A Study on the Inhabitant-friendly Improving a Village Environment in Rural Disaster Villages (농촌재난마을 주민친화형 마을환경개선 콘텐츠 적용방안에 관한 연구)

  • Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. In order to overcome the damage caused by natural disasters, various projects related to safety and disaster prevention. However, Government-centered disaster recovery operating system showed difficulties to utilize the natural scenery and ecological environment of rural villages. So the participation of the residents is necessary. Therefore, this study aims to find a more effective disaster recovery direction by suggesting the application method, Inhabitant-friendly improving a village environment contents in Rural Disaster Villages, for continuous disaster management. The research methods were literature analysis, interviews, and expert discussion. As a result, it was found that the rural disaster village environmental improvement facilities, inhabitant-friendly recovery system, and inhabitant-friendly village environment contents and suggests a application method of inhabitant-friendly village environment contents. The research will be used as basic data when preparing a guide for improving the environment for residents in rural villages.

A Study in the Review and Progressive Strategies of Smart Village in Rural Areas (농어촌지역 스마트빌리지 사업의 고찰과 추진방향)

  • There are various issues in rural areas. There are population decline, aging, and the absence of jobs and amenities. The government continues to expand various projects for rural areas. Recently, the government is promoting smart village projects in farming and fishing villages. The purpose of smart village is safety, convenience, smartization, and productivity improvement. The purpose of this study is to investigate the project and implementation process of smart villages, and domestic and foreign cases. And it classifies smart villages and suggests implementation strategies. The conclusion is as follows. ①The smart village business focuses on safety, living convenience, facility smartization, and agriculture and fisheries. ②In overseas cases, the smart village project focuses on improving the residential environment of farming and fishing villages in the EU, the UK, and Germany. Japan focuses on improving energy and agricultural and fisheries productivity. ③It is recommended that the smart village business be subdivided and promoted as much as possible. And the project enhances synergy in cooperation with other government ministries. ④Smart services increase credibility through FGI for public officials and residents. ⑤The project is carried out in consideration of agricultural products, tourism festivals, natural environment, history and tradition.

  • In this study, a new model for improving the settlement environment and revitalizing hilly and mountainous areas was presented. A case study was conducted in two rural villages of Nakatsu-Mura in Wakayama-Prefecture, Japan. The settlement environment was evaluated from the point of view of the local residents, and the expectation of the local residents about the regional revitalization of their village in the future was assessed. From the analysis, each factor used far the assessment displayed characteristics of the two rural villages well. The type of improvement in rural villages was classified by a combination of the degree of satisfaction over the current settlement environment and expectation about the regional revitalization of the villages in the future. A method for improving and revitalizing settlement environments was clarified.

Development of Inhabitant Participation Index for the Village Environment Improvement (마을환경개선을 위한 주민참여지표개발)

  • A purpose of this study is to develop practical indexes for improving a village environment in Kyongbuk, Korea. From a questionnaire survey of the public employees (71 persons) who take charge of the environment in Kyongbuk province, the indexes were produced and the contents of questionnaire consisted of preferential and supplementary indexes to apply. The preferential indexes which apply to an agricultural village and a stock raising village are environmental sanitation facilities, a hygienic check of livestock and a purge of livestock shed's surroundings. In case of mountainous village, and natural-ecological village the preferential indexes are habitat reservation for wildlife, poaching prohibition (monitoring for it), and food supplement for livestock. To the traditional-cultural village, prevention of noise pollution, environmental sanitation facilities, and a monitoring or water quality change are the prior indexes in order. For the village near city and the industrial village the preferential indexes are patrol removing of garbage, pollution index planting and monitoring for noise pollution. For a fishing village and a village fronting waterside excess uses of agricultural chemicals, monitoring for a water quality change, and realignment of green house with vinyl and warehouse. In conclusion the research presents the practical and preferential index for residents to improve their environment in accordance with village settings and suggests guidelines for further research.

An Analysis of Fishing Village Extinction Factors to Increase the Inflow of Fishing Village Population (어촌인구 유입 증대를 위한 어촌소멸 요인 분석)

  • Global food prices have skyrocketed due to international uncertainties such as COVID-19 and the Russian-Ukrainian War. In this context, the importance of rural areas as a source of food production is also rapidly increasing. However, the issue of regional extinction is emerging as Korea faces the world's lowest fertility rate and fastest aging population. Also, rural areas are losing their population more rapidly than large cities. Therefore, this study aims to analyze the factors that can encourage the influx of fishermen to prevent the disappearance of these fishing villages. As a result of the analysis, in order to prevent the disappearance of fishing villages, among the infrastructure, natural environment, and residential environment variables, the ratio of aged housing related to quality of life, culture and amenities coefficients were found to have a greater impact than other variables. Based on these results, it is judged that it is necessary to establish a sufficient level of infrastructure in fishing villages and to prioritize policies for improving the residential environment.

  • This study aimed at derivation of planning factors and applicable planning factors of residential environment for the elderly in Korean rural village in the more detailed level. Literature review, questionnaire and depth interview with the elderly of case rural villages keeping face with investigation of residential environment was carried out for the derivation of planning factors. Study of related legal factors and interviewing with experts for advice was conducted also for the verification and complement of planning factors. The goal of this study was improvement of residential environment for the elderly or existing rural village not the new one and planning factors was intended to include all the considerable elements. Planing factors was classified two groups which were factors of village outdoor and the inside and outside of a house. The former was also divided into spacial factors and facilities factors and the latter was divided into inside factors and outside factors. The results may contribute to improving residential environment for rural elderly with relation of health and medical service.

  • This study aims to examine the type of residents' participation in village making including the case of "Making Happiness Village" -in the Jeollanam-do province and "Village Making" -in Haenam-gun. The study examines the potential and effects of these projects, draws conclusions and suggests the future direction of village making projects. The results of this study are summarized below. "Making Happiness Village" should be evaluated in detail as it has contributed to the successful and development of traditional Korean residential culture, and has helped to activate and develop agricultural and fishing villages through the improvement of the residential environment and attraction of urban people into the rural area. It also showed the possibility of a project to be settled as a representative of Namdo satisfying the demand for sustainable development. In order to enhance the integrity of a village making project, its master plan must be established and utilized by considering the current status and characteristics of a village, improving its physical environment and seeking a method for economic activation. Policy and economic support from central government and local governments are also required for such a project. The residents' autonomous organization,necessary for unifying the residents' capacity, must organize their own group, such as "Residents' Conference for Village Making (tentative name)" to integrate the existing organizations (women's association, youth group, etc) and establish a conference system to discuss and solve the current issues of the village.

A Study on Renewable Energy Profit-Sharing Method for Improving Residential Conditions in Rural Area - Focused on the Smart Green Village in Cheorwon-gun, Gangwon-do Province - (농촌지역 정주여건 향상을 위한 재생에너지 이익공유 방식에 관한 연구 - 강원도 철원군 스마트그린빌리지를 중심으로 -)

  • In this study, surveys and data collection on new profit-sharing measures were carried out in order to improve the residential environment and residents' participation in 65 MW large-scale solar power complex located at Munhye 5-ri, Galmal-eup, Cheorwon-gun, Gangwon-do province. From May to September 2018, the presentation and meetings for residents were held and a survey for 67 households were carried out in order to collect profit-sharing data which is sharing profits from solar power project improving residential environment. The results of the survey shows that it needs to improve some obstacles of residential environment in rural areas, such as improvement of living infrastructure at village level, improvement of monotonous leisure activities from the residents' point of view, improvement of economic income sources depending on farm income and Basic Old-age Pensions, inconvenience factors in the unsuitable residential environment due to aging. Based on these findings, this paper suggests that Profit-Sharing solar power complex project has possibilities to improve living environment in rural areas by sharing profits from power generation and residents participating in the project with consensus for need of renewable energy.

  • Landscape is an environment factor for improving life, a social resource for establishing image and identity of the area and also a tourist resource for earning profit. Rural landscape is essential resources to activity rural tourism and local economy. But like this rural village by the development which economic high growth and scientific technique is quick searched the features or customs of the farming village of city brazier past and to be strenuous it became. The classification in like this objective against the rural village resources in this time research it led and against the culture application plan which will reach to grope it tried. Though this results, The opportunity where rural sightseeing is activated expects becomes.

A Study on Environment of Daldongnae and Regeneration in Jeonju - Focused on the Jaman-maeul area in Jeonju City - (전북 전주시 달동네 환경 분석과 마을 가꾸기 방안에 관한 연구 - 전북 전주시 교동 자만마을을 중심으로 -)

  • The study aims to figure out the problems of Daldongnae (hillside shantytown) in Jaman-dong, Jeonju, and to propose the countermeasures for village regeneration. Based on the survey of current conditions in the area and the case study of successful regeneration projects, this study suggests regenerating concepts for the community. The study on the current state analyzes that Jaman-dong is faced with the population decline, especially among the young, the lack of community facilities and infrastructure, and the unfavorable situation in the residential environment. The case study involves three successful Daldongnae regeneration projects: the culture-based regeneration of Cultural Village (in Gamcheon-dong, Busan), the regeneration focused on healthcare and education of Ibagugil (in Choryang-dong, Busan), and the community-led regeneration of Rainbow Village (in Dae-dong, Daejeon). The regenerating concepts for the community are as follows: utilizing the existing local community center as a gathering place for the residents, furnishing a cultural space for a growing number of visitors, adding new parking space, installing convenient facilities in order to provide better pedestrian environment for the disabled and elderly, improving street landscapes, and establishing citizen participation programs.
