Problems in Management of Rural Special Production Area and Improvement of Political Countermeasures (In the Case of Chungnam Province) (농어촌(農漁村) 특산단지운영상(特産團地運營上)의 문제점(問題點) 및 정책적(政策的) 개선방향(改善方向)(충청남도(忠淸南道)를 중심(中心)으로))

  • This study is aimed at evaluating the present management status of the rural special production area development projects and identifying managerial problems to propose new direction of the political countermeasures for the projects. In the con text of implementing the five year's economic developent plans for the past three decades, agricultural production and farm-household income have also been grown rapidly. However the income gap between rural and urbarn laborer, as an internal problem, has widened during the decades and the UR problems concerning free trade of agricultural products, as an external problems, are now agonizing the small-holder farm economy in Korea. The internal and external farm problems could be solved through improvement of agricultural structure and provision of off-farm jobs for farm household income increase. As a part of the off-farm income sources, the rural special production area development projects have propelled by the government throughout the country. The main problems to be solved for the successful implementation of the projects are as follows : 1. Present loan amount by the financial fund was estimated at 6-7% of the total installation costs required. To expand and implement the project successfully, enough financial credit support with favorable terms and conditions have to be considered by the government. 2. The operation patterns of the special production area development project should be recommended from the view point of cooperative and private operation to maximize farm household incomes including profits, marketing charges and dividens. 3. Improvement of the marketing channel of the products and marketing information through TV program and other mass communication should be implemented strongly to promote marketsales by the financial supports of the government. 4. In connection with the off-farm income increase, the population migrating to urban area in outside Chungnam province equivalent to 10-12 thousand persons with age of 20-49 years should be taken into account politically to be employed in the projects in the province. 5. Surplus farm labors should be created by means of improvement of agricultural structure including large farm management with farm mechanization and job opportunities have also to be provided in connection with the rural special production area development projects. The two imminent subjects are the prerequisites to increase off-farm incomes for the farmers living in Chungnam province. 6. Required credit supports for investment and operation costs of the projects should be taken actions by the government.

  • Since domestic and international environments has changed rapidly, Korean primary agricultural coopratives are expected to face many difficulties in business management, especially marketing and banking business. Therefore, it is necessary to reframe the exitsting structure of primary agricultural cooperatives so as to enhance the competitiveness in terms of management efficiency. However, There are many problems to be solved such as overnumbered staffs compared with decreasing number of farming population, unbalanced ratio between executive officials and lower-level officials, complexity of position-ranking system resulting from unclearness of official title and office regulations, and management right excessively concentrated on cooperative leader. The suggested measures for such problems are as follows; 1) attaining the economy size of agricultural cooperaitves in line with decreasing rural community, 2) fostering the on-the job training programs and the personnel administration according to job competency, 3) merging the small primary cooperatives into larger units with efficiency, 4) specializing the cooperative business based on their regional comparative advantage, 5) maintaining the rational adjustment between elected cooperative leader's management right and responsibility.

  • In rural areas, in spite of the development projects of town and houses has been performed after the New Community Movement, due to rapid industrialization and urbanization, which lasted until the 2000s from the 1980s, out-migration to the cities, changes in the industrial structure, rapid aging was carried. As a result, the gap of housing environment between urban and rural areas became more serious. The meantime, the housing problem is recognized only to the problems of the big cities, mostly urban public housing policy oriented. However, when you check the indicator of the housing environment, such as the percentage of aging housing, rural environment has become a relatively poor compared to the city. In addition, due to a decrease in income and aging of the population living in rural areas of existing infrastructure to improve the living environment is weakened. And inside of the rural areas, changes in the housing environment and polarization phenomenon is becoming increasingly serious. Therefore, in this study, there is a purpose to be presented the improvement direction for efficient implementation of house remodeling support program for underprivileged group in rural areas and requires immediate attention improvement of housing environment. Previously, House remodeling support project in rural areas was carried out at the initiative of local governments and government mainly. For this reason, it is difficult due to limited institutional, to reflect the necessary parts directly to the real life of the residents. And, the demand for improvement of housing environment need modifications to solve the inconvenience of life of residents directly in many cases. It is considered that community-based house remodeling support project is to be carried out through the participation of local residents.

Variability in the Viral Protein Linked to the Genome of Turnip Mosaic Virus Influences Interactions with eIF(iso)4Es in Brassica rapa

  • Plants protect against viruses through passive and active resistance mechanisms, and in most cases characterized thus far, natural recessive resistance to potyviruses has been mapped to mutations in the eukaryotic initiation factor eIF4E or eIF(iso)4E genes. Five eIF4E copies and three eIF(iso)4E copies were detected in Brassica rapa. The eIF4E and eIF(iso)4E genes could interact with turnip mosaic virus (TuMV) viral protein linked to the genome (VPg) to initiate virus translation. From the yeast two-hybrid system (Y2H) and bimolecular fluorescence complementation (BiFC) assays, the TuMV-CHN2/CHN3 VPgs could not interact with BraA.eIF4E.a/c or BraA.eIF(iso)4E.c, but they could interact with BraA.eIF(iso)4E.a in B. rapa. Further analysis indicated that the amino acid substitution L186F (nt T556C) in TuMV-UK1 VPg was important for the interaction networks between the TuMV VPg and eIF(iso)4E proteins. An interaction model of the BraA. eIF(iso)4E protein with TuMV VPg was constructed to infer the effect of the significant amino acids on the interaction of TuMV VPgs-eIF(iso)4Es, particularly whether the L186F in TuMV-UK1 VPg could change the structure of the TuMV-UK1 VPg protein, which may terminate the interaction of the BraA.eIF(iso)4E and TuMV VPg protein. This study provides new insights into the interactions between plant viruses and translation initiation factors to reveal the working of key amino acids.

Micro-Structure Change Characteristics of Clay Suffered Freeze and Thaw Hysteresis (동결·융해 이력을 받은 점성토의 미시적 구조 변화 특성)

  • There is the freezing method as one of the ground improvement methods for excavating an underground tunnel, and due to its improved reliability, recently construction cases of applying this method into sandy soil grounds as well as cohesive soil grounds of cities have been reported. But, applying the freezing method into cohesive soil grounds could bring concerns of the expansion of the whole ground and the settlements from thawing of ground. In this study, the deformation strength characteristics of cohesive soil which received freezing and thawing hysteresis were examined using the sample collected from the site of cohesive soil ground applied with the freezing method and its structural characteristics were analyzed using an electronic microscope. And, the test with cohesive soil reconstituted from cohesive soil which received freezing and thawing hysteresis was carried out and its result was analyzed comparatively. The result of this test showed that the structure of natural clay was significantly changed due to freezing and thawing hysteresis.

The Improvement Scheme of Rural Villages by Spatial Characteristics (농촌마을정비시 농촌공간특성별 정비유형 분석)

  • This study aimed to systematically adjust rural area development projects that have been carried out by a variety of government departments for activation of rural areas and overcome inefficient problems caused by the policies and projects promoted separately. As its alternative, this study aimed to explore efficient improvement scheme of rural villages associated with various projects. Major agriculture/rural policies and projects that have been promoted were classified by the target space of the policies and projects as Environment space, living space, and production space. Each space was categorized into five sub-items without duplication. By assessment results of rural area improvement level and preference by Analytic Hierarchy Process(AHP) method, maintenance of rural areas was classified into four types. And outer space structure was analyzed by using Space Syntax Method(SSM). Based on the analysis result above, facilities for improvement of rural villages were placed around representative facilities. Facility allocation was based on selection and concentration in terms of facility maintenance and on type attributes in terms of spatial aspects. And finally, alternatives schemes for setting up the basic direction of improvement of rural villages are local area characteristics and environmentally conscious business plan.

Improvement Strategies of Agro-Value Chain for Agricultural Development in Developing Countries: The Case of Cambodia (개도국 농업발전을 위한 농산물 가치사슬 개선 전략: 캄보디아 사례를 중심으로)

  • Purpose - Value chain in agriculture refers to direct and indirect activities related to value-added process from raw materials to final products in agricultural industries. In recent years, value chain analysis has become more important in the area of agricultural development. This article reviews the concept and importance of value chain analysis in the context of agricultural development and attempts to suggest improvement strategies. Research design, data, methodology - A literature survey was conducted for value chain analysis for agricultural development. The case of agro-value chain in Cambodia was deeply analyzed based upon interviews with government officers and related experts. Results - It seems that agro-value chain in developing countries are not well developed and does not carry out appropriate functions, compared to developed countries. Because value adding facilities, such as storage, processing and packing plants, milling plants, and etc. are not sufficiently constructed, the quality of agricultural products is low. Especially developing countries may loose opportunities to increase value of their product by exporting their agricultural products as raw materials to neighboring countries. Value adding process is also mainly controlled by traders in local markets or wholesale markets in urban areas. Farmers therefore can get lower share of final value of agricultural products compared to the shares paid to traders. Lastly it is argued that governments of developing countries do not play an active role in developing value chains and do not carry out coordinating functions in an effective and efficient manner. Conclusions - The first step to improve agro-value chain in developing countries is to identify and analyze value chain structure of agricultural products and to make development strategies and implementation programs. For improving value chain of agricultural products in developing countries, it is required to provide not only plans for constructing hardwares, such as wholesale markets, storage facilities, processing and packing plants, and etc., but also plans for improving softwares, such as measures for improving product quality and safety, setting up grade and standard, providing market information, and nurturing producer cooperatives.

Insoluble Dietary Fiber from Pear Pomace Can Prevent High-Fat Diet-Induced Obesity in Rats Mainly by Improving the Structure of the Gut Microbiota

  • Supplement of dietary fibers (DF) is regarded as one of the most effective way to prevent and relieve chronic diseases caused by long-term intake of a high-fat diet in the current society. The health benefits of soluble dietary fibers (SDF) have been widely researched and applied, whereas the insoluble dietary fibers (IDF), which represent a higher proportion in plant food, were mistakenly thought to have effects only in fecal bulking. In this article, we proved the anti-obesity and glucose homeostasis improvement effects of IDF from pear pomace at first, and then the mechanisms responsible for these effects were analyzed. The preliminary study by real-time PCR and ELISA showed that this kind of IDF caused more changes in the gut microbiota compared with in satiety hormone or in hepatic metabolism. Further analysis of the gut microbiota by high-throughput amplicon sequencing showed IDF from pear pomace obviously improved the structure of the gut microbiota. Specifically, it promoted the growth of Bacteroidetes and inhibited the growth of Firmicutes. These results are coincident with previous hypothesis that the ratio of Bacteroidetes/Firmicutes is negatively related with obesity. In conclusion, our results demonstrated IDF from pear pomace could prevent high-fat diet-induced obesity in rats mainly by improving the structure of the gut microbiota.

Improvement of the Thermostability of Xylanase from Thermobacillus composti through Site-Directed Mutagenesis

  • Thermostability is an important property of xylanase because high temperature is required for its applications, such as wood pulp bleaching, baking, and animal feedstuff processing. In this study, XynB from Thermobacillus composti, a moderately thermophilic gram-negative bacterium, was modified via site-directed mutagenesis (based on its 3D structure) to obtain thermostable xylanase, and the properties of this enzyme were analyzed. Results revealed that the half-life of xylanase at $65^{\circ}C$ increased from 10 to 50 min after a disulfide bridge was introduced between the ${\alpha}$-helix and its adjacent ${\beta}$-sheet at S98 and N145. Further mutation at the side of A153E named XynB-CE in the C-terminal of this ${\alpha}$-helix enhanced the half-life of xylanase for 60 min at $65^{\circ}C$. Therefore, the mutant may be utilized for industrial applications.

  • The analysis of irrigation water use characteristics from a pumping station is implemented. Sangjoo district was selected as a test area. Irrigation water are varied according to manners of water manager, weather change and irrigation system changes such as the repair and improvement of irrigation canal, installation of an auxiliary water sources and canal structure. From the results, average irrigation water is 1,136mm during irrigation period from 1987 to 1997 in sanjoo district. After improvement of irrigation district, irrigation water was increased 45% as average water use in this area.
