The "Technical Regulations on the Telecommunication Facilities". under the provision of the "Telecommunication Basic Law", has rather complicated mechanism in its implementation because of wide relationship with various laws. This paper studies the principle of technical regulation and configuration with related laws, and then gives a suggestion on the future improvement of the regulation.t of the regulation.

For effective management and processing for civil affairs, online public services are in operation in every administrative organizations. However, due to the lack of links in each government departmental business processes on e-Government system, the satisfaction of the civil petitioners has not improved. In this paper, we propose an improved business process for the implementation of one-stop integrated civil affairs and suggestions services on e-Government system to reduce the time and cost for processing civil affairs and to improve the efficiency of the public services by cutting down the cost and time. This paper also suggests the ways to improve the quality of public service through redesigning civil affairs processing in the light of integrated system for the civil affairs and its suggestion.

Mail centers play an important role such as sorting and transporting postal items in the process of postal logistics. Therefore, there is need of efficiency measurement of the facilities to reduce the inefficiency of factors. But only few attempts have so far been made at measuring the efficiency of postal logistics hubs. The purpose of this paper is to make a reasonable suggestion for the improvement of inefficient mail centers. So this study found the efficient mail centers and inefficient mail centers using data envelopment analysis(DEA) and compared inputs and outputs of the former with those of the latter.

The political and technological countermeasures to cope with the UR problems are under studying at present or some of them are already applied to increas farm household income. It is evident that the leisture farm development is considered the best alternative among the countermeasures. On account of mitigating labour shortage, a most difficult problem encountered by agriculture, and of promoting consumption of farm products, the leisure farm development could increase farm household incomes accoringly. This study is ultimately aimed at identifing the countermeasures to increase farm household incomes by suggestion of the improvement of leisure farm management thorough survey of the present leisure farm management status. The leisure farm. management survey was carried out based on the seven leisure farms such as Songnam, Cheongrock, Yusung, Duryong, Hwachun, Maesan and Sinhuck which are saperately located in Chungnam Province.

This study was performed to identify the current problem of The National Qualification Examination for Dental Technician and to provide suggestion for improvement of The National Qualification Examination System. This study was based on the questionaries answered by the professors in the department of dental technology of college and the members of Korea dental technician's society. The result could be summarized in the following. 1. The examination should be held not only in Seoul but in other areas simultaneously. 2. Prepartation of The National Qualification Examination should be entrusted to a committee composed of selected members of The Korea Dental Technician Association and selected members of professors in the department of dental technology. 3. The carrving practical examination should be continued and the method of grading should be change to ensure fairness, objectivity and balance. Specially colored wax can be used to prevent cheating in test. 4. The examination on the subject of "The Introduction Dental Anatomy" should be different for dental technicians and dental hygienists. And the subjects need to be divided into "Dental Morphology" and "Oral Anatomy".

For a long time, design methodologies strive to systematize the design process in order to make the practice more efficient and effective. One of such methodologies is Axiomatic Design. However, this design theory still has some problems and is not completely settled. In this paper, the new issue for the non-linear design in Axiomatic Design is suggested and the representation of system architecture by flow chart is corrected. In the case that the design equation varies as a function of the variation of DP ($\delta$DP), the design should be regarded as the nonlinear design because the design equation is not a constant. When system architectures are represented by a flow chart, all systems could not be independently represented. However, by adding the notation of the end of decoupling to the notations using in flow chart, those can be independently represented.

In orthotropic steel decks, it is likely to have defects due to fatigue damages because most of structural joints(the connection of longitudinal rib and transverse rib, the connection of deck plate and longitudinal rib) are connected by welds. However. orthotropic steel decks have many advantages. such as light weight and reduction of construction time. in comparison with concrete decks. Therefore. they are mostly used in long-span bridges and urban highway bridges. This study consists of the cause identication of fatigue damage and the suggestion of rational thickness on deck plate about the connection of deck plate and longitudinal rib. The results are as follows: fatigue damage cause at the connection of deck plate and longitudinal rib is local deformation in deck plate. And, rational thickness of deck plate is 16mm thickness.

This study presents the methods to improve the urban farming in Korea by analysing the current circumstances of urban farming in Korea. Specifically, the legal system in association with urban farming, current status of the act on the urban farming, the present situation of the Korean urban farming, and the comprehensive plans for urban farming have been analysed in order to grasp the present situations and seek for solutions. Based on these, the research provides effective supporting methods for sustainable urban farming in Korea. As a result, the essentials to improved urban farming can be summarized with two factors; securing more space for urban farming and improving the supporting system for the urban farmers. Enthusiastic attitudes of local governments, security of budget, and cooperation with the citizens are vital to expand the urban farming in addition to the institutional and systematic urban farming improving methods mentioned above.

Growing concern and technical improvement in the housing industry has promoted continuous customization to be the most significant parameter for ecological and social sustainability of housing. The basic principle of Open Building is based on the concept of sustainability, but the theoretical relationship of the open housing system in terms of environmental architecture has not been examined profoundly yet. In order to generate an overall approach toward sustainable housing, a further alignment between Open Building and sustainability should be established. Therefore, this study aims at the establishment of the theoretical relationship between Open Housing system and environmental architecture, and the examination of Open Housing system in terms of sustainability for the suggestion of the future development in housing environment.
