Recently as people's values are changing from development phase into running stage after quality of life, so that the needs of environmentally friendly construction are gradually increasing. Also populace discontent about the pollution during construction process such as the noise and vibration caused by construction machinery is increasing. Even though it is impossible to eliminate the construction pollution fully, it is necessary to make efforts to reduce construction pollution to a minimum. In terms of construction site operating, the first possible step for solving these matters directly is that the necessary sum of expenses must be secured as the environmental management costs in the conceptual phase. However, in fact, the environmental management costs have not been secured in the budget. Generally it is the major reason not arising proper activities to prevent the pollution in the construction site. The purpose of this research is to suggest the efficient budgeting method regarding Environmental management costs to ensure the necessary sum of environmental management expenses. To provide an efficient budgeting method, interviews with the person in charge of environment management was conducted. 78 construction sites was surveyed and environmental management costs were analyzed through their historical data from the survey. According to the results of analysis, the ratio of environmental management costs is revealed 0.45% of construction cost as average comparing 0.2% of legal limit. And usually the environmental management cost was appropriated into the safety management budget. So it is needed to isolate environmental management budget securely and modify the ratio of Environmental conservation Costs in Construction Technology Management Act.
In this study, the plan to construct a disaster information categorization system that can be objectively and efficiently performed was suggested in order to perform disaster management task systematically. Recently, the damage of natural disasters is gradually growing larger and faster, increasing the economic loss. Especially, as for the domestic storm damage, the damage from strong wind was found to be greater than the damage from torrential rain. Also, strong wind was found to be inflicting a great damage on human life, property and agricultural crops, so the necessity to study damage restoration from strong wind is increasing. Nevertheless, the damage items categorized in the domestic disaster year book are often comprehensive or unclear in criteria, and thus fail to reflect items or matters due to actual disaster damage. It is difficult to aggregate damage accurately such that it does not correspond to the national compensation scope or the damage amount is calculated according to subjective judgment of the investigator in charge. As such, if the disaster information management is inadequate by not applying accurate categorization criteria from damage amount calculation, there can be an issue with fairness when paying the damage support aid. Therefore, this study suggested a categorization plan for objective and efficient execution of disaster information management task in order to resolve such issues. It is expected that quick and efficient execution would be possible in disaster information management and task procedure domestically by constructing systematic categorization system related to disaster information.

Maritime safety management needs active public participations because the sea is too wide for a government to respond to all unexpected accidents with limited resources. Marine rescue volunteer organizations of US, UK, Japan and Korea were compared one another on the base of disaster management governance theory, and recommendations for the development of marine rescue volunteer organization of Korea were proposed. The advanced organizations commonly have tradition of marine rescue voluntaryism in the advanced maritime countries. They have nation-wide networks and self-governing structures. Their main activities include public maritime safety education and fundraising programs as well as marine rescue operations. They have cooperative relationships with government agencies in charge of national maritime safety management, which are usually guaranteed by legislations or institutional systems. Donations from the public are major source of their finances. Members mainly consist of civil volunteers, and get basic compensations for their expenses. For the advancement of marine rescue volunteer organization of Korea, efforts are needed to strengthen the membership of civil rescue fleet, to activate public education and fundraising programs, and to amend the related law for institutional support.

Maritime transportation circumstance is changing rapidly in accordance with the increase of cargo volume between countries and increase of marine leisure activities by improvement of quality of life. And the circumstance for ship operation is also changing due to aging of seafarers and increasing of foreign seafarers. To cope with such changes in maritime environment well, it requires higher safety management skills from shipping companies, the main subject in charge of the safety matter. In this paper, we analyzed domestic and foreign similar system, and then applied imitation strategies for introduction of an unific evaluation and management system that was consist of marine accidents, port state control, ISM Code and so on from shipping companies. We defined that the imitation industry and system are converted accident ration of construction industry and traffic safety excellence company of road transportation, and then extracted relevant law, evaluation index, incentive system as a imitation subject. We also proposed scheme that introduction of basis law, and evaluation tool with marine accidents ratio, port state control & ism code result, and incentives such as immunity of safety inspection or reduction of commission for introduction of company's safety management level evaluation system. Finally, we proposed the imitation timing and plan in stages for system's sustainable development through the prompt introduction and continuous enforcement.
Tubular markers for road safety facilities are used to lead the driver's sight line and separate the lanes on the road. Such tubular markers are usually installed on the road and frequently hit by vehicles, they are accordingly requested to assure the product durability. The traditional evaluation method of tubular markers include only quality tests of the material properties. However, most of consuming agencies in charge of road management at fields have proposed problems on long-term performance of the products hit by vehicles under various weather conditions. Therefore, the objectives of this study are to develop the reliability test methods and equipments to simulate the product failures of tubular markers due to vehicle collision and wheel compression and the delamination and discoloration of reflection sheets attached on the surface of the products under high and low temperatures.

Background: Painters in the automotive sector are routinely exposed to volatile organic solvents, and the levels vary depending on the occupational health and safety controls enforced at the companies. This study investigates the levels of exposure to organic vapors and the existence of controls in the formal economy sector in southern Colombia. Methods: This is an exploratory study of an observational and descriptive character. An analysis of solvents is conducted via the personal sampling of painters and the analysis of samples using the National Institute for Occupational Safety and Health 1501 method. The amount of solvents analyzed varied according to the budget allocated by the companies. The person in charge of the occupational safety and health management system was interviewed to learn about the exposure controls implemented at the companies. Results: A medium exposure risk for toluene was found in one company. Another presented medium risk for carbon tetrachloride, xylene, ethylbenzene, and n-butanol. The others showed low risk of exposure and that the controls implemented were not sufficient or efficient. Conclusion: These results shed light on the working conditions of these tradespeople. The permissible limits established by Colombian regulations for the evaluated chemical contaminants were not exceeded. However, there were contaminants that exceeded the limits of action. The analysis of findings made it possible to propose improvements in occupational safety and health management systems to allow the optimization of working conditions for painters, prevent the occurrence of occupational diseases, and reduce costs to the country's health system.
IP Telephony service was restricted to an outgoing call and low quality since the trust domestic IP Telephony service launch of Saerome co. Ltd, in Jan. 2000. However, Interest of IP Telephony service, which is substituted for PSTN, has been highly elated because of the developed equipment softswitch and new technology. This kind of importance and marketing of VoIP are recognized to telecommunication providers. With this trend, they try to administrate customer satisfaction and invest R&D to survive in this hard competition and unexpected change. To achieve this objective, they should try to realize the searching process of the quality decision attribution (QDA). However, there is little research on the aspect of service quality of Internet telephony so far. For this, the investigator established the tangibles, the reliability, the responsibility, the assurance, the empathy, the charge with information sources as core elements. In order to examine the influence of IP Telephony service upon the attitudes toward a brand and the purchase intention.
The characteristic of fire and explosion related to electrostatic discharge is that it is difficult to reproduce the electrostatic charge and discharge phenomenon in addition to the large human and material damage. Therefore, in order to prevent accidents and disasters related to electrostatic in fire and explosion hazard areas, it is important to manage the level of electrostatic in a safe manner from the perspective of system between industrial facilities and human bodies. Rule 325 of the Occupational Safety and Health Regulations, "Prevention of Fire / Explosion due to Electrostatic", requires the use of grounding, conductive materials, humidification and electrification in order to prevent the risk of disaster caused by static explosion and electrostatic in the production process. In order to comply with these measures, related technologies, standards and systems are needed from the viewpoint of preventive measures related to electrostatic in fire and explosion hazard areas, but in Korea, it is still insufficient. Therefore, technical, institutional and managerial measures are needed as a precautionary measure to improve the level of ESD safety in fire and explosion hazard areas and prevent electrostatic related injury. In Korea, we analyzed the current status and characteristics of electrostatic related disaster by using the statistics of industrial accident and fire statistics of the Ministry of Employment and Labor. We also analyzed the current status and characteristics of electrostatic related disasters in Japan using JNIOSH accidents and disasters investigation cases and JNIOSH fire accident data of Japan Fire Bureau. The purpose of this study is to compare and analyze the current status of electrostatic related accidents and disasters in Korea and Japan in order to improve the safety management of electrostatic in fire and explosion hazard areas. In order to prevent accidents and disasters in the industrial field, The technical, institutional, and managerial measures to manage the level of electrostatic in a safe state were derived from the system point of view.

Problems on vibration due to blasting for infrastructure development are getting important because of a civil appeal. Blasting-induced vibration is representative construction pollution, hence, it is possible that a number of environmental damages occur. In this study, borehole test blasting was conducted at Sintanjin area, Daejeon and square root equation with 95% confidence level was proposed for prediction of blasting-induced vibration. The vibration value predicted from this equation was more conservatively evaluated than the values predicted from U.S. Department of Interior, Bureau of Mines (USBM) and Nippon Oil & Fats Co., Ltd. (NOF) equations. Therefore, the proposed equation in this study seems to contribute for safety blast design. However, for optimal blast design, inducing equation for prediction of blasting-induced vibration through the identical test blasting with field construction such as rock slope blasting would be required.
The Homeshare program, which was introduced in 2012, has been implemented with the purpose of reduction of housing costs for young students and economic support for the senior to prevent isolation and help themselves. Nonetheless, the program has not being activated and the research about it has not progressed well. Therefore, this study as a basic research of the program aims to analyze and evaluate the program in progress in district offices to push it forward. This study was undertaken on documentary research and interviews, which analyzed advanced researches and open materials from the websites of district offices. The interviews were conducted in 4 gu-district offices (Nowon-gu, Gwangjin-gu, Seodaemun-gu, and Seongdong-gu) and did interviews with officials in charge on July in 2015. The result of this study is as follows. First, the Homeshare is being activated around the university town, which has advantage of housing welfare aspects for young students and social welfare aspects for the senior. Second, the support structures of the Homeshare can be categorized as the gu-districts offices, local resources and different structures funded by the Seoul City. Third, the process of the Homeshare takes 5 steps consisted of advertisement, reception/counseling, matching, contract, follow-up management. Fourth, the matching makes it a rule to match the same gender considering safety. In the case of the participation of the official in charge, it has a advantage of solving problems that can occur when the matching, which can lead to smooth progress. Fifth, joint consultation is divided into the contract among participants and the contract between participants and the gu-district office. Sixth, the follow-up management takes rather passive approaches such as calls once or twice a month and visits when necessary. For the activation of the Homeshare, it is required to improve it through the various methods such as regular visits, satisfaction researches and so on. This study resulted from investigating and analyzing the Homeshare operation system between generations will be considered to be a reference to the underlying management.
