Problem and Improvement Plan of Existing Fire Examination and Investigation System (현행 화재조사 및 수사체계의 문제점과 개선방안)

  • A primary task of fire department is maintaining public safety, system maintenance and welfare improvement by protecting life, body and property of a people through prevent and extinguish of the fire in emergency. Rescue part of those affairs has supported by the people but affairs related to the fire examination and investigation could not get it. Although fire examination is a very important part of fire department administration, it has been understood indifferently due to lack of awareness and concern. There are no scientific fire examination because of lacking education study and the whole responsibility capacity about it. There are many things have to be improved at fire examination and investigation system in Korea. Especially, establishment of the whole responsibility post is urgent through assuring professionals to improve accuracy of fire examination and investigation. Equipment which can do scientific fire examination and investigation have to be fully furnished. Efficiency of fire examination and investigation has to be increased through improving law related to fire examination and investigation, giving rescuers investigation right. Through this, it systematically have to be good for fire prevent.

Security Improvement Plan for Nationwide Key Energy Facilities (국가주요에너지시설 보안향상방안)

  • This study shows the result of the security assessment of the nationwide key energy facilities and suggests the ways of improving the security level. According to the study, most of the energy facilities are adequately equipped with physical security factors such as security personnel, security systems, fences, and guard posts, but lack of awareness is pervasive among those concerned, so the security operation is inefficient. In other words, inefficient deployment of security personnel, lack of the fundamental knowledge of the security systems, excessive dependence on surveillance cameras' functions such as Pan/Tilt/Zoom, misplaced cameras, low efficiency of monitoring, and irrelevant security plans. To solve these problems, above all, the authority concerned need to develop professional training programs to secure certified security mangers, and need to standardize security process to ensure consistency and to harness the standardization as a source of self assessment to improve security level.

A Comparative analysis on learning tendency & social characteristics and science camp participation attitude of the global science talented and the science gifted children (다문화 과학인재와 과학영재의 학습 경향성 및 사회적 특성과 과학캠프 참여 태도 비교)

  • This study examined the learning tendency & social characteristics and the science camp participation attitude of the global science talented and the science gifted c. The survey was carried out on children who are taking part in Global Bridge project group and in Science Education Institute for the gifted S National University of education. The results of this study were as follows. First, the science gifted children was more superior to the global science talented, when it comes to task commitment and fluency, creativity, enthusiasm for learning on the learning tendency. Second, the science gifted children have much more sociality than the global science talented in the sense of social characteristics. The global science talented showed lack of interpersonal relationship & confidence for human relationship. Third, both parties were positive in terms of attitude which participating science camp. It was proved that science camp made a positive affect on both groups in several senses such as improving awareness & attitude of science activity and enhancing sociality. As a result, unlike ordinary program for the science gifted children, one for the global science talented in global bridge project is highly demanded that it should be considered the characteristics of the multi-cultural students. Moreover, it might be considered that educational circumstance would be needed, under which it is able to stimulates students' scientific curiosity throughout launching science hands-on program, such as systemized science camp etc.

Achievement of Health Promotion Program in Korea (국민건강증진사업 10년의 성과)

  • There has been 10 years since the Health Promotion Act was legislated. The government began to establish a health promotion fund on the basis of Health Promotion Act in 1995, and to manage and operate the fund from 1998. It is evaluated that health promotion program have had various outcomes in many aspects. First, there has been growing awareness of the impotance of health promotion through the establishment of Health Plan 2010 and the effort to actualize the Plan. Second, the importance of securing health equity and identifying health determinants have been recognized during the planning process of Health Plan 2010. Third, the health promotion program have mainly focused on improving healthy life style of the population. As a result, desirable health behavior change of the population could be expected from the result of 2005 National Health and Nutrition Survey. Fourth, public health centers began to play a crucial role in implementing health promotion programs, and began to build infrastructure for health promotion programs. Fifth, management efficiency of private health related organizations have been improved. Finally, training for health promotion personnel and their participation in the program could be the foundation for the higher level of outcome achievement from the health promotion programs. Important challenges for future health promotion would be identification of the determinants and risk factors of health, formulating plan of regional health promotion programs, building infrastructure for health promotion, creation of specific action model by public health center, development of health promotion program for the elderly, conducting research for evidence concerning major factors reducing the need for health care through prevention disease activities, and establishment of evaluation and feed back system for health promotion programs.

Accessibility Analysis of Mobile Applications for Open Platforms (개방 플랫폼용 모바일 애플리케이션 접근성 분석)

  • In this study, we analyzed the accessibility of open platform Android mobile banking applications, based on Korean mobile application accessibility KS standard, Section 508 technical standard of Rehabilitation Act, and European BBC guidelines. Experimental result showed that there are no mobile banking applications of 8 commercial banks in Korea that satisfy all guidelines of three standards. Typical violations included missing alternative text, keyboard focus violations, control size and spacing non-compliance, and low contrast ratio. These violations are fatal in that they make the accessibility of the blind, the disabled and the low vision and the elderly impossible. The reason that mobile banking applications do not comply with accessibility is that mobile application developers and providers have low awareness of accessibility and do not know how to implement accessibility properly. Comparing Korea mobile application accessibility guidelines with the revised standard of the Section 508 of Rehabilitation Act and the BBC standard, many guidelines are missing. Also, evaluation criteria are ambiguous and abstract, making it difficult for developers to refer specifically. Therefore, improving mobile application accessibility requires developer and government efforts and complementation of standards.

Economic Value of Marine Forests in Korea (우리나라 바다숲의 경제적 가치)

  • This study is to evaluate economic value of the ecosystem service benefits of the marine forests provided to our society on the basis of the global standard valuation manual. The main results of this study are summarized as follows: First, the ecosystem service benefits of marine forests are worth 771,121,551 won per hectare for a year in Korea. Second, when evaluating value based on the services benefits of the marine forests, as resource provisioning service, the annual value of the fishery potential production amounts to 58,512,271 won per hectare. The annual value of the environmental and regulatory services is estimated to total 29,574,000 won per hectare including 546,488 won per hectare for climate regulation, 85,342 won per hectare for pollution purification, and 28,942,170 won per hectare for erosion protection. The annual value of the culture and tourinsm services is estimated to total 15,317,647 won per hectare including 5,011,765 won per hectare for skin scuba service and 10,305,882 won per hectare for sea fishing. Also, the aunnual non-use value is estimate to 637,800,000 won per hectare. Third, assuming that the value of the sea forests increases proportionally to the unit area, the marine forests can be valued at 12.7 trillion won per year based on 12,208.2 hectares of marine forests creation area and 4,272.6 hectares of natural seaweed beds. Fourth, the total economic value of the marine forests can be estimated at 244 trillion won in 2016, if the value of the marine forests permanently continues in the future by applying 5.5% of the social discount rate. The results of this study are expected to serve as a valuable information for improving awareness of the value of marine forests ecosystem and ensuring the validity of the marine forests creation policy by converting the value of the marine forests's ecosystem service into monetary units.

Development and Evaluation of an Evidence-based Nursing Protocol for Postoperative Nausea and Vomiting (근거기반의 수술 후 오심·구토 관리 프로토콜의 개발 및 임상적 평가)

  • Purpose: Postoperative nausea and vomiting (PONV) is very common among postoperative orthopedic surgical patients with patient-controlled analgesia (PCA), especially for narcotics. Therefore, the purpose of this study was to investigate the effects of an evidence-based PONV management protocol on nursing and patient outcomes. Methods: A methodological study was conducted to develop PONV protocol and a quasi-experimental study to evaluate the effectiveness of protocol. The preliminary PONV protocol was drawn by conducting a systematic review and by reviewing clinical guidelines and best practice recommendations. Validation of the content was done by expert clinicians, and the clinical applicability was evaluated by staff nurses and patients. The effect was evaluated in clinical outcomes associated with PONV and nursing outcomes. Results: In the experimental group, the occurrence of vomiting (z= 2.147) was significantly decreased, the maintenance PCA (${\chi}^2=4.212$) and the satisfaction of patients (z= 5.007) were significantly higher. In the outcomes of nurses, the PONV knowledge of nursing care (z = 3.791), awareness (z = 2.982) and self-efficacy (z= 2.745) were higher in the experimental group. The attitude towards evidence-based nursing practice (z= 2.446) was significantly positive. Conclusion: The results show that an evidence-based approach to the implementation of PONV care is effective in improving patient clinical outcomes and quality of care.

A Basic Study on Strategy Development for Improving the Management of Multicultural Family Support Centers (다문화가족지원센터 운영활성화를 위한 전략개발 기초연구)

  • This paper proposes strategy development to improve the management of Multicultural Family Support Centers by analyzing four Multicultural Family Support Centers (MFSCs) in Chungcheongnam-do. The research was conducted from September 2012 to January 2013. Future directions for the four MFSCs are established based on a SWOT analysis on both the internal and external environments of the centers. Various strategic directions for the four MFSCs were identified based on these analyses. For center A (urban type, college contract type), the strategic directions included the specialization strategy, systemization strategy, empowerment strategy, standardization strategy, and achievement maximization strategy. The strategic directions for center B (urban-rural combined type, social welfare center contract type) included the improvement of multiculture awareness, specialization strategy, human resource development strategy, and networking strategy. For center C (farming and fishing community type, direct management type by local authority), the strategic directions included the specialization strategy, activation strategy, qualification strategy, and networking strategy. For center D (farming and fishing community type, social welfare center contract type), the strategic directions included the specialization strategy, business standardization strategy, human resource development strategy, and network expansion strategy. The suggested management strategy development for the four MFSCs can provide implications for the management of MFSCs in other areas in Korea.

  • Recently, cyber attacks are continuously threatening the cyberspace of the state across the border. Such cyber attacks show a surface which is intelligent and sophisticated level that can paralyze key infrastructure in the country. It can be seen well in cases, such as hacking threat of nuclear power plant, 3.20 cyber terrorism. Especially in public institutions of the country in which there is important information of the country, advanced prevention is important because the large-scale damage is expected to such cyber attacks. Technical support is also important, but by improving the cyber security awareness and security expert knowledge through the cyber security education to the country's public institutions workers is important to raise the security level. This paper suggest education courses for the rise of the best security effect through a short-term course for the country's public institutions workers.
