자유무역협정에 대한 비관세장벽의 효과에 관한 실증연구: 한국의 자유무역협정과 체결 대상국의 수입규제조치에 대하여 (An Empirical Study on the Effects of Non-Tariff Barriers on FTAs: Regarding Import Control Measures of the Target Country on Korea's FTA)

  • Purpose - The purpose of this study is to analyze the effects of non-tariff barriers on the Free Trade Agreement. Currently, it has achieved significant export effects by signing free trade agreements with many countries in Korea. However, most countries have implemented non-tariff barriers to protect their industries. This study analyzes the effects of non-tariff barriers in counterpart countries that have signed a free trade agreement. Design/methodology/approach - For analysis, first, prior studies were summarized, and second, the current status of free trade agreements and non-tariff barriers were identified. And, based on the current situation, the relationship between non-tariff barriers and export volume was analyzed. The targets of analysis are the United States, China, and Vietnam, which are Korea's three largest exporters. As for non-tariff barriers, anti-dumping tariffs, countervailing tariffs, and emergency import restrictions were analyzed as import regulatory measures. Findings - In the case of the United States, it can be seen that the decline in textiles, steel and electronics sectors is even greater. In the case of China, it can be seen that exports declined after imposing non-tariff barriers in the steel sector. Finally, it can be seen that exports declined after Vietnam implemented a non-tariff barrier on the steel sector. It was found that non-tariff barriers offset the effects of the Free Trade Agreement. Research implications or Originality - Currently, Korea has free trade agreements with numerous countries. However, after the free trade agreement entered into force, the number of annual average import regulation investigations for Korean products is on the rise. In the end, the implementation of non-tariff barriers is offsetting the effects of free trade agreements. Therefore, when signing a free trade agreement, it is necessary to thoroughly prepare for import regulatory measures such as the insertion of provisions of non-tariff barriers.

  • The objective of this study was to estimate the quantitative loss of the consumer surplus due to the tariffs on clothing imports during the WTO starting periods. For 1984-1996, the import price elasticity of the clothing was estimated from the regression of pet capita clothing imports on Per capita GNP, import price index and domestic producer price index. Then the quantitative losses of the consumer surplus in clothing were obtained from the simplified formula for 1990-1995. In spite of the decrease in textiles St clothing tariff rates, consumer costs were increasing, which was caused by the tremendous increase in clothing imports during the same period. The loss of the consumer surplus was 7131 billion wonts in 1995, which accounted for 6.4% of the total clothing expenditure.

  • In Korea-U.S.A. FTA Negotiation, U.S.A. request to eliminate barriers of tariffs and non-tariff in trade of cosmetics. Korea applies tariffs of 8% on most cosmetics and personal care products. There are some non-tariffs barriers in cosmetics trade between Korea and U.S.A., for example, transparency on restriction and regulatory, cosmeceuticals, import clearance review, quality control testing, ingredient labelling. Tariffs of 8% on most cosmetics should be eliminated, a proviso of complementary measures on sanitation of Korean people about imported cosmetics. This is a meaning of reformation of prior management(tariffs) by strong ex post management in cosmetics trade. It is important that Korea should construct system of ex post management, for instance, construction of data base on manufacturer, importer, bland name of cosmetics and all ingredients of cosmetics. This is concerned with labelling of cosmetics and cosmeceutical and publication of Korean edition of INCI(International Nomenclature of Cosmetic Ingredient).

The Optimal Degree of Reciprocity in Tariff Reduction

  • This paper characterizes the optimal reciprocal trade policy in the environment of Melitz (2003) with firm productivity heterogeneity. In particular, without making parametric assumptions on firm productivity distribution, this paper derives the optimal degree of reciprocal tariff reductions that maximize the world welfare. A reciprocal import subsidy raises the industry productivity, lowering aggregate price; a reciprocal import tariff helps correct the markup distortion, increasing nominal income. With all the conflicting effects of import tariffs on welfare considered, the optimal degree of reciprocity in multilateral tariff reduction is shown to be free trade.

  • The paper aims to introduce and to discuss seafood import systems in terms of tariff and Non-Tariff Measurements which have been changed by the establishment of WTO. The paper can be used as materials for seafood trade policy making. The Non-Tariff Measurements for seafood import control in Japan are explored as follows; Import Quota, Import License, Pre-identification, Standard system, Customs Clearance Procedure, Import Port Nomination, Import Channel, Unification. The paper is composed of six chapters. Chapter 1 shows the current situation of seafood trade of major countries and background of the research. Chapter 2 deals with fisheries negotiations in the Uruguay Round, their impacts and major issues of tariffs and Non-Tariff Measurements in seafood trade. Chapter 3 analyzes seafood import of Japan, which is the core nation in the seafood trade of Northeast Asian Region, by item and the structure and characteristics of Japanese seafood import tariff including Non-Tariff Measurements. Chapter 4 and chapter 5 tackle seafood import management system of EU and USA respectively. Chapter 6 summarizes the issues of seafood import by focusing on Japan which is the biggest import market of Korean seafood.

STAR 모형을 이용한 국내 주요 수입수산물 시장의 통합 여부에 관한 연구 (A Study on the Market Integration of Major Import Fishery Products in South Korea Utilizing STAR Model)

  • I explore that South Korea's major import fishery product markets-frozen hairtail, frozen mackerel, frozen pollock and frozen squid-are integrated by testing whether there is favorable evidence of the law of one price (LOP). Unlike previous studies on the LOP for fishery product markets, I assume non-zero import costs and include them in a trade model. To explore whether LOP holds for major import fishery product markets in South Korea with non-zero import costs, I utilize a non-linear time-series model, Smooth Transition Autoregressive (STAR) model with the sample periods from January in 2002 to December in 2019. I find that the behaviors of home-foreign price (i.e., import price) differentials of all four major import fishery products are non-linear depending on whether trade occurs and favorable evidence of LOP for each import market in South Korea. These findings indicate that each of South Korea's major import fishery product markets is integrated. They imply that the supply of each major import fishery product-frozen hairtail, frozen pollock, frozen mackerel and frozen squid, and their prices are stable even if there is an economic shock on each market. When it comes to trade policy implications, the Korean trade policy including tariffs or quotas against their import countries for the four major import fishery products may not have influences on their price in the markets.

무관한 산업에 대한 정벌적 관세부과 (Tariffs on Irrelevant Industries)

  • 전통적으로 자국 산업의 이익보호를 위해 관세는 널리 사용되어 왔다. 개발도상의 단계에 있는 나라들은 자국의 유치산업을 보호할 목적으로 관세를 사용하는 반면, 선진국들은 자국의 상품이 타국의 시장에 진출할 수 있도록 타국을 압박하는 수단으로 사용되는 경우가 많다. 본 논문에서는 선진국이 자국의 특정 수출품을 개발도상국 시장에 일정한 비율 이상 진출시키기 위해 개발도상국의 제3의 생산품에 관세를 부과하겠다는 위협을 하는 경우 그 경제적 효과를 간단한 게임이론 모형을 통해 살펴본다. 만약 관세가 부과된 제3의 생산품이 주력 수출품인 경우 개발도상국 정부는-주력 수출품 생산자들의 로비 등을 통해-문제가 된 상품에 일정한 제재를 부과함으로써 선진국과의 마찰을 자발적으로 해소하려는 유인을 갖게 됨을 보인다. 이러한 결과는 최근 FTA로 대변되는 양자 간 무역협정의 체결에서 나타나는 산업 간 이해득실의 차이를 개별 산업의 협상력 차이로 설명할 수 있다는 의미를 지닌다.

FTA 협정관세 심판청구결정의 법적 기준과 검증사례에 관한 연구 (A Study on the Legal Standard and Verification Cases for the Judgement of the Tax Tribunal of FTA Conventional Tariffs)

  • FTA 협정관세는 수입물품이 협정에 따른 협정관세의 적용대상이며, 협정상의 원산지결정기준에 따라 물품의 원산지가 해당 체약상대국일 경우에 적용된다. 협정관세를 적용받고자 하는 수입자는 수입신고 수리 전까지 세관장에게 협정관세의 적용을 신청하여야 한다. 본 연구는 FTA 체약상대국에서 수입한 물품에 대해 FTA 협정관세 혜택이 배제되어 수입자가 관세당국의 결정에 대한 심판청구를 한 사례를 중심으로 검토하여 FTA를 활용하는 기업의 협정관세 적용상 유의점을 살펴보았으며, 이를 바탕으로 다음과 같은 시사점을 제시하고자 한다. 먼저 한 EU FTA와 FTA 관세특례법상의 비당사국을 경유하는 물품의 직접운송원칙과 관련된 유효요건을 확인하고, 한 미 FTA와 FTA 관세특례법상의 원산지증명서의 인정기준과 협정관세 사후적용을 위한 신청기준 등과 같은 협정관세의 적용기준을 확인하여야한다. 그리고 한 EU FTA와 FTA 관세특례법상의 원산지신고서의 발행자 기준과 선하증권의 원산지신고서 인정 여부를 확인하여야 하며, 무역기업은 관세당국의 FTA 협정관세 배제 결정시 조세심판원의 조세심판청구제도를 적극적으로 활용하여 FTA 협정관세 혜택을 향유하여야 한다. 마지막으로 FTA 협정관세 적용과정에서 특정사안에 대해 무역기업과 관세당국 간에 FTA 협정과 관세특례법상 법적용 기준의 해석상 불일치에 대비하여야 한다.

한-칠레 자유무역협정이 부산항 물동량에 미치는 영향분석 - 대 칠레 수입 컨테이너화물 중심 - (An Analysis on the Impact of Korea-Chile FTA on Busan Port - Focusing on the Inbound Container from Chile -)

  • 자유무역협정은 국가 또는 지역간에 교역의 장벽이 되는 관세를 폐지하는 것으로서 궁극적으로 해상운송 및 항만물동량에 영향을 미친다. 한국은 2004년 처음으로 칠레와 자유무역협정을 체결하였고 그 이후 양국간 교역이 크게 증가한 것으로 나타났다. 그러나 동 협정이 해상운송과 항만물동량에 미치는 여향을 분석한 연구는 극히 미흡하다. 이에 본 연구는 한-칠레 자유무역협정이 부산항에서 처리하는 대칠레 수입 컨테이너 물동량에 미치는 영향을 분석하는 것을 주목적으로 한다. 이를 위하여 2000년부터 2011년까지 물동량, GDP, 관세율, 해상운임 등을 포함하는 횡단면 자료와 시계열 자료가 결합된 패널자료를 수집하여 중력모형을 적용하였다. 분석 결과 GDP와 관세율은 통계적으로 유의하게 나타났으나 해상운임 변수는 통계적 유의성과 모수 부호에 일관성을 보이지 못하였다.

한.일 FTA체결에 따른 수산부문 영향 분석 (The Effect Analysis of Korea-Japan FTA on Fisheries Sector)

  • This paper focuses on the analysis of effects on fisheries sector following Korea-Japan Free Trade Agreement and the results are found as follows. In terms of national competitiveness, the RCA(Revealed comparative advantage) index shows that Korea is higher than Japan in most species items. And the calculation of TSI(Trade Specialization Index) finds that Korea is export specialized while Japan import specialized, showing that Korean fisheries sector is internationally more competitive than Japan. The tariffs on the marine products should be completely scrapped between Korea and Japan, export of marine products to Japan increases a mere 2%, while import from Japan 13.5%. In terms of value, annual export to Japan stands at 20,135thousand USD, while import from Japan at 12,137thousands USD, resulting in trade balance improvement of 8,000thousand USD in total. The tariff measures above is expected to have a positive effect on the related industry of marine products such as Oyster, Conger eel, Ark shells and Laver, but those involved in fisheries of Alaska pollack, Hair tail, Sea-bream(live fish), Red horsehead(frozen), Saury are expected to be negatively affected. Given the results of analysis above, the effects of FTA on the fisheries would be advantageous to Korea as a whole, but at the same time, the advantage and disadvantage sustained differs by fishery type and marine products. To that effect, negotiation strategies and countermeasures should be made, taking the results into account.
