The areas surveyed were near Mugho-Samcheog, Ulsan, Jinhae-Masan, Yeosu-Gwangyang, Mogpo, Gunsan and Incheon. Among the surveyed coastal areas, the Ulsan and the Jinhae-Masan areas showed high levels of dissolved oxygen, pH, COD and nutrients. Particularly, the surface waters of the Ulsan inner bay represented COD 15.6mg/l and NO$\sub$2/-N 110$\mu\textrm{g}$/l. The surface layer of the Masan bay displayed pH 8.92 and NO$\sub$3/-N 372$\mu\textrm{g}$/l, while 309$\mu\textrm{g}$/l of PO$\sub$4/-P was recorded in the surface of the Haengam bay. In general it is shown that some coastal areas are presenting signs of pollution from man's activities.

  • Despite of emerging and increasing concerns to microplastics, no standard methodology has not been proposed for determination of microplastics. This study aims to develop the analysis method for microplastics in seawater by overviewing methodologies proposed by previous studies and by assessing some processes in those methodologies which possibly cause uncertainties in microplastic determination. Furthermore, we present preliminary results of distribution characteristics of microplastics in seawater of Incheon/Kyeonggi coastal region which is based on our new methodology. Microplastics in surface microlayer (SML) and subsurface water (SSW) were collected using mesh screen and planktonic nets (trawl net with $330{\mu}m$ mesh size and hand net with $20{\mu}m$ mesh size), respectively. Microplastics with < $300{\mu}m$ was predominant, indicating hand net as the better collection tool for SSW. As for SML, FT-IR based microplastic concentration was well matched with naked-eye based concentration which has been used in most of previous studies. However, a poor relationship was observed for SSW, indicating that concentration data of previous SSW studies should be corrected. Incheon/Kyeonggi bay seawater contained the similar concentration range with those in coastal region of the Nakdong River. Our methodology can be used as a basic tool for further microplatic studies.

  • Incheon Bay has a suitable condition for tidal power generation due to the high tidal range by topographical effect. Therefore a study on the technology development for tidal energy utilization has been promoted since 2006. It is needed to deduce optimal alternatives to determine the suitable location of facilities for tidal power generation and to reduce the environmental damage from development. In order to carry out efficiently this mission, spatial information system is essential to manage and use various spacial elements related to the development and conservation. In this study, for the development of tidal energy, spatial data could be defined as three kinds of dataset. Fundamental dataset is defined as spatial data such as tide, tidal current, wave, erosion and sedimentation. Framework dataset is composed of topographical map, facility map and bathymetry. The reference dataset is composed of marine ecology and environment having the characteristics of thematic map. This study is mainly aimed at establishing methodology of conceptual spatial data modeling classifying as essential data model and optional data model through the definition of the components of spatial data.

  • In Incheon bay, mass mortalities of Manila clam associated with winter storms have been reported. In the present study we have monitored pathologic condition of the clams stranded on the tidal flats by the winter storms occurred in late March to early April in 2007. The field surveyed indicated that mortality of the Manila clam in the study areas ranged 10-15%. Condition index, a ratio of tissue weight to the shell weight, of the stranded clams was significantly lower than the non-stranded normal clams collected from the same locations (p < 0.05), indicating that the stranded clams were comparatively in poor physiological condition. Perkinsus olseni, the protozoan parasite was observed most of clams used in the analysis and the infection prevalence ranged 77-90%. The infection intensity of P. olseni determined using Ray's fluid thioglycollate medium (RFTM) cultivation and the 2M NaOH digestion assay indicated that the clams collected during late March and early April in 2007 involved 67,182-1,124,727 P. olseni cells/g tissue. The infection intensity of clams from Gung-Pyeung was significantly higher than the intensities observed from Dae-Bu and Young-Heung (p < 0.05). No clear correlation was found between the infection intensities of P. olseni in the non-stranded normal clams and the stranded clams. The stranded Manila clams were also infected with trematode parasite with the prevalence ranged 5 (Young-Heung) to 12.5% (Dae-Bu). The trematode-infected clams exhibited castrated follicles in the gonad, a typical sign of trematode infection. It was believed that mass mortality of Manila clam observed in this study was associated with the poor physiological condition as indicated by CI, although impacts of the parasite infection cannot be ruled out.

  • The west seacoast has approximately 83% of tidal flat in Korea. Gyeonggi-do and Inchon has 35.1%. This study was carried out to understand depositional environment and properties of tidal deposits that distributed in the Gyeonggi bay. On the basis of observation and description on mineralogical, geochemical, physical properties, detailed sedimentary unit has been respectively distinguished Based on. stratigraphic position, facies and unconformity, the intertidal zones are classified into four sedimentary units, and bedrock over the units has been developed in the order of Unit 4${\rightarrow}$Unit 3${\rightarrow}$Unit 2${\rightarrow}$Unit 1. The intertidal sediment deposits of Gyeonggi Bay were compared with those of west coast. In Cheongra area all strata of Unit 4-Unit 3-Unit 2-Unit 1 appear. In Yeongjong-do Unit 2-Unit 1, in Incheon Bridge and Songdo area Unit 4-Unit 3-Unit 1 are observed. In Daesan area Unit 4-Unit 3-Unit 1 are observed. Average clay mineral content ratio is 8.2% in Cheongra area, 2.9% in Yeongjong Island, 18.4% in Incheon Bridge, 24.6% in Songdo area.
