It has been achieved 109.1 kg/d of BOD reduction that is equivalent to the amount of BOD loading discharged from 21,880 persons and dramatic decrease of the fallout ratio against water quality of effluent, from 42% to 9%, through technical support on ISTPs to be applied by the ISMSGA at the upper area of Geongan river in Yong-In city. It was clearly revealed that the most efficient configuration for ISTP was a series of anaerobic tank, equalization basin, aerobic tank, sedimentation tank, and then effluent tank. Also, the major causes on the fallout ratio of ISTP resulted in the lack of management (67.5%) and imperfect facilities (32.5%). Then, when compared the quantity of water supply with the design capacity of ISTP, the design capacity was estimated as 1.8 or 2.4 folds larger than the real quantity of water supply so that it is essential to punctually consider the key factors such as an estimation methods, the specificity of commission operator and construction by high systematic technologies to improve the water quality for the future.

The purpose of this study was to improve EMS-System in Korea through the research in EMS-System of advanced country. The response time is defined as the interval from the time of call receipt to the time of scene arrival. The important factor was to shorten moving distance of ambulance. It should be considered to accomplish this factor that the vehicle must be increased and the convenient location chosen for optimizing of service area. The transport of emergency patients carried out almost by 119 Emergency Medical Service but out of all the employees at 119 EMS only 11.3% have own qualified EMT degree. They should be employed more and more specially at 119 EMS for a superior level of emergency medical care for civilian. In America, EMT can take care of emergency patients following the order from medical Director at the scene of accident. But in Germany, prehospital care was emphasized from the beginning and, in those days, a medical doctor was sent for treatment of emergency patients at the scene, the so-called a Rendezvous system. Hierby this study makes the suggestion to improve the EMS-System, it is effective to use the medical Director system in America and furthermore a Rendezvous system in Germany. The functional integratin and unification of the report system as well as enough personal and equipmental elements saved together invaluable lives.

The internet phones that are currently available in use adopt packet exchange system, transferring through various routes and lacking sufficient band width with a result that there is an accompanied delay for packet transmission since the traffic is increased, accordingly affecting a lot in sound quality and speed. Two solutions for such troubles are suggested in this study to improve sound quality of internet phones. Firstly, we minimize the delay and damage regarding packet size based on traffic size by using the data algorithm from variable packets in order to supplement decreased sound quality due to the delay and damage of sound data. The second suggestion is to employ a method of Jitter compensation by giving an appropriate initial delay time with regenerating buffers to bypass troubles from Jitter, From employing the Jitter compensation method, we found that there is a sound quality improvement due to the less stoppage phenomenon.

This paper presents improvement of consumer's access and convenience to Farmers Market(Local Food Shop). We analyzed case studies and proposed plans of Local Food Shop and related facilities. The results are described below. Thorough pre-education and public relations with extensive support for agricultural products in the area and external support are necessary. Most importantly, the consuming population was close. These factors were the factors of success. Tourists' visit is effective. Consumer distance should be within 10km. Long distance tourists need a way to attract tourists on weekends. It is an advantage that there are many consumers. And it would be nice to have a market in the vicinity. And it is necessary to develop various activities such as experience activities and programs. Also, a place convenient for cooperation with the government office, public health center, etc. is good. Accessibility is enhanced when ICs of frequent highway and highway are close to cars. As a suggestion of placing a direct sales place, we will set up a place for consumers to collaborate and relax and also consider the convenience of providers. For the convenience of consumers' shopping, including sales outlets, we set up booths for daily necessities and industrial products, and place other agricultural cooperatives (NACF banks), local cafes and farmer restaurants in front. Consider multifunction combined service center for consumers and farmers.

In 1998, Korea IT company operation 10,000 and Gross Domestic Product(GDP) was 9.3%, IT industry employee 380,000 persons. In 2001, growing the company 20,000, GDP 12.9％ and 500,000 employee. National policy have diverse programs to the IT sector. Ministry of communication(MOC or MIC) have invested by the R & D Program from later 1980'. National subsidizes direct or indirect to the programs, it's not market principal but subsidized to organization(Institute, college, company etc), this paper analysis the national subsidize system and suggestion the advanced system.

Recently, the establishment of Project Management System for National Research and Development Projects focusing on researchers has drawn sharp attention through revision of applicable laws and regulations, and presentation of national policy tasks for the management of national R&D projects, however, it is insufficient to say that a remarkable system has been established by researchers. In this study, a National Research Automated Registry Code Numbering System was suggested by using a National R&D Projects Human Resource Declaration System for Project Management System for National R&D Projects focusing on researchers. In addition, a National Research Automated Registry Code System was sought in order to realize this system. Through this suggestion, consolidation of personal information protection can be attainted through the national career management, and by raising the participation of researchers naturally, reduction in administrative affairs, simplification of accomplishments verification, and improvement in investigation, analysis and evaluation statistic quality can be expected.

This study analyzes the problem of braille library information services for visually handicapped and suggests the alternatives to solve the identified problems. This study uses a case study method and Pusan Braille Library was selected as a case. The data for this study were collected by the following two methods : (1) document analysis; (2) interviews with 1 staff and 6 users in the Pusan Braille Library. The emphasis of this study was on analyzing the problem; in braille library services, particularly from the following three aspects : (1) both quality and quantity of materials; (2) the facilities; (3) the human factors staffs and volunteers. Suggestion are made to improve the quality in information services of braille libraries - particularly, producing many diskette materials, establishing collection development policy of diskette materials, pervading computers and its facilities, reeducating braille library staffs to cope with rapidly developing information technology.

While Korean traditional culture considers it necessary that children support their parents, a new trend of silver support is expanding by the recent social change, the increase of women's working, and the reluctance to support the old people. However, the number of silver welfare facilities in Korea is short for the demand with limited selections of them. Based on the situation, the following results of the study what kind of policies Korea service for the old people in the USA where early stepped into the aging society: 1. provide specific and proper social-supporting service and facilities with charge or free for the old people to be able to select one of them, according to economic, physical and psychological situation of the old people; rather to prepare service and facilities for all the old people. 2. increasing community service support for the home-staying old people 3. the development of support program for the family of the old 4. the improvement of housing environment for the home-staying senior 5. prepare the housing alternatives for the senior would be home-like environment.

Unlike other educational spaces in school facilities, restrooms have remained unpleasant spaces without reflecting the change in social awareness and students' lifestyle. In the process of the 'School Restroom Environment Remodeling Project in Seoul' by means of "user participatory design method", this study aimed to suggest a design of the school restroom environment responding to the different needs of actual users, who are students and school staffs. By surveying them, it was revealed that they have a variety of respective behavioral patterns and spatial needs according to their status, gender, age and working period. Implications of this study are as follows; First, it is necessary to establish a separate restroom facility standards that respond to the characteristics of elementary school students. Second, there should be an expansive approach to widely accommodate with the users' needs that were found out through 'user participation', more than just repairing pre-existing space. Third, it needs to have critical review of the maintenance and operation system itself as well as the improvement of the school restroom environment.
