사례분석을 통한 지방행정의 빅데이터 활용 전략 (A Study on Utilization Strategy of Big Data for Local Administration by Analyzing Cases)

  • 빅데이터의 가치가 인식되고 정부 3.0이 발표되면서 빅데이터에 대한 관심이 증가하고 있다. 그러나 각 부처나 지방자치단체에 구체적인 추진 대안이나 전략이 취약한 상황에서 빅데이터를 체계적으로 활용하고 성과를 낸다는 것은 그리 쉬운 일이 아닐 것이다. 이에 본 연구는 지방자치단체의 빅데이터 활용 영역을 정리한 다음, 빅데이터 활용 전략을 제안하고자 하였다. 연구 결과 지방행정의 빅데이터 활용 영역은 크게 이상 현상 감지 및 대응, 가까운 미래 예측 및 대응, 분석된 상황 대응 및 새로운 정책(행정 서비스) 개발, 시민 맞춤형 서비스 등 네 가지로 구분되었다. 또한 빅데이터 활용 전략은 단계적 접근, 사용자의 요구분석, 주요성공요소 기반 추진, 시범사업, 성과평가, 성과에 따른 인센티브, 공통기반 구축 등으로 정리하였다.

Group-affiliated Firms and Corporate Social Responsibility Activities

  • Corporate social responsibility (CSR) is one of the strategies for managing firms' business activities but may have heterogeneity depending on ownership structures. This study investigates the association between group-affiliation and CSR activities. Drawing on a theory from the prior research, this study predicts that group-affiliated firms are less likely to invest on CSR activities. For instance, prior research finds that controlling shareholders expropriate the values of minority shareholders. As one of the motivations of investing on CSR activities is the harmonization among the stakeholders, it leads to the prediction that firms controlled by large shareholders are less likely to engage in CSR activities. Second, group-affiliated firms under poor financial performance benefit from other group members through sharing their financial resources. Thus, there is less incentive for managers of group-affiliated firms to increase their financial performance by conducting CSR. By leveraging firms listed in Korean stock market and CSR score from Korea Economic Justice Institute, the result shows that the group-affiliation is negatively related to CSR activities. The result is consistent in case of applying propensity score-matched sample. Based on the findings of this study, this paper contributes to the related literature by showing the significant association between group-affiliation and CSR decisions.

Factors Associated with Middle Managers' Work Motivation: Evidence from SMEs in Vietnam

  • This study presents an exploratory investigation of SMEs in Vietnam to understand the impact of personal-level factors on middle managers' work motivation and the moderating role of work environment. A survey of 450 middle managers (MMs) in 150 Hanoi's SMEs was conducted. The findings of this research showed a significant positive impact of Achievement (ACHV), Recognition (RECOG), and Responsibility (RESP) on work motivation of MMs under the investigation. Furthermore, the result indicated that the work environment affects the relationship between personal-level factors and work motivation of participants. Consequently, both work environment improvement and strategies related to personal-level factors need to be taken into consideration. Especially, Recognition and transparency in Responsibility are appreciated in organizations with a low level of work environment satisfaction. However, there were no indications that Participation (PAR) and Communication (CMM) have a considerable impact on work motivation of respondents, being neither low level nor high level of work environment satisfaction. Based on the findings, recommendations are suggested for Vietnam's SMEs to improve work motivation of MMs, by (i) developing standards with emphasis on their achievement, (ii) paying attention to organizational culture focusing on the responsibility of this managerial level, and (iii) building an adequate incentive system, especially non-financial incentives.

EVALUATION OF MINIMUM REVENUE GUARANTEE(MRG) IN BOT PROJECT FINANCE WITH OPTION PRICING THEORY

  • The limited public funds available for infrastructure projects have led governments to consider private entities' participation in long-term contracts for finance, construction, and operation of these projects to share risks and rewards between the public and the private. Because these projects have complicated risk evolutions, diverse contractual forms for each project member to hedge risks involved in a project are necessary. In light of this, Build-Operate-Transfer(BOT) model is considered as effective to accomplish Public Private Partnerships(PPPs) with a characteristic of an ownership-reversion. In BOT projects, the government has used such an incentive system as minimum revenue guarantee(MRG) agreement to attract the private's participation. Although this agreement turns out critical in success of BOT project, there still exist problematic issues in a financial feasibility analysis since the traditional capital budgeting theory, Net Present Value(NPV) analysis, has failed to evaluate the contingent characteristic of MRG agreement. The purpose of this research is to develop real option model based on option pricing theory so as to provide a theoretical framework in valuing MRG agreement in BOT projects. To understand the applicability of the model, the model is applied to the example of the BOT toll road project and the results are compared with that by NPV analysis. Finally, we found that the impact of the MRG agreement is significant on the project value. Hence, the real option model can help the government establish better BOT policies and the developer make appropriate bidding strategies.

재무비율분석에 기초한 한국 전시컨벤션센터의 재무적인 경영성과 개선전략 (Strategies for Improving Financial Management Performance of Exhibition and Convention Centers in Korea Based on Financial Ratio Analysis)

  • This study suggests improvements in the management performance of the five largest exhibition and convention centers in Korea through financial ratio analysis. For this research, the financial ratios of each center were compared to the average of the centers as well as to the overall industry average during the past five years. According to the analysis results, the stability and growth ratios of the centers were excellent, but the profitability and activity ratios were poor. In particular, the ratios of profitability were in state of urgent need for improvement because they were at the level of severe deficits. It was analyzed that sales increase can be the key factor to improve centers' operation income and net profit to improve profitability. This study recommends measures to increase sales by using centers' facilities and their functions. The first is to actively host large-scale international meetings and conventions that only exhibition and convention centers can accommodate. The second is to attract brand exhibitions through strategic alliances with global Professional Exhibition Organizers (PEOs). Lastly, it is to organize sports and cultural events that are appropriate for incentive tours of associations and corporations.

Optimal Charging and Discharging for Multiple PHEVs with Demand Side Management in Vehicle-to-Building

  • Plug-in hybrid electric vehicles (PHEVs) will be widely used in future transportation systems to reduce oil fuel consumption. Therefore, the electrical energy demand will be increased due to the charging of a large number of vehicles. Without intelligent control strategies, the charging process can easily overload the electricity grid at peak hours. In this paper, we consider a smart charging and discharging process for multiple PHEVs in a building's garage to optimize the energy consumption profile of the building. We formulate a centralized optimization problem in which the building controller or planner aims to minimize the square Euclidean distance between the instantaneous energy demand and the average demand of the building by controlling the charging and discharging schedules of PHEVs (or 'users'). The PHEVs' batteries will be charged during low-demand periods and discharged during high-demand periods in order to reduce the peak load of the building. In a decentralized system, we design an energy cost-sharing model and apply a non-cooperative approach to formulate an energy charging and discharging scheduling game, in which the players are the users, their strategies are the battery charging and discharging schedules, and the utility function of each user is defined as the negative total energy payment to the building. Based on the game theory setup, we also propose a distributed algorithm in which each PHEV independently selects its best strategy to maximize the utility function. The PHEVs update the building planner with their energy charging and discharging schedules. We also show that the PHEV owners will have an incentive to participate in the energy charging and discharging game. Simulation results verify that the proposed distributed algorithm will minimize the peak load and the total energy cost simultaneously.

노후아파트 재활용을 위한 건축디자인 의사결정 및 관리정책 연구 (A Study on a Rhabilitation Design, Decision Making and Housing Management Policies for Reuse of Deteriorated Apartments in Korea)

  • This article deals the investigations how to solve the social deficiencies of deteriorate apartments, which is a half cycle of a building and it goes slum clearance and redevelopment. And this proposes an active remodeling and design strategy, management, and housing policies for extending the usage of the resource. Most of apartment housing in Korea is built by the panel wall and slab structure system fur economic price. To remake is possible, even though not designed in flexibility and variation. The remodeling strategies are dwelling unification, transformation of two units to one or three units, addition of a room, changing into commercial and community required spaces, and reshaping of a envelop and facade by addition of a dwelling or dwellings, roof floors, change of materials and colors, and so on. And, all activities in structural aspect are proposed removal in upper part and addition in lower part of an apartment housing. Active remodeling cost a great deal compare to new construction, so any remodeling activities should be based on a minimal interfere and budgets to enhancing the quality in existing building. The final aim of an active remodeling is to enhance the quality in economic values, and to keep original state and to put on the new one in a small part. To promote the active and careful management and rehabilitation, it is necessary to give the positive incentive in terms of architectural law, bank loan, and any redevelopment project should get the remodeling record in national resources.

우리나라 농식품 수출부문의 경쟁력 향상방안 연구 - 포터의 다이아몬드 모델을 중심으로 - (A Study on improving the competitiveness of agri-food export sector in Korea - with Porter's Diamond Model -)

  • 농식품 수출활성화는 국내농업의 소득창출을 위한 새로운 전환기를 제공하는 방안이라는 인식이 확산되고 있다. 최근 한류열풍으로 국내 농식품에 대한 인식이 확산됨에 따라 농식품 수출은 새로운 도전이면서 기회이기도 하다. 그러나 국내 농업이 가지고 있는 구조적 문제와 수출시장 진입에 관한 중장기적 전략부재로 인해 수출시장 경쟁력이 향상되지 못하고 있는 설정이다. 이러한 환경 하에서 본 연구는 우리나라 수출농업 활성화를 위해 농식품 수출부문의 경쟁력을 제고시킬 수 있는 포괄적인 접근의 필요성을 인식하고 농식품 수출분야에 경쟁력의 개념을 도입하여 농식품의 수출정쟁력 결정요인에 대하여 분석하였다. 농식품 수출부문의 국가 경쟁력 비교분석을 위해서는 종합적인 시각에서 농식품 수출부문을 분석 할 수 있는 평가모델과 측정척도를 적용하는 것이 중요하다. 따라서 비농업분야에서 경쟁력 결정요인을 찾기 위해 다양하게 적용된 포터의 경쟁력 모델을 중심으로 농식품 수출부문의 경쟁력을 비교분석하였다. 이를 바탕으로 우리나라의 농식품 수출부문의 국가경쟁력 강화방안을 모색하고자 한다.

기업의 부동산 자산 매각과 매입에 관한 연구 (A Study on the Disposal and Purchase of Corporate Real Estate Assets)

  • 본 연구는 다양한 내부특성에 기초하여 기업의 부동산 자산 매각과 매입 의사결정의 동기와 유인을 파악한다. 실증분석결과, 기업은 부채비율이 높을수록, 보유한 현금수준과 매출액 성장률이 낮을수록 적극적으로 부동산 자산을 매각하는 것으로 확인되었다. 이러한 결과는, 재무적 제약, 내부 자금여력 및 성장기회가 부동산 매각을 결정하는 주요한 요인임을 확인시켜주는 결과로 해석될 수 있다. 반면, 부동산 자산 매입 가능성은 부채비율이 낮은 기업에서 상승하는 것으로 관찰되어 안정적인 재무구조가 동 의사결정 이전에 선행되어야 함을 확인할 수 있었다. 한편, 기업의 부동산 자산 매각과 매입 거래규모와 기업특성 간의 관계 역시 앞선 결과와 유사한 행태가 관찰되었다. 본 연구는 기업의 부동산 자산 활용에 대한 다양한 견해가 제기되고 있는 가운데, 보다 엄밀한 접근방식을 통해 그 동기와 유인을 파악함으로써 관련한 경영행태의 이해도를 개선시키고, 향후 관련 규제 도입과 경영 활성화 전략 수립 시 기초자료를 제공한다는 실무적 시사점을 가질 것으로 예상된다.

Fuzzy-IPA분석을 활용한 경인항 운영 활성화에 대한 연구 (A Study on the Operational Activation strategies of Gyeongin Port Using Fuzzy-IPA)

  • 경인항은 국가관리 무역항임에도 불구하고 인지도, 항만 배후 인프라가 부족하며, 주변항에 비해 경쟁력을 갖추고 있지 못하다. 이에 본 연구에서는 경인항의 활성화를 위한 전략적 개선방안을 제시하기 위해 경인항을 이용 중인 화주사의 인식을 반영한 Fuzzy-IPA분석을 실시하였다. 이를 통해 향후 경인항 운영활성화를 위한 실증적인 개선방안을 제시하고자 했다. 분석결과 최우선 투자영역에 비용적인 측면의 요인인 하역보관 비용, 항만시설 사용료, 인센티브 및 지원 등 3개 요인이 도출되었다. 유지강화 영역에는 화물 안전성, 인프라 설비, 내륙운송비 3개의 요인이 도출되었으며, 현상유지 영역과 점진적 개선영역에서는 화물처리에 관련된 요인과 서비스 요인이 도출되었다. 본 연구는 경인항을 이용하는 화주사를 대상으로 계량화 방법을 사용하여 인식을 분석하였으며, 이를 바탕으로 실증적 활성화 방안을 제시하였다. 향후 연구에서는 선박의 기항빈도, 항로 다변화 방안 등을 추가하여 분석에 반영할 필요가 있다.
