We analyzed that the loss of data in TCP protocol based wireless networks caused by overlapped responses in bi-directional nodes that were resulted in out of the data sequence. This loss can be prevented by using revised TCP rate control algorithm and the performance of throughput can also be improved. The rate control algorithm is applied when the congestion happens between nodes while traffic packets are retransmitting in TCP bandwidth. In addition to applying the rate control algorithm, we determine the number of system clients in bandwidth and the average of pausing time between transmitting serial files to produce a competitive level so that an efficient performance of rapid retransmitting for the loss of multi-packets. This paper discusses the improvement of congestion control in that the decrease of the loss, firstly, as ensuring an efficient connection rate and, secondly, as using sliding window flow control.

The congestion situation of Korea's port is further inclining due to the number of arriving and departing vessels and increase in the size of the size. Indicators for assessing whether the Vessel Traffic Congestion is called the Marine Traffic Congestion and it is used as a diagnostic entries in the Maritime Traffic Safety Audit System. In the diagnostic system, 6L (longitudinal) X 3.2L (transverse) is used as ship's domain in cases of harbor. This study is to determine the safety distance of the VTS officer and the ship operators by targeting the Busan harbor, which has the most number of ships that arrive/depart in Korea and listen to the communication of the VTS and calculate the communication time of the VTS officer and the ship operators for 7 days. By utilizing the distance communication port, the safety distance between the controllers and the ship operators is derived. It can be used for basic information of VTS Officer and Ship's operator's Safety distance in Busan port's in&out harbor.
Competition between ports around the world is intensifying to attract transshipment cargo. However, recently, there have been concerns about the departure of transshipment cargo volume at Busan Port, such as the lifting of the cabotage policy in China's shipping sector and the implementation of a safe fare system. In terms of operation, terminal congestion and vehicle waiting time are seriously occurring due to imbalance in the transshipment volume of each terminal and vehicles concentrated in a specific time period. In this paper, we propose a method of inter-terminal transportation (ITT) using buffer space to solve the problem caused by inefficient ITT systems and presented a mixed integer programming (MIP) for the problem. The effect of using the buffer space was analyzed for various work volumes and capacity fluctuation ranges by applying the terminal congestion pattern and ITT vehicle in/out pattern based on the Busan New Port data.
This study aims at estimating the in-and-out traffic volume and improving the main channel in Kwangyang Harbour, by utilizing measurement of congestion, i.e, the bumper model. In 2011, the traffic volume of the main channel is 11.96 ships per hour and its traffic density is evaluated 9.53% of the basic traffic capacity. Therefore the existing width of the main channel, 850m is safe enough but the channel requires the traffic separation scheme as suggested in order to secure the safe of the transit vessel.

With the introduction of increasingly large-sized ships, the conditions of main domestic port facilities remain the same as in the past. So, there is high probability that marine traffic congestion can occur at the certain ship's routes. The standard ship's length used to assess the marine traffic congestion of domestic trade port is 70 meters. It has been in use for the last 30 years, so, its usefulness is highly recommended for review. This study deeply analyzes the tendency of ship's dimensional changes according to recent enlargement of ship's size by utilizing the particulars of 60,000 ships saved in domestic Port-MIS database and suggests the standard ship's length by figuring out the correlation between length of ship and gross tonnage. In addition, the basis of statistical data on the ship's tonnage in domestic trade over the last five years suggests the standard ship's length by deriving the reference point of cumulative incidences that occupy more than over 50 %, except for small vessels. It is necessary to consider the characteristic of each domestic trade port before the actual application of suggested standard ship's length.
In Vehicle Information and Communication System (VICS), which is an active field of Intelligent Transport System (ITS), information of traffic congestion is sent to each vehicle at real time. However, a centralized navigation system is not realistic to guide millions of vehicles in a megalopolis. Autonomous distributed systems should be more flexible and scalable, and also have a chance to focus on each vehicle´s demand. This paper proposes a sub-optimal route planning mechanism of vehicles in urban areas using the non-network type immune system. Simulation is carried out using a cellular automaton model. This system announces a sub-optimal route to drivers in real time using VICS.

Pathological studies by light and electron microscope were carried out on the twenty piglets naturally affected by encephalomyocarditis virus infection. Gross findings included pale or yellow, small necrotic foci on myocardium, together with pulmonary edema and liver congestion in some cases. On light microscopy, nonsuppurative interstitial endocarcitis, epicarditis and myocarditis, myocardial infarction, and dystrophic calcification or fibtosis were observed in heart. Perivascular cuffings, gliosis and nonsuppurative meningitis were appeared in brain. Focal or diffuse necrosis with mononuclear cell infiltration in lacrimal gland and multifocal necrosis in liver were observed in some cases. Congestion and edema of lung, hyperemia, hemorrhage and deletion of lymphocytes of lymph nodes and spleen were recognized. On electron microscopy, severe swelling and vacuolization of mitochondria and sarcoplasmic reticulum, large intracellular vacuolation and edema, separation and fragmentation of myofibrils were observed. Virus particles were seen in the sarcoplasm of degenerated cardiac muscle cell.

While fire is very useful to our life, the number of the victims of fire continues to increase, This study suggests the ways to rescue the people safely when they are subject to a fire in a high-rise building. To this end, the concept of fire is reviewed. Fire breaks out when the conditions for congestion are met, and therefore. if any of the conditions can be blocked, the fire will be extinguished. In other words. the knowledge of such conditions will greatly help the fire fighters to rescue the people, and so. such conditions for congestion as flammable, heat, oxygen and chain reaction are examined. In addition, the effects of such by-products of fire as heat and smoke on human body are reviewed. In order to rescue the people more safely, the fire fighters are requested to review the situation and design a rescue strategy before being engaged in a full-scale rescue activity. This study discusses various rescue methods using such passages or equipments as stair case, double ladder, special fire fighting vehicle, elevator, jumar, rope, helicopter, etc. In conclusion. since it is more difficult to rescue the people from a high-rise building than from the ground, it is essential to design a rescue program not after fire but before it and thereby, minimize the number of victims.

In order to make the underwater vehicle carry out the mission in a submarine environment, it is needed to plan a safe and efficient route to a given destination and prevent the autonomous submersible from colliding with obstacles while moving along the planned route. The function of collision avoidance makes the travel distance of the autonomous submersible longer. Moreover, it should move slowly near to obstacles against their moving disturbance. As a result, this invokes the degradation of the navigation efficiency in the process of collision avoidance. The side effect of the collision avoidance is not ignorable in the case of high congested environments such as the coast with many obstacles. In this paper, we suggest a path planning method which provides the route with minimum travel time considering collision avoidance in congested environment. For the purpose, we define environmental congestion map related to geometric information and obstacles. And we propose a method to consider the moving cost in the RRT scheme that provides the existing minimum distance path. We verified that the efficiency of our algorithm with simulation experiments.
Background This study was designed to introduce the feasibility of toe tissue transfer without venous outflow for fingertip reconstruction. Methods Five cases of fingertip defects were treated successfully with this method. Four cases were traumatic fingertip defects, and one case was a hook-nail deformity. The lateral pulp of a great toe or medioinferior portion of a second toe was used as the donor site. An arterial pedicle was dissected only within the digit and anastomosis was performed within 2 cm around the defect margin. The digital nerve was repaired simultaneously. No additional dissection of the dorsal or volar pulp vein was performed in either the donor or recipient sites. Other surgical procedures were performed following conventional techniques. Postoperative venous congestion was monitored with pulp temperature, color, and degree of tissue oxygen saturation. Venous congestion was decompressed with a needle-puncture method intermittently, but did not require continuous external bleeding for salvage. Results Venous congestion was observed in all the flaps, but improved within 3 or 4 days postoperatively. The flap size was from $1.5{\times}1.5cm^2$ to $2.0{\times}3.0cm^2$. The mean surgical time was 2 hours and 20 minutes. A needle puncture was carried out every 2 hours during the first postoperative day, and then every 4 hours thereafter. The amount of blood loss during each puncture procedure was less than 0.2 mL. In the long-term follow-up, no flap atrophy was observed. Conclusions When used properly, the free toe tissue transfer without venous anastomosis method can be a treatment option for small defects on the fingertip area.
