To stem the ever-prevalent occurrence of industrial accidents in the construction industry, which is emerging as a social problem, efforts must be invested by various stakeholders. Specifically, among stakeholders, the orderer is at the top of a project's decision-making structure. Therefore, the orderer's awareness of safety and health directly affects the process of securing the safety of the overall construction site. In this light, the present study aims to identify differences in the perceptions of each stakeholder regarding the obligatory safety and health measures for clients that have recently been introduced. In addition, it suggests specific implementation plans in the Korean context. The data used for analysis were collected through a survey targeting stakeholders such as orderers, safety managers, and site managers, and the collected data were quantitatively reviewed by using multivariate analysis methods such as analysis of variance. As a result of the analysis, the introduction of safety and health obligations for the owner was found to be necessary, and the designation and operation of safety and health experts as an action plan was deemed reasonable. The authors expect that the results of this study can be used as basic data for revising the related regulations in Korea. Moreover, as a further study, a review of the effectiveness after improving regulations would contribute strongly to the domain.

서비스 산업의 고도화로 인한 기업 간 경쟁의 심화와 가속화는 서비스 소비자들이 원하는 서비스의 품질 수준을 높였고, 이러한 소비자의 동향은 급변하는 기술의 수용과 코로나19라는 특별한 상황을 감안해야 하는 공공영역의 서비스 제공 환경에도 적지 않은 영향을 미치고 있다. 이에 본 연구는 『ISO18091:2019』을 기반으로 행정안전부에서 개발한 공공서비스 품질관리 프레임워크를 기초로 개발된 교육교재를 활용하여 공공기관의 종사자를 대상으로 교육을 한 후 설문을 통해 교재의 적용 가능성을 검토하였고, 실제 개선활동에 참여한 공공기관 종사자를 대상으로 인터뷰를 진행한 필드스터디 결과를 바탕으로, i)데이터 활용 및 검증, ii)공공서비스의 광범위성, iii)서비스 제공기관의 규모/역량의 세 가지 관점에서 공공서비스 품질 수준을 제고하기 위해 고려해야 하는 시사점과 가이드라인을 제시하였다.

In this study, a systematic survey was employed to investigate managers' awareness on the safety culture project in small- to medium-sized industries. The existing regulatory and technology-oriented disaster prevention strategy has been implemented to reduce industrial accidents within a short timeframe, but it is essential to reduce fundamental accidents as well by improving the organizational safety culture or software elements, such as safety awareness. Questionnaires and interviews were conducted to examine the managers' awareness about safety culture, consisting of 17 questions related to safety consulting and with the participation of 191 executives and safety managers. The results showed a significant difference in the self-pay rate of safety consulting depending on the size of the workplace under evaluation. Based on the results, the safety-consulting business focused on providing differentiated consulting support and realistic improvement plans according to the workplace size. The study concluded that it is possible to reduce fundamental human errors and improve organizations' safety awareness or safety culture by employing safety consulting differentiated by workplace size.

포장용 플라스틱 제조산업은 중국에서 오랫동안 발전해 왔지만, 대부분이 중소기업으로 자 기업의 상황에 맞는 적절한 운영방안을 가지고 있는 경우는 매우 드물다. 포장용 플라스틱 제조산업은 대표적인 주문생산 방식을 따르는 산업으로 생산과정에서 주문의 처리순서는 매우 중요하다. 잦은 제품별 전환생산으로 발생하는 재료의 낭비는 피할 수 없으며, 일반적으로 제품 간 전환생산 시에 발생하는 관련 비용도 상이하다. 따라서 본 연구는 포장용 플라스틱 필름 제조산업에서 운영수익 향상을 위한 작업 우선순위 결정 모형을 @RISK 시뮬레이션 소프트웨어를 활용하여 개발하고, 기술관리자와 현장 전문가로부터 공장의 실제 상황을 고려하여 제안된 3가지 실행 가능한 군집화 우선순위 처리 방안을 비교·분석하였다.

Purpose : The purpose of this study is to directly understand the health condition of residents of mental health sanatoriums nationwide, which has been difficult to ascertain in surveys conducted to date. The study presents specific measures for improving the health of these residents. Methods : A "physical examination questionnaire for residents of mental health sanatoriums" was developed to check the basic physical condition of residents, and 20 out of 59 mental health sanatoriums nationwide were randomly selected. Medical personnel visited the sanatoriums, interviewing and examining the residents in person. A total of 396 health surveys were completed. Results : Many of the residents were underweight but had abdominal obesity. It was confirmed that chronic diseases among the residents were not diagnosed early or were not properly managed. Among the subjective symptoms complained of by the residents, musculoskeletal symptoms were the most common. Oral examinations revealed a serious level of oral health problems among the residents, including dental caries and missing teeth. Basic physical examinations found health problems that required additional examination or medical treatment. Blood pressure abnormalities made up the highest percentage of the health problems. Conclusion : Regular health surveys are needed to determine the health condition of residents of mental health sanatoriums. Access to and quality of primary medical services within the sanatoriums need to be dramatically improved. A delivery system for severe diseases and emergency medical care in the sanatoriums should also be specifically presented. The residents should be notified upon admission and during their stay that they have the right to the enjoyment of the highest attainable standard of mental and physical health. The issue of health rights should be addressed within a larger framework of reorganizing management plans for people in the community - not only residents - with chronic mental illness.

The national R&D project is a major strategy for the development of science and technology in the country. This is promoted for the purpose of improving the welfare of the people, such as creating jobs and fostering small and medium-sized enterprises, through the results of science and technology research conducted with support from the national budget. Therefore, analysis of the performance evaluation and budgeting system of the current national R&D project is one of the essential parts of preparing a system improvement plan. This study derived improvement plans through a comparative analysis of national R&D project performance evaluation and budget systems in Korea and leading countries such as the United States and Japan. As a result, it was confirmed that it may be difficult to derive innovative research results due to the lack of sustainability and a short period of time to require quantitative performance. To overcome these difficulties, the need for system improvement as follows was suggested. First, it is necessary to enlarge and prolong national R&D projects. Second, a plan for securing sustainability is needed in consideration of the main characteristics of each research field. Finally, it is necessary to strengthen the linkage between organizations in charge of national R&D projects. And also, there is a need for a system that can continuously identify problems and improve the system. In addition, the constitutional amendment will be necessary to separate science and technology from economic development, which states that Article 127, Paragraph 1, "Science and technology should be subordinated to economic development," which is the science and technology article of the current constitution.

석회석은 국내 최대의 광물자원으로 다양한 산업에 활용하고 있으나 대부분 시멘트 및 제철 산업에 집중되어 있는 실정으로, 농업, 분체, 환경 등의 산업분야와 관련된 석회석 가공 산업 연구는 매우 부족하다. 본 연구에서는 석회석을 가공하여 생산할 수 있는 생석회 및 소석회를 활용하는 작물 대상 항균제 산업과 석회보르도액의 주요 현황, 연구 등을 분석하여 자료를 제시하였다. 이를 통해 광물 자원 및 소재 분야에서 석회보르도액의 항균 성능 향상을 위한 가공 기술 분야를 검토하였고, 석회석 가공 산업을 통한 작물 대상 항균제 분야의 활성화 방안에 대한 내용을 정리하였다.

정부는 새로운 영역의 전자정부 서비스를 창출하기 위한 계획을 추진 중이다. 업무절차 개선 측면에서 dBrain과 e-사람, 전자결재 및 업무관리를 위한 온나라 등은 상당한 성과를 이루었으며, 현재는 새로이 부각된 정보기술을 도입하여 기존의 행정서비스를 개선하고 지능형 전자정부를 구현하기 위한 노력을 지속하고 있다. 본고에서는 그중 자가학습기반의 지능형 행정서비스 구축이 실제 업무를 추진하는 공무원들의 업무프로세스에 효율적인지, 지속사용하는데 영향을 미치는지를 파악하고자 하였다. 인공지능, 빅데이터, 블록체인 등의 발전된 정보기술에 대한 개인의 인식 및 태도를 바탕으로 개인 혁신성을 선행변수로 하여 UTAUT 변수들이 지속사용의도에 영향을 미치는 지에 대해 공무원 대상 설문 결과를 이용하여 지능형 정부서비스를 대상으로 검증하여 행정서비스에 대한 영향요소를 파악하였다. 정부행정서비스 사용자들은 혁신적인 행정서비스의 구축 및 도입이 국민에게 더욱 효율적으로 활용될 수 있다고 믿으며, 정보기술 발전에 따라 서비스의 활용 및 제공에 대한 기대감을 높게 가지고 있다고 파악되었다. 향후 전자정부 서비스를 활용하는 국민을 대상으로도 모형을 적용하여 연구할 예정이다.

Purpose : This study was purposed to analyze the effectiveness of PBL (Problem-Based Learning) classes and to derive class improvement plans. Methods : The subjects of the study were 48 students who took the 4th grade clinical dental hygiene course at S University located in Chungcheongnam-do of South Korea in 2021. A single-group pre and post experimental study was designed to verify whether there were significant changes in the research variables of students who participated in the class to which problem-based learning was applied. A paired-sample t-test was conducted for the collected data of 46 respondents. Results : As a result, the degree of improvement in problem clarification, cause analysis, and alternative development among the five sub-areas of problem-solving ability was statistically significant. This means that the problem-based learning class positively affects dental hygiene major students' ability to clarify problems, the ability to analyze causes to collect and analyze information, and the ability to develop alternatives to make decisions, thereby improving overall problem-solving abilities. However, the improved post-score was not statistically significant in the planning/execution and performance evaluation of the remaining two subdomains. In addition, post-scores of the leader aspect, opinion exchange, opinion evaluation, and opinion integration, which are sub-domains of collaborative self-efficacy, all showed great statistical significance. Problem-based learning improved the collaborative efficacy of dental hygiene major students overall by positively influencing the ability to lead a team, exchange and evaluate each other's views, and constructively integrate different views. Conclusion : It was found that both the subject's problem-solving ability and cooperation efficiency improved under the influence of problem-based learning. On the other hand, implications for improvement of the future class such as the necessity of supplementing strategies to promote planning and execution ability for problem solving, and ability to evaluate problem solving performance was suggested.

연구목적: 본 연구에서는 최근 항공산업현황과 항공안전관리시스템 운영체계 현황을 살펴보고 현재 운영중인 항공안전관리시스템의 미비점을 파악하여 항공안전관리의 선제적 예방 및 개선방안을 제시하는 것을 목적으로 한다. 연구방법: 최근 발생한 사건사고조사와 국내법 현황, 해외 운영기관 및 안전관리 체계 분석을 통해 항공안전관리의 개선방안을 제시하였다. 연구결과: 최근 발생한 항공기안전 관련 사건과 현재 운영하고 있는 항공안전관리점의 미비점과 국외 항공선진국의 대응 사례를 통하여 관리체계와 법제도 측면의 개선점 및 예방적 항공안전을 위한 관리방안을 도출하였다. 결론: 항공안전관리 개선방안을 데이터를 활용한 기법을 기반으로 제시하였으며, 추가 관련 연구를 통해 구체화해 나가야 할 것이다.
