In contemporary society interest in and consumption of beauty treatment are increasing, raising interest in health and beauty. However, beauty-related laws are becoming factors of hindrance of beauty development. Currently the Public Health Control Act plays a basic role in the beauty art business in Korea, However the contents are in discord with international laws and its definition is not clear. Therefore it is causing conflicts of different occupations and job associations which are similar to art business. Especially, because neither definitions nor policies on beauty care devices exist in the Public Health Control Act, beauty care devices using in foreign countries cannot be used in Korea due to classification as medical devices. Under this circumstance, therefore, beauty care device uses by beauty artists violate the law. The government has tried to solve these irrational regulations. Recently, the Small and Medium Business Administration announced 'the improvement plan of small business and young founders site regulation for public economy recovery' in a ministerial meeting on December 28, 2016. Regulations on policy preparation for skincare devices were inclusive in this announcement. It is the question whether the regulations will be executed or not. Even though beauty industrial competitiveness was presented in the 18th Presidential Council on National Competitiveness in 2009, it was not practiced. The proposal bills for beauty law improvement have been put forth several times since 2000 including an improvement plan for regulating beauty care devices. However, so far there have been no improvements. The damage on the regulation classifying beauty devices as medical devices is not only restricted to skincare. This develops beauty devices and the beauty industry which imports and exports beauty devices. When beauty devices are exported, complicated procedures are unavoidable and when beauty devices are imported, irrational problems like reregistration procedures and costs occur. The reason why an improvement plan has not gone into practice is the resistance of the dermatologists' association. Dermatologists tend to stand positively against harming public health by saying that beauty devices used by beauty artists cause people to suffer side effects. In contrast, anyone who has a licence to use beauty devices is able to use them in foreign countries. It is not only infringement of one's right as a beauty artist but also people's right to receive beauty care services. With this reason, Korean's current law under which beauty devices are ruled as medical devices should be revised with accordance to domestic surroundings. Therefore in order to advance and globalize the beauty industry, the support and cooperation of the Korean government and relevant associations is needed to legislate and revise the beauty devices laws. The relevant associations abandon regional self-centeredness and cooperate to define ranges, size and management of beauty devices for safe use. If no collaboration exists, an arbitration agency should be established to solve the problem.

The objectives of this study are first, to evaluate the actual performance of the Transportation Impact Assesment System of Korea, second, to find the institutional problems of the system, and third, to seek for the best improvement of the system. Total 70 assessment reports performed in 1988 and judgements of the municipal councils of the reports were inspected. And the legal system of all levels were reviewed. According to the results, there are some needs to expand the number of cities subject to the assessment system. And the several regulations about the qualification of the agents assessing transportation impacts, the composition and operation of the municipal councils, and the timing of assessing the impacts are turned out improper. A proper alternative of amendment of the regulations are recommended. And the establishment of central council for judging assessments of hudge facilities, adoption of joint assessment of facilities bellow the standard, post occupancy assess ent, and transportation fee system were also recommended.

Circulating various pieces of unlawful information that violate the law by leaking personal information or circulating violent/sexual materials or malignant programs in the cyberspace is unlawful, and blocking this beforehand is an important duty of the state. Preceding discussions on the legal restriction of unlawful information in the cyberspace have mostly been focused on the criminal responsibilities and civil responsibilities of information communications service providers, but this study has approached it with emphasis on the issue of police responsibility for the exercise of police authority to block unlawful information. It is because the principles of police responsibility to determine the target of police authority to block unlawful information provide the standards for the interpretation of existing laws and regulations and function as legislative principles for the enactment of new laws and regulations to prevent risks in the cyberspace.

In order to improve the speed of conventional Korean lines, the amendment of speed related regulations is required as the introduction of Korean tilting train. Therefore, an extensive review of UIC leaflets on speed was performed in the areas of tilting train, rolling stocks, operation, civil infrastructures, etc. The review was mainly achieved through the overview of parameters directly related with speed of railway. Moreover, a summary of UIC leaflets on speed and tilting train was provided for a better understanding of speed related UIC CODE. Through the technical overview of UIC CODE, necessary information on the amendment of current Korean speed regulations could be provided.

Safety certification and inspection of dangerous machines and equipments used in industries are to save lives of workers and properties involved. Cause analysis of industrial accidents is essential to prove the effectiveness of such certification and inspection. This study focuses on suggesting systematic method for cause analysis of industrial accidents associated with dangerous machines and devices. Incorporating transition from the current user-oriented indirect regulations to more manufacturer and user balanced direct regulations, suggested method coupled with safety certification, safety inspection, safety management and safety education will guarantee more effective prevention of industrial accidents.

The environmental problem come because the demage cost of environmental pollution is not properly reflected in market price. The government regulations for market is justified to solve the problem. The policy needs a close analysis of environmental, economical effect for the point of time, methods, rational decision making of the government regulations. Especially, we need to assume and analyze about social expenses by environmental pollution and policy execution. The cost-benefit analysis about environmental pollution is used to support decision making. The value of benefit about damage by environmental pollution or about improvement changes a monetary unit through the cost-benefit analysis. The working like this is said environmental material valuation or measuring valuation. This work is studied about looking for proper analysis model to apply our environmental materials.

The medical manager has taken charge of medical care on board ship. However the domestic and international regulations concerning the qualifications and education of medical manger are primarily focused on first aid, aspect nursing, etc. There are no education contents on medicine. The purpose of this research is to identify the problems of ship's medication and medical manager education system, and propose the some improvements. The first is to expand the education on medicine and medical devices in the range of 3-4 hours. The second is to amend the national and international regulations to include education on medicine and medication. The third is to improve the ships and vessels medicine management system to systematically manage the medicines supplied to the vessels.

Some local government, community rehabilitation center, special school operate buses which can be used by wheel chair user in order to commute. However, there are no regulations or laws for safety management of buses and its wheel chair lifts. To prevent discrimination among the physically challenged people, government of Korea plan to supply buses which wheel chair users are able to on board. Safety management system should be prepared to ensure safe and convenient use of express and intercity buses for wheel chair users. In this study, domestic and international standards and regulations of wheel chair lift are thoroughly reviewed and based on this research, national safety standards for wheelchair lift are suggested for the future.
